bill: new jersey's governor-elect bill murphy has new mission. >> he wants to legalize recreational marijuana saying he is a good thing for the garden state, but he is having a little bit of resistance from some of the fellow democrats in the legislature and a new report out of ucla in california saying that our area has some of the most segregated schools in the entire country. i am bill spadea, this is "chasing news." we got a story today about a new study, there is always a study to tell you something. this one tells us that the schools in new jersey are among the most segregated, talking about along racial lines of anywhere else in the country. the study was commissioned by a group in princeton and done by the civil rights group at the university of california in l.a.

i am joined now by gary orfield who's the professor at ucla who did the study. welcome to "chasing news". how are you? well, i have to ask you. >> the reaction was so what. >> basically what the court said was a half century ago that segregated schools in inherently unequal because they are not segregated by race, but also by poverty, by the nature of the curriculum and segregated by the likelihood and going to college and level of competition and the whole system of -- bill: can i ask you something? on that, wouldn't it have everything to do with economics. if you look at the makeups of new jersey. you got camden and newark that have a very, very high concentration of minority

population. so you don't have a real mix in the city that would stand to reason they will reflect that? >> well, you got residential segregation that is serious. you got division of the metros into many separate school districts and nobody is doing almost anything to overcome it. there are lots of things that can overcome it. bill: doesn't it stand to reason that segregating is something that is forced that people want and people forced into the area and not allowed access it seems to me you are being misleading on the conclusion of the support? >> well, we have just no evidence over the last 50 years that people of color prefer to be segregated. we have a lot of evidence that whites tend to be segregating themselves and you know, it is not, it is twice for some people and not choice for others and

compelled and results in discrimination. i got to leave it there. i appreciate you joining me today. >> good to be with you. bill: all right. let's bring in the a plus panel to break this down. jennette, good to see you. olivia, you are the ceo and the founder of dna. so i hear this. obviously, economic plays a major role in it, and you talked off air about this and in newark in particular, you got 25% of the kids not graduating high school and what did you think about the point he said though he talked about a different race and the desire to be segregated or not be segregated, is that true? >> yeah. i am not sure. a group looking to be segregated. i think the points talking about and one group remembers the

other had it over time. well, i think, the conclusion of the story was more about what should we do to change those and some social support i think. >> a negative, though. we have done stories on this show about folks in harlem that say you know what? we don't want this whole thing. we like the idea and they said it. we look the idea of black culture and being among people. that is a bad sign, well, here is what i think it is not a good thing is when kids in newark and camden and the urban school districts are trapped there and they are failing and cannot get out. i think the logical conclusion of this whole study is that we should have school of choice. kids in urban areas should be able to choose. >> do you agree that before he turns national friend of oprah. cory booker used to talk about school of choice.

that was not good enough. >> what do you think? >> it seems simple to me. >> you have parents the opportunity to choose and a little bit of a concept of this and the charter school and great, and so, i answer, i think school is a better system. i would like to have the option to have them. >> you pay the tax anyway. right. >> i think, you know. honestly this comes up all the time. still got this disparity of wealth that you got the higher end income towns that are paying the schools. yeah, it is classical. we have seen bipartisan legislation come up year after year that would allow school of choice in new jersey in the urban areas we are talking about but this problems the teacher's unions are staunchly opposed to this. that is why nothing has gotten anywhere. we are being held hostage by the teacher's union. we have a new governor coming up. we'll see what happens. thank you. >> thanks.

bill: new jersey's governor-elect has a mission. his mission is to raise taxes and legalize recreational marijuana. it is one of the ways he wants to generate revenue to pay for all of the campaign promises. the question is -- what would legal marijuana look like in the garden state. ashley johnson has the full story. what do you got? >> new jersey governor-elect promised to localize recreational marijuana over the age of 21 within the first 100 days in office. murphy is counting on $300 million in sales tax. >> state senator produced a recreational cannabis bill. >> all are 21 older and agreed to live here or not. so any number of different benefits first of all and we are going to have resources and by not arresting people and closing roadways off and not enough marijuana and not to mention the enormous economics impact creating all the jobs. >> senator cory booker introduce the landmark bill to legalize on federal level.

right now recreational marijuana is legal in eight states and the industry picked to reach 20. 2 quadrillion in sales by 2021. well the colorado model work in the garden state? >> well, likely that the colorado model would work in new jersey. that is a question. much more urban developers and higher population density and all the neighbors around them. it is a huge population that is going to be served by legal marijuana. and then, i think, it's the long term impact on that and new york and maybe even pennsylvania to jump on the bandwagon if they see new jersey is getting a huge increase in tax dollars because of this. >> well, the bill would not allow for people to grow their own cannabis. i am ashley johnson, reporting for "chasing news." bill: thank you, ashley. all right. let's turn to a great story

bill: welcome back to "chasing news." i am bill spadea. we have dan zarrow and the chilly forecast and a museum dedicated only to the bible. wait until you hear that story. but first, in the wake of a horrific shooting in california outside of a school leaving two students very severely injured there has been renewed call from

law enforcement professionals and advocates saying we got to do something about the soft targets in country. whether we're talking about malls or schools or churches something has to be done and everyone is weighing in. homeland security has been talking about it for long time because the threat is real. people are dying. now one senator in new york is saying it is time to have a bill that assigned police officers in the schools to make sure there is somebody in uniform and armed outside of that school to keep the kids safe. we have got senator joining us now. senator, you are proposing that there will be a cop at every single school in new york. do you think it is realistic given the current resource level in new york? >> well, certainly not in favor of taking resources away that have kept new york safe. we're talking about hiring new

police officers and if that means firing 1,000 new cops to protect our children and there is no price we can pay to make sure that our kids are safe. i think that it has to be delusional into thinking you can be able to protect our children by having what they call resource officers at public schools and other schools that are very nice people, not trained, not armed. >> senator, do you think it is a bit of a compromise in-between those folks? a lot of people now are talking about reciprocal right to carry. so the people who have the ability to carry a firearm can do it in places like new york and despite the gun laws. this is a compromise? >> first of all, i don't like to compromise in anyway. i think that was what this is about. in israel, for example, there are people, the guards, there are security individuals every school and people carry. so it is much easier to protect people and protect your children. >> i mean, it sounds like the right plan, but does it have any

have metal detectors, i am not sure this is going to work. i mean, i don't think that every terrorist or whatever you call them is actually walking, you know, ak46 and so, anything positive i can see out this is a factor. one man responds. but i am not sure it is stopping. what do you think? we have talked about. after every tragedy come back to the same conclusion. we need more armed good guys than bad guys. to me, i didn't see a compromise, but i see it as middle ground between everyone carrying a firearm and no one. right.
