investigators are still trying to determine what caused the blaze that destroyed the property. more disturbing testimony about ba neat ta jacks' parenting skills at her murder trial today. witnesses said the d.c. mother accused of killing her four daughters allowed two of the girls to smoke marijuana at the ages of 3 and4. she would also withhold food from them as punishment. here is the latest. 16-year-old brittany jacks ran away from home several times, at least twice. she said to escape her mother who witnesses said abused her. the last time she fled banita jacks went and g her. then her text messages stopped.

witnesses have testified about banita's treatment of her girls especially her olders, brittian, they said they wouldn't fiedler as punishment and lock her in her room. the 6' 1" teenager weighed 46 pounds when she was found. isaac scott shown near in the blue jersey shown here leaving the court, he testified about why the three youngers girls weren't in school. she said jacks was home schooling them. officer scott said she saw the three little girls, ages 5, 6, and 11. but no sign of brittany. the condition of all four girls were discussed. the three youngest had strangulation marks around their necks. the cause of death was undetermined but the manner of death ruled a homicide, a point hopped on by defense attorneys. when asked about the marks on

kempton road. right near the frederick county line. can you see the damage to that vehicle. police say one person has been thrown from the accident and will be medivaced to a hospital. we have just also learned that individual has died in this accident in damascus, maryland. right now montgomery county police are not able to tell us how many others have been hurt. kemptown road will be closed while investigators continue to work the scene of this deadly accident. sky 9 up above. a man is in serious condition after his jeep overturned in an accident in the rock creek park. that happened today. it was this morning at beach and joyce's drive northwest. he was air lifted to medstar. two dogs in the jeep suffered minor injuries and they're being cared for at animal shelter. the ramp from southbound

telegraph road to the interer loop of the capital beltway has been temporarily realigned. only one lane of traffic will be allowed on the ramp's new s-shape configuration. it's part of the project to widen the beltway in that area. a new survey shows that move than half of the defense works who jobs are being moved say they'll move, too. the survey say most plan to commute from their virginia homes initially. 13% say they would stay in virginia, 29% of them remain undecided. it's one of washington's prestigious addresses. the watergate hotel failed to sell and neighbors fear it will continue to sit vacant. >> $25 million opening bid. >> reporter: the auction house was jammed, the bidding was not.

[bell ringing]. the winning streak continues on wall street. for the seventh day in a row the dow closed higher finishing the day up 67 points to close at 8915. the nasdaq climbed nearly 7 points and the s&p 500 rose 3 points. federal reserve chairman faced sufficient questions from congress as he delivered his semiannual report on the economy. lawmakers are frustrated with the slow process toward recovery. >> the economy has improved. >> reporter: he pointed to glimmers of improvement in the economy. >> that is very important. >> reporter: but admits there's a long way to go. >> if the economy turns up in terms of production unemployment is going to stay high for quite a while so it's not going to feel like a strong economy. >> reporter: bernanke says it's too soon to back away from stimulus strategies which means he plans to leave interest rates near zero for a while longer but had the time is right the fed will be ready.

the extraordinary policy measures we have taken in response to the recession can be drawn in a smooth and timely matter as needed. >> reporter: better times are ahead, they've been on a buying spree that's lifted the dow to its best levels since january. >> we he have had a 7 or 8% run. earnings have come in above expectations in four out of five cases. >> reporter: but on capitol hill lawmakers are running out of patience. even after passing the stimulus plan and the government's massive life lines to the financial sector, many in congress see their states struggling. the fed expects the unemployment rate to top 10% this year and predicts only a very gradual improvement in 2010. >> doesn't all of this almost make for a perfect storm for another avalanche of foreclosures? >> reporter: given the slow pace of recovery, critics don't think the fed deserves greater powers

highway safety administration has known it for years. even hands free driving can be dangerous. >> that risk is almost equal to drunk driving. >> reporter: some studies on the problem date back as far as 2002 and two consumer groups say the government kept the information private and misled the public into believing driving hands-free is safe. >> the idea that the government can withhold important safety data and its research on public safety is disastrous. >> reporter: the center for auto safety and the public citizen advocacy group filed a lawsuit to have the nsta release the information. they say there were political reasons to withhold the research, including pressure from the cell phone industry and congress. back then many states were starting to cree ath distracted drivers laws and some in congress warned the agency not to lobby states over the safety issue or risk billions in

funding. current transportation officials point back to the bush administration and the department of transportation says it's deeply concerned that drivers are taking their focus off the road to send text messages or use their cell phones. the consumer groups are hoping lawmakers will ban phone use all together. . a group of twine, two-door cars aren't only good values, new crash tests shows they're safe as well. the insurance institute for highway safety says the ford focus received top marks in crash tests. honda civic also received high stores in front end collisions. last month's metro crash investigation, the washington post is reporting the train control system designed to

. let's reset some of the top stories in the news. chinese authorities quarantined 22 dc area high school students. they were confined following an outbreak of the h1n1 flu virus. one member is in the hospital and the others are not permitted to leave their hotel rooms. president obama charges critics of health care reform favor politics over policy. the president says they're trying to slow reform in hopes he will fail. president obama says he wants health care that will improve coverage and bring down costs. an auction for the watergate hotel failed to get a bid. the price started at $25 million but there were no takers. 10 potential bidders had put up a million dollars to participate but they did not make an offer. the hotel's lender took the property back. pb capital holds a $40 million note for the property. the orange barrels are in

place. right now nearly 20 virginia interstate rest stops sit empty, unavailable to drivers. it's cost saving move nobody seems to like. peggy fox has the story. >> reporter: it's quite a surprise for some drivers along virginia interstate, orange barrels blocking 18 rest stops now closed around the state. like this one in dale city. it's a sign of the times, but when it's time to go, you might have a problem. >> i just don't want to see people using the restroom on the side of the road because they're desperate for facilities. >> i thought it was a terrible identify yeah. i come from north carolina up here all the time and i need the rest stops. >> i think it's ridiculous, then people will have to drive a long ways to find a rest room. >> reporter: the state has a $2.6 billion revenue shortfall. to cut spending, the commonwealth transportation board voted to cut the number of res
