bridge. now the inner loop. here's the shot for you. 95 to 66 stacked. looking at a drive time of half an hour. now, the outer loop. this time take it to maryland side of things. drivers are crawling 95 to georgia. it is estimated at 15 minutes and we will wrap it up with inbound new york avenue. the drive through northeast dc. looks like the main slow go stretches from brentwood parkway to the third street tunnel. now over to andrea. >> a new traffic pattern started this morning on the beltway near the wils bridge. the right lane of the outer loop in alexandria will be diverted to the eisenhower connector. because the traffic will be using the connector it will not be open to other vehicles. digital correspondent, armando trull has more on the changes. >> reporter: traffic on the outer loop in alexandria heading from springfield to the wilson bridge is being shifted as it approaches the eisenhower

our home page. as angie mentioned, commute kerrs have been running in to trouble on the it will river turnpike. a water main break caused a huge sinkhole. the scene is west of old columbia pike. two eastbound lanes and one westbound lane are open. crews started to make repairs and heap to be far enough along to open two westbound lanes for the evening rush. >> reporter: aaa says a plan to close 19 rest stops could compromise safety. they are calling on governor kaine to reverse the decision. the stops are being closed to save money. aaa mid-atlantic says the concern is that drivers who are tired will drive without a break. the metro crash will delay commuters again. the tacoma station will close between 10:00 this morning and 3:00 this afternoon. that mean you will have to take

a shuttle bus between silver spring and fort totten. so you need to add 20 minutes to your commute. dc councilman marion barry was on cnn this morning. he was asked about his recent arrest on stalking charges. >> i think what makes these charges worse, if you are already on probation for failing to file tax returns, some people may look at this and say, jeez, councilman, can't you stay out of trouble. >> first of all, the word trouble shouldn't be used. i have spent 50 years of my life, working fighting for justice, equality. 816 years as mayor i transformed district of columbia to a metropolis. summer jobs who everyone wanted them. i whole range of things i have done and in those instances where you called it trouble there's been other people who

have done that. >> it is important to note those stalking charge against marion barry were dropped last week. captiol hill police have not yet identified the man shot and killed by officers yesterday afternoon. officers tried to pull the man over on a traffic violation a few blocks from the capitol. the driver fled going the wrong way on louisiana avenue before hitting a police cruiser and stopping near new jersey and c streets. police say the man got out with a gun and fired at officers who returned fire and killed him. a 24 hour standoff ended in mclean, virginia with two people critically injured. authorities say a man shot his exgirlfriend on tuesday night and holed up inside of a home with his 8-year-old son and another woman. they found the man with a self inflicted gunshot wound to the chest. the woman and boy inside are okay. both the man and the boy's mother had life-threatening injuries. prince georges county

police are investigating an apparent homicide in capital heights. the caller heard gunshots and saw a man lying on the ground. officers found him dead at the scene. no word from police on the man's name or other circumstances surrounding the shooting. police are on the lookout for a man that attacked a woman in northern virginia. it happened between air hill avenue and the vienna town line. police say the man was on a bicycle. he stopped and exposed himself when he saw the woman. when she started to run the man grabbed her. she managed to get away and called police. a confirmation hearing for sonia sotomayor should wrap up today. during questioning yesterday, senators asked the judge about hot button issues like abortion and gun rights. >> we would keep an open mind if the supreme court takes up the question of whether the second amendment can be incorporated against the states, is that right. >> yes, senator. i take every case, case-by-case

and my mind is always open and i make no prejudgments or conclusions. >> what is the set of law in america about abortion? >> in planned parenthood versus casey, the court reaffirmed the core holding of roe v. wade that a woman has a constitutional right to terminate her pregnancy in certain circumstances. >> reporter: a full senate vote on judge sonia sotomayor could come by next month. now a major milestone along the georgia avenue corridor. dc leaders celebrated the opening of park place yesterday. that is a $71 million housing and retail project that sits atop the metro station. they say it is the latest sign that good things are happening. >> i think the days when stag nancy rained on georgia avenue are over and the energy,

vitality, the hopefulness and optimism that the city's main street has to offer the entire city is now bearing fruit. >> reporter: they began to lease apartments this week. some families have already moved in. in prince georges county something new is coming to the national harbor resort, but not everyone believes the latest project fits in with the upscale development. with me is prince georges chair, marilyn bland. tell us about the project. >> well, the planning board has unanimously supported the project but i think we need to begin by recognizing the national harbor is a fabulous destination. someone had a vision and i don't believe that anything will be done to compromise national harbor. but it is being proposed for a gas station, i understand and a fast food restaurant at a particular location. now this is something as i said

is only going to the planning board. it will, when it comes to the county council we will make a decision in the best interest but before a decision we will hear from the public and weigh the facts and take everything in to consideration and respect the council member whose district and that person will take the lead. >> reporter: are they objecting to both facilities or just one of them. >> we have not heard anything. this is a recent decision made by the planning board an i'm sure you will hear more about it as it comes forth for public comment. i know only what i have read. i have not spoken to anyone. but even in reading some citizens were strongly objected to it but after talking they were able to work out some compromises. stay tuned. in other council business you unanimously selected the fire chief eugene jones.

>> yes. it was a great. we had a public hearing yesterday. there was no standing room left. that said a lot within itself. and i believe -- or i will say i know he will be an comment fire chief and i can say that because i have known him many years i have been in prince georges county. i have been communicating with him seeing his involvement with the community. always something about him even to the degree i thought he was a constituent from think district. he has a temperament and concerned with determination and i had an opportunity to sit down with him and discuss plans. he's working out his plan. he was recently assigned as assistant. >> he has some tough things to deal with. obviously the economic crisis affecting prince georges county and the services the county is able to provide. in his speech he promised to work with volunteer firefighters and come to a compromise with him. that's been a problem with a

previous fire chief but has career firefighters who were not happy with his appointment to this post. they say the cutbacks he's made and hours he's cut, compromising safety and public security at a level never seen before. should the public be worried when they call for fire emergency they won't get it or it won't be in a timely manner? >> no. that is something we have guaranteed that public services and safety will never be compromised as i stated many times. it is an unspoken priority. when it comes to safety the public should not be concerned. you know and i know that these are sensitive times. these things will come up but at the same time you have volunteers supporting him. he has begun to reach out and i know that once he is there he has had an opportunity to put a plan in place that that will go away. i truly feel that. >> when will the council finally decide on layoffs or furloughs? we had a vote postponed it.
