the district of columbia. mayor adrian fenty said today the city will eliminate 250 jobs coming just months after dc announced the elimination of 1600 jobs. but even that won't be enough to balance the budget. the city will also take $125 million from the rainy day fund. the mayor says three areas that won't see cuts are police, fire an education. still, because of the shortfall the city's charter schools are facing huge delays in funding and as peggy fox reports it will mean doing without when school starts. >> reporter: students from community public charter school in the north east are getting back from a field trap. inside a transformation is going on. >> this will be our media lab. >> reporter: when school starts august 31st the new media lab will be available for children's after school program and for families who don't have computers at home.

executive director saying the city will only be spending a portion of its $400,000 payment. >> even though the funding is coming the fact that a poshes of it is being delayed means that there are certain expenses that you have to defer until that new funding comes in september. >> reporter: they were hoping to have brand-new furniture in every classroom. three new computers for the children. a laptop for the teacher and brand-new whiteboard here. none of it will be here for opening day now. >> it is pretty disappointing for everybody. >> reporter: mayor fenty says there is a problem with the way charter schools are paid. >> get the money to the charters right now that we already have budgeted for next year then they will repay us when the next budget year starts. that's too confusing. we should have corrected the legal problems. >> reporter: he says he will get the problem fixed next year so students will have what they need when school starts.

peggy fox, 9news now and wusa9.com. >> the new computer equipment should arrive when the rest of the city's payment arrives in mid-september yew . the district is looking to spend money to redevelop a library and fire station. one of the most valuable sites in the city. he hopes housing and retail are part of the redevelopment plan. a follow-up now to a story we brought you earlier this week. just a few minutes ago two pictures were released that show the compromised section of a southwest airlines plane. that plane had a hole that opened up in the fuselage during the flight. the ntsb says the hole is 17 inches long and 8 inches wide. there is no obvious corrosion or pre-existing metal damage. the flight was heading to vwi airport but made an emergency landing in west virginia. nomination of sonia sotomayer. she wrapped up four days of

testimony before the senate judiciary committee. in the afternoon witnesses who support and oppose her nomination testified. they included mike the new york city mayor. he supports her. there was a light moment when a senator was discussing the disparity in sentences given to crack users versus cocaine users. >> talking during these hearings we are going to do that crack cocaine thing you and i have talked about before. >> thank you, senator, i appreciate it. >> might want to restate that. >> let me correct the record. >> please rephrase it, senator. please rephrase. >> i misspoke. >> the senator went on to clarify that the senate was going to reduce the burden of penalties in some crack cocaine cases and make them fair.

three congressional committees began work on president obama's health care overhaul proposal. the president said he wants congress to take action before the august recess. 10-year 1.5 trillion legislation would require everyone to have health insurance. employers would either have to provide insurance or pay a penalty. it would also create a government-run insurance plan to compeat with private companies. >> it is not often that any issue gets bipartisan support on the hill but for republican and democratic lawmakers they came together to say thank you. on baffle of the members of congress i commend them for their action today and thank them for their service. >> after the incident yesterday we are reminded once again of the service they provide for those of us who work here at the capital and visitors who come to the capital. >> as we first reported yesterday capital police shot and killed a man after he refused to drop his gun. he is now identified as 27-year-

old kellan white. police have not said why they tried to stop his car. the chase led to the shooting. right now we are working to learn more about white. you can look for that story coming up tonight at 11:00 p.m. mclean neighborhood is now quiet after the deadly 24-hour standoff. the damage to the house, broken windows and doors are all that's left of what happened. police say 44-year-old hank vallentini shot himself and died. police say it began when he shot his ex-girlfriend in the head during a domestic fight. friends of vallentini said the relationship was volatile. >> pushed buttons that made him go over the edge. i think he reacted before he thought about his actions then afterwards when it sank in he thought his life was over. he wanted to spend as much time as he could with his son before

the inevitable. >> the woman and son in the home were not hurt much the former girlfriend that was shot is in grave condition at a hospital. emotional testimony today in one of the most horrific murder cases in dc history. both grandmothers of four girls allegedly killed by their mother took the witness stand. audrey barnes joining us live with more of the testimony. audry. >> reporter: lesli, both of those grandmothers told a similar story. they never saw or heard bonita jacks hurt her girls. both grandmothers say jacks never asked for help. all four of their granddaughters were dead. prosecutors called jacks' more to the stand to testify. on cross-examination she may have actually helped defense

attorneys. jacks was an excellent mother she said. for her to harm the girls would have been way out of character. the children's other grandmother said she never had any run ins with bonita until her son died. he and bonita had two girls together. after leaving the house on 6th street in march of 2007 one grandmother said bonita threatened to kill her if she ever came to the house again. prosecutors believe jacks may have lived in the house for up to seven months with the bodies of her dead daughters in upstairs bedrooms. the judge had to call a recess after jacks broke into tears while her mother pointed out and named each of the four girls in the photos. later, nurses were called in after she complained about feeling ill. it will likely get much worse for her. four medical experts are

expected to testify about how they believe each of those four girls were killed. lesli, back to you. >> all right. another gut wrenching day. thank you for that. a frightening fall for a child today. the 4-year-old child fell out of a second floor window. it happened in beltsville. the prince george's county fire department says a 4 or 5-year- old girl fell out of the window shortly after noon. she was taken to children's hospital with nonlife threatening injuries. >> new information in the metro crash investigation. metro's red line was offline again today. this time investigators documented the site lines on the blind curve where one train smashed into another that was stopped on the tracks. meanwhile the u.s. department of transportation announced it will require all railroads to use so-called positive train control. the electronic detection system automatically stops trains speeding towards trouble. the announcement comes as a

morning it felt thick and tropical and by 3:00 p.m. in the afternoon dew points dropped into the 50s. stayed hot. 95 degrees. hot without the humidity. but at least the humidity went down. so in that respect it is not too bad out there this evening and it is not going to last very long. as i mentioned these shots of heat will come in for one day, maybe two at the most and looks like it will cool off going into the weekend. expect the high temperature of only around 83 on saturday and sunday. if you're rooting for rain it looks like friday night is the best chance and i'll talk more about that in a moment. tonight, partly cloudy skies. slight chance for a shower or thunderstorm. most of you watching out there will have dry conditions and temperatures drop off into the 60s t will fall pretty quickly after sunset because the air is now so dry. during the day tomorrow mixture of clouds. best chance for showers or thunderstorms in the evening. mid to upper 80s.

sunrise tomorrow morning at 5:57 a.m. weather setup. a cold front passed by a couple hours ago and ushering in a dryer air mass much winds shifted to the north west and humidity has gone down significantly from this morning. it is triggering a couple of things. for the most part been north of us. but there is one thunderstorm in our southern area. you had a pretty good storm go through there in the last 15 or 20 minutes. now south of thornburg crossing over 95. this storm here capable of producing brief heavy rain, maybe large hail and wind gusts over 50 miles per hour. so there is just one storm out there. way down to the south. but it is a pretty good one. let's switch it over to the weather computer. take a look at the temperatures. 93 degrees at the top of the hour. dew point is down to 55. relative humidity. only 29%. so, yes, it is hot but not terribly uncomfortable. again, as soon as the sun goes down the temperatures will fall

off pretty quickly. still 91 winchester. 88 degrees at the naval air station. speaking of cooler spots if you look off to our north west you can see autumn-like air in minneapolis, st. paul. not before an area of low pressure develops on this front tomorrow night and that will give us a good chance for some showers and thunderstorms. but after it passes, it will just be a slight chance i think on saturday and sunday. for the most part it should be dry with high temperatures only near 83 both days. slight chance for some rain on monday and tuesday as well with temperatures staying in the 80s. so, yes, this was the hottest day of the year so far but back into the 80s over the weekend. >> all right. things cooling down just enough for the nats to play tonight. let's hope it is a winning forecast. >> promising to be a very interesting night at nats park. all eyes will be on jim.
