this is a coordination exercise, a drill. and it helps to make sure we can work in partnership with those law enforcements organizations out there such as montgomery county police department. >> reporter: the exercise began at 6:00 this morning and runs until 7:00 this evening which means there will be increased police presence along the red light throughout most of the day. ward councilman marion barry denies stalking a long time friend. a woman with whom he had a year- long relationship complained to police. barry called reporters to the wilson building on monday to denounce the accusation that led to his arrest on saturday night. >> we believe the charge stems from a personal relationship that has gone horribly wrong in a lot of ways and has resulted in one party to that relationship striking out at mr. barry. >> reporter: barry is scheduled for a court hearing on the stalking charge on thursday. he designed to speak on the

advice of his lawyer, fred cook. later today, minnesota's new junior senator al franken is scheduled to be sworn in. he arrived on captiol hill yesterday afternoon to officially move to his new office. his arrival comes after months of recount and legal wrangling which ended in him claiming the seat once held by norm coleman. >> president obama told russian prime minister pouten it is time to put america's relationship with russia on a strong footing. it comes after both countries pledge to cut their nuclear arsenals by year's end. charlie dag has the story from london. >> president obama and putin shared a hand shake and hopes for better relations between the u.s. and russia. the president used the university speech to deliver the message that the two countries were not destined to be antagonists. >> let me be clear, america wants a strong, peaceful and

prosperous russia. >> reporter: he says both countries share concerns about the threat of nuclear weapons in asia an the middle east. >> that's why we should be united in opposing north korea's efforts to be a nuclear power and iran's efforts to acquire nuclear weapons. >> reporter: next stop on his overseas tour is the g-8 summit in italy where rich countries will try to continue the work that began at the economic summit here in london earlier this year. the host, italian prime minister, decided to move the summit to the earthquake struck city to boost the local economy. thousands of extra forces have been deployed to provide security for the three-day summit. >> here we have troops coming from navy, air force and army. >> reporter: after the summit, the president will have his first meeting with the pope in rome before ending his week- long trip in the african country of ghana. charlie d'agata, cbs news, london. pentagon officials say the air force is developing a new

video sensor program and assigning 2500 new analysts to help with the war in afghanistan. they will gather and interpret the flood of aerial surveillance data coming in from the war front and get it back to the troops on the ground. the new technology will be available for deployment to the war zone on a limited basis early next year. monday was the deadliest day for u.s. forces in afghanistan in nearly a year. bombs and bullets killed seven american troops. taliban militants also claimed on a militant website that they are holding an american soldier who the u.s. military says might have been captured last week. this morning the associated press is reporting a suspected u.s. missile attack in mac stan near the afghan border. the missiles which are believed to be launched by unmanned american planes killed 12 suspected militants. the united states has launched 40 missile strikes in the region since last august. 9 news now reporter andrew

stack is here with us again. he's an award-winning war correspondent and covered the fighting in pakistan and iraq. good to have you back here. as we said, at least 12 militants are said to have died in the latest drone attack by the u.s. and i understand that you trained reporters in this very delicate zone of combat. what are they saying to you about being caught in the middle? >> one of the reporters i trained with is in swat valley. another operation started a month and a half ago. a lot of refugees are coming out of that area. between classes when i was talking to to him he told me he was on the phone with his wife and she said the artillery was falling 600-yards from their house. that is a half mile and they have kids. he, through all of this, asked how he should approach it to cover the story. a lot of us think the first

amendment, if it meant your life it is a difficult job. he thought i would handle it and i just -- you saw me stammer. i'm like i don't know how i would handle that. my advice to him at the time was you split in to a team with somebody else enhave them cover one side and you cover the other and regroup later to put the story together. because if you are seen giving an interview to the opposite opposing side gives the impression that you favor them. and it could end up, a lot of reporters, a lot of journalists have been killed in that region. >> part of the problem in this region with the drones is that the u.s. military can't go in on the ground and you have this hopefully targeted strikes but you never know who's below as you say. >> well, this system, the drones are very good at putting the missiles on target. the problem is you are looking through a view of this instead of seeing all around you.

i think the new system they are talking about may work better. but i think one of the problems is when they are putting these -- it's political as everything is. as we talked about before with iraq and some other things going on out there. the government in pakistan is most lick likely giving intel to us. but at the same time because the country is islamic and a lot of leaders the leaders are a little fanatical they say we are more for islam than they are. and that creates a lot of tension. >> let's talk about why is this so strategic. that's what ambassador holbrooke told captiol hill last month. in fact it was described as being grilled by lawmakers and he said this region and pakistan was very strategic to the war in afghanistan.

explain that. >> is fall back position for a lot of taliban leaders. as you know a lot of intelligence analysts believe that saddam hussein lived there for a fair amount of time. they will fall back, regroup and go back in like the attacks from two days ago. where do you begin? i have heard some in the military say we should just go in full force but because it is not officially afghanistan and even though it is -- you could say pakistan they don't see it the same way either. it is a region -- before the show we were talking about this. it is difficult to put a finger on it but a lot like trying to catch smoke. they sort of go through the cracks. we need a much larger military presence. not from my point of view but to go in there if we are going to do it they need more than 20,000 additional troops a very large area. >> this is afghanistan. with pakistan again, do we have the support, the backing, the

cooperation of the president of the pakistani army there? >> they are moving forward as they said they would but the real problem is -- i'm trying to think of the right words for this. it is difficult for them to make a decision. they are frustrated from us and their own people and it goes back to religious -- a lot of students get in touch with me and they ask me what is the.of view of the united states as if i represent the country somehow. they want to know what are our intentions because there is so much that makes this is a religious political football. we have support but the question is how much because a lot of soldiers in the pakistani army, again, where do their allegiances lie. they are moving forepardon and doing what they are supposed to

do. >> canada's prime minister steven harper told president obama we can't win in afghanistan in the traditional sense. what is our goal. are we looking for balm balm or trying to win afghanistan as a traditional victory in a war, what? do we understand what the administration is after? >> i think this was an inherited conflict obviously. i talked to a lot of soldiers and most of them, the line you hear most often is you bought it you own it. we're in there now. what do we do? i think it is mostly strategic. iran is sandwiched at the moment by two u.s. forces. >> it all ties together. >> andrew thank you for your perspective. good to have you back with us. a man police say terrorized a south carolina town is killed in north carolina. and thousands arrive in spain for the beginning of the annual rite of passage.

mess. the result is the dollar is almost twice as strong as a year ago. you can get a value vacation there. i was in england and amazed how cheap it is there. it is 25% stronger against the pound than last summer. australia and new zealand other bargains where the 35% stronger than last year. so pick those destinations where the exchange rate is good and you will get a lot of volume for your -- value for your money. >> currency going our way. what about travel ideas. >> there are a lot of deals. the vacation shores rental company has a deal if you travel by july 17th they offer 30% off of all rentals. for the rest of the summer if you rent a place for more than ten people you get three nights free with four nights paid. but in general renting condos and houses is a good idea in the summer. people who own the homes privately are desperate to get

national levels to upon more port security. a watch dog group warning the pollution in the chesapeake bay is harboring a hazardous bacteria which is known to be harmful to humans. they noted increases in virginia and maryland of the number of infections from the salt water bacteria known as vibrio some varieties can cause life-threatening skin and blood infections and intestinal illnesses. could a tree in your neighborhood post a hidden hazard to your family. a woman and her 7-year-old daughter were killed a couple of weeks ago when that tree branch came crashing down on their van. with me is one of the top arborists, lou block. thanks for joining us. >> thank you. >> can you just look at a tree and tell if it is healthy or not? well, sometimes. but you mentioned health and the most important part of the tree is not necessarily the

health but the structure and stability. in other words a tree can seem to be healthy, full of a lot of foliage and leaves but it can have structural problems, especially in the tree trunk and the tree root because this is what causes most plant failures. as a matter of fact, in certain kinds of storms, like hurricanes-force winds, with saturated soil healthy trees blow over before sick tree answer the reason for that is that healthy trees have a canopy that is like a sail on a sailboat and when the winds blows and the ground is really saturated the tree will topple over. whereas a sick tree will have little foliage and the wind will whistle right through it. >> reporter: so in situations like that, are they really just freak accidents or in some cases accidents waiting to happen that we might be able to do something about ahead of time. >> both. if a tree has structural

problems you want to take care of it. but my point is, there's no such thing as a safe tree in severe weather. in high winds, saturated soil or even ice storms healthy trees can break and cause a lot of opinional injuries and fatalities. >> when they have those significant fatalities and liabilities you are called in. tell us about the services you provide in situations like that. >> well, i have served as an expert witness numerous times over 60 times in the last 20 years involving fatalities and severe personal injury problems. so i do a lot of this type of work, but i do a lot of hazard tree evaluations or high risk tree evaluations too for homeowner and municipality and homeowners associations to try to prevent these things. we can make trees -- there's no

way to make a tree safe but we can make trees safer. >> how do you do that? >> well, one of the reasons, of course we should inspect the trees. a lot of literature says big trees should be inspected annually in the real world people don't inspect their trees annually but they should. and a lot of people when they inspect the trees, even some professionals all they want to do is look at the canopy of the trie tree and the most important part of the tree is the root and the trunk. the roots obviously they absorb water and nutrients to make the tree healthy and anchor it to the ground and if they have poor root system the tree is likely to fail and the same way with the trunk. if the trunk could have cavities or holes in it, it could be split or cracked. >> i brought in this. i told you it was falling off the tree in my house.

it is not a big tree but the fact the bark is coming off a significant limb on the tree, this isn't good, is it. >> no, it is not. something is going on inside the tree. we can tell a lot about trees by looking at it. i can walk around a tree with my mallet to see if it sounds hollow orsolid. there are some sophisticated equipment to analyze tree. there is a resistograph where you bore a hole in the tree and get a reading like an ekg and a gentleman in silver spring invented a tree radar system where you can actually photograph the tree or the tree roots to get a picture. >> reporter: are you worried with county finances especially for trees on public land and whatever that inspections won't be happening as frequently or as needed because of the money crisis, the shortage. >> yeah, i have that concern. municipalities have to cut

here's a look at today's living well headlines. stattens may cause muscle damage to some patients. a new study shows 10 to 15% of people taking the cholesterol lowering drug report minor muscle ache and weakness. those with serious muscle aches showed fiber damage even after they stopped using the drugs, but experts stress there is no cause for alarm for people not experiencing the pain. they should continue to use the drug. the government released new rules expanding federally- funded research on stem cells. the guidelines which take affect today increase the number available from 20 to 700. funding for new lines require documents showing the cells were donated. research is providing clues as to why breast cancer spreads. scientists say they discovered key signals that help breast cancer cells survive in the bone marrow of patients who have had treatment. it could lead to findings that

else's life and to create this proposition for a meaningful relationship so it is attractive to both people. >> what's one key tip you can offer those who are watching. >> keep it positive. i think that's the easiest thing for anyone to do. we're always slipping and fighting in to these danger zones. when you are talking about your past experiences or when you are talking about sensitive subjects like religion or politics especially in this town it could be a sensitive area but if you have difference of opinions and interest embrace the differences, keep the conversation positive and offer what is the upside of getting in to a relationship with you or it's not so much about this is the negativetivety or the baggage or this is what we will have to overcome. i see people complain so much about traffic. that is a big obstacle to forming a relationship.
