luxury hotels there have left eight people dead and 50 more hurt. one of the injured is an american. indonesian officials say the bomber smuggled explosives in though ritz carlton and marriott hotels. they are next to each other. early suspicions for the attack is a southeast islamic militant group. it was behind a bombing of a marriott hotel in 2003. that bombing killed 12 people. we are also tracking the health of pope benedict xvi. he broke his wrist early this morning. this is video from the pope's meeting with president obama last week. a vatican spokesman says the 82- year-old pontiff slipped and fell at a vacation retreat in the alps. he had surgery on his right wrist using local anesthesia. we have just learned the pope's wrist will remain in a cast for about a month. police in prince georges county are looking for answers in a shooting. it left -y12ear-old rl12gi gian

two off-duty police officers hurt. it happened on greenbelt road at an apartment complex. armando trull has more on the story. >> the residents of this greenbelt apartment complex are counting their blessings this morning after yesterday's wild wild west shootout. >> boom boom boom like six times. i thought it was a firecracker. >> reporter: but it wasn't a post 4th of july celebration. it was the wild shootout in this greenbelt apartment building and left three people hurt including a 12year -old girl grazed by one of the bullets. everything began when two roommates. one of them a military policeman from ft. myer began to fight in their apartment. during the scuffle the pair crashed through a window in to a parking lot. the suspect went back to the apartment building. >> the roommate was able to locate the officer's off-duty weapon and subsequently ran out to the parking lot and began to

randomly fire the weapon. >> reporter: an off-duty capitol policeman who was driving by saw the suspect. >> at that point the off-duty united states capitol police officer engaged the suspect in an engage of gun fire. >> reporter: the suspect was seriously wounded in the exchange and the police officer was slightly wounded. at this point, prince georges county police and the state's attorney are trying to determine who will be charged in this case and what those charges will be. reporting live in greenbelt, armando trull for 9 news now and wusa9.com. the head of the dc police union has been ordered to turn in his badge and gun. the washington examiner reports the move is in the middle of a labor-management dispute. they claim christopher baumann failed to complete his training. a federal judge denied his motion to stop an internal police investigation. president obama says the work of the civil rights

hiring process is an obstacle course. it takes too long. it is difficult to understand what you need to know and it is not transparent. meaning you don't know where you are in the process. >> here's a warning some websites offer to submit resumes -- some companies offer to send them to dozens of agencies but it could be a scam. find the listings at wusa9.com. we found 6,000 people heading to that job fair to look for a job. who's likely to steal the deal? an economist at george mason university is here to talk about that and the local economy. how hard is it, doctorrer for someone unemployed in the washington area to land a federal job. >> of course these jobs are fairly high education requirements and skills requirements. so they are not for everybody. most of you are unemployed workers are coming out of retail and construction sectors but there are some who we think

of white collar workers, educated and who have been laid off from private sector jobs and they probably qualify but there's not that many jobs and a lot of people that want them. so it is a long process and may take three or four months to work through the bureaucracy. looking at the local job market you just crunched new numbers and we have some new numbers coming out today. >> correct. >> how are things looking? >> we are losing jobs which is unusual for the washington, d.c. area. we have had six months of losses. they are not big, 35,000 fewer job than a year ago. they are predominantly on retail and construction but every sector has lost jobs except for three, and the three that are gaining are the ones that require, that have the highest job requirements, business and professional services, the federal government is up 9,000 jobs from a year ago and health and education continues to grow. so there are gains, but they

tend to employ either recent college grads or people moving here from other places to fill our jobs. so it is complicated. now, looking at your forecast, your predictions for the future, when do you think things will start to feel and look better for the local job market? the job market lags about a year and the recovery, we are just about beginning the recovery now. certainly by september, the economy locally and even nationally growing slowly but unemployment won't peak until this time next year. we still have -- and job growth will be slow. by the end of the year. and pick up over next year. ten is a transition year. probably be 2011 before we feel confident about the economy. it is the a long recovery. >> that is a long time to wait. turn our attention to the local housing market. you have new information on that front, as well. how are we doing? >> every month is a little better. we have the june data now out.

every major market is growing. the sales are up. prices haven't stabilize yet, though, in many markets but the declines are less and less each month. it is quite a nice pattern and we suspect by the end of the year most major markets will be and most price ranges. particularly under $1 million and even more larry under $500,000. it is a very tight market now. so we see price traction there. again, it will take a year before the market feels good to most people. >> that's the question of not just sales but prices as well, right until we start to see those rise again. >> that's the measure. all of us that own houses hope to regain our losses. so when the prices move up, as they have inside of the the beltway in bethesda and certainly in arlington, alexandria, we see price pressure, not big numbers but that makes the homeowner feel a little more confident and it will take years before we gain

day. beautiful weather moving in for the weekend. next week we will be in the middle 80s by monday and tuesday and thunderstorms are a good bet for wednesday and thursday next week. back to andrea. thank you, kim. two experts are in the house taking your questions this morning. dan jay, a senior loan officer and mary lou dell is sales associate at long and foster. good to have you with us. piggybacking a little on what dr. stephen fuller told us. he said every month when it comes to the housing market in our area it is looking a little better. are you seeing that? >> we are seeing that. we are seeing that a lot. the housing inventory is going down and that is very positive because that is bringing bidding wars, house comes on the market i had one myself, five offers less than a week. >> who's making the moves? we usually think of summer as a down time sometimes. >> well, people want to get

settled for the school year. this is a very busy time. now august sometimes is down but with all of the good money, which dan knows about, we see buyers out there that couldn't buy before. and we're beginning to feel like we hopefully have reached the bottom. >> dan, you agree. things are getting better little by little. >> absolutely. there are different segments doing better than others. we are seeing a lot of first time home buyers in the market with the $8,000 tax credit that was a huge incentive for people to go out and buy. they have expanded that program to include co-ops and other properties. it is a big incentive for someone to go out and look at their first property. the old tax incentive from last year had to be paid back it was $7,500 and had to be paid back. this is $8,000 and even if you

don't have a $8,000 tax burden you are still getting 8,000 there's and it doesn't have to be paid back. >> you said there are different price points. professor said the $500,000 range to a million. that's a tight market in our area. what's the fixed rate mortgage, say 30 or 15 year. >> we are in the low 5s. if you look at it, it is incredible. we are spoiled because a few months ago we were in the high 4s and anytime you are in the number of a four or five it is a psychological big difference but it is really not. you have to look at the fact you are getting the tax deduction rate so the effective rate is below 5% once you take in to consideration the tax benefits of owning. >> jobs every sector has lost jobs. that is impacting those who were having a tough time struggling to make mortgage payments and foreclosure news. dc suffered a spike in foreclosures in june. maryland and virginia declined. talk about the impact the other

initiatives the obama administration is havingen keeping people in their homes who are struggling. >> the big one is the hart program it would basically allow some homeowners to refinance in to lower rates, even if they have job or income loss, if their property values have gone down. it actually allows for lenders to refinance the property well over the current value. so, you know, if the property value has gone down it used to be sorry, there is nothing you can do to refinance. you are stick with it. now with this program a lot of people qualify for refinances that didn't. an the best thing someone can do is call their current lender. they are the first that will tell you if they are wall fid for the hart program. >> less people are taking advantage, a "usa today" said that it is moving but slowly and a fraction of the people who are eligible are taking part. do you understand how to counsel someone with what is going on in the administration?

while you slept new developments in the debate over health care reform. the plan would be a $544 billion tax increase on the wealthiest taxpayers. three democrats vote against that. republicans like virginia congressman eric cantor says it is too much money. montana senator believes progress is being made. >> all of us are going to be paying an astronomical cost at a time we cannot afford this ambitious grab. >> we are finding ways to put the cost in the right direction. good provisions that will lower the rate of health care costs. >> reporter: the american medical association is backing the reform plan. so many families are struggling to make ends meet these days but imagine having to pay to care for your parents. howard is the author of caring for our parents new book. he is with us now. we have the founder of a

financial group and thank you for being with us. cash, i want to start with you because you took a phone call at the beginning of the show and just got off that call. serious problems that our experts can help you handle. what was the question. >> it was a very specific question. the lady's name was carrie and we couldn't help but notice cash and carry right off the bat. and her and her husband are retired receiving full pensions, and zero debt and the question came to carrie feels she should reserve her retirement account because she likes the cash in hand and her husband feels they should pay off the mortgage 100% and that's a classic case of behavioral finance. where the women like the cash idea and the accessible and what that means versus the gentlemen that want debt free. we'll figure out how to save. the main consideration for them is their number one source of

tax write off to offset their income is their mortgage. the second thing is basically they are talking about transferring assets from liquid form in to an ill liquid form in terms of real estate. that was the main considerations. >> howard you had an interesting call and this is a woman trying to hold on to her home but seeing money going out caring for a parent. >> it is a real challenge for people. people who are caring for elderly parents have to deal with ott only the costs but often they have to leave their own jobs. that means, not only do they have less income but less money for their own retirement. it a tremendous personal sacrifice and often nowhere to turn for help. >> in your book you call this america's most you are jen health care crisis. i don't think that a lot of people realize it is in a crisis stage. >> we are spending a lot of time in washington thinking of what to do to fix the acute

medical care system and not much attention to what we can do about helping the frail elderly and disabled families that need assistance. >> you went through this personally. so this is also sharing how you navigated this. but i read something that said 40 million of us are dealing with this, caring for elderly parents but 60% are thinking what if and it will possibly happen in the future, and they are not prepared. cash, what should someone do in order to prepare eventually to help their parents or to help themselves? >> one of the most important things on a financial planning level is you have to insure the insurable. the younger you are the better, policies like long-term care policies are worth the expense and investment depending how you look at them. the costs are going through the roof and there's no end in sight. >> is there any place, anywhere

where it is working and where we in the u.s. can model after that? >> absolutely. most countries used to have the system we have. which is medicaid based. you pay what you have, run out of money and go to welfare like medicare system. a few people have long-term care insurance but very few. ten, 15 years ago, germany, france, korea and taiwan have all gone to a system where you can get national long-term care insurance like medicare in the united states and that will work here. senator kennedy has an idea he is talking an now similar to that but we need to do something because people are not buying long-term care insurance. >> but we are getting older and will get sick. so we need to do something. >> talk with howard about taking care of elderly parents and looking ahead to your future and talk to cash about investing and saveing for the future. here's angie. we come to you live from sky 9. this is our top traffic alert of the morning.

improve the national fuel economy by insenty vising people to trade in their old clunkers, gas guzzling clunkers to buy new cars that are more fuel efficient. >> you used this program to buy a new car. tell us about that. >> i have a ' 97 isuzu trooper. when i bought it the sticker said 13 city, 18 highway and when i look it up it is 14 miles a gallon on a combined basis. so that qualifies for the mile requirement of 18 or less. i'm replacing it with a 2009 nissan sentra that gets 26 miles a gallon. so that meets the plus ten miles a gallon threshold and qualifies me for the $4,500 max credit for the government. >> and you are paying less for gas mileage. so that is a win, too. >> that's right. >> talk about how people get financially prepared to buy a new car the first place. what are the steps. >> some of the steps are people

have to look at their finances. in other words one of the first steps is to live within our means. look at the budget. how much we spend for food and then start to look at insurance and then of course transportation to get to and from work. some of the things people need to do is save money so they can participate in the program and secondly for people to really focus in on today, today is such a transformative state with the financial services industry being what it is but it is for people to concentrate on living within their means and fitting that car to their lives. >> i think in a time like this, rather than looking at the $4,500 possible rebate as saying i can get more car, maybe it means you get the same car you would have gotten any way and put the money somewhere else. >> save that money. it is all about that financial literacy. being financially astute in terms of money million an that will allow people to come and
