northeast dc we are tracking inbound new york avenue and looks like that delay from the washington times building to bladensburg road is here. andrea, over to you. new this morning, two people are dead and another in police custody after a deadly crash on the beltway. it happened last night on the outer loop near macarthur boulevard. police tell 9 news a car was hit from behind. the driver overcorrected crashing through a guardrail and falling 200 feet to the trees below. both people in the car died. police say the driver, which hit them tried to drive away but drove in to a ditch and was later arrested. all lanes are back open this morning. police in manassas, virginia are asking people to be on the lookout for a blue minivan. they say a man inside the van approached a 16-year-old girl on clover hill road yesterday. he grabbed her by the arm and tried to force her in. she was able to escape and get help. the car is believed to be a blue dodge caravan. the man is described as being

in his late 30s or early 40s and having dark hair. more controversy surrounding dc councilman marion barry and the woman accusing him of stalking. armando trull is live at the wilson building with the story. last night's press conference was the latest installment in the marion barry reality show. and at that press conference he made two points very clear. number one, the allegations of stalking against him were made by a former girlfriend who suffers from mental instability, and two, the fact that he put that former girlfriend on a city payroll is irrelevant and in fact legal. council member marion barry's spokesperson said barry's exgirlfriend, donna watts was seeing a psychiatrist and her allegations of stalking against him were a product of mental instability. >> miss watts should not be believed. her allegations against mr. barry are simply not true.

they are lies. >> reporter: but miss watts crashed that press conference and denied those accusations. >> i only heard a little of what she said and what i did hear is not true. >> reporter: barry's spokesperson admitted that watts had been awarded a $60,000 no-bid contract for a poverty reduction program in ward 8 but said it was done legally. >> it is not unusual nor is it illegal for council members to award council members to supporters or family members who qualify or can provide the services that are required. barry's spokesperson said the fact the former mayor and watts were romantically involved was irrelevant to the contract process and offered this explanation as to why police watts was given the award. >> miss watts was about to lose her house, her car and due to instability of finding employment mr. barry did in fact to do this, primarily, not

because of miss watts but because of her children. >> reporter: as far as the stalking charges go, marion barry will be in court tomorrow and he is hoping the charges will be dismissed. armando trull for 9 news now and wusa9.com. scary moments for people on the southwest airlines flight heading out of bwi marshall airport. at least one bird struck the plane's engine on takeoff. the plane was able to quickly turn around and land. none of the people on board flight 9 to providence was hurt. mechanics have looking at the plane to make sure there is no damage. right now president obama is in rome, italy. he's there for a grand jury-8 summit. this is video from about 90 minutes ago when president obama and the first lady arrived. right now the president is meeting with his italian counterpart. in 30 minutes he will meet with prime minister for a g-lunch.

wouldn't guess that from the morning commute usually. the study finds higher gas prices and the recession are keeping people off the road. you can read the entire study at wusa9.com. it is on our front page. dc police chief kathy lanier calls user oaf thu new iphone app cowardly. it shows where speed and red light cameras are in the city. it circumvents ' the law and officers will step up enforcement to fight the new app. the examiner reports some metro train operators are scared to be on the job since the deadly crash. nine people died in the collision on the red line. metro insists electrical glitches believed to have caused the crash were random occurrences. the transit union says some members are afraid to be operating trains. one train operator caught on camera texting on the job is back after serving a five-day

suspension. the video was recorded by a metro rider and posted on the website youtube. this incident happened on the blue line in june, prior to the crash on the system's red line. a spokesperson says metro believes the offense dunn mean the operator should lose his job. >> we believe with the policy that we have in place, given the pack this operator was suspended without pay and lost income and we know how important income is these days that that, in itself, should send a lesson. >> reporter: metro did not say how long the operator has been an employee and if he has returned to working on the same line. marion barry is facing more heat and it is related to the stalking charges. digital correspondent, armando trull has the latest in this battle of he said, she said. >> reporter: last night, councilman barry came out fists swinging he basically said the
