allegedly pushing his way into a woman's bathroom and raping a 23-year-old woman here in manhattan at the turnmill bar on 27th street. a big problem here. silver was one of 13 convicted sex offenders living in bellevue men's shelter on 30th street. that shelter is within five blocks of six schools. it's also a couple of blocks away from this bar. i needed to learn more about the laws regarding this. i headed up here to the upper west side and i spoke to sintia. she told me some shocking facts. >> the studies that i did we found that less than 5% of all sex offenders happen in a public place by someone unknown to the victim. >> it's important to note that there is no known evidence that these shelters are actually helping these men and women recover from their illnesses or

from what they've been convicted of. she also said this is a huge problem across the country especially here in new york city. >> i certainly think that the state needs to take notice needs to pay attention to where these are not just for this particular case but there are many instances around the city where these halfway houses are located in proximity to schools and parks and so on. >> the discussion should be, why are they not still in prison. and you know, we had this whole issue when congress dick zimer in new jersey pushed megan's law nationally. once these guys are out and they need to register. if you need to register because you are potentially a threat to kids and women, you ought to still be behind bars. it makes me nuts. >> it's hard because these are citizens and they are returned back to society and they do need to live somewhere. it is important to note there are other shelters like this. far away from many schools and

actually transform xanadu that governor christie called quote the ugliest damn building in the state, she would like to transport that into the port authority bus terminal. i attended the latest port authority board meeting and they talked about their plan for a completely new bus terminal. the cost was a whopping $11 billion. but during the meeting they were talking about the price being too high and now the highest price will be 10.5 billion. in discussing the price, commissioners wanted to know why not build a port authority terminal in new jersey rather than new york. so since there is some consideration to building a bus terminal in new jersey, why not build it in secaucus. she looked outside her window where she can see the meadowlands. we went to xanadu and we talked about her idea.

as you can see, this place is already under way. it's already costing billions of dollars and it's a perfect location. it's a confluence of transportation hubs. >> it would be cheaper to build it in new jersey and she compared the cost. so far the budget for getting xanadu as a shopping mall and entertainment center is a mere $2 billion. throw in a billion more to turn the train station into a regional transportation center and a couple more to add a second rail line. that's still much less than the 11 billion the port authority was contemplating spending on a new terminal in new york. >> xanadu is supposed to be a mega mall enter would be entertainment for people who are in the bus terminal. >> if it becomes a mall you're talking about private money. >> we wanted to get reactions, so i spoke to ray lesniak. >> i don't understand how a bus terminal for people to get to new york makes any sense if it's
