take a live look outside, can we see? well, there's a fog. i drove up through a whole mess of rain today, a big fog in your area. we're going to check in with dave warren and see when that is lifting. but first here's a question. meet lilly and riley. they have a question for you for margate. is it going to rain all weekend. >> thank you very much for hoping coaching those kids along, good question, rain all weekend, no. in fact, the rain is clearing owl. they were all down there having a great time down there friday morning. there is some rain that just moved through. don't pack up the bags, it will be clearing up. there is some sunshine for the afternoon. the wind out of the west, that is a land breeze. that will keep the air temperature quite a bit warmer. the rain ending. up to 76. the water could drop a few degrees once the wind picks up.
8:02 am
there's the rain clearing up. margate just saw that clear out. it cleared off the delaware beaches. this is the last of the rain drying out. a great day to get out and enjoy the tall ships. it improves today. a large area of dry weather, but there's still some rain over western pennsylvania. i'd like to say it's completely dry today, but with that cooler air coming in these could be a few showers popping up right around about 1:00 and they may continue about two or 3:00. very isolated and very light. so not completely dry, but much better than yesterday. thanks, dave. at 8:02 we're taking a look the you a headlines this morning. a deadly crash in southwest philadelphia. this happened around 2:45 this morning at lindbergh boulevard and and i avenue. the driver of a car missed a turn and hit a pole. the driver's name have not been released. they are investigating a shooting that happened last night, the scene was owe grants
8:03 am
avenue and washington lane. police say there was a man who was shot right at that sunoco gas stationment we don't know his condition and so far no arrest. dave told you about the rain. the rain is finally moving out. it will able to get one more chance to enjoy the tall ships down at pen's landing. we'll find if the duck is now reinflated. i did get a peak with my kids before the rain made a day rouge. what's the latest right now and house ' our duck. we're than staying outside of one of the tall ships. they're actually just racing their flag. we kind of new something was going on, mike and i and my sonses were trying to get up. they were all standing attention the portages,. this is just one of the
8:04 am
beautiful tall ships out here. just a lot of history. us coast guard has a ship out here. so just a lot of beautiful, beautiful ships and things for kids to learn. i'm sure karen you brought your kids out here they learned a lot just being a lot just about maritime and naval things like that. we talked to some folks yesterday who were out here. the tall ships are beautiful. they're really worth seeing, even in the rain. it could be better, but it could be worse. it's raining a little bit, but as my sister said it's not 90-degrees and hot. not 90-degrees and hot. it's going to be cool today as our metrologist told us and the rain has moved out of here. now, because of the rain last night they actually had to cancel the fireworks here along the river front, but they're bringing them back tonight at
8:05 am
9:00. today, 16-dollars to get in to here to the tall ships fess till. they are doing some sales today. they have the navy band actually plagement just a fun day. they have a bounce house, a loft entertainment out here. it all starts at 11:00. seven tonight it ends. fireworks at 9:00. you want to make sure to get out of here, get on one of these ships. karen you asked about the duck, now, again 11-ton duck. it had some issues. everybody was so excited to site. it had some problems. they had some issues deflating it. it's actually over the camden waterfront and we're told that it is actually okay. so you should be able to see it today. that's the very latest out here at the tall ships festival. again, it starts at 11, last day to check it out, guys. it's going to be so much fun.
8:06 am
we had a great time. you can take a look at the ships from so many different vantage points and then hit the other spots. we also saw the betsy ross house. the fireworks will make it all worthwhile. lets he ' talk about presidential candidatesment the field of candidates keeps getting bigger and bigger. new jersey governor chris christie is expecting to be announcing on tuesday that he's going to be throwing his hat into the ring on the republican side. we had a lot of fun with this. it's an interactive guide from the new york times. it shows you who is running and who they think is running and all theirbackbackses. why are there so many people running for president. there are going to be a lot of losers hashtag presidential election 2016. there are so many people that shouldn't be running for president, yet they are. we've got a lot to talk about
8:07 am
right now. joining us republican consultant and democratic consultant ellen necessary i. it is very exciting. let's start with the republican field because we've got so many people that are running. i saw a headline today that said chris christie's campaign may be over before it begins. re anyway, let's start with you. >> the governor doesn't care what he says, how he says and he's going to do what he wants to do. he's going to have a rough time with that. even though some folks like people to be honest, but he's honest and up front. i don't know what's going to p that. > eleanor, what do you think about him entering this really crowded field? >> i think it's interesting. i think he might be the type of guy that might do the obama/biden type of thing. he comes from an interesting state because in new jersey he as the governor gets to be known in new york, new jersey, delaware and parts of maryland because of the media market.
8:08 am
so he's got a lot of name he can incision. he's had a few bumps in the road. a lot of people put their names out there and want to see if they create a buzz and want to see if he may become a vp. >> definitely not, he does not come in second. you know that. let's be honest, eleanor. come on now. he's not going to be second, darling. >> you said that about biden and look what happened. please, that's another story. let's not go there. who do you think of our republican front runner if we look at this field right now. we played a game today called answer currents. we had the mario rub ohio was one of them h and someone else said ted cruise. >> get out of here, they said mario rubin? that's because he's cute. >> he's young and energetic. that's exciting. people still think the front runner is jed bush and then of course you have donald trump. what can i say.
8:09 am
say something on that one for a second. he grabbed the headlines, he created some exciting. obviously he is an outlier candidate. does he have any shot? >> please, karen. a lot of people run because you get his name out there. when he goes under a little bit he wants to come out even more. this gets him a lot of attention. a lot of candidates won't win, but they can write a book, be on tv. maybe i'll think of announcing. when you don't win, you still win. the thing is, too, you have to realize with donald trump, what is he doing here? he's getting his name out. what's he going to do. i'll give you $10 in chips for one of his casinos. this is ludicrous. he's already pissed off our neighbors in mexico. he'll probably declare war on canada. the man is outrageous. i need your opinion on this one, obviously hillary clinton is the front runner on the democrat
8:10 am
side. but on the college campuses i'm hearing a lot of buzz about an old white guy out of vermont. >> i love it. there's nothing wrong with competition. i diopine how they're going to do debates on the republican side. they're going to need some big, wide screens for the democrats, i'll tell you. i think it's good to have a dialogue. he don't think it should be handed to anyone. i think there should be a debate on the issues. i think it will get people to know who is going to be the best candidate. they need some front runners. thank you so much. thank you. we'll have you back many more times. happy to come back. thanks for having us, karen. thank you, ladies, let us know what you think about the candidates, who you will be voting for and continue to send us pictures of your kids on this america's kids' day because they are so cute.

covering. it's an ancient city. known for other things such as the state of art audit committee ducts. you got me thinking about philadelphia april how it brings water to its citizens through a system slightly less ancient in those audit committee i ducks. it was a couple of weekends ago that a 36-inch water main ruptured beneath the 500 block of north 52nd street. by the time the water department closed the nozzle nearly 10 million-gallons had buckled the street, swamped homes and cars. the kick he, that pipe was instilled in 1885, 130 years ago, just four days liter later, another water main, roughly the same age, broke in the east falls section flooding aa&íñ shopping center swamping even more cars.
8:15 am
my take, philadelphia is an old city with a lot of old infrastructure is as old. why is there not he money? part because politicians know that infrastructure, roads and bridges and yes, water systems, well, it's just not sexy. you'll never hear a candidate for office say you know that water main pump that might have pupil amed and flooded your homes, i raised your taxes to replace it. study after study shows america infrastructure is indeed crumbling. it hurts our economy. in this city, century old water pipes are a ticking pipe bomb that threatens our homes and our businesses and contributes to a sense like the old roman empire, we are robbing from the inside. only in philly. bruce also makes valid points,
8:16 am
but they may become political issues if people still experience flooding. they may have to focus on that. we've in the fifth round of the womens cup soccer. a lot of kids they want to be part of the em too. i spent sometime with a great crowd who are helping children and changing lives. rocco loves soccer, especially the attack. ready, his dad is coach. i got started because of my son. he was involved in a team. i really love it. this is the lower marion soccer club special needs program. the kids are six to 16 years old, boys and girls. they even have their own facebook page.
8:17 am
we caught up with the bryn mawr college players in the fall. i like to get a goal. 9 year old calvin kennedy proudly shows off his kick. they go out and play each week. when he first came out he he really didn't understand soccer, but now he is happy he has friends that he can play with here you go. his mom mom wants the world for him and this is the place that makes that happen. i want him to participate. i want him to run around. i want him to interact because that's a very important thing. this is the real world. you're going to be with typical player. if the players need more help, they've got it. walter kline is a soccer shadow. he is working with connor. sometimes i'll play with them. do a little one on one. it's fun. connor was born with an incredibly rare condition, only
8:18 am
500 people have been diagnosed. he's making amazing strides. he only learned to walk when he turned six. so he's nine now and he's played soccer for two seasons. every little bit helps. they're all running with smiles. playing their hearts out because they love the game and being part of a team. it meant so much to ryan spencer he's passing on what he learned. i come out to help these kids. that's what i love, coming back to help. and if you would like more information on this maybe for someone in your life, a friend of yours, your own child, the registration starts early. on sunday in the falls from 9 in the morning until 10:30 in bala cynwyd. we put a link on our website, my philly.com.

hi, silly studies in scientific research. high heels have been blamed or thanked for everything from twisted ankles to sexy silhouette. women love to wear them and a lot of people like to look at women wearing this. but could they actually be a healthy choice in footwear. most podiatrists would say no, but a new study in north korea makes a case for high heals actually helping feet and ankles. a job is to require people to be on their feet for hours they found heels could make the leg and ankle muscles stronger. before you think strutting around in those still let owes, use your head. as they continue to wear them for longer periods of time they actually had weakening of those
8:20 am
muscles, which led to significant problems. if you're going to wear them, you need to do exercises where you strengthen the ankle so that you don't get into trouble. remember, moderation is key. sound advice from dr. mike. even if this high heel study seems a little silly. high heels, a problem for women i'm going to make you do one of those races. did you ever see them for charity where they walk a mile in those shoes? >> yeah. i'm in. all morning we were talking about an unwelcome visitor at a college house party. it's crazy. it's not fair. this is in our area, people were calling 911. they were freaking out, where this all happened, coming up next. but first, how is the weather? >> the weather looks pretty good

welcome back at back. police said this was an argument between several young men who turned violent at the rally last evening. there was a 64 year old man who was caught in the cross fire who was shot in high temperature arm. he is in h stable condition at the hospital. the fight had nothing to do with the gay pride event. you need to hold a demonstration against extremism and terrorism. they lit candles. this all took place after a gunman opened fire at a beach in at the news yeah. a very popular tourist destination. at least 38 people were killed in that attack. federal officials are warning local law enforcement across the country about possible terror attacks targeting the july 4 holiday. while there are no specific or credible threats medicationed, officials say the department of homeland security and the fbi

8:29 am
good morning, everyone. 8:29. welcome back to fox 9 weekend. this morning we're going to talk about bullying. it can be such a huge problem for the kids. when school bullies get out of control should parents be the one to blame? we put this question up. it's out there on twitter. parents who allow their mean girls or boys to bully, harass or terrorize are just as much to blames their children. another people is saying some people are nothing but cruel thinking it's okay to hurt others. it will fall on a new jersey judge to decide. two school district in the garden state are suing students and their parents for alleged bullying incidents. joining us by skype to try to make it sense of it all attorney heather hanson.
8:30 am
>> good morning. this is interesting, the parents of the bullies sued the school and then the school actually sued the other parents in help me understand this. >> you can do that sometimes. if you feel like there's another party that's just as responsible as you are once you've been sued you can do what's called joining more people. you know what, it's more their fault. and then what happens the jury will have to fraction it up like a piece of pie. there's an issue. we got het back. the l challenge becomes maybes ' moral versus legal. morally some people say the parents are responsible, legally that's going to be hard to prove. it's hard to prove, but what happened in this case, this bully went on for a month's period of time. once the parents were made aware of it, they made them stop bullying. if they don't know their kids are bullying, how can they be held responsible. >> in this case no court in the
8:31 am
past has found parents responsible for their kids bullying. here in new jersey may be the first case where the court will actually say these parents may be held responsible for their childrens' bullying. another thing, doing a little research on this, you're going to have to help me understand because as i read it doing research the school actually has a lower standard than the parent. a parent has to be negligent in doing it, why does the school have a lower standard to be responsible than parents do? >> because in society we allow parents who in general, society society doesn't want to be standing at your door, looking in your windows who see how you are parenting your children. on the other hand you're entrusting your children to the school every day. so their responsibility is a little bit of a lower standard. you're right, bill. and they have got to have
8:32 am
policies and procedures in place and especially lately and especially in new jersey. these anti bullying lies are tough and getting tougher. as you pointed out, new jersey is very tough t, philadelphia, surrounding areas not quite as bad. when you see things like this, do you think that the legislation is moving in that direction to also hold the parents accountable. absolutely. in some places you see legislation for cyber bullying. if your kid is going online and bullying other children, you can be held responsible if you're not monitoring what they're doing on their computers and forth. what we see what happens with kids are bullied, we want to make sure that's not happening to other kids out there. you take a simple this is a controversial topic. people all over talking about it. who is ultimately responsible when a child is bullied at school? the school or the bully's parents. we want to know what you think. you can leave your comments on

our fox 29 facebook. tweet us at fox 29 philly. just make sure you use our hashtag, fox 29 weekend. we have a check of the forecast right now. there's a big brothers, big sisters picnic and those kids are going to be out from 12 to 2. the skies are brightening. there's a wonderful charity today in codesville. what's it going to be like out there? first we have a weather question. >> hi, i'm madeline and i'm sophia. high, today, is it going to rain all weekend? what's the weather like. >> a lot of people wondering that same question, getting a lot of tweets as well. the rain is not going to's last all weekend, it's pretty much gone. the last place to see that rain it looks like that's where you were. down at the shore or at the delaware beaches and the temperatures today will climb into the upper 70s thanks to that land breeze, maybe add a few degrees here in delaware, close to 80 grows. that will drop the water
8:34 am
temperature and dry things out quite a bit. we like the sunshine. now we have bill said when is the rain leaving? it's pretty much already done, gone, but we have to butt put a little asterisk in there because i had room i'd say it's not quite gone all the way. there may be a few showers out there. here's a break. that rain is just off the coast. it moved off of cape may and atlantic county, nice dry break all the way to western pennsylvania, but as the dry air moves in it is a little cooler and with enough sunshine that we get with a few break-ins these clouds we could see an isolated popup sprinkle. not flooding rain like yesterday. this looks like it's mainly in the north and western suburbs, but just a few showers may be popping up. you'll see these clouds develop as we get the bright sunshine and then it will die down after sunset tonight. if you're in the north and western suburbs you'll see a light shower developing. look at the direction out of the
8:35 am
west, 20, 25 miles an hour, maybe a higher gust. that is what will keep the temperatures warming up a bit. the dry air moves in. it's just a bit breezy. tomorrow is a 10 and drop on tuesday. sun and clouds heading into the holiday weekend. we're up to 90 with showers and thunderstorms. coming up, you got to stay tune, you got to watch this. a visit to state park leads to an incorrect fine. you're going to want to see this take a look at this, guysment he's in the running for the world's uglyiest dog. 8:40 am
would have a hard time believing that people could name three active golfers besides tiger woods. we could stand outside and see how many people would win that pole. hey, genius by office is right here and i'm going to give you the answer right now. that's like saying if micky mantle was gone. who were the great baseball players you can't do it, you might be able to name two. in my office, what's the matter with roy mcelroy, number one in the world, people don't know him? philadelphia mickelson. how about after the open, jordan spieth. you are clueless, you're wearing a titlest cap, any type of golf apparel is a joke, take it off. you're not worthy because you
