headlines were chasing tonight. >> big changes coming to the department of corrections in new jersey and in new york. in new jersey after pressure from the aclu, the department of corrections reversed a ban on certain books about racial discrimination as they relate to mass incarceration. in new york to change the rules with the pilot program on how inmates receive packages. for details will go to john. what's the story? >> an effort to keep weapons and drugs out of prisons in jail. a noble effort but doesn't go too far? the new york state permit of correction is trying to pilot program changes the way it receives care packages from the outside. the past was could buy food from local stores and ship it to the prison or jail. it would be inspected and delivered to the inmate. now the state you see once every item to come from one of six preapproved vendors.

they say are over-the-top. administrative fees doubled in $211,250, administrative fees can be charged for reasons including not updating credit card information. the director of public affairs says that fees and fines need to be fair and reasonable. >> i think we have gotten used to being charged too much. it is troublesome and problematic. i hope you get to the bottom of it. >> the complaint filed in december said the fee violates the eighth amendment, excessive find clause and a state law that prohibits profiting off of that. the increased fee is being used to generate money final to the state. customers want them to refund hundreds of millions of dollars to the drivers have been hit with a fee since 2011. the lawsuit seeks class action status which would affect how easy pass users.

families devastated. there is an investigation. >> what started as a justice first, facebook page that went viral after the owner of a bulldog shares her dog died after a grooming appointment at this place and -- has to an investigation by the end and shea spca. >> i trusted him with my baby and i have a dead dog. >> daniel said she dropped off the dog for standard grooming and received a call message to go to the animal hospital. she told the groomer that the dog suffered from anxiety. let's consider the most is that the story changed three times. they did not tell her why the dog die. they certified the dog was healthy before grooming. chasing news has not been able to confirm this with the vet. >> my dog was dropped off like a
