and wind chills well below zero. wind chill advisory in effect until 11:00 a.m. this is just in the poconos but it feels as cold as 20 degrees below zero. for a couple of hours avoid hitting the slopes if you can. further south ward we've got a storm watch, this includes the poconos, lehigh valley. we'll be talking more about our upcoming chance for snow. temperatures outside right now, this is our big story for saturday. these are our air temperatures. just 2 in mount pock know, 11 in allentown, 15 in philadelphia. 18 in wildwood. winds out of the wests that are sustained over 20 miles an hour at times. it was so blustery overnight. it looks pretty windy right now. 15 to 20 mile per hour winds. this is why we're concerned about wind chills.

it feels like 21 below in the pocono, it feels like 2 below in philadelphia, 3 below in wilmington. we will warm up, but it's not going to feel warm. in fact i don't know how much of a difference it's going to make. we certainly have the bright blue skies, a lot of sunshine, 25 degrees. usually the bitter cold is accompanied by a lot of sun. things are going to change, temperatures won't fall too much from our high that means slightly warmer air is moving on through. sunday also brings the chance for some snow which kind of could interrupt your super bowl party plans. we'll have more coming up in a bit. >> thank you so much. new this morning at our headlines at 8:03. investigators are trying to figure out what caused a train derailment in south philadelphia. several tanker cars carrying crude oil derailed. fortunately none of the oil leaked and no one was hurt.

>> police say a man who is posing as a utility worker in some neighborhood and get them to let him in their house. sabina, has he been successful so far? >> reporter: so far he's hit two houses here in bristol township and tops say he is targeting elderly victims. he's posing as a water company worker. it happened on a wednesday night, a 30-minute time span between 5:30 and 6:00 on wednesday, one couple let the man inside. cops say he got as far as the master bedroom and he saw something though we're not sure what and he took off before the couple realized what was happening. an 83-year-old woman who lives a few blocks away said the same guy told her there was a water leak and he told her he needed to get inside her home to shut

the water off. she refused and he left. the water company says it is extremely rare they would ever show up unannounced unless they were specifically asked by the customer and in that case they would have photo id to prove they were from the water company. he's just saying a utility worker, works at the water company that wants to get in your house. this is happening in a quiet neighborhood. we want to make sure people out there are safe, especially the elderly people who are living on their own. guys? >> thanks sabina. an overnight house fire in german town. no one was inside the home at that time. >> in this morning's cover story, of course tomorrow is

>> joining us now by skype. the director of women against abuse here in philadelphia. >> thank you so much for joining us this morning. >> thank you. it's our pleasure to be here. >> this is a real 911 call and i was listening to it and it gives me the chills to hear it. >> i agree. i've listened to it a few times and it continues to give me the chills. you know, what i think what is so impactful about it is that the realization that this is an issue that's so hidden in our culture and people are really at danger. so they're often unable to talk. and the message that we need to listen is such a great message for everyone in the community. not just the domestic violence organizations, but every mainstream system, every community member, you know, to be a part of helping people, to get the safety and working

towards preventing and ending domestic violence. >> we obviously had a lot of criticism of the nfl this year with ray rice one of the players that was involved in a situation that came under a lot of criticism so now they are put thlg spot that's going to be airing in the first half of the game, do you think this is a pr stunt or no matter why the reason it's important to get the message out? >> i think -- i don't know. i'm certain that a lot of it has to do with public relations. but no matter what the motive, this is a very, very critical message. what we know is that one in three women in their lifetime will be physically assaulted by an intimate partner. and when you have children involved in that and there is such a ripple impact on our community. so it's just wonderful that in a show like the super bowl where you have, i don't know how many millions watching, that this

will be -- that we're going to get exposure. >> let's get into some comments from some of our viewers because they've been affected by this commercial already. frances says better late than never. too bad the nfl had to be shamed into doing this for its terrible handling of the ray rice situation. >> a real downer for what is supposed to be a fun day. why game time? what's the safety plan for women who call your hotline? >> safety planning is what we do with anyone who calls our hotline and that's really about figuring out how can they create safety no matter where they are. they still may be in their relationship and they have to live with that violence. how can they create a safer environment. >> thank you so much. we want to get that hotline number out because it is top of mind with this commercial and so much attention right now. thank you for your time, we appreciate it. the hotline to call, the number is 1-866-723-3014.

>> welcome back. for the first time in three years a case of the measles now in delaware. health officials confirming a woman in her 20s has the measles. the division of public health say this case is not linked to any outbreak in the u.s. the founder of death row records is under arrest. they say suge knight is a killer. he was at a shoot for an upcoming movie when he got with an argument and he left with his friend. tmz reported that the argument continued at a restaurant nearby. he attempted to leave, gunned his truck and run over two men. >> he backed his car up and put it in drive and he hit carter. he ran him over twice. >> wow.

well, knight's attorney says it was an accident. knight was already out on a $500,000 bail and faced 30 years for theft. crazy story. now for a look at your weather. 16 degrees here, but guess what? 56 degrees out in phoenix where everyone is thinking about the super bowl. >> it's for them in phoenix that's pretty cool. they're only going to have high temperatures in the 60s. it was raining this morning but it should end. the sun rising over the ocean. even though it's so bright today, bitter cold outside. most of us don't climb out of the 20s. some of us don't even climb out of the teens today. high pressure in place bringing us sunshine but also the bitter air. this storm system will move into the ohio valley tonight and bring a lot of snow to places like chicago and move eastward into the northeast and probably bring a hefty snowfall in parts of the northeast.

here in philadelphia, don't see we see that naufl. our winter suburbs are under a storm watch. that's your best chance of seeing accumulating snow. wind chill advisories out for the poconos where the cold is dangerous paired with the wind. your fox future cast through the day, nothing to see here, a lot of sun and maybe best to get what you want to get done today. last minute super bowl party plans, that's fine. you've got no problems today. and even the first half of sunday looks all right. clouds increase, by noon it's still dry. it's not until the late afternoon or evening that we start to see snow showers move in and as we head into the night, there's more snow, could be heavy at times off to the north. that rain-snow line looking to sit right over philadelphia. this model brings enough warm air to change over to rain by monday morning. that's our ideal scenario. the whole system moves out by midday on monday. so it looks like this will most

impact our northwestern suburbs with snowfall amounts in that 2 to 6 range not giving philadelphia anything or south jersey where there's just rain. this is one model solution but i am favoring it. i think this storm takes a more northward track which would limit the chances for us. right now so cold. your seven-day forecast, 25 is it for the high temperature today, sun giving way to some snow tomorrow. not going to see much sunshine but it's dry most of the day. groundhog day on monday it's a messy mix that will move out by midday. very cold on tuesday and it stays that way through the rest of the week. that's a look at your seven-day forecast. we'll have more on your snow chances ahead. >> have you heard about this gps app that is popular with drivers but not so much with police officers? they say it's actually doing more harm on the roadways than

good. it's called waze. it gives directions but it also warns drivers about accidents and red light cameras and police officers. users alert people to what they're seeing on the roadways. on twitter people cannot stop raving about it. one user writes got to love crowd sourcing. a real time saver. another says i love the app, it's so cute and it keeps me company in traffic. so what's the problem with all of this? attorney ken rothweiler is joining us by skype. this tweet comes from an attorney, she writes police upset that waze app warning drivers police ahead. isn't slowing down a good thing either way? >> i agree. but police departments all over the country are really worried

about this app because they're worried about police safety, especially in the world in which we live now. this is basically alerting the public where the police are sitting in terms of traffic patrol and the police worry about their safety. most police departments across the country are objecting to this, but in my mind there's nothing they can do about it. these devices are legal. >> you don't think there's anything illegal about this app and this whole idea. this is totally i legitimate app. >> right now it is. right now it's totally legal. there's nothing the police can do about it. >> let me get to this tweet. wonder if police will fight the app locating them on routes since it's technically illegal, that's what that person thought. so you were just talking about if there is anything illegal about this app, they would have to change the laws in order for that to be the case. >> yeah. i think there's no doubt about it. the same way they did it with radar detectors.

[ bleep ] me off this week. two men wearing ski masks walk into a philadelphia food market and rob the place. one suspect is carrying an ar-15 style rifle. the gun is huge and the guy isn't even trying to hide it. you see the suspect point the rifle at an employee and grab the money. the robbers grab 500 bucks and take off. when you look at this video it captures these two street thugs walking down the street nonchalantly. they ain't got a care in the world. when you look at the way that individual holds that ar-15 on the victim, it remind me of what i term urban terrorists. violent, gun-wielding urban terrorists. they had more fire power that

[ ♪ ] >> i'm chef robert from classic cake and this is your fox food bite. today we're making a very simple browny recipe. this is my favorite recipe to make on saturday mornings and snack on it throughout the day. we start with one stick of butter, four ounces. melt over medium high heat. you don't want to use salted butter in this recipe because we're adding salt ourselves. you don't know how much they add. to the melted butter we add one cup of sugar. that's the beauty of this recipe. all go into the pot. one-third cup of cocoa. you can use any cocoa you want.

it doesn't matter. one half cup all purpose flour. one quarter tea spoon of salt. a quarter teaspoon of baking powder and one teaspoot vanilla extract. it's that simple. until you're pretty sure it's well mixed, got a nice consistency. and it's ready for pan. very simply, this is a nonstick 8 x 8 pan. i still prip it a little bit. a little bit of nonstick spray and flour to coat. you can also use this in little muffin tins. you can actually put it into ice cream cones and bake it. this is simple, get the kids involved. get them into the kitchen.

put this into a preheated oven. 350 degrees. so about 20, 25 minutes later, depending on your oven, the knife comes out clean, you're good to go. who can't resist the temptation, just like me, you dig right in. they're delicious fresh out oven. nice, moist, not to caky. this is my favorite browny.

monday. saturday no weather problems. well, the cold is a problem. it is brutal cold out there. but we are just going to see sunshine and clear skies through tonight. into tomorrow, clouds increase fairly quickly but it is dry. so if you're heading to your super bowl late afternoon, no problems on the roads. it's not until later, 5:00 and beyond, that we start to see snow showers move through. and i do think everyone starts with snow showers. it will be a chilly day. by 10:00 you see the rain south of philadelphia, the rain-snow line right over us. most of the models indicating the trend towards rain. a mix in our northwestern suburbs and still some accumulating snow where there's a winter storm watch for the lehigh valley and poconos. i would count on a slow commute on monday, also sunday night when you're coming back from your super bowl parties. here is a first guess at yaur

or is it? believe it or not, the law may not be on a little one's side. it can actually be illegal in some communities and townships that's counted as solicitation and maybe could violate the law. there's a radio station in ohio making fun of this issue. is it against the law to shovel other people's driveways? joining us is an attorney, heather hanson. when those kids come around in my neighborhood, i think of them as hard-working, good kids trying to make a buck. is there something wrong with that? >> there's nothing wrong with it in theory, but the problem is the law doesn't always make sense. here what happened is people in different townships were complaining about so listation. people coming to their door, asking for money, trying to sell things, maybe giving out pamphlets. different ordinances saying that you can't do that. what they haven't done in all places is carved out an exception for things like kids

who want to shovel or in some places kids selling girl scout cookies. >> could it actually be illegal for girl scouts to go door to door. >> it's so interesting. i've been looking at different ordinances across the country in some placings it actually is because there's no exception for it. locally most of the ordinances that say you can't go door to door makes an exception for girl scout cookies. they don't make an exception for kids shovelling or wanting to rake leaves. >> isn't there a common sense? we like to have the neighborhood kids help out. >> and that's what it is. it comes down to an officer's discretion. what i do have to point out here, is no kids have been arrested or fined for doing this. the officers for the most part, from what i've seen, have stopped, talked to the kids, explained to them that this ordinance is in place and sent them home. officers do have some discretion. but they do under the law have

area that you can see a dedicated team of junior reporters, college and university students bring you stories from your backyard. this morning we welcome a familiar face to our show. to our studios. villa nova university student lauren dugan is back in philadelphia now but is still reporting on the upcoming papal visit. welcome back. >> thank you so much. it was so exciting to be in the center of the preparations. the pope is coming to philadelphia on september 25th and with that we're expecting 2 million visitors and that's causing a lot of practical problems around the city and especially altering the wedding plans for local couples. >> you need a florist, a photographer, a venue, a church. >> reporter: allison grappled over many details over the details that went into her wedding. >> the pope is coming to town. cool.

and a couple of days go by and you realize, wow, this is really going to be hard for us. >> reporter: hard to find a hotel for their 250 guests with no place to stay in a 50-mile radius. >> that's when you start to panic when you realize you can't find a hotel room. >> reporter: and three other couples have run into the same issue with 2 million anticipated visitors. there's no room at any inn in the city or suburbs. >> i know how stressful weddings could be and if it were me, i would choose another day. >> reporter: ed gross, director of the greater philadelphia hotel association says he's sympathetic to the wedding conflicts, but cannot understate the opportunity for the city. >> this is probably the biggest event in our generation, as far as the number of people come to philadelphia, the economic impact as a result. and how fast the hotel rooms will be filled. >> we really can't compete with the pope. so we've got to roll with the
