welcome to 9 news now at noon. we begin with the latest from the wilson building. marion barry is about to talk about prosecutors dropping the stalking charges against him.

our 9 news now reporter audrey barnes is standing by and she has the latest on this report. audrey? >> reporter: j.c., we are waiting outside of the wilson building to hear from dc city councilman marion barry first time talking publicly about the stalking charges being dropped against him. prosecutors made the decision last night. they say they carefully reviewed the evidence and decided there were no grounds to go forward with stalking charges leveled against him from his former girlfriend. this news came hours after video -- voice messages were released to the public that barry had called her asking her to end the relationship amicably and she made allegations against him. it was all heated but attorney generals office decided to drop the charges after all. we will stay on top of the story and come back to you when marion barry comes outside to address the media.

back to you. >> thank you very much. a developing story from metro. the transit agency says it is adopting a zero-tolerance policy on operating use -- operator use of cell phones and devices. the news comes after another youtube video surfaced showing a metro driver texting on the job. under the old policy the worker would have been suspended for five days, but unless it is an emergency, drivers caught using cell phones or texting will be dismissed. the washington redskins albert haynesworth is expected to enter in to a plea deal today. it is in connection with reckless driving charges connected to a 2008 crash that occurred in tennessee. one person was seriously injured in that accident. haynesworth signed a seven- year, $100 million contract with the redskins earlier this year. a memorial for exnfl

quarterback steve mcnair will be held today at the stadium where he once played. mcnair's friends, exteammates performer coaches and wife will celebrate mcnair's wife during a viewing at a funeral home in the nashville stadium. police say the married father of four was shot in his sleep by his 20-year-old girlfriend th thd mmiditteicsue. officialsaicy she s wawa"spinni out of rothcontl wimounting financial problems and her belief that mcnair was seeing someone else. leaders at the g-8 summit are wrapping up their meeting. they made progress to an agreement on controlling global warming and encouraging free trade. charlie d'agata has more from italy. >> reporter: president obama took the lead role on global warming at the g-8 summit in italy. he is pushing rich and emerging nations toward a deal toward

clean climate goals. the g-8 became the g-13, developing countries, china, india, brazil and south africa joined talks. india and china refused the deal to cut emissions in half by 2050 making negotiations tough. >> i'm not entirely sure we expected to come here and have eight to ten years of disagreement wash away in a couple of days in july in italy. >> reporter: the leaders came to an agreement on another contentious issue, paving the way for more free trade and eliminating protectionists policies they are hoping rich countries will pledge cash here by adopting the restoration of monuments damage inside the earthquake. italy is hoping america will help to rebuild a church here inside the historic district which has been blocked off for safety and security reasons. >> the spouses of g-8 leaders visit areas devastated by the

earthquake. michelle obama shook her head after she looked at ancient churches reduced to rubble. they say the outside help is vital it. >> is extremely important, he says but it is also important that many choices for the world are made here. and leaders are finding consensus on some of the most daunting challenges. >> president obama heads to africa next before coming home to washington. a new report from the government accountability office says there are a number of problems with the protective service and its private security contractors. on ten separate occasions, gao investigators were able to slip bomb-making materials past security and in to federal buildings. once inside the building the investigators would walk in to a building, assemble the materials in to a small bomb and wander through the

buildings. >> gao investigators were able to get through the metal detectors, get through the x- ray machines and go assemble their bombs. >> it's simply unacceptable that we have such a poor level of security at busy federal buildings that are obvious targets. >> reporter: the gao officials say their investigators were only stopped once, eneven then they were able to talk themselves out of trouble. at least 25 people were killed by a massive bomb in afghanistan today. at least nine of the victims were school children. the blast happened in central afghanistan south of kabul. the power of the explosion sent truck pieces flying more than a mile. no one has claimed responsibility for that blast. and a series of bombings killed more than 40 people today in iraq. six victims lost their lives when two bombs, just a few hundred feet apart exploded in

baghdad. one man was injured when he went to investigate the first blast and the second explosion followed seconds later. south korea is experiencing a new wave of cyberattacks. the latest assault on government websites began this morning and is expected to last throughout the day. intelligence sources believe north korea is behind the attacks that have triggered website outages in south korea and also here in the united states. it is unclear whether u.s. sites will be targeted again today. coming up ahead on 9 news now, lobbyists are providing homeless jobs but not everyone is happy about it. we'll explain. plus, it's your chance to own a post office that starred in the batman movie. we'll explain and have those stories when we come back. yoaru tcwa ng9 hinews now at noon. having the right tools is crucial

some lobbyists are putting people to work. they are being hired to stand in line to get tickets for congressional hearings, but not everyone is happy. lisa sylvester explains. >> reporter: outside of a gnat committee on environment and public works hearing on climate change the line to get in stretches on. a few people arrived in the wee hours hoping to get a seat, not for themselves but for lobbyists.

they are paid line standers and some of them are either homeless or formerly homeless like this man oliver. he says he makes an average of $13 an hour. >> it varies, sometimes one or two hearings a week. sometimes no hearings. sometimes depending how busy it is that month. >> reporter: seating at congressional hearings is first come, first served. the wait can last hours. lobbyists are willing to pay to try to secure a seat in the hearing room, but critics say that gives big special interest groups an edge over the little guy who can't afford to shell out money for a professional line stander. she said i have no problem with lobbyists being in hearings but they shouldn't be able to buy a seat. an internet environmental group was shut out of that climate change hearing. >> it is unfortunate the people that come here to line stand

always beat us here. >> for the line standers it is a job and gives them a sense of importance, hanging out in the halls of captiol hill. >> it shows me i have taken so many things for granted. >> there is an irony, their interests may not always line up with special interest groups that the lobbyists represent. >> they are likely to be standing in line for people who may well be opposed to universal health care reform, which i think would be a benefit for poor and homeless people. >> reporter: she say she is introducing legislation to ban line standing for congressional hearings. a statement she said this is not a concert or an entertainment venue. this is a democracy and if we don't make sure every part is equally available to every american then i think we have failed. lisa sylvester, cnn, washington. >> it is for sale. it was once one of the largest postal facilities in the world. and it is selling for $300,000,

but the sellers will accept much less. marble walls and gold fixtures offer a glimpse in to an elegant past but the old post office in chicago costs about $2 million a year to maintain. the deal to convert it in to a hotel and condo fell through so the postal service is listening to all offers. >> suggested opening bid of $300,000 but you are right, the property is being sold absolute, regardless of price, no matter how low. the economy is soft. there's no doubt about it and this building is unique. as a matter of fact i don't think there is anything like it anywhere in the world. >> since it closed in ' 9 t 5 the post office has played a role on the big screen. it served as gotham national bank and the gotham police station in the "dark knight "batman movie. he started as small as a stick of putt and now tai shan

first. show you the current conditions, it is 79 cumberland and the district. 77 andrews air force base and 75 at easton. not too many 80s out there. the goal is lower 80s for bowie and waldorf and potomac. westminster 78. by northeast winds will keep us cooler. now across virginia a better chance of the lower to middle 80s out here. right now quantico 77. it is 78 in dulles. 79 in the district. today in arlington, 82 and heading back to amissville 80 this afternoon. maybe some mid-80s for king george. but again i mentioned the northeasterly winds. this time of the year it is a slightly cooler direction for us, not really cold but it does help to suppress some humidity and keep the temperatures in check for july. the middle of july high is normally -- today is normally 88. not going to happen. we will enjoy the northeasterly component to the winds. pushing a couple of clouds by. no rain drops, though. we have been rain-free the last
