63 year old jeffrey beers, 10 years on the job with ppa killed on the line of duty just days ago. it happened early in the morning in a parking facility lot. bears was killed when another ppa employee was backing up a tow truck and accidentally opinioned bears underneath the vehicle. he was just an hour away from finishing hup his shift. h h is the first time an employee was killed while on duty. >> i had always hoped in my 32 years that all my employees would always be safe, no one would ever be in a tragedy such as this. this is just so, so devastating. back out here live. again, that funeral just beginning here this morning with the mass to follow. burial will be in cherry hill. a fund for bears three kids has been set up. his youngest daughter is just a freshman in high school. that fund set up through the

philadelphia union. if you want more information you can search our hashtag fox 29 weekend. there has been a shooting that has happened overnight, a man is in critical condition after the shooting in camden just after the midnight. there's the scene, norris and mechanic streets. police are still searching for that shooter. five people are in police custody this morning. investigators are close to arresting a sixth person after the abduction can of an 86 year old man and his 55 year old wife. it happened around 11 thursday night. three women in a car with a baby offered the couple a ride as the couple walked to the grocery store. when they refused the ride, the suspect allegedly forced them into the car. police say the women then took the couple to td bank at fourth and market actually right across from us pretending to be the 86 year old daughter and forced them to especially on up a debit account. we're concealing the vic tip's identity to protect them.

i was confused. they tricked me. they tricked us. this is a picture of one of the suspects in the td bank. if you have any information police are looking for leads. they're hoping that you'll contact them. there's a montgomery county man who is now facing some very serious charges for allegedly abusing a three month old baby. that guy, bruce long was caring for this baby when the child suffered skull, arm and leg fractures. the child was raised down to chop where the baby is being treated right now. there is no word yet from officials on what that relationship may have been between that suspect and the baby. it's 8:06. our cover story this morning, the proposed changes for schools in pennsylvania a bill would create a new state-run district for schools that don't meet standards and are classified as under performing. as soon as people heard about this they started responding and speaking online.

jodi wrote, do you go into your local do or lawyer and tell them how to do their job because you know better? another person wrote, state control never works. it's been proven every time. chris mack begin i from public citizens from children and youth and mike wang executive director of school advocacy partners join us us. good morning. thanks for spending sometime with us. >> good morning. > let's start with you, chris, because you oppose this concept, correct. >> yes. > on the surface seemingly under performing schools and kind allowing for some kind of referringry change seems like it's not a bad idea. tell me why it is. >> it has to come in the form of support to those schools and that the schools that we're talking about are in desperate need of funding, adequate funding and stability and creating some new infrastructure to impose some kind of level of

guidance or support would be a costly investment in something that's not necessary, that targeted funds that go right to the school are what we need at this time. pic, is it necessary? we always hear about funding, but do we need more extreme changes? >> chris and i agree that we need more resources in philadelphia. in fact, we are advocating for this proposal as part of a broader effort to bring more resources for all students. history has been clear on this point and that is even when we bring more resources students who are trapped in the lowest performing schools, the chronically under performing schools don't reap the academic benefits of those resources. what this proposal would do would be ensure that the new resources coming to philadelphia are used to help those students who need it most. that is one of the things that we often hear. you hear that administrations or district are kind of tied bylaw. you hear that principles can't make the changes that they need to make. do you need kind of an outside entity to empower them and to

change things? >> well, the thrust of this proposal is really about em powering local school district, empowering those principals, empowering superintendents to address in a transformative way their lowest performing schools. chris, you want to respond? >> the language around these kinds of proposals is always about empowering the local people, but that's not the case. i mean, pennsylvania has numerous examples of state take over that have been unsuccessful, including chester, upland l school district right down the street. what needs to happen is that the school district need adequate funding overall. we haven't been in that place based on state funding a very long time. the poorest school district are the lowest school district in the state. it's an embarrassing the national model that we're confronting at this time. putting in place some new costly infrastructure that doesn't exist at the department of education and doesn't exist in the local scoot district would be an investment of funds in absolutely the wrong place. we're talking about schools that

have inadequate resources that don't have school nurses, that don't have toilet paper and bathrooms and to create some costly infrastructure in harrisburg that is under the pretense of novation a is really the wrong way to go. costly infrastructure aside for a he can s, i want both of you to respond to one of the tweets we got. when the state comes in we department have a good record for things of changing to the positive. what reason do we believe, again, resources aside, that some independent entity that's not on the ground in the district will make anything better. >> the data in history is very clear on this. if you look back 10 years ago, the schools that today are in the lowest 1 percent in the city of philadelphia have seen a 35 percent increase. that's one and a half times the rate of inflation. yet economic out comes have gotten worse in those schools. ten years ago, 25 percent of the students in those schools were read regular and doing math.

today that's only 24 percent. the lesson here is that resources alone are not enough to make changes in our lowest performing schools. we have to couple those resources with real changes to the way those schools operate. i only have 10 seconds. that's incorrect. when we take a look at one of those schools, haring middle school for example, it's been buffeted by p the under funding in pennsylvania. it's had to be a southbound students from schools that close. every day it has to take students that should go to charter schools nearby and don't have to take kids who move in in the course of the year. it destable lease lies he the local school district. that is in the 1 percent category. but it's a school that's been buffeted by systemic changes and blows and chronically under funding. we have to leave it there. gentlemen, thank you. this legs is still going to have to work its way through. we'll see what ultimately what happens with it and we'll have

normal this morning. one of the stars of the sitcom how i met your mother announced she is batting cancer. she was diagnosed with ovarian cancer eight weeks ago while she was filming three of the comedy. it took multiple surgeries over two years to completely remove the tumors. have you seen this next story on your facebook or twitter feeds, the 21 year old british woman who died after she took diet pills. her name is ole owes perry and she got these online. she took eight pills and that's when she started to feel sick and drove herself to the hospital but by the time she got there there was nothing doctors could do. the drug was literally burning her body from the inside out. during an interview her mother told skyfox hopes her story will be a lesson for everybody.

very easily imported through another country. food supplements are something which are not regulated by the us food and drug administration. they haven't been and the fda has no plans. the problem is that these food supplements, they really are drugs. they do have pharmacological properties and people can get very sick if they take it. some people think food supplements aren't really considered a drug. if you take more than one and if you double up the dose and if you triple up the dose you'll be okay. that's definitely not the case. even more of a warning is taking more than what's recommended of some of these food supplements. these drugs which come from another country they're not regulated. you have no idea what's inside them. sometimes the dose can be a lot higher than what's actually labeled on the outside of the bottle and sometimes those drugs can be complete placebos and not work whatsoever. this one really touched a nerve. we posted it on our facebook

page and got so many comments. christie writes it's sad no question those fad diets and pills are just a quick fix and can be in this case deadly. she was so pretty. no pill needed. no diet pill is safe. most of the time they don't put all the ingredients on the bottle or are the packaging. just step away from them period. i want to ask you specifically, the chemical in this drug was dnp. is this in other die it pills out there? >> no, it isn't. this is not an approved ingredient by the fda. it's also not banned by the fda per se. it's not banned by the fda in the same way that say drain oh is not band by the fda. but on the other hand, it's not a good idea to take it. this drug is not approved for any kind of clinical use whatsoever. this poor young lady who took this she know any better. by ordering things online she bypassed the fda.

we had her out at the penn re lays. huge morning out in university city. for anyone running anywhere it is some very nice weather. flyers man 13 wants to know about the fills game, they play tonight, the 705 game against the brace. anyone who sends in a question about the forecast, there is a slight chance for a shower this evening, but that is mainly south of philadelphia. otherwise it will be mostly cloudy and still cool. we'll only see temperatures reach the 50s. in fact it's cool enough for snow in parts of pennsylvania. this is the third morning in a row we've had snow showers across the state. places like hagerstown through harrisburg, for april 25, that's pretty impressive. a lot of rain towards our south. that is going to move through the carolinas, virginia, effect places like baltimore and even del, extreme south jersey tonight. clouds and sunday for philadelphia by tonight there's that shower chance, but mainly south of the city.

so if you're in delaware and south jersey you're going to have a different kind of day, cooler cloudier and with those showers at night. we should be as we head into monday. 58-degrees for today, still on the cool side, we're milder important sunday with more sunshine, 64. it won't be as cold in the morning with temperatures in the 40s. 63-degrees on monday with a chance of the shower. the nicest day in the seven day does appear to be wednesday where we feel some milder temperatures. in the upper 60s with some chance of showers on thursday. here's a big question, did you watch? did you see it? everyone has been talking about this. i'm talking about the bruce jenner interview. it is trending right now. i will send some of the newspaper websites, no joke, 16 stories on this alone. everybody is talking about it. whether or not you saw it, you seem to have an opinion, you're asking the question, is he now a woman? what he said last night and how everybody is reacting.

two men are caught on camera posing as police officers inside a philly store. to arrest a store employee for no good reason. police say the men wore a bullet proof vest, another guy was carrying handcuffs, a badge and possibly a gun. the men took off empty handed. when i look at this video it reminds me of how difficult policing is an american society today. you got these idiot police imposters walking around with guns, badges, bullet proof vests. it's a scary proposition. in video you can actually see that they are looking for somebody. as had they found that somebody they were looking for based on their physical appearance and fortunately they didn't find the person they were looking for because, in my opinion, it would have been confrontational. these guys are dangerous.

the ppa has never experienced a tragedy like this in at least 30 years. workers were used to work on cars and heavy equipment that speaks to their professionalism that so few accidents actually happen and when it does it makes it so much more shocking. jeffrey beers killed while on duty wednesday morning when a fellow ppa employee backed a city tow truck over beers pinning him underneath. he had just one hour to go on his shift before it was over. ppa says this was an accident and right now they are grieving. my he whole team at the parking authority and all my wonderful employees who will feel a great sense of loss who worked with jeff. bears is married for three decades with three children. he's a ten year veteran of the ppa. again, funeral services underway this morning followed by a mass and then a burial in cherry hill. back here life, the occupational

good morning, folks, it's #:12 and welcome back to fox 29 weekend. philadelphia police are looking for two men who they believe are responsible for nearly a dozen robberies through the the city. investigators say they've reviewed multiple reports and multiple videos and believe the guys in this surveillance video from a sit go store onest shoes what hannah are the same guys hitting banks across the city. in fact, the robbers are wearing the same clothes. their mo is pretty much the same as well. the ones that are captured on video you can see the large rel involver. the ones on the highway you see a large silver revolver. they take control and demand the money from the employees behind the camera.

clearly there is surveillance video. if you recognize any of the individuals involved, please call the police. it is 9:13. i have to tell you about this terrible homicide that was up in northeast philadelphia. there was a hard working local food delivery driver, a father working a number of jobs gunned down as he's trying to make that delivery. the search is going on right now for whoever did this firing those fatal shots. what you see is the atlantic club mat there because the 40 year old was ambushed in his car on thursday evening while he was making that delivery. he was shot in his left shoulder. he tried to drive away to safety, but did not make it very far. he crashed his car through a fence. investigators say this was just a robbery gone wrong. we're not quite sure if he had already made the delivery or he was returning from making the delivery back to his vehicle. but at some point in that incident there that's when he was approached and ultimately shot. police are looking at surveillance video to try to

morning host at 9:00 a.m. wurd, solomon -- fire of all, welcome. good morning. good morning, bill, how are you. >> we watched this video and i'm generally the compassionate, let's find help for individuals, but slowly but surely i'm joining the chorus of people that say you got to punish this type of behavior. what do you think? >> i do think this type of behavior -- i mean, it's crime mal. what we see here eggs criminal activity t, but i think that there are numerous reasons behind it. one i think that there needs to be, on behalf of the school district, i think more attention towards safety. you saw an up tick in violence in schools after the budget cuts between the 2013 and 2014 school year. so there is a correlation between the two. if you know that there's a hotspot. if you know that there's someplace where there's often trouble, then you have to pay attention to that. secondly, there were problems with that spring garden subway

stop when i was in school. i went p to master man, the kids at ben franklin, there were some problems there. so i think that there is a socioeconomic element to this as well. third, i think there is a parenting element to it. you have to train your kids. we call it home training where i come from. you have to train your children not to be involved in this type of activity because something that you think is a fight over a girl can turn into a criminal activity, can then turn into a conviction, can then impact the rest of your life. i'm shaking my head right now because if you're 16, 17 you don't understand that jumping somebody is not okay. i don't know how you address that. looking at some of the comments joe writes this is disgusting, this is why we get labeled as animals and this is why no one takes us serious. this is a comment from michael no wonder some parents are home schooling their kids. violence in the school, violence in the classroom, and violence coming home.

and finally ann writes if these parents and i use the term loosely would teach these kids how to behalf and conduct themselves properly and have a general respect for others this might not be happening. i guess that's too much to expect. you touched on the parental aspect of all of this. it's your responsibility to teach a kid. it's your responsibility to keep your kids, but the bottom line is you can have the best parenting in the world and in some places in north philly, in west philly, in some of our poorest neighborhoods you do have the best parenting in the world. i don't want to paint these kids with a broad brush. there are a lot of good kids at ben franklin. we don't see the kids who graduate and go onto harvard. we don't see the kids who graduate and go onto become something special in our society. we see this. and so there are good parents in our neighborhoods, but the bottom line is you could be the best parent in the world. when your kid goes out and they're 16, 17 years old they're going to do what they want to do and they have to be held

accountable as well as parents. >> i'm not labeling all parents or all kids, i'm labeling these kids and possibly these parents. so at the end of the day we need a solution and some of the things we talk about end up being long term. you you have to change communities, change schools. >> you have to change your behavior. how do you do this now so it doesn't happen next week? you have to change your behavior. that's the bottom line. we all make mistakes. these kids obviously made a mistake. hopefully there can be an intervention with these kids so they don't continue to make this mistake because this can evolve into a pattern of behavior that will lock these kids into a pattern of failure throughout their lives. so hopefully there can be an intervention with these kids and with their parents and with the school so that some people can come together to change that behavior and change a projection for their future. >> someone once put putting sugar in the salt shaker is a mistake. a attacking somebody on a subway platform is a decision.

> 9:45 good morning and welcome back to fox 29 weekend. taking a look at some of the things we've been doing. fox 29 getting out and about. there's jen, fred and i at a charity bowling event earlier this week. yesterday at spring fling me and quincy, mike and scott and then we moved into the blue plate restaurant we were in mullica hill, new jersey, yesterday much the fox 29 spring fling. thinks the dance team that came out to perform fors us. everyone is coming out. that's actually the donor dash. i dashed over there after the show last weekend and hung out with the fox 29 team.

we're getting out and about. we're having a great time meeting people all throughout the area. fox 29 spring fling. look for us. we could be coming to your city next. an 8 year old boy is taking on the ride of his life. take a look. this is noaa cohen, a little boy born with a life threatening disorder and thanks to the make a wish foundation he became a member of the los angeles police department for a day. look at that. he was having a great time. that would be me, just holding on. seems like a great idea until you get in. they let him go ahead and go over the loudspeaker and pretend to be a police officer. he got to go on a simulated pursuits with the officers that you're seeing. by the end of the day he had been sworn in and actually got his own gear. so that was a great job, great time make a wish foundation does outstanding work and it looks like they made noaa's wish come true. we always do our junior reporters and we have one of them live.

samantha, thank you so much for coming in. thank you, nice to see you again. you're a student at rider university and thinks the kind of thing on the weekend where we're looking for something to do if you want to take a drive. actually it's a great day, the weather is nice so today at new brunswick at rutgers there's going to be the new jersey folk fest. it's great for a family get together or a day with special someone. the 4 #st annual folk festal centered at rutgers. this year is maritime theme. this event is really special because new jersey folk festival it's got rich history it's been going for 41 years. we attract 15,000 to 18,000 visitors annually and it really gives these people a chance to know something they wouldn't know otherwise. the over all experience is really fun so that's why we get people coming back every year. we have activities for all

activities. we have a children area exclusively with kids activities. if you come and bring a picnic blanket and come out and listen to picnic we have all sorts for everybody. we have over 25 food vendors this year. college students love to hit. established in 1975 this is the oldest continuously run folk festival in the state of new jersey. i'm here with the event coordinators who are polishing off the finish touches to make this one memorable event. we choose the theme with two years out and we start to look for the appropriate performers and the craft people. and then the students come in the fall preceding the festival and do the necessary prep work. > the event begins today, april 25, 10:00 a.m. to 6:00 p.m. to see the heritage area,

outdoor museum all of our musical performers, that is all free. but we encourage our visitors to patronize our food vendors and our craft vendors as well. it looks like so much fun. they put so much work into it to make this a memorable day for everyone. what a great job she did. you can always use our hash tag 9 weekend if you have any ideas for our junior reporters. i am hungry. this is your fox food bite. today i'm showing you how to make classic pound cake. the reason it's called classic pound cake because one pound of sugar, one pound of egg, one pound of flour and it's enhanced with vanilla, salt and baking soda. get started one pound of butter softened room temperature, i'm

going to slowly add the one pound of sugar. what i'm doing here is i'm ceiling the butter and the sugar with little l jagged edges of the sugar are incorporating air bubbles into it so it's going to start to lighten. make sure your eggs are at room temperature and for the dry ingredients i have the one pound of cake flour, two teaspoons of salt, one tablespoon of baking powder and you want to stir the dry ingredients together with a whip that ensure that they're well combined. now i want to shift these ingredients. this helps air why it them, get rid of any lumps. we want to take the butt are and suing a are to this stage. it's nice and lemon any colored, light. now we're starting to incorporate the eggs. if you dumped in all your eggs at once you're going to have a

slosh i mess and it's going to be harder for the butter to absorb it and it's going to kick out all over you so this is a safer way to do it. if you don't pull out your eggs in time to come to room temperature, put them into a clean bowel, run warm water over them, let them sit for a few minutes and then you're good to go. now i'm going to add the tablespoon of vanilla. i'm simply going to fold in the flour. you can let the machine do this, if you want. just make sure you don't over mix it. cut it down the center, up the sides. the classic folding method. another reason to make sure that all your ingredients are at room temperature. if your butter is cold, your eggs are cold, this is going to be really hard to do. this is nice analyte. i'm trying to preserve the air bubbles that we worked into it during the creaming method.

then we're also going to benefit present the baking powder giving off the gases in the oven to help give it some rice. this recipe, obviously it will make four one pound loads or 12 muff instance. for these i use a scale. you want to tap it down on your counter. the reason to tap it on the table to get it to spread out. it will bake evenly and it will have something to push off of. have a preheated 350-degree oven, the loaves will take 50 minutes to an hour. muff instance, 50 minutes to an hour, depending. now they're out of the oven.
