had an accident, and heavy rain awe now an accident on the vine street expressway coming into philadelphia right at the parkway causing this backup on the ben franklin. already jammed mid span into downtown at eighth and vine, we are dealing with the tractor trailer accident on i-95 right here near chichester avenue impacting, traffic in both directions here. this is north bound side as you work your way out of wilmington delaware and this tractor trailer left roadway and we have folks blocking left lane on the southbound side causing delays again rolling through wilmington. these storms have been on the move all morning long, only good news is that they have reopened all the lanes of the blue route. 476 north have been closed for about an hour between west chester pike and saint david villanova they have crewness there. they used plungers, cleaned out drains and traffic is moving again in both directions, on 476.

still a backup as you work northbound out of havertown, weather delays, new york two hours to 33 minutes. we are seeing delays pop too here in philadelphia all because of the rain. today we are honoring the life of beau biden. >> former state attorney general and son of the vice-president, died over the weekend after a battle with brain cancer. steve is on the story down in wilmington delaware, hi steve. >> reporter: well this weather is fittingly glummy for feeling everybody walking in to work for first time getting the news friday. he didn't think being stayed behind these guard ed doors of the wilmington state office building. after there was a shooting in some of the on tougher neighborhoods federal prosecutors say they remember him walking in those neighborhood, in that neighborhood talking with the families of the shooting victims and those worried scared neighbors, listening, really listening and working to calm their fear and change

their worries into some kind of hope that things will improve. his dad cast a real big a shadow over him but beau biden never got lost. he didn't live off the name. he lived up to it and beyond his dad always say and long time u.s. senators who worked alongside his dad for decade watched beau grew up and never seemed to act like a politician himself no matter how big job title he got, he always introduced himself simply as bow. >> this is an unbelievable tragedy. >> bow was an extraordinarily wonderful human being. he was easy to talk to he was respectful to everybody. no matter, your walk of life. he was just a great guy. really good attorney general. he would have been our next governor i believe, so my has does go out to the family and it is just so painful. >> it is a loss, because, you

know, he was a great person, a great father and a great politician and i think delaware needed him right now and it is a loss for all of us >> it is a shock but i feel very sorry for his family. the party will regroup and we will move on and i hope the the best for his family. he was left with a lovely wife and two young children. it is just hard. forty-six is awfully young. just terrible. it is a tragedy. >> well, still too soon for family to make any announcements for funeral arrangements but most expect a private funeral but public memorial service afterward with both president and vice-president attending both, by the way, mike and alex, thinks first loss of the child for anyone holding those two high offices since john f. kennedy junior's second son died after being born prematurely back in 1963, more than 50 years ago. >> yeah, just horrible. thanks, steve. in addition to his work as attorney general, beau was a

the senate, when beau was just three years old. i think we all know the story by now about how that awful time in his life when the vice-president's wife was killed in a car wreck and his little daughter, but beau was in the car. his brot are hunter was also in the car. they were severely injured. the vice-president has had a tough life but made the best of it for sure. investigators say a fire that started at one chester pennsylvania house quickly spread to several others leaving five families, without a home. a total of 19 people, without homes. >> they were affected by this. crews trying to figure out what caused the early morning fire, jenny. >> reporter: we still don't have that answer. the it started around 1:20 when fire fighters arrived. this he were greeted with fire on the first and second floors of 418 bickley street which quickly spread, to three

neighboring homes now destroyed. a sixth home was heavily damaged with smoke damage. we talked to one of the fire victims and she told us a little bit the about what she went through. we talked to the battalion chief who set the scene for us. >> when we arrived we had heavy fire showing in the first and second floor, we laid a supply line, 112th street and we went to serve business two tack lines, inch and three-quarters, one on the first floor one of the second floor. fire extended the roof line to the the property next door. >> i was asleep the on the couch and we were just looking up saying hurry up, we have to leave. i ran outside the door and seen flames from the next house. so i decided to ran that way. >> we had heavy fire on the first floor and heavy fire on the second floor in the original fire building. >> reporter: damage was pretty bad. >> damage was pretty bad. >> you. >> the damage is pretty bad

he what's electric attorney general in the state in 2006. i was out of the office and came back in 2012. and i spent two years working with him as county executive again. we work on a lot of things together especially crime. >> reporter: everyone said he was so an assuming, down to earth, friendly, remembered everyone's name. what kind of loss is he politically not just in delaware but to the country. >> i think he had good potential, to be something more than a senator, governor of delaware. i think we will all mourn in the loss of that leadership, the character, it will be something that there will be a big void in that area. >> one quick memory of beau biden do you want to share that we have not heard before. >> we had some great memories. we were in iowa together. what i remember, particularly is in the city of will mink, he would walk around the the entire city to trying to figure out how to cooperate to reduce crime.
