>> joining us now as alex from the new jersey civil liberties union. welcome. >> thank you alex, you've heard about this bill on the objections to it, violent offenders on the street, crimes being committed in at least one case an allegation that this bill has caused the death of a young man. >> i think that's a really reckless position to take. it ignores the reality of the old system that we have. under the old system people got arrested, they posted bail and they needed to do time. the only difference between the system and the system in terms of public safety is not people like jewels black can be detained without bail. mr. black is currently detained, that was even possible last december. so let's not pretend the old system was a fair one or one that protected public safety. what we need to remember is

there a 1500 people in jail in new jersey and they couldn't post 2500 bucks. the system that failed individuals in public safety but it profited bail bonds. >> my brother here's obviously not a bill bondsman. because if you would've called any bill bondsman in new jersey we would've looked up his record. because he had 20 address, 20 priors, a lot what drugs and guns we would said who's cosigning, your mother, your dad, your uncle, your brother? we check with the neighbors and we would make sure that bond was secure. if you are caught owning, possessing or somebody tells us you have a gun we will revoke that bond put you back in jail. >> do you think maybe there's a point not being discussed, that there's a responsibility when you involve a bill bondsman to hold someone accountable. stumbled has a stake in the sky showing up? >> is not just showing up.

here's the problem with my friend mr. dog. if he had known this guy a road posted bail. question is what happened the last 27 times? >> i have the same question of the aclu. as he said, jewels black committed this crime on april 9. four months after the law went into effect. if it were correct and i have to disagree with you alex, they had the discretion under the old law to hold him and they knew he had 28 times been in jail. at least 12 gun charges. he had been caught with a 9-millimeter four days before. that was so important because they had the ability to hold him but the faulty product that we are so said he was low risk and release him from liability. second full to his 1500 people in jail is a fake number. it's a false statement. i'll tell you why.

in october 2015 i covered a story on a woman named joann, she was undergoing chemotherapy for cancer when she got a letter from the motor vehicle commission that said her license was expiring and she needed a new one. joanne was losing her hair to the chemotherapy was in a fragile state. she complied and went to the motor vehicle office thinking she could use her old license photo because of her appearance. she didn't want her current appearance to define her for the next four years. the clerk told her no and furthermore, according to joey said she was embarrassed. >> when i got there i told my had cancer and i look sick and don't want my identification to look sick. so can i use the last 1 inch said this our policy. >> flash forward to today, motor vehicle commission has not change their tune on the subject with her attitude according to
