anderson, good morning. >> good morning. >> a lot of flooding last night, more expected today. we'll get all the specifics from dave warren in just a second but first we've got this weather question. >> we are celebrating her 100th birthday today. what's the weather going to be like today? >> happy birthday, unfortunately not the best weather day. you might want to keep the plans inside today a little break now but look at this. more light rain coming in. rain and cool weather by 4:00, temperatures below 70. rain and thunderstorms 7:00 to midnight tonight. that will be the most active weather time here with this incoming storm. last night had very heavy rain coming over the same area. this is right along 422 in

montgomery county. slow storms drifted to the north. saturated ground in this area, a report coming in 3.8 inches of rain. this was in collegeville. so the ground can't hold much more water and we have that moving in. a lot heavier to the west. the storm will redevelop over philadelphia and intensify. flood watch extended to eastern pennsylvania. the timing and what to expect, i'll have it later coming up with the forecast. >> and that weather has been a cause for main concern. we have a lot of flooding. look at the scene we have right now after the rain from last night. it should down the road right there. we're not sure when this road is

going to be reopening another round of storms may make that even more difficult. we're finding out that there are quite a few who are still struggle zblg let's take a look at the most recent outages. most people in delaware county. the electric is dealing with -- ac electric 37,000 outages and pse&g has about 200 out. >> sabina, people are struggling after tuesday's storm, bracing for another round of rain.

what's being done to help these people out today? >> reporter: there is some progress being made. this was an entire tree that had fallen, the fire department came out and chopped it up for them. the debris here and that was their responsibility. they've got to try to figure out how to get rid of that. she is having some neighbors come out and help her clear all of this brush. in the distance you can hear a chain saw running. one of the houses back here had a tree fall on top of it. they have some workers figuring out, working to try to clear that tree off that chimney, try to start some repairs on that house. 37,000 people. atlantic city electric customers without power today. they might not get it back until tomorrow. so as you can imagine people are incredibly frustrated.

they are going on day 5 with no power. their food is spoiling, they haven't been able to take a hot shower. >> we pretty much have nobody helping clean up. we're doing it all ourselves. there's a live pole over there when power comes back on they're telling us to stay off the grass. we're not getting much -- places to eat, places to shower. >> reporter: people we talked to, they are, as i said, incredibly frustrated. i mean they just want their power back so they can stay at home and not worry about going to a friend's or going to one of these centers that they have set up around town to try to get a hot shower and charge their cell phones. governor chris christie telling the associated press that fema

is on the ground. he may ask for a disaster declaration so the state can get some main to help out with this -- money to help out with this. >> hopefully it doesn't get even worse. five families are displaced after a two-alarm fire in overbrook. firefighters were called out to the 1800 block of north 54th street. the fire started inside a grocery store and spread to the apartments above. >> septa's police chief is taking the blame. 20-year-old ellis smith was holding his young daughter when an officer approached him about

not paying his fare. the officer uses force with that little girl right there and with his hands on smith's neck he forces him up and out of the seat and that's when the chaos erupts. people started contacting officials. smith resisted arrest and they were trying to take his daughter from him. the chief says the officer says he feared he was going to face disciplinary action if he backed off. >> we can't endanger the lives of kids over a fare evasion. that's unacceptable and that's on me. >> smith is charged with resisting arrest and disorderly conduct. the officer has not been disciplined. internal affairs is investigating. >> and taking a look at our cover story this morning, it's a landmark decision, the supreme court ruling same sex marriage is now the law of the land and

states can't make it illegal. the decision was 5-4 and as soon as that ruling was reached, there was, as expected, reaction from both sides of the issue. almost immediately same sex couples in the 14 states that had banned gay marge started lining up for marriage licenses. they say the ruling was an important victory, but opponents say the decision sets a dangerous precedent. >> this ruling will strengthen all of our communities, by offering to all loving, same sex couples the dignity of marriage across this great land. >> one of the cornerstones of the constitution is the freedom of religion, freedom of speech and the right of conscience. we're hoping that that cornerstone remains. >> arch bishop had strong words saying the ruling wasn't a surprise. he says the surprise will come as order people begin to

experience firsthand and painfully the impact of today's action on everything they thought they new about marriage, family, life our laws and social institutions. the mistakes of the laws of the court change nothing but men and women and the truth of god's word. so many of you ruled in on our facebook page as the ruling came out. jessica said i may not be gay but someone i love is. this ruling makes me happy. i don't know any god-fearing ministers who can perform a marriage ceremony. so she's questioning whether or not there will be backlash to this. gloria goes on. this is so wrong. god did not mean for this to happen. marriage is between a man and woman, plain and simple. truth. for everyone who has something negative to say, god doesn't stop loving you because you're gay. congratulations to those waiting on this moment.

you have the community being targeted. people are coming out pushing back. how do you respond to what some are saying is a lot of venom. >> there's always going to be pushback. but what we're talking about here is the basic rights of each american citizen. we are a nation of separation of church and state. that allows us to ensure that there isn't taliban, that one religion dictates to another, or dictates the life that each person decides for themselves. so this doesn't interfere with anybody's pursuit of their own religious liberties and frankly the gay community is equally religiously affiliated as anyone else. and a lot of religious groups today affirm gay parishioners and gays as clergy and are marrying same sex couples where

>> taking a look at your news now in the headlines. the manhunt intensified overnight for an escaped killer in new york state. >> officials say they are closing in on david sweat. after richard matt was killed during a shoot out. he was not far from hunting cabins. the governor said the smell of gunpowder and other key clues made them hot on matt's trail. >> a tactical team from customs and border protection met up with matt in the woods, challenged him and he was shot dead by border patrol at that time. >> these are truly armed and dangerous people. and we will do what we have to

do to bring them to justice. >> he had pay shotgun on him. as of right now prosecutors have charged two people who worked at that maximum security prison where the killers escaped with helping them to break out. >> and in other news police have now identified these two men who they say shot those ten people last saturday in west philadelphia. the youngest victim was still in diapers. it happened on the 4100 block of ogden street. a neighborhood block party was finishing up and gunfire erupted out of no where. the men started firing sending ten people to the hospital and dozens of others running for their lives. doctors thankfully expect all ten to recover from their injuries. >> there are so many events happening in our neck of the woods. the rain is going going to wash

flooding rains last night. this was pretty much right over king of prussia. so the ground can't hold much more water. that will be a big problem, especially this area. this is right around evansburg state park there. right around the convention center at oaks. this is 3 to 4 inches of rain that came down last night that caused some flooding. the ground can't hold much more water and that's exactly what we have moving in. this is what ultimate doppler looks like now. it looks pretty lit up across the philadelphia area and it's slowly pushing in. but when you look at the surface observations along with the radar, only one or two reporting some light rain on the ground. some of this evaporating before it reaches the service. there will be a lot more rain coming in especially this afternoon and this evening. upper 60s, these temperatures will not be moving much here throughout the afternoon and evening. it's by 2:00 where we see some rain developing, but look at

what happens about 5:00. a line of strong storms moving through maryland and virginia. this is as the storm redevelops right over philadelphia. so this is the stormy part here, around maryland, delaware could see severe storms there. the heavy rain comes down exactly where it was this morning. this is between about 7:00 and 11:00 tonight. a flood watch is in effect. but it's wrapping up and moving out by tomorrow. i'll look at what to expect the rest of the weekend in the seven-day forecast. >> how about this trip to a music fest. it winds up for one guy, he ends up in jail. there he is. >> coming up, why a video he shot at the firefly music festival caught the attention of the movies. >> the shocking decision for the phillies the skipper resigning on a friday all of a sudden.

>> taking a look at your news headlines. an amber alert issued in maryland for three children last seen friday night. >> here's who police are looking for. a 34-year-old man. he may have abducted these children. they range in age from 2 years old to 11. in prince george's county, maryland. police are looking for a silver honda odyssey with maryland plates and the tag number is right there 3 aj-515. want to know what you think about this. it was shared by an 18-year-old who thought he was too cool for school. his name is sam moller and he snuck into the firefly music festival. it was in delaware last weekend. he videotaped himself doing it

you get called for infants ejected from the vehicle. it's hard to see, but you're in cop mode so you know there's a job to be done and that's to make sure that if you can render aid to anybody, that you do it. that's when we first get on scene. so we have our mode, it's easy to focus on that. but once you break that mode and you get into, like in this instance, dad mode and all the emotions start flooding in and that's when it becomes a lot more difficult. >> and you have children as well, correct? >> yeah. i have a two-year-old daughter named zoe. and she's just getting ready to turn two and she's my first daughter. and it's a new experience as a dad for me. >> so when they handed you this little baby, serena, just two years old, the same age as your own little girl and you have family members who are in bad shape all around her, what did you do? it looks like you took her away

and pointed things out to her. what are you doing? >> one of the paramedics handed me this little girl we walked to the grass area and all of our emergency lights are there on the fire trucks and the vehicles and we had two helicopters that we landed that's when i was singing "twinkle twinkle little star" to her and i kept singing it over again and i held her for a little while and i was able to get her in the back of the ambulance. >> the mother has a message for you right now and she wanted you to hear this message. >> i want to thank officer struck for picking up my daughter serena in my time of need. i want to say he's in critical condition in the icu and we have

>> a lot of people had outdoor activity planned. we were in margate and we had this question down there. >> what's the weather going to be like today? >> okay. so it wasn't quite margate, but that's okay. today the weather is rainy. we are looking at rain coming in throughout the day today. there will be some light rain developing and the wind will be a big issue, especially right along the coast there in margate city. temperatures are in the mid to low 70s, so there will be thunderstorms developing. look at this wind continuing to gust here. this will be by about 4:00, 5:00, really out of the east northeast. the wind gusting everywhere. we'll have rip current risk. we could have strong thunderstorms developing. wants to take a kayak out. hoping the forecast will change,

not only will the ocean be rough, a lot of the rivers could start to swell with some of these flood watches in place. a lot of rain coming in now, but some of this not quite reaching the ground yet. the peak of the storm will not be around until 11:00, the peek is about 4:00 or 5:00. here comes the heavy rain. the heavy rain coming down, strong thunderstorms likely. this will lead to flood watches and most likely warnings between 7:00 and 11:00 tonight. so that will be the time to watch. >> coming up, a crook accused of stealing a cell phone from a man with a disability. but it gets worse. what the man allegedly told the victim that allowed him to get away with even more. plus we all know losing weight is hard.

summer festival. the big question remains what's the weather going to be like? >> that's a tough one. we do have some weather moving in, unfortunately. so hopefully you're doing something early because the later you go today, the more rain you'll see coming in. right at the southern tip there, montgomery county, right at the border of philadelphia county, the temperatures will be in the upper 60s, it's the rain that's developing. rainy weather by 1:00 and storms coming in. the rain will get heavier between 3:00 and 7:00. dealing with light rain out there this morning. it's heavier tonight. that will be the big problem as we're looking at flooding. heavy rain last night, the ground saturated here in montgomery county, about 4 inches of rain came down. that's cleared out but now this light rain is moving in. this is next storm coming in and it's very light now, not quite

reaching the ground. not many locations reporting rain at the surface yet, but that will change. more rain developing, it gets heavier, and between 7:00 and 11:00 tonight and what we look at the rain and chance for storms as well across maryland and delaware. a flood watch in effect tonight. we're talking about inches of rain so that's what you can be dealing with overnight tonight. it looks like it clears up tomorrow though. >> some people got slammed with the weather. we had a mud slide from last night's storm. we don't know when this road is going to be back open. we still have that weather problem we've had from days ago.

i can't paint because i can't see. everything is on hold as of now. >> reporter: we feel for you. we're hoping that power comes on at noon. we'll see if it does. so you heard there, frustration is building. you can't stay at home, can't eat, can't take a hot shower. it's really tough out here. over here now we have a private tree clearing company as you can see. another house with a tree on the roof there. they say that work for them has been absolutely insane. they have been all over the area working hard to clear out these trees. the township of course and ac electric say they are working as fast and hard as they can to get everything cleaned up and power back up and running. folks hearsay it can't happen fast enough. >> what a frustrating situation. 9:05 is the time. five families have been displaced after this 2-alarmer. firefighters were called out to

the 1800 block of north 54th street. this was just after 2:00 this morning. this all started inside of a grocery store. and here's the problem. it quickly spread up to the apartments above that store. there was a firefighter who suffered minor injuries. the cause of the fire is still under investigation. >> and an amber alert issued in maryland for three children last seen on friday night. >> police are still looking for this suspect. there he is. he may have abducted these three children from prince george's county in maryland. they could be in our area. police are looking for a silver honda odyssey with maryland plates. >> the septa police chief is taking the blame for the way a transit officer handled a man accused of not paying his fare. the man seen in this video is identified by police as 20-year-old ellis smith.

he was holding his young daughter when an officer approached him about not paying his fare. smith allegedly refused to show his id and to get off the train. the officer can be seen here using force with his hands on smith's neck forcing him up and out of the seat. once on the platform chaos erupted. the chief says the officer claims he feared he would have been disciplined if he did back off. >> we can't endanger the lives of kids over a fare evasion. that's unacceptable and that's on me. >> the chief taking the blame for that. smith is charged with resisting arrest and disorderly conduct and he was issued a citation for fare evasion. the officer has not comben disciplined but internal affairs is investigating. >> coming up, a crook accused of stealing a cell phone from a man with a disability.

but it gets worse. what the man told the victim that allowed him to get away with even more. plus we all know losing weight is hard, coming up, the one thing that you can do that doctors say can help guarantee success. >> that means potential damage to your home. i'm going to tell you how you can protect your house from mother nature's fury. first you want to make sure your homeowner's policy is up to date. it's important, you want to make sure your coverage matches the value of your home, your bill is paid up and if there's any

special things inside your home, you want to get those on your policy as well. any damage to your home, your first call is always your insurance company. next, it's a good idea to take photos and keep receipts of valuable things in your home. that way if there is damage, you can present those to the insurance company. it will help process that claim. try to get what's called replacement value, not cash value. that means if your bobble head collection is ruined, they have to replace it. if you can't get into your house, before you even process your insurance claim. so there you have it. with a little bit of careful planning now, you'll be able to handle whatever mother nature tosses your way.

neighborhood a slum. i know you pretty well and i respect you, so let me have you answer what her concerns are. >> that's a fact it was a slum and i was always surprised by the fact because now it's one of the most affluent areas. how could they let where independence hall is fall into such disrepair. it happened in the 19th century. one book i recommend for everybody is "a guide to the city." he said by 1940 it had become a slum, one of the worst neighborhood of the city. a renewal program starting bringing it back to not let those great historic buildings and everything else philadelphia is proud of have anything bad around it like it is. so now it's one of the great neighborhoods in the city.

>> did you rescue people? >> i did. i did rescue somebody once. i might be able to rely on my training again, possibly. this is what we're talking about with this forecast. in milford township in bucks county. not the best weather unless you're doing water rescues today. light rain, cool and rainy, by 7:00 things start to ramp up with showers, storms and gusty winds. we're looking at the flooding rains moving in. light rain we have now, this will continue to move in through the area. maybe seeing off and on rain showers between now and 5:00. but between 2:00 and 5:00 is where things really start to develop. here's the heavy rain coming in. this is as the storm intensifies. strong storms are likely especially across maryland, virginia and delaware. then this heavy rain moves up to the north and western counties. this will give us the flooding rains between 7:00 and 11:00

fox food bite. today i'm going to be making a summertime favorite, an all american red, white and blue push-up pop. this is what it looks like in the end. now for the ice pops i'm going to make the bottom layer. two cups of raspberries, honey, apple juice and the juice of half a lemon. the lemon helps bring out the freshness. i like it really smooth, if you want it chunky, just pulse it a little bit. make sure it's somewhat homogenous. this is my bottom layer. i'm going to fill them one-third full. you can use ice cube trays, you can do an entire ice cube out of

raspberry and the next flavor is banana. or you can fill it all the way to the top. now put this into the freezer. now i'm going to be making the white part, which is going to be banana, which is going to go on top of our frozen raspberry. watch an ape peel a banana, they peel from the bottom. a lot less strings. three medium size bananas, cut them up. go right into our bullet. you can use a blender, a little hand blender as well. juice apple or orange juice and juice of half a lemon.

it helps keep the banana white. once again keep it chunky if you want. if you like chunks of banana. i personally like it smooth. now we're making the white layer. and again, one-third full. just naturally, because the banana's nature, this is a really creamy, this tastes like ice cream. and for the banana lover, one all the way to the top. now for the final layer, going to make the blueberry part of the ice pop. blueberries, two tablespoons of honey, one-quarter cup of juice and the juice of half a lemon.
