first we have a question. >> when is the snow going to stop? >> that is the question of the day. the week, the month, probably the whole season. when is the snow going to stop. we had our biggest snowfall of the season earlier this week. 7.5 inches in philadelphia. it looks like at least for the for seeable future we don't have any snow. however i would not rule it out being totally over, the way this winter has been considering how cold. it's clear outside right now, we are looking at clear skies through the rest of today, temperatures certainly cold enough for snow. this must be the new normal for march, i guess. we are only in the teens. 18 in philadelphia, 15 in wimg ton, 19 in atlantic city. it's only 16 in dover. winds are calm but it's enough to see negative wind chills this morning. if you're in the lehigh valley,

it feels like 2 below zero. 8 degrees in philadelphia, 10 degrees in dover. let's look at your future cast through the rest of today. sunshine this morning giving way to clouds, maybe even snow showers far north and west, otherwise it will be quiet into the whoever night. we're finally looking at a completely quiet weekend. your fox cast for today, 38 degrees, well below the normal of 50 degrees for this time of year. it is still cold, but not as bad tonight. we'll fall to about 31 degrees. we'll have your full seven-day forecast which features a warming trend still ahead. >> new this morning. a pretty bad fire ripped through an apartment building overnight. >> sabina is there. do we know if anyone was hurt? >> reporter: right now we do know that nobody was hurt. but you can see just the extent of the damage to this apartment building as the fire just ripped through it.

it's very, very damaged. the roof partially collapsed and let's stand down here to the parking lot you can see it's a sheet of ice because of the water that the firefighters had to use to put out this fire. let's look at the video that we had for you when the scene was active early this morning. we're told the fire broke out just after 2:00 this morning. there's about 12 units in this building, we're told nobody was hurt during this fire and back out here live, the building already partially boarded up, partial roof collapse after this fire caused that roof to collapse inward and again very, very icy out here. we did reach out to the american red cross to see if they are assisting. we'll have more coming up at 9:00. >> also it has been a violent evening in the city of philadelphia. we begin with the deadly shooting in the northwest

section of philadelphia. it happened just about 2:15. we know this was deadly. a man was killed. three people were seen running away. so far we don't have any suspects or arrests. also, there have been a number of other shootings. we have one from south fel ton. this was in kingsessing. police fired on those suspects there. this was over at second and market streets. so a number of shootings in our city. >> and tragedy involved our cover store this morning. the city of philadelphia continues to remember the life of fallen officer robert wilson. the suspects both in custody, both with criminal records. >> the officer was a hero and a warrior. he fought to the very, very end firing at both of them. >> officer wilson was at the game stop to buy his son a present.

on our fox 29 facebook page so many notes of condolences. thank you for giving your life for the protection of all of us. you are a hero. rest easy. and brian said so sad, a young life lost because of violence. we're praying for the family. patricia said may he rest in peace. an american hero. my heart goes out to all of his family and friends. we're going to talk a little more about this. joining us live this morning is the vice president of the fraternal order of police. good morning, sir. >> good morning, bill. >> i know you had a chance to speak with the family. how are they holding up? >> it's such a tragic loss and such a sudden loss, they're dealing with it the best they can. our entire city, our entire police department, particularly the family, is having a real tough time dealing with this. once again, violence perpetrated against our police officers. >> you mentioned the officers in tt department as a whole.

on some levels there is an assumed risk when police officers walk into dangerous situations. but he was just buying a video game, allegedly. how are the officers responding to something like this happening? >> our officers are devastated. this is the district, the 22 district which has lost as many officer in two years. the last police officer we lost moses walker worked in that particular district, worked among these individuals. they perfect shell shocked, to say the least. they're doing well, they're getting through it. our police officers move forward and support the family in a situation like this. the increasing danger of putting on a uniform as a police officer in the city of philadelphia, nobody knows what's going to happen on any given day. p and the tragic violent death of officer wilson is proof positive of that. >> i know it's early in the process and the focus is on the

family right now and grieving. but based on reports, at least one of the alleged shooters had a criminal record for armed robbery. and if not for an early release could have still be serving time. is it too early to be looking at that or consideration of how we handle these types of things in the future? >> it's obviously something we need to look at down the road. we tend to focus on the family at this time. we're working hard to make sure the family is okay. but it's not lost on us that these violent thugs, that shouldn't be out on the street, are once again out on the street. and somebody made a decision somewhere to release a person back on the streets of philadelphia that shouldn't be there. and once again, one of our citizens, and once again, one of our police officers, have lost their lives because of somebody who should not have been on the streets of philadelphia. who should have been incarcerated somewhere. that's a question and answers we're going to have in the coming days. but right now our entire city

and our entire police department is focused on supporting this family and honoring the life of officer wilson and supporting his partner, officer stevenson who was out there and had a really tough and tragic day. our focus right now on that, the questions of why these violent thugs continue to perpetrate violence on the streets of philadelphia is a question that needs to be answered and that will happen in the coming months and weeks. >> obviously our thoughts and prayers go out to the wilson family but all the officers who are serving. we want to remind everybody a memorial has been set up, the police and fire credit union will accept donations in any of their branches. we have more information in the "seen on tv" section of

schools. immediately upon hearing the proposals, the response was mixed. check out this tweet was education activist. she said, deer electeds, school fund suggest not asking for additional help, it's a constitutional responsibility. we want to talk more about this, joining us this morning, donna cooper, and lawrence jones from the coalition of charter schools. let's start with you, the whole concept of additional money, we often hear that money will solve these problems. what's your immediate response? is this a positive thing? >> of course. it's long overdue that the case investing in education. we suffered cuts in 2011. the state stepped back from its constitutional obligation so this is a welcome sign for schools not just for philadelphia but across the region. >> we often talk about money and in the past we've had more

spending. it was cut and now some of it is coming back. is money necessarily the solution or do we need to look at how we're spending that money. >> i think you said the important word which is "also." it's impossible to make progress without resources but resources alone don't mean you make progress. in the period in which the state was increase it's funding for schools from 2003 to 2011, you saw dramatic increases in the number of kids who were able to read and do math and you saw rising graduation rates and rising performance rates. that's because when the money came, it had strings attached to it. you've got to use this money for proven things, reducing class sizes, improving teacher capacity to teach, expanded access to high schools. the money was very clear about how it needed to be used and the results were there. so you make the really important point. that it's an "also." but money starts the conversation. >> they talk about an also, but

in that budget, seemingly governor wolf not terribly supportive of charters, restrictions on cyber. not a lot of focus on these alternative methods of education. your response to that? >> i think that the first thing we would have to do is we really want to take a look at making sure that every child is adequately funded. i think the fact that we have more money coming in is a good thing, but we can't have those funds coming in to support one group of students at the expense of others. cyber charter schools, charter schools, those children are public education students as well. so we need to see these increases. we need to see the proven methods that are going to increase achievement, but we can't do it to take from one group of students to bolster another. >> i think another interesting point, many of these schools have a significant waiting list.

they're opting to try to go to these schools. >> you see parents all over the commonwealth have choice. whether it's the choice to be able to move to a certain area or a choice in a civic school. and if the budget is enacted as it is right now, a significant number of students are going to lose that choice. we need to be focused that making every public school child is adequately funded. >> can right now it's a proposal. we're going to talk about this going forward and we'll have you back. thank you. >> thank you. >> great discussion. also here on fox 29 weekend, we really like to listen to you. when you have a question for you, about the weather, maybe you have a comment, something you don't like.

>> not a lot of preparation and you've got to make these decisions. >> there was absolutely no preparation and you're fed information from our assignment desk, but you take your personal experience and you try to put that all in context while delivering as much information as accurately as you can. but also making sure that there's some recognition to the kind of damage and pain that you can cause if you don't get it quite right. >> and that actually leads into this segment. we talk about the e-mails and what have you. and we have a couple of them. steven wrote in at 5:52 p.m., one channel, we won't say which one, is reporting that the cop pass passed away, rest in peace. get on it. i love fox news, but the other guy, the other station has more information. they've announced the officer has died. i feel fox is behind by 20

minutes on their news. what's your response to that? >> i would point out to our viewers that the officer died at 6:25 p.m. not prior to that. his official death was announced at 6:25 p.m. i'll be candid with you. we were hearing reports from good sources that in fact he had passed. we had his name. but until you have that information, it seems to me, fully confirmed, i don't see any reason to rush that material on air to tell our viewers. i'm not sure i think what the advantage is to viewers to do that. >> we heard officer wilson's name much earlier, decided not to go with it. why? is it about sensitivity to the family? >> sure. until his family is fully notified, do you think that that's a television station's role. i'm not going to comment on what any other news organization does. it seems to me here in what was a split second decision we decided we didn't want their family to hear his name and his

passing from us. we seemed that needed to be something that needed to be fully confirmed before we threw that on tv. we got some e-mails. let me give you an example of a viewer who understand some of the issues going on here. facebook, john got it right when he wrote to us, unfortunately some news outlets are trying to be the first to report. that's disrespectful to the family. i would not want to find out news of a loved one that was murdered. and samantha was really frustrated. channel x and channel z reporting he's still in critical condition. z says dead. someone needs to set the record straight. we think those are interesting comments. right. so you've got some organizations saying he's dead, some saying he's not. what we decided to do is to do as accurate reporting as we possibly could to say that we understood he was gravely injured. and until we had full and

straight confirmation that he had passed, this man who is serving people here, we're simply not going to report it. >> one organization went with the name long before his death tweeting police sources tell the other station that the officer that was shot was robert wilson. why would they do that? why would they go with the name that early? >> i don't know why other news organizations make the decisions they do. we are very competitive. this is a competitive business. we compete we want to get it first and we certainly want to get it right. i think the question we would ask here to all journalists is do we really have to rush to put the name of a police officer who's been murdered on tv before it's fully confirmed. and would you want his wife and loved ones to hear that name from us before it's been fully confirmed and from police sources? this is really an issue for debate. i could certainly hear the other side and that's the position we took. >> one more comes from holly.

55 there on wednesday. >> this next story is getting a lot of buzz on social media. you may recall that back in december this family let their ten-year-old son and six-year-old daughter walk home from a park in silver spring, maryland. they believe in what's called free range parenting. they believed their children were ready to handle the responsibility of walking home. maryland child protective services disagreed and they've been hit with a charge of child neglect. after the children were picked up by police while walking home. good morning to you. >> good morning. >> you get labeled as neglectful parents. what's your immediate response to this when you hear it? >> we were shocked and outraged because we're not in any way.

>> we raised them to be independent and responsible just like we were raised as kids. they started out by going around the neighborhood, down the block, to a local playground. to a library. and then this one-mile walk was really the latest in that progression. >> i know you've seen some of them. we've been getting social media comments. we want to read some of them to you and get your response. thousands of people were sounding off on this. lynn says what's wrong with us? my goodness, we used to roam all over and my mother was the clingy type. we're truly raising children who will not be able to make it in this world without someone holding their hand. but margaret disagreed. keeping your children safe has nothing to do with teaching them independence. trust me they'll learn independence at the right time and not by galavanting all over

the place alone. you guys need to wise up. what's your response? >> well, the world is actually safer than when i was a child, so we think it's absolutely appropriate to let our kids wander. we don't believe we put them in any danger by doing what they do. >> as their attorney, they have this what they're calling unsubjec unsubjects -- unsubstantiated neglect on their record. >> we disagree with that and we we don't believe there's any reason for them to change the way they're parpting their children. they're teaching their children independence and the scary part about this incident is that the agency here has never shown that the children have been in any risk at all, and yet they've threatened to take the children away from the parents.

also included concerns for the alleged shooters and their families and including them in the healing process. tell me about that as a kind of universal healing. >> absolutely. the first thing i think we need to know that this is a rarity. that this officer being killed in the line of duty. he was the first officer in philadelphia to be killed in the line of duty since 2009. when you look nationally, this is not something that generally happens in the northeast. in 2013, according to the fbi, there were 27 officers killed across the country, most of them in the south. ohm two of the officers across the country who were killed were black. this is something that affects the black community i think in a very visceral way. we see shootings far too often in the black community and in communities of color in philadelphia. so you see two families on each side of this, grieving. grieving the loss of these young men who decided to do this and certainly they should be

punished to the fullest extent of the law, but they have a family, they have a community that is grieving that loss, as well as this police officer, who also happened to be black, who was taken from our community. so you have families grieving on both sides. you have the entire community grieving on both sides. not only the loss of life, but the loss of potential and the loss of their future. >> solomon said "community" several dempt times. and when you hear something like this happens, there's anger, there's emotion, there's passion. but what's the community's role and response to make sure this type of thing doesn't happen again and we heal? >> solomon is absolutely right. one of the things before we can answer that question, we have to back up and really articulate that grieving is part of a natural occurrence. it's deeply rooted, it's very significant to recognize that all individuals grieve. as significant as this particular killing was, the grief becomes really intense. i think what's in the community perspective, there's a lot of strength in community.

so community is also traumatized and community is grieving as well. simply because people from various communities have police officers, friends, family members who are colleagues. i think one of the things we have to do is allow the grieving process to happen. we have to also recognize that the five stages of grief that starts with denial, anger, bargaining, depression, and acceptance goes through the process. it's a cycle. communities have to also recognize that there are times where there are police officers who are leaving their communities and they're not come home because of barbaric and demonic behaviors such as what we've seen. >> solomon is right. one more point. all communities grieve but we also have to look at the fact that the individuals who engaged in this barbaric behavior are also going to lose family members just like this cop lost his family. >> what i want to hear from both of you, quickly if we can, you know that the immediate criticism is that communities are outraged if it's a police

officer that shoots someone in the community. will that same outrage and emotion and protests and things like that happen now to call for an end of this when it's a police officer shot. >> i think that you have to have that same level of outrage in our community when it's within our community. whether it's a police officer, whether it's somebody's son, somebody's father, somebody's uncle. i do think we have to be a little bit careful about the language that we use around people, calling them barbarians and that sort of thing. something i will never forget is a controversial i had with mayor nutter in 2013 when i asked him is there a correlation between poverty and violence in our city. he said if you overlay two maps, one with the highest poverty areas and one with the two highest crime areas, those areas are going to match. same thing with education. according to district attorney seth williams, most of the people who are involved in this

violence are high school dropouts, as we disinvest in education, as we disvest in our neighborhoods, unfortunately we're going to see violence. >> a lack of moral imperative. as a social scientist we can look at economic injustice, we can look at institutional racism. but this was barbaric behavior. >> i think it's also barbaric behavior when you look at what happened in ferguson. >> absolutely. i've been on fox and i've done national shows where we've talked about ferguson. but today, we're looking at the fact that this police officer's life was taken. we help communities grieve but we should help our police officers and the city of philadelphia thanking them putting their lives on the line every day and the community should be outraged. >> we're going to have to leave it there. i know there's a lot more to this and we will have you both back to continue this discussion because obviously it will continue to evolve and we want

comfort to another mother or father. it doesn't get better, it gets awesome. joining us now by skype. most of us cannot even imagine your journey. you have three children two girls and also your son. this is mazing story and what it's like as you realize he's not acting as a boy but he really believes in every molecule of his little body that he was a boy from an early time. what was it like for you as a mom to go through this. i have a little girl. you can't be a boy? >> i think this is, from hearing other parents that have gone through something similar, i think that my story is typical in that you go through a period of disbelief. i me mean, it doesn't seem to make sense that a child before you understand and realize that a child that age can know what gender is or take it seriously.

>> what was it like that really brought it home for you? jacob started dressing saying i want blue things, i don't want all this girl stuff and really rejecting that in a way that was not just play acting or just something out of a role. how did you realize that this was something bigger? >> when his moods started changing. when he became angry, when he started withdrawing from people. and one of the final moments that really pushed the idea into my head that this might be for real was when a teacher came to me and she said to me, you know, she was aware that he was claiming to be a boy but when she started writing her name, because at the time we saw her as her. and she would angrily taking a pen and crossing it out and erasing herself or as people perceived her as a girl. and that's when it really hit

home to me. this is serious. this is internal. this is causing too much distress and i need to pay attention to it. >> i think sometimes we confuse gender identity with sexuality and people would say how can you see this. this is ridiculous. this is a three-year-old. how could this possibly be the case. it's not that. is it more common than we think that we have some of these issues with children? >> i think so. i think there's -- people are starting to realize that gender is on a spectrum and there's typically identifying boys, typically identifying girls, and a whole range in the middle. an we're starting to see things not in boxes anymore. and the evidence is that proximally 1 in 1,000 children will be in some form, very gender nonconforming all the way up to transgender. these kids are out there but i don't think they had a voice before. i think right now where we are in our generation, where we are

with civil rights and understanding and protecting individual rights. i think we're finally ready to hear about the transgender community because it's been very under served. >> we got these comments, there was thousands of them. absolutely beautiful a mother understands what a child does not say. but we've had some criticism out there. totally ridiculous that a little girl is five years old, what is wrong with people. serious case of bad parenting. what do you say to people who say things like that to you? >> well, number one, every parent wants their child to be happy and healthy. and healthy is not just physical, it's mental. and it's specially mental. if you see your child undergoing severe distress claiming that they are not what their body identifies as, by shutting them down you can create depression,

suicidality. because of this issue, because of bullying. and i saw the signs in my kid. what's the harm of allowing my child to go to school with a boy name, to wear boy clothes? if one day he decided that he wanted to be a girl again or wanted to be somewhere on the spectrum, he knows he has our support. and the worst thing that would happen is i would be embarrassed, maybe, if i have to tell my friends again, new announcement we have mia back. i don't believe that's going to happen. with the kind of insistence and persistence that jacob has shown, i believe that he is likely to transgender and he will not go back. and by supporting him i'm saving his life in a way. it could go very wrong for kids
