8:00 am
>> this morning "fox 29 weekend" children left in the car. it can be deadly. but a court says it's not necessarily abuse. why judges say things are more complicated than that. >> plus, summer is slowly fading away. the kids will be back in school soon and the apps you want to download now for successful academic year. >> we take seeing in color for granted and some people don't see the world in vivid hughes and technology allowing some people to see colors for the first time. >> good morning, on this saturday, august 22. thank you so much for joining us. it's a gorgeous day. i'm karen with bill bill. >> i'm bill anderson i'm here and enjoying it so far this morning we were watching you dance in the studio.
8:01 am
make sure you follow us on twitter and all that good stuff to see karen dancing. >> all right. let's get a check of forecast today. it will be great day. also let us know what was the best summer memory. and if you have pictures or videos share that news on our hash tag. it is glorious today. >> today could be the best weather memory day. if you like the warm it's perfect out there. humidity is way down. temperatures nice and comfortable. still cool in a few suburbs you been. on up the windows and turn up the ac. that's what you need to do for the next few hours. no question, top of the scale, 10, low humidity, not hot. no negatives. can't really find a negative with today. temperatures 50s now in few of the suburbs just warmed up mid to low 60s there. updating the top of the hour now jumped to 62 allentown and 62 pottstown and philadelphia up to 71. just a little warmer in the city and dropsp into the upper 60s south. we're talking about a quick warm-up.
8:02 am
certainly that is first headline we have. clear shot at the airport. low humidity. quick warm up. just a few showers. in the 7 day forecast. not today, because we are all clear on ultimate doppler rada radar. as far as today's forecasts though we'll get you started when you step outside. nice and comfortable here. center city sports complex 86 and dropping this evening nice and comfortable for game. there 77 down the shore. cooler seabreeze this afternoo afternoon. 75 poconos with plenty of sunshine. look at showers they're in the 7 day. i'll have that coming up later. >> sounds g thanks a lot, dav dave, take a look at news this morning a violent night in philadelphia. we begin in west philadelphia where police are investigating a deadly shooting. this happened around 1:00 this morning along the 5400 block of norfolk street. police say a man there was shot several times. he die aid short time later. and so far, no suspects. >> also in west philadelphia, another man was shot multiple times. this one happened 10:30 last night.
8:03 am
scene is the 2400 block of west first street and victim is 1-year-old than critical condition. no arrests in either of those shootings. >> and in this city strawberry mansion section a man is in critical condition following overnight shooting and this happened just after 2:00 on the 2800 block of west huntingdon street. the victim was shot twice in the stomach and once in the ar arm. he is in the hospital in critical condition. happening today, something we will be seeing all across the country and right in our area as well. protests outside planned parenting centers. they're upset about many recent issues. >> lots been going on. it's becoming national issue. here locally our own sabina is there telling us what is going on and how it impacts us locally, sabina, good morning. >> good morning, bill, karen, so far no protestsers out here yet. we're still a few hours out. it is expected to start about 9:00. we're around the corner from planned parenthood twelfth and

church in philadelphia and protests planned throughout new jersey as well as of course this is app issue heating up as we go into republican primary battle. bill, karen, back to you. >> sabina, thank you. a philadelphia police officer off the streets this morning after this video this was put on facebook you probably saw it out there for the entire world to see. take a look. >> either you buy these or i take your car. because it's unregistered. >> the video appears to show the police officer matthew zgrsky telling a driver pulled over to buy tickets to a police fundraiser or he would have his car towed and he's heard making home owe phobic slurs. he was apparently trying to celtic totes hero thrill show in october which raises money for college scholarships for family members of fallen police and firefighters. he is a nine year veteran of the force and police commissioner charles ramsey says what the officer did was wrong and possibly illegal.
8:06 am
>> it is certainly inappropriate. there's no part about the visi visito that i like. there's no part that is justifiable at all. >> ramsey says he will be turning this case over to the district attorney after his internal investigation is done to see if any laws were broken. in our cover story this morning defining child abuse. that's what new jersey courts are trying to do. in a ruling they determined it is not necessarily illegal if you leave your child locked in the car. so we're being looking into thx the judge says you should have discretion. judges should be able to determine in each individual case and not necessarily have some set rules in place. and we wanted to look deeper into this. discuss it a little more and we'll do that momentarily. we have lots of comments from social media lh said even one minute alone in a parked car is dangerous and risky what about risk of dragging a tired dragging kid across a busy
8:07 am
parking lot. chances of getting run over in the parking lot are high are than abduction if it was truly a five to ten minute situation. i would say the parent made a reasonable judgment call. objection, that's the parent that left a 19-month-old child in the car. that's the case the judge was looking into. another comment says it was wrong. return home or stay in the car until the child wakes up. these judge have made some weird rulings lately. so let's discuss it she always clears things up for us attorney heather hanson joins us good morning. >> good morning, bill. >> in this particular case, i hate to disagree with the attorney, but i think i might disagree with you. tell me why you think this is an appropriate ruling and that the judges should have this level of discretion. >> for the most part judges do their jobs very, very well. we hear a lot in the news about when they don't do well. they should have a right to look at circumstances and see whether it's truly abuse. we have seen too many situations children are taken
8:08 am
from parents because a parent is running into the store briefly or worse if a parent had no choice but to go on for example a job interview or to go to work and these situations need to be looked at by jms so they can do something to help the family rather than automatically rock locking up the parent. >> i agree in terms of discretion isn't that why we make rules. we have discretion in punishment but if we want to discourage the behavior don't we make it illegal. >> by having a black and whitish uand making it automatically illegal hel takes away from bad discretion, you're right in this case for example you're going to look at it and judges will look at it and i don't think the parents will walk away unpurpose ushd but to have them registered as child abusers and have them be unable to have all their children when social services in that case went out to the home and felt there was no problem, that does not serve the appearance or the children. we have too many children that needs homes as it is.
8:09 am
to take kids away from parents raising them well, despite one or two mistakes, just isn't going to serve us as a sew ti tiety. >> another potential challenge in cases like this is that it tends to target specific groups. so, poor, and other individuals would get hit harder with this. >> that's absolutely a problem. you see case as cross the nation where the parents awristed for this are parents trying to get jobs in one case a woman was trying to sell blood plasma to feed kids. you have to look into these situations with the discretion. when you see situations like that the better thing is to find help for the mother rather than locking her up and putting this family into a cycle of problems thvrnlts is another debate we have to have. it's interesting the laws versus for animals versus children. seem to be a little inconsistent. always a pleasure. >> thanks have a great day. >> good sdm talk tou soon. >> this is already again rating comments on social media.

8:32 am
not our sense worth coming from what they do or don't do stop saying we and stop ar uing with authority figures in our kids lives. teexers today are under siege as prince pals, referees, coaches, these are folks for the most part are deserving of respect. we have to teach our kids that. at the same time when a question does have to be asked or mooter taken up, we have to teach our kids to have those conversations on own behalf. kids as young as elementary school can go to teach prepared by us and tell them have to have the conversation respectfully they have to be the ones that do it or they'll become the 1-year-old who's parent are fighting battle and number three karen we have to stop doing their homework. parents around the nation are doing their kids' work. it's like you've been a fourth grader let your kid do that. teacher don't know when kids understand when the parents are cleaning up homework.

i came home when they were 8 and 10 and was still cutting their meat. so there's a lot of humility around that in my book. yeah, it's meant to happen every step of the way. childhood is meant to prepare a young human for adulthood. if we let it it will. we is to remember that our job as parents is to put ourselves out of a job. we want to raise -- right we don't want them dependent upon us forever they need to lead you're institutions and dwovrment and have kids of their own. what we want and we can feel we succeeded if this happens, is our kid isself actualizeed adult that has wherewithal to fend for themselves and fend for themselves is it not mean text us for help when 20 it means fend for themselves. that's what we want for them that's the most will having thing to prepare them for ine
