experiment that i stole from somebody else on the internet because it is really just that cold. i don't think it is record breaking cold. lets get to it. the record i think will still be standing from 1979, it was 1 degree and owe far today we have been down to three. lets check these current temperatures. we made to it two but that is not tying the record and new that it is light out i don't think we will get any lower than two. we will see what happens. but these temperatures are just brutal out here. even with gloves on and i only have one pair of gloves on and already starting to feel tonight my fingertips. you don't have to be outside very long before you start to feel these frostbite symptoms. seventeen below here in the city. thirty-four below in the mountains. you factor in the wind and it is just brutal. sunshine is deceiving. bus stop buddy, poor guy waiting outside for the school bus today, it is two out of ten because of this cold. once again the record low is

>> reporter: do you think students will be here today. >> mess will try to come, yeah, they will, because they know they have midterms coming up. >> reporter: thank you so much. try to stay warm. we have been seeing people passing by and just running in and out of buildings. now yesterday our chris o'connell was down in delaware because we know mess of the schools in the state of delaware have closed. we have talk to a superintendent of the colonial school district, dusty blakely and he says that because of these extremely cold temperatures the businesses are not running as well as they should. sometimes they are delayed and they don't want children standing out in the cold for longer then they need to. so some parents are calling this an inconvenience, unscheduled day off which means they need to find someone last minute to watch their children but school officials say it is in the students's best interest on a day like today. >> as well as our machinery, our school buses working, when you get temperatures that low school buses don't start all the time, you have kid that are out there for an extended period of time and we wanted to air on the side of safety.

we try to make decisions in the timely fashion and get information out so parent can react based upon their own individual needs. >> reporter: that school district made the call yesterday where as archdiocese made the call this morning. philadelphia public schools, again, remain opened, and while colonial school district closed for nearly 10,000 students staying home today, the school district offices will remain open so people can get to work, mike and alex. >> i didn't realize it was an exercise you had to run backward on cold days did you note that is in that video. >> it helps when that wind is blowing. >> i guess so. >> 7:13. highway worker in tennessee narrowly a advoids being struck by an out of control truck. knoxville police dash cam was rolling as highway worker jumps back as an out of control truck crosses the median and into on coming traffic. the incident is under investigation but we are told this was ice on the highway. thankfully the worker was not hurt. look at that.

will be starting to inch up a little bit. not much but a little bit. this is what it feels like outside. you don't have to be outside very long even in the sunshine with 17 below zero wind chills to start feeling those frostbite symptoms. sometimes even with your extremities covered, that is why steve keeley has two pairs of gloves instead of one because you just need as many layers as possible, these dangerous wind chills will continue through about 11:00 o'clock in the morning. that is how long the wind chill advisory will last, then we have to start talking about precipitation for tomorrow. we are n'synx will digit temperatures and wind chills, in the morning on saturday, and then tomorrow in the afternoon some snow arrives, quickly accumulating a couple of inches before it starts to change over to rain and that should happen in the evening, so we're at 30 degrees in philadelphia about 7:00 o'clock. by 8:00 we are at 33. we will see change over but

there could be a period of icing in between the the change from snow to rain from saturday evening. so watch out if you are traveling around, going out on saturday night but then temperature rise even more overnight and we all change over to rain the snow gets washed away. anything on the ground, anything that falls early on saturday then we will get in the the 40's before temperatures drop again. so during this frozen february yesterday's high was only 23 degrees, little more than we forecaster but so far away from the average high. it is supposed to be 45. only day we get close is sunday and we have rain in the morning. colder air blast in and highs in the 20's on monday and tuesday and another chance of snow on wednesday. that takes you through the seven day forecast. now sunnies up, bob kelly, that ought to mess with things a little bit with sun glare. >> we have some sun glare issues this morning. 7:17.

good morning. live look at i-95, an accident southbound lanes of i-95 at cottman avenue in the construction zone. it is taking out what would be the left lane, causing a backup from academy in toward cottman. septa just check in and they said 15 minute delays across the board on all of our regional rail lines this morning. we will add that to the delay as we heard from steve at the pennsylvania the co wood crest station. the the construction schedule intact today, inning is will tracking which will leave us with 26 minute gaps in service and no express service. even amtrak has modified their schedule for whole northeast corridor and acela express trains. an accident here county line road at second street pike, traffic being diverted on either byberry or street road and a nasty accident here right by concordville mall, northbound lanes of route 202 closed at silver side. all traffic pushed off of 202 on that north bound side and that is coming up from say wilmington heading north up
