street. here in the talcony second shop of philadelphia. where people say the speed limit just 20, 25 miles an hour, children at play signs nearby, and thank god no kids playing at night here, because people routinely despite all the stop signs and all of the cashing park on both sides of this one way street, people going 50, 60 miles an hour, routinely, maybe that's why the impact was so bad, when somebody just tipped the back of a chevy, impala, then went airborne and flipped over. now, we will wipe to our second video. see the driver and passenger about two minute later we fast forward it in the video, tv style, and you will see them crawl out of the car. and the passenger gets back in the car, grabs something, and runs away. the driver tried to get away, we come back to live picture real quick, see the tow truck driver there in the russ colored sweatshirt, he gets here real fast, within those two minutes, between the accident being called into the police, and that driver getting out. as the driver tries to get

away there is tow truck driver now towing the car grabbed the driver, grabbed, the cops who got here first, here is the guy trying to walk away. police told all of the witnesses the driver had strong smell of alcohol on his breath, not surprise to anybody who saw this accident on surveillance video, here now, sin i curren, that's her car, in the background, that's the chevy. she had four payments until she had it paid off and owned. works for the city. and she's casino every upset but still has beautiful smile on her face despite being woken up by a neighbor hey i think your car just got totaled. >> my neighbor came and banged on the door. >> what did they tell you? >> they said your car's been hit. dark out but could you see your car, what did you do? >> i actually started cry, yes. >> because you only had four payments left and would you have owned it outright after paying for it for years? >> yes. >> that's why i'm crying, because i'll cry again. >> you know, bob kelly and everybody else watching the

there's over two hundred thousand students in philadelphia. jim kenney and tony williams are fighting over public schools versus charters. i think they're both wrong...it's making sure they all get a good education. teachers should have their contracts respected. they also should be held accountable. and it's wrong philadelphia gets less school funding than other parts of pennsylvania. i'll work with harrisburg to change that. but if they refuse, i'll take them to federal court. as mayor, i'll do what's right for them.
