[applause] we will build gleaming new roads, bridges, highways,

railwa the lamplight we will do it with american heart, american hands, and american and grit. >> so the p ard the structure in the country. i'm leveraging $1.5 trillion. what does that mean for states? >> it means a lot more money coming in to fix road attention. it's an area where americans and most americans agree. they need to figure out how to make it happen. from my perspective everything is great in his speech. but now will up your sleeves and get it done for. >> and people. >> when the president talks about leveraging the money, we don't have details and turns of leveraging the state money or private-sector money. or a $1.5 trillion appropriation out of congress which i don't think we have to spend. i plan without a lot of details

right now. >> i think that is what the speeches are. they are a guideline a priority list. then it is up to the administration to work with congress to get the trend these things done. you heard him outline an approach and ideas he had. now he has to govern. >> let's look and hear what he had to say about immigration. >> over the next few weeks, the house and senate will be voting on an immigration reform package. we presented congress with a detailed proposal that should be supported by both parties as a fair compromise. >> the president and his speech called for four pillars of immigration reform. the first is providing a legal pathway to citizenship for the before recipients. the second pillar is building the wall on the southern border. the third is ending visa lottery

and the second is ending chain migration. is this something besides can a grand? there's been a lot of issues from both sides. is that one or the other? >> i do not think it has to be. i think they agree more than they disagree. there are some people i may not have liked to work with in the past but at the end of the day we needed to deliver the drinks and the food. congress and the president and the democrats and republicans need to come together and get it done. it is easier, and the president has outlying great positions. now they need to let politics get out of the way and get it done. >> i agree with you. i think it was a welcome tone in the speech. i would like to see the presidential leadership and be

able to work across the aisle to get agreement on this. tonight's tone makes a lot of sense. was there anything you were surprised by? >> the level of optimism the president showed and the folks he had in the balcony were exciting and made me proud to be an american in a lot of ways. i find it funny the democrats cannot stand up and applaud some of the numbers on the economy. they cannot apply standing up for the national anthem. this is how out of touch the liberals in washington, d.c. are. i'm looking for to a year where republicans outline the differences. >> i was glad to see the president to a victory lap on the economy. i think that has been a highlight up his first year. where americans with see more money in their paycheck. he highlighted that. i think it was positive. we'll try to get bipartisan worked in here. thank you for coming.

immigration was a big theme of the speech tonight. the dreamers are the daca program is an important issue to congress right now. fifteen states, including the district of columbia have filed a lawsuit against the trump administration for ending the daca program. john is here to talk about what is happening. what are you hearing? >> we should point out dozens of dreamers, immigrants that brought here illegally as the children were invited guests of democrats are looking to shape immigration reform in their view. they want to make that front and center. one of those democrats was not in d.c. but a federal courtroom in brooklyn. he is leading a coalition for more than a dozen states to file a lawsuit to stop president trumps movement to end daca.

this is used to protect dreamers from being deported. a federal judge listen to arguments and i motioned for a preliminary agreement to stop the program but no decision was reached. the judge needs more time. they argued states could lose tens of millions of dollars in tax revenue if the program & they are deported. outside the courtroom today those who support dreamers spoke after the hearing. >> the federal government is trying to construe this as individual discretionary decisions for individuals to stay in the country or go. this is a massive successful program that they are attempting to shut down. >> we call yourself a progressive country. we call ourselves a liberal country. but what we have seen is we're going back to her 300 years in

our history. >> up to 42000 new yorkers are enrolled in daca. update hundred thousand before recipients around the country. that's why states like pennsylvania, illinois, virginia, north carolina have signed on to the lawsuit. president trump delayed the end of the four until march 5. that gives time to figure out what to do. congress is working to figure out what to do with the dreamers and the situation is plain out right now in d.c. and in the courts. >> will follow the situation closely. thank you. now bring it back our expert panel, frank was a republican strategist and chief of staff to congressman tom macarthur. and an immigration attorney. the docket daca issue is something that people agree with that they should stay here. 86% of americans support this. does this lawsuit actually stand a chance in court?

>> i think it will be challenging. there are several issues. first the equal protection issue. was the president discriminatory in listing this release. was it generated toward mexican-americans. with their due process? was there right created by obama passing daca, or was this a really from deportation? there are several issues. >> u.s. department of justice as the ordinance was an executive order passed by president obama not by congress. therefore, it is unconstitutional. frank, what you think? does the stand a chance? >> i think it is more political theater. i think president trump laid out guidelines on daca that make some sense. we need to see republicans and democrats come together and get it done.

>> we have until march 5 to fix the issue. do you think congress can do it? can we come up with this solution that includes what the wall and daca? >> i don't know. this is way see the court case occur. you have to ways to fix the law, you can go through the courts of the congress. congress seems broken. 80% of the public and beyond support this. it's time for congress to get to work. >> before the wall? >> i don't think it should be either or. 80% of americans agree they deserve protection. if congress cannot step up to the play, we have to go to the courts. >> thanks everyone. >> next up is weather. to chat with us about a rare lunar event. >> is quite a show overhead tonight as a super blue blood moon happens for the first time in over 150 years according to space.com. it is super because the moon will be at its closest point to

welcome, guys. >> prank, we'll away to you first. what does this mean for new jersey and in particular the federal money. where is iting going to come were? i think it is important, bill, to draw the station between a plan and the actual appropriations that are going to come through so concompress has to step up and make this plan a reality not not forget about the northeast and the infrastructure troubles across the nation and hope that congress is able to work together in a bipartisan fashion to get something done for the people of this country. what do you thinks the governor and his new team at new jersey transit going to be able to work with the administration to get this done or going to be part of the in fighting back and forth. >> well, i think they will need to work together and the president's plan calls 2 00 billion on intrastick ture in something that new jersey can take advantage of. we hope this new nj transit head can do that. well, obviously, the president has made spending a priority in the state of the union

nancy you no now we bring back the expert panel to weigh in on this. we have again, frank luna the republican strategists and chief of staff tom mcarthur and eunice, immigration attorney with eunice law. frank, will go to you first, hi think this is government over distracted walking? give me a break. where does it en? you are having a conversation with someone s. are you distracted while you are walking. what is your take on it. well, it sounds like government overreach and ironic thing here. you may be surprised to hear me say that. i am fed up with people not being able to do anything without having in their eyes glued to their cell phones and if the government is stepping in on this i think that is a little silly but i got tull. the phones are out of control. >> no, i bet this. what about personal responsibility if you don't want to fall in the fountain. stop the teching. you are attorney. done we have laws on the book that address gay walking and pedestrian sheet of well, it jaywalking is different.

jaywalking is you have to have a right-of-way. look the concept of the public space. i think, here, there is a responsibility on the pedestrian and the driver to kind of be aware about what you are doing. i agree frank nowadays you can't have a conversation with someone without them looking a the phone. where does it end? i mean, con on. you have to think this is a little bit ridiculous. >> well, i do. i will say that. the wise person told me one time. you cannot fight stupid but you can end ac it. i will say that. tax it. find it. people are dumb and walking around and not paying attention. we should tax it as great revenue generator. thank you, frank. thank you. thanks for joining us as always. >> next up go back to dan zarrow with a little bit of winter weather today, dan? what is up with the forecast. dan. all right, the light snow event has come to an end ex ad. it didn't do very much? now temperatures are dropping like a stone overnight? is cold not just tonight but during the day wednesday. i high temperatures will be end up a few degrees bow low normal for lit january but look to the bottom west on this map.
