. an llwistraigenou t llthe seven day forecast in a few minutes. angie has the traffic. good morning. >> good morning. happy wednesday, everybody. we are in the mid of the week. 9:02 and ready to get the party started. 270 southbound slow from 118 germantown road to montross. that's just volume. on the outer loop we are tracking one delay from 95 to georgia even we are crawling along and i'm estimating this drive time at 15 to 20 minutes. as you keep things moving, hey, virginia, how's it going? a big look at this jam up here. this is south capitol street and the suitland parkway. very heavy, more than usual and that's just volume. now to virginia. 395 northbound delayed from the capital beltway to seminary and pentagon to the 14th street bridge. here's 66. the trip out is heavy from 50 to 495.
9:03 am
we are looking at 15 to 10 minutes. now over to you. president obama is in italy for the upcoming g-8 summit. the first stop on his trip was russia where the talk turned to north korea and nuclear arsenals. susan roberts has the latest. >> reporter: the president left moscow after a summit he characterized as a bid to receive set relations that soured in recent years. >> we think there is an excellent opportunity to put u.s.-russian relations on a much stronger foot. >> reporter: he held private meetings with russia's top leaders and signed annie agreement to both reducing their arsenals by a third. the president calls that leading by example. >> once you do that then you have an international community that is collectively focused on the issue. so when we approach north korea or iran it is as a united front. >> reporter: north korea continues to issue threats and test fire missiles and cbs
9:04 am
white house correspondent chip reid asked the president about this do you worry about the possibility of war with north korea. how close are we? >> i don't think that any war is imminent with north korea. i think they understand they would be overwhelmed in a serious military conflict with the united states. >> reporter: international concern over north korea and iran -- iran's nuclear ambition will be on the agenda at the g- 8 summit but the main focus is theory session. leftist protesters clashed with security forces in rome but the g-8 will be g meinetin the central mountains of italy hard hit by an earthquake. many are living in ten cities unable to return to their homes. they are still experiencing aftershocks from the earthquake. later today mr. obama and other leaders will take a tour of the
9:05 am
stricken region. susan roberts, cbs news. chinese president will be absent from today's g-8 summit. china says the president has cut short his trip so he can deal with an outbreak of deadly violence back home. 156 people have died in and around chinxang province. sarah palin says if her quitting her position ends her political career so be it. she didn't rule out a run for president in 2012. a poll shows that 19% of americans would be very likely to vote for palin in a presidential election. 24% would be who somewhat likely. 13% not too likely and 41% not likely at all. will that include a run for the presidency or does she have another career path in mind?
9:06 am
with me is david hawkins. maybe that was pail pail's office on the phone. he's managing editor of congressional quarterly weekly and radio talk show host with us, reynard jackson. do understand why governor sarah palin is quitting but not a quitter? do we understand her motives reynard, i will start with you. >> she doesn't understand her motives. how can we understand? she looked bad on friday and if she did what a lot of folks suggested after the campaign. go back to alaska bone up on a couple of key issue and come back out, she could have been viable. her career is over, period. >> shrewd or irrational and erratic as mccain staff suggest in that vanity article. >> she is sending confusing signals. the woman is only 45 years old. she could run for president
9:07 am
after the three of us are dead and she would be younger than john mccain. she has a long time to put herself back together and reinvent herself. everyone pronounced richard nixon dead. the current cliche is to compare her to nixon. >> she's no nixon. i knew nixon. >> but he came back. >> one other option she has got that not many people are paying attention to is she could run for the senate and she hinted at this in the past. her competition is preparing just in case because they view her as erratic and she makes game day decisions. >> those that have been following her and costing alaskans money and time but how is she regarded in alaska? a lot of ethics probes by
9:08 am
people in alaska who are making charges against her or her family. how successful would she be in a run? >> that's a great question. i think she has spent a lot of her political capital in alaska. her negative ratings are going up. she has never been popular with the republican establishment in her own state. she ran and became governor by unseating the republican incumbent governor. she is not going to be stable stand. >> reporter: talk about confirmation hearings begin for justice society mayor. now harsh can they get without offending a segment of the population they want to get in their camps. >> i think the republicans will overplay their hand on this because they are sensing a weakness in president obama's
9:09 am
political standing right now. so now they will use her to bring home a political message to the right wing of the party there by i think going too far and going to repulse those independent and women minority voters. i think they need to be careful with that. >> reporter: will the hearings be delayed i know conservative talk is asking the senator republicans to push for a delay. >> i don't think they will. they risk overplaying their hand if they insist on the delay. this is the same schedule as the republicans and democrats agreed on for president george w. bush's nominees. there has been time to get ready. the judge has an enormous paper trail but it has been readily accessible. they have known about this for a long time. talk about al franken getting a plum assignment on the judiciary committee. >> despite his public caricature of being a comedian, i think he will surprise people
9:10 am
with his work in the senate. >> surprise democrats or republicans. >> i think surprise for republicans and the public. when the camera goes on him at the hearings, people expect he will make a joke and i expect he will take it totally seriously and he is yet to say anything mildly humorous. >> good analysis. tomorrow, dc councilman marion barry is scheduled to appear in court on a stalking charge. in a late-night news conference his spokeswoman talked more about the woman he is accused of stalking. >> you can call it the latest episode in marion barry's reality show and at that press conference the former mayor's spokesperson say the woman who
9:11 am
accused him of stalking is mentally unstable and said giving that woman a job was legal and not that unusual. >> reporter: council member marion barry spokesperson said barry's exgirlfriend donna watts was seeing a psychiatrist and her allegations of stalking against him were a product of mental instability. >> miss watts should not be believed. her allegations against mr. barry are simply not true. they are lies. >> reporter: but miss watts crashed that press conference and denied those accusations. >> only heard a little bit of what she said and what i did hear is not true. >> reporter: she said she had been awarded a no bid contract for a poverty reduction program in ward 8 but said it was done legally. >> it is not unusual, nor is it illegal for council members to award contracts to supporters or family members who qualify
9:12 am
or can provide the services that are required. >> reporter: barry's spokesperson says the a fact the former mayor and watts were romantically involved was irrelevant to the contract process and offered this explanation why watts was given the award. >> miss watts was about to lose her house, her car and due to instability of finding employment. mr. barry did, in fact, do this primarily, not because of miss watts but because of her children. >> reporter: now, dc law says a public official cannot use his or her decision to benefit a direct member of her family, wife, child and so forth. there is nothing in the statute about a girlfriend and as far as the stalking charges go, mr. barry expects those charges to be dismissed when he appears in court tomorrow. live in the wilson building, 9 news now and wusa9.com. a driver in custody after a deadly crash on the beltway.

congressional report saying agents successfully smuggled bomb-making materials in to ten federal buildings. agents with the government accountability office conducted the tests. a number of government websites have been paralyzed by an website attack. several banks were targeted in the attack which began on july 4th and many websites are still being affected. the house approved a plan for a historical marker inside the visitors center. it would acknowledge the role slaves made in building the capitol. it passed by a 399-1. the senate is taking up a similar bill. a new report out on how bad traffic is in our region. we now rank number two when it comes to wasting time in traffic. the texas transportation institute study finds we spend 62 hours in rush hour
9:19 am
congestion each year, second to los angeles. atlanta drops down to third followed by houston. nationwide we are spending less time in traffic. you wouldn't expect that from the commute, especially what angie is showing us. you can read the entire study at wusa9.com. it is on the front page. let's go to kim now. she says don't blame any pr oblems on the roadways on her forecast. >> winter time, weather people get the blame all the time. summer, i'm hitting the cruise control button because the weather has been fantastic. have you had the chance to get outside this morning. i made a few trips to the weather terrace and it is gorgeous and sunny and not humid at all. let me help you with the weather today. maybe you are packing up the kids and going to the park. i have been outside all day. not a problem. it is 71. 70 baltimore. 77 patuxent river and to the west still 66 in winchester and

50s out there in to garrett county. so our northwest winds pushing us along this morning. by the afternoon they will stay out of that direction but temperatures will warm up to the middle 80s and we will have plenty of sunshine. there you go. by lunch 82 and the high today 85 and the air quality is code yellow. that is in the moderate category. checking in right now at reagan national airport with a partly sunny 71. this little line here with little triangles on it is a cool front. it lip slipped through inoclousely. we have been lucky with the humidity levels and we still get the sunshine. because we have had all the sunshine here, we haven't had to worry about rain much. the people in new england have been locked in the weather pattern of rainy days and people over the great plains are getting complexes of thunderstorms which is not uncommon this time of the year. we have not been dealing with a
9:21 am
bermuda high. normally we talk about that every summer and the humidity and the heat from the south. that's been suppressed. so tomorrow we will be seeing high pressure kick in and continue to tend cooler than average weather, dragging in northeasterly wind and maybe a couple of more clouds. that's why tomorrow's high in the lower 80s instead of upper 80s which is the average high. if you want peace we found it in the middle of the country in dallas. it is as far as denver in 90. you will see something like that on the seven day, it is here on saturday. until then the 80s in place. cooler tomorrow. friday looks like a nice way to kick off the weekend if you are catching a flight somewhere you should be good to go and sunday is the one day where we have thunderstorms making a comeback. if you are a twitter user you can follow my weather report my i.d. is weather kim and follow me
9:22 am
and i will hook you up with a forecast. back to andrea. >> back to two interesting investigations making headlines. one the latest arrest of marion barry. the other the murder of former nfl quarterback steve mcnair. trial attorney from mccarthy, sweeney and harkaway is here with us. >> good morning. >> the tennessee medical examiner says murder-suicide is most likely the scenario in the death of steve mcnair and his girlfriend. why might not this be a cut and dry case. >> a few reasons. one mcnair was shot and his girlfriend was shot in the head and the gun was supposedly found underneath her and there are potential suspects besides murder-suicide. there is a question of an exboyfriend, frequently police investigate the wife of somebody who allegedly has a girlfriend and they are calling her a girlfriend. she's driving around a bentley. she is 20 years old and allegedly they have been see
9:23 am
eacher other for six months or so you bewon't doe what the story is. >> we have heard the did buy the gun and a nephew of the dead woman said that but police have not come up with a motive. as you said they have been seeing each other six months and no one has talked about anything. >> she bought the gun and nephew said she appeared to be happy. it is not clear what happened. she thought that mcnair was going to leave his wife and move in with her and that didn't happen either. >> the police will continue that one. let's go to the district and an interesting case. one neighbor in the district that council member barry says here we go again. referring to the arrest of marion barry. his attorney says that charges of stalking are baseless and they will be dropped. they go to court tomorrow. how likely the charges will be dropped. >> i think they will open the marion barry section and what do we do in this situation? here's the problem that barry
9:24 am
faces. one, if in fact, he is charged and convicted, his probation on the tax charges can be revoked. and imagine administration judge robinson can put him in jail. that's one risk he is facing even if this is only a misdemeanor stalking charge which can turn in to serious confrontations. so i don't want to down play a stalking charge. two, we have the conflict issues of her being on the payroll in barry's office and she's allegedly a girlfriend. the conflicts laws are designed to prevent family members, it's not clear, a little hazy with respect to the girlfriend and she's being paid and he has a fund he can hire basically whoever he wants. >> she is not a family member of his, he says. that makes this hiring legal. >> and she claims she's educated and perfectly capable of performing the task she was assigned to. so that's an issue, as well. she may be, in fact and we don't know a lot about the
9:25 am
situation here and you have to wait for barry's side of the story to come out. >> one of the things we noticed in the arrest of that last saturday is police never talked about any battery previous or at the time. does it come down to being a he said, she said. >> absolutely. these faces frequently come down to that if there are no injuries or batteries. they were supposedly heading to the beach, they stopped in annapolis for lunch. had an argument and turned around and maybe they shouldn't have stopped for lunch and gone to the beach and we wouldn't have had the issue. they came back and she reported he was stalking her. >> reporter: this is the sveum women when you were talking this could have impact on his tax evasion problems that he allegedly bought a far coat for and people said he should have paid his tax bill with that. >> this is an interesting situation. marion barry is an interesting politician. >> oh, my goodness. what about the legal tactic of
9:26 am
casting doubts on the accuser's mental status. >> that is happening here. i know we talked a little before. it happens frequently in rape cases. look at the kobe bryant case and what happened against the woman who accused kobe bryant of rape. these types of tactics frequently happen. they are used by defense counsel and defends and if you are going to state the charge you have to be able to defend it. how about $64 for a flight to atlanta. cheap prices you'll never believe and prepare to payer the shopping bag when you buy something in the district. living with foot pain?

9:32 am
is the aquarium, which looks pretty special. you brought a photograph to tell us what it is all about. tell us about the atlanta aquarium. >> we have great aquariums here. >> that is actually a picture of the bakery. >> it is in one of the nifty neighborhood spots of atlanta. sort of a little disturb outside of the city. they are known for their decorated cakes, which are famous around the world and also this is a must-stop for breakfast. they have the best sweet potato pancakes topped with georgia pecans and brown sugar syrup. i can still taste them right now and can't get one obviously. >> we like your moms like me t- shirt you were wearing in that photograph. here's the picture of the aquarium and that is phenomenal looking. what are we looking at here. >> this is the famous tunnel

9:34 am
decades ago. literally has been decades since i was on a bike and i have to say i was a little sore but anyone can do it. we went through neighborhoods of atlanta. we went to the oak lawn cemetery which is a famous cemetery where former mayor maynard jackson is buried. the author of gone with the wind and a lot of other dignitary and we crossed 85 which was a little scary and biked our way back to the hotel in downtown atlanta. it was a great experience. something i wouldn't have thought of doing but it is a way to see the city not on foot exactly, not on wheels exactly but up close and personal. >> some quick places to stay. >> the georgiaen terrace is located across from the fox theater which is a historic theater. it is beautiful. very high up. you can see great views. they have a three martini lunch which is not alcohol but food
9:35 am
and that is a good deal. and the ellipse on peach tree is a great deal for women. on one floor they have ten secured rooms with flat irons and curling irons so you don't want to take that. the sheraton peach tree has a beat the heat special for this summer. check in on friday, whatever the temperature is, that's the price. that's a good time to go. if it is 70 degrees. what else? >> also i lead tick to mention the w. w hotels are known for being sexy and chic. but one turned the lobby in to a club regularly. >> these are great tips and we appreciate them. now we are throwing it over to angie for the latest on traffic. >> love the frugal socialite. always hooking us up with deals. hello, everybody. i'm here to give you traffic and we are going to begin with our graphic if we can. maybe we can't. maybe we will start -- actually
