8:40 am
outline. lets bring in chris wallace. this is a big topic on sunday. chris, welcome back to philly. they used the term outline, i guess that is all it is, this thing may be negotiated for the the next three months. >> yeah, outline, framework, blueprint but it is not a final deal, it is not an agreement. nothing has been written on paper and certainly nothing has been signed. they have to work it out. we have seen general parameters. it puts limits on iraq nuclear problem, doesn't end it, doesn't destroy any of it. it limits their enrichment, calls for intrusive inspections. some people think it is much further they thought iran would ever go but still a allows iran ten years down the road, 15 years down road to still create a bomb. we will talk to the chairman of the senate foreign relations committee an exclusive interview with bob corkshore will propose legislation in two weeks that would give congress a role.
8:41 am
right now it does not have have a role and they would have to vote this agreement, not a treaty up or down. president is working congress. it may be more difficult to sell then the iranians were. >> you are telling me that the the president and john kerry could go ahead and make this deal without congress. >> yes, because the president says it is a and i was unaware of this, an executive agreement, not a formal treaty. there have been a number of these deals, for instance, when president burba greed to a status of forces a agreement with iraq that called for us to pull out, all of our combat solders in 2011, that was not a treaty, that was an agreement. this has been done by presidents of both parties going back for years. >> here's the thing some analyst say iran is two or three months from getting a weapon why wouldn't this be a good idea to at least delay it. >> well, that is the argument
8:42 am
