devastated. as investigators now search for clues into what happened. let's get right to our dave schratwieser live at police headquarters. dave. >> reporter: lucy, homicide detectives say tieesha timmons was indeed an innocent victim that she was not the target of this shooting them several teams of detectives working this case as they try to track down the killers. surveillance cameras were rolling as gunshots rang out in a van driven by tieesha timmons a careened across broad street and crashed into building. after she was struck in the head by gunfire. there were three other women and three young children inside the van with her. >> pain i never felt before. i don't know what it's like to lose sibling. my first time and yeah really hurts. >> terrell timmons is her older brother. he says her family is devastated by the loss of the 23-year-old. he has nothing but fond memories of his sister. >> she was such a loving person.

she, um, just enjoyed live. she just always enjoyed helping take care of family and a niece. >> reporter: police say it was just after 8:00 wednesday night when tieesha and a van load of family members drove through a shooting scene at 16th and needy where at least five shots were fired. as they sped away to escape, and turned on to broad street, they dropped off one of the women when they returned minutes later to pick her up on broad street, witnesses heard deadly gunfire. >> we believe the van was struck up to five times. the victims appear to be innocent parties to the shooting. >> reporter: after she was shot the family van veered out of control crossed a median and crashed. police arrived within seconds as family members fled the van and the gunman escaped. >> we don't believe they were a tar g we don't believe it was road rage. we don't believe the occupants had anything to do with anything. >> i just wish they fine the person and, um, put the guns down. >> reporter: as homicide detectives search for video of

the gunman, along broad street terrell timmons sat at the dining room table insisting the gun violence must end. >> my little sister was minding her business and she didn't deserve this much that's all. >> reporter: now no one else in the van was seriously injur injured. homicide detectives are now reviewing lots of surveillance video yo from cameras near the shooting scene. they're also going to go over that van look to go see if they can retrieve any fingerprints or anything else that might help with this investigation. the family has set up a gofundme page to pay for funeral costs. lucy? >> just so tragic. thank you, dave. checking in with roar fox 29 weather authority right now. live look at reading, berks county. record breaker yesterday. now it's 43 degrees colder. what a drop and it doesn't matter where you go from the lehigh valley to right here in old city and everywhere in between, the damp conditions follow along. that huge drop in temperatures is definitely not helping either. so the big question as we take look at phl is is there any

relief in site. so, kathy, what do we expect here. >> lucy, welcome back. >> thank you. >> i know you were a little under the weather. >> speak of weather, um-hmm. >> look at this today we have the fog. we have the rain and as you mentioned temperatures 30 to 40 to 45 degrees cooler than it was yesterday. it's 40 in philadelphia. the wind chill is 32. winds out of the northeast at about 14 miles an hour. keeping the chill there. 34 degrees cooler right now than it was yesterday at this time. 40 degrees cooler in reading lancaster and allentown. than it was yesterday. so these numbers, this differential is extreme. so as we look ahead we're talking about temperatures that will stay chilly. consider this. yesterday at 4:00 o'clock it was 77 in philadelphia. by midnight 57. by 10am, 47. and right now, only 40 degrees. so from the high it's 37 degrees cooler in philadelphia at this moment. ultimate doppler showing showers that are moving through you saw dave with the umbrella. that's going to continue through

and somehow drove off the peer and into the water bite time rescuers found him, he had died. parts of market street still closed in old city after an explosion that lifted off a manhole cover. it happened at about 9:00 this morning near third and market streets. now septa buses on routes 17 and 33 are still running on detours. peco says it's investigating what happened but none much this affected anyone. on to the latest from the florida high school shootings right now. the conversation on gun control and school safety continues on the national stage. president trump is endorsing raising the minimum age for buying certain guns and tighter background checks as well and he also hosted another listening session at the white house. fox's kevin cork has more from d.c. if you harden the sites you're not going to have this problem because these guys who lack courage will never go into those schools. >> president trump doubling down on the controversial idea of arming teachers with guns. >> we do need defense but we

students laid to rest aaron feis their beloved assistant football coach. >> feis had no gun, no rival yet he ran towards helping students. >> reporter: one idea mr. trump does not support is holding drills in response to a potential active shooter. the president saying very clearly, he wouldn't want his 11-year-old son barron to experience something like that. at the white house, i'm kevin cork, fox news. team coverage continues now closer to home. local teachers have mixed pins about arming themselves in school. let's get out now to jeff cole live in collingswood. jeff? >> reporter: lucy, the debate is raging tonight over arming teachers to defend students. would it be a strong final last line of defense or simply invite chaos? at collingswood high school, two unarmed security patrol armed them if you'd like says physics instructor chuck carnes but not teachers.

>> you can increase the chaos on those, you know, who -- how do they know who, h teachers are armed? who is not. swat team comes in. they see a guy with a gun they don't know. teachers should be rooting for students not shooting for students. >> reporter: it's a atrocious idea says fellow english teacher kwame ivory who did asked his ninth graders how they'd feel if he had a gun. >> i want you all to raise your hands if you'd be comfortable right now if you knew i was strapped. raise your hands. if you'd be comfortable if you knew i was strapped right now and only one student raised their hand. >> reporter: arming teachers making them the last line of defense against a shooter is now part of the heated debate over school security since the parkland, florida killings. president trump supports the idea as does the high profile top cop of the upper darby pennsylvania force mike chitwood says, teachers would volunteer. >> go through a psychological

evaluation. training. when to use it and the weapons are concealed. you know, kind of like u.s. marshals. >> reporter: in philadelphia, the teachers union i strongly opposed city high school steven fleming on is he beautied cal earning his ph.d. says accidents could be tragic. >> anything could go wrong. the gun could get lost, stolen, accidents happen. um, just the burden of having and knowing that there's a weapon in the classroom. >> reporter: 11th grade collingswood high english teacher elizabeth yukism s will have her students read about the columbine massacre turning tragic news events into a learning experience. >> i don't think adding guns to an educational environment is going to decrease the amount of violence i think it would only increase the potential for accidents. >> reporter: but some teachers do support it. one teacher telling me today he doesn't want the wild west just the ability to defend his students and get them home for

dinner. live in collingswood, i'm jeff cole, fox 29 news. lucy? >> thank you jeff. hundreds of pennsylvania university of pennsylvania students have been standing in the rain taking a stand against mass shootings inspired by the actions of the parkland shooting survivors. students lined locust walk standing in solidarity with those in florida. now each held a sign represen representing all the mass shootings since january 1st of 2017. >> i also think gun violence is one of the issues in this country that young people really understand. we've grown up doing after shoot drills in school. we really get it. but it can be hard to direct our angr and our passion toward action. um so we're hoping that this will be the start of something more. >> the students also stood in silence for 497 seconds. they said to honor victims of mass shootings. in newark, delaware, police arrested a teenager who they say is behind a rash of car thefts. they say the 16-year-old boy is the one who stole three cars in

two weeks at the wawa in ogle ton road. in all cases the cars he hit they were all unattended. all with their keys inside. all were running. police say they found the teen yesterday in stolen car. he faces all kinds of charges including theft and conspiracy and driving without a license. caught on camera and caught in the nick of time. a toddler is alive after falling from a balcony. and a real life super hero in the body of four-year-old and he's about to save

♪ the russian investigation rolls on with new tax charges against former trump campaign chair paul man any fort and rick gates. special counsel robert mueller has filed another indictment against the two. prosecutors have charged them with multiple counts of preparing failed tax returns, bank fraud and failure to disclose sources from foreign sources an top of other charges filed last fall against both men. >> one week after a gunman opened in florida high schools we're seeing changes. national theater chain has signed new policy designed to protect you. it's a new rule that leaves your big purchases and bags at home part of security changes at the cinemark chain. fox 29's dave kinchen has more from somerdale, camden county. >> we just purchased tickets and nothing was stated about that. >> marcus james was surprised to hear that the cinemark theater he was heading into in somerdale won't allow large bags any more. the same is true for cinemark

shooting down in florida. i can understand, but i mean, as far as, you know, taking it to the extreme on that kind of level, i don't know about all of that. >> reporter: dave kinchen, fox 29 news. skyfox over a house fire in burlington new jersey. you can see smoke just pouring through the roof on the unit block of ivy it broke out around 6:30 this morning and took less than an hour for firefighters to get them under control. everyone made it out safely. investigators are still trying to figure out how this started on the pennsylvania turnpike a freak accident has killed a truck driver. last night as police say 70-year-old howard sexton was driving through the lehigh tunnel in washington township and electrical pipe fell from the tunnel crashed through this windshield and hit him in the head. his truck kept on going for about a mile before it came to a stop on the side of the highway. investigation is underway. honors for two new jersey state troopers down the shore for their bravery during a terror attack. iain page has more on the ceremony for the heroes live

so in buck county police say that guy right there pretended to be an off duty police officer. they say his name is eric miller and that he was pretending to be united states marshall actually pulled over a couple of women in warminster last night had them get out of their cars, patted them down then stole their phones and some other stuff. miller is now behind bars. they somehow caught up to him and he does face a long list of charges. amazing rescue caught on

camera. a toddler fell off a balcony but nearby police officers were there caught him. everyone is okay. this happened in egypt last week with video just released so someone walking by saw that five-year-old dangling from a balcony. they called out to the police officers who then ran over, caught the boy. the three hero officers were guarding a bank at the time that this whole thing happened. amazing they were there. thank goodness. >> back here at home so you're not -- crew not seeing things. it's a t rex on the streets of east lansdowne, delaware county. video posted to the east lansdowne police department facebook page shows the character walking a child to school. because you know what, you would -- who wouldn't want a t rex to walk him to school. so far the video garnered more than 11,000 views online. because it's cute. allentown mayor ed palau ski is defending himself against accusations they tied campaign donations to city work. his federal corruption trial continued today with paw law so testifying about his interactions of donors and contractors. prosecutors say he sold his office to campaign donors. the 51-year-old faces various charges including fraud and bribery and lying to the fbi. and now back to your fox 29 weather authority. live look down the shore and, yup, that phrase what difference a day makes it certainly applies today. cape may definitely looking different than it did yesterday from warm and sun to cold and wet. so will the weekend be a complete washout? kathy and scott have your forecast in 15 seconds. it's hard to believe looking at this picture of the parkway

that the parade was two weeks ago. how could that possibly job take look. little bit foggy tonight and pretty busy evening. temperature is only 40 degrees. the wind chill is 32. i can't believe we're talking about a wind chill. winds out of the northeast at 1. keeping it cool. you can see that per sit tent northeasterly wind. 38 in allentown. 37 in pottstown. 42 in millville and 41 in atlantic city. far cry from 70s and 80s yesterday as we look at the wind chills it feels like 27 in the poconos. it feels like 33 in reading it feels like 36 in wilmington and only 34 in millville. so winter coat weather it's the whole northeast. it goes as far south as baltimore and as far west as the midwest. you can see charlottesville better at 53 and richmond at 61. but yesterday temperatures were at least 35 to 40 degrees warmer than today. you can see a few showers on ultimate doppler and once these pass, we have little bit of a break and here the neck round of rape that will be moving in just a series of low pressure systems moving along a stalled front.

we do have some delays philadelphia international airport over an hour delay. and you can see newark and also laguardia delays at the airpor airports. there's a winter weather advisory because some precipitation could fall in the form of freezing rain up through the poconos. so please be aware of that if you're heading up that way. in the meantime, the next couple of days we're talking about additional rainfalling across the region and by the time all is said and done with these series of disturbances by sunday we'll have at least half app inch of rain possibly as much as an inch of rain. so what does the rest of the month hold and looking ahead to march? well, scott is here to talk a little bit more about our future. hey, scott. >> kathy, crazy weather for the month of february. a few showers moving through now. and as you mentioned we'll continue with the unsettled pattern right through the upcoming weekend. look at the month of february. so far as far as those rainfall totals, we'll continue to add on over the neck several days. but we're talking almost 6-inches for atlantic city.

philadelphia over 5-inches. and take look at reading, 4.5-inches of rain. so what about the month of march? that rainfall outlook. you can see above average precipitation around the tennessee river valley. the deep south but equal chances for us as far precipitation. so really either side of the coin for the month of march. now, temperatures above average temperatures are expected for parts of the northeast. florida the southwest below average temperatures around parts of the midwest and the pacific northwest. but here at home, we're looking at above average temperatures for march. lots of events taking place in the month of ma. daylight saving time begins and we're looking at that in 17 days also the st. patrick's day parade will be on that sunday the sunset will be at 7:00. saint patrick's day officially 23 days away and then look at the first official start of spring. kathy only 26 days away. >> say it isn't so.

i think we're all ready for that. that's for sure. thanks, scott. >> as we look down the shore in wildwood also counting down memorial day. i think the worse of the weather is definitely behind us as we look ahead. also as we look ahead to the forecast overnight tonight we'll have some clouds and drizzle. areas of fog. temperatures in the 30s overnight. in the poconos in the 20s. actually go snow making weather again during the day tomorrow 4. a cooler day than today cloudy unsettled and still looking at periods of rain on and off. on your seven day forecast from the weather authority saturday a few showers, 57. warmer still on sunday with additional rain. then finally a front moves through sunday night and just clears all this out. monday partly sunny near 60. tuesday we'll go 57. wednesday 58. and thursday a chance of a shower 54. but we will end the month of february as one of the top ten warmest of all time. and we haven't even added all of these warm temperatures it will definitely be one for the record

nasal spray has been off the market for couple of years because of less than stellar performances against the common flu strain in children but we've learn the new medication performed significantly better than it did two years ago. so it's up to doctors now to decide if they want to use it. his dad lost part of his arm while serving in iraq. and ten years later, he finally has a fully functional arm. it's all thanks to his son who's still in high school. fox's patrick clark has their story. >> reporter: robbie fry wanted to give his dad a hand. so he built him an arm. >> i decided to create a 3d printed custom scanned prosthetic arm for my dad who's an amputee. >> reporter: the high school senior who wants to go into robotics in college designed a term long three month thesis project. his mission to build a 3d printed arm for his father who was injured in an rpg attack in 2003 in iraq. but first, he created an arm adapter for the nintendo switch.

>> when my dad was injured in the marines he wasn't able to play video games with us for about ten years. and when -- after i created that 3d printed adapter he was able to able with us again full spe speed. >> reporter: soon fry was fine tuning his designs. creating a custom scanned prosthetic modeled after his dad haass left hand. high school senior mirrored the scan creating a right handed model that could throw a ball. >> he knows how to get projects done, and come up with amazing things, um, you know, he's been on the robotics team for -- six years now? >> six years. >> so, um, just to watch him, you know g from seventh grader to 12th greater, i'm not surprised that he could pull something like this off. >> reporter: after lost trial and error fry figure out a way to craft all the parts on the 3d printer in the school's lab constructing a design in which his dad controls the finger movements. fry is a national they are

answers. ♪ live from center city in philadelphia this is fox 29 news at 6:00. horrific shooting and crash on city street someone showered a van with adults and children in it with gunfire then it slammed into a building much the woman driving that van died. police say she's just an innocent victim. thanks for joining us at kicks 6:00. i'm iain page. the family is devastated as investigators are searching for clues. fox 29's dave schratwieser has more. >> reporter: it was just after 8:30 when gunshots rang out and a van driven by tyesha timmons careened across broad street and crashed into a building. she had been struck in the head by gunfire with three other frantic women and thee young children inside her van. >> pain i never felt before. you know what i mean. i don't know what it's like to lose a sub link. this is my first time, and, um,

yeah it really hurts. >> terrell is her older brother he says her family is devastated boy the senseless murder. he has nothing but fond memories of his sister. >> she was such a loving person, she, um, just enjoyed live. she just always enjoyed helping take care of family and a niece. >> reporter: police say it was just after 8:00 wednesday night when tyesha and a van load of family members drove through a shooting scene at 60th and nedro where at least five shots were fired. they sped away to escape on to broad street. and dropped off one of the women. when they returned minutes later to pick her up, witnesses say they heard the deadly gunfire. >> we believe the van was struck up to five times. the victims appear to be innocent parties to the shook shooting. >> reporter: after she was shot the family van veered out of control. crossed the median and crash. police arrived within seconds as family members fled the van and the gunman escape. >> we don't believe they were
