showa eris shower this afternoon. visibility is down to mi lequ le . ws qu ye wste ll ethwiarquou yrs wi culpeper up to twllin gaithersburg and mile and three quarters in frederick. mans in as in a a mile and a quarter. code green, good air quality. a warm day in the upper 80s with an isolated thunderstorm or two. it is 6:00 or just about 6:00. time for angie goff. we are kicking off this new hour. we want to keep you updated on 70. how it has been impacted in the morning by that deadly helicopter crash. better news. armando trull has been live at the scene all morning. he is telling us all lanes are open in both direction and drivers are moving on average 65 miles an hour. drivers are getting by and moving at speed. we want to take you live outside to another tieup that just popped up. this is live from silver spring. in this area an accident at the intersection of georgia and viersmill road. this just in, a water main

break with crews on the scene, as well. this had amherst avenue closed between blue ridge and university. moving outside, hey, virginia, 66 eastbound delayed from 50 to 123 and 395 northbound we are finally seeing more brake lights past the duke street area as drivers make their way to the district. now over to andrea. at one past the hour more on our breaking news. four people killed in a helicopter crash in maryland. we have learned in the last 90 minutes the helicopter was owned by morrisson aviation out of delaware. we do not know the anymor ymof -- names of the victim the chopper went down ctin washington county. digital correspondent james hash has the story. >> reporter: the robinson r-44 four-seat helicopter crashed just before 10:30 on thursday night striking the ground on the left shoulder of eastbound interstate i-70 near hagerstown, maryland. all four occupants on board

were killed. no motorists on the highway at the time of the crash were injured. amy responders were met with a grisly scene. >> we found at that point the helicopter was fully involved in fire. there was confirmation that four individuals had succumb to the injuries as part of the collision. >> reporter: it is unclear if weather played a factor in the crash but the area had recently experienced heavy storms and had isolated areas of fog. >> there was limited visible due to the moisture and fog in the area. especially around the upper levels of south mountain. >> reporter: investigators are also trying to determine if the helicopter may have struck power lines nearby. a high-tension transmission line runs directly over the crash site and wires did fall on to the westbound lanes of i- 70 necessitating its closure as well. >> we're not sure either during the collision or as a result of the fire. we know there was some damage that occurred to the high tension power lines that run

lightning. a man was struck by a bolt of lightning at congressional country club. it happened 2:30 in the afternoon. sources tell 9 news the man who was hit wadanny chen. a golf pro at the club. kenneth armstrong saw the strike and tells us what happened. >> the lightning hit over my head and, i was trying to get off the golf course and heard the guy get hit. at. thll a scary stuff. >> we're told the man who wall hit by lightning will be okay and he is believed to be back home this morning. all of that rain made a mess out of the evening commute. this is what it looked like in northwest washington yesterday. the standing water is gone this morning. at last check there were about 3500 power outages this morning, most in prince georges county. there's $5 billion out there for school systems across the nation. today president obama will lay out the rules for how your school can get some of that money. the president and education

secretary arne duncan will lay out the rules for getting the money. it will go to recruiting teachers, improving standards and turning an failing schools. democratic leaders are telling president obama he will have to wait for health care reform. senate majority leader harry reid said there will not be a vote before the august recess. that was the deadline imposed by the president. however, the president says that's okay. in the last few days some moderate democrats in the house began to oppose parts of he health care reform package. jessica doyle has a special "living $mart" report and you say there are some down side on the cash for clunkers program getting started today. >> the program does officially kick off today and it is aimed to get more buyers in to dealerships and gas guzzlers off the road but it could hurt the charities that depend on

vehicle donations like melwood. >> our job is to make sure people with disabilities have job and for them to be successful is for us to provide support and that is through our vehicle donation program. >> they worry the new program will swallow up the supply of used vehicles it depends on. >> same profile. >> older high end engine guzzling gas guzzlers usually bigger cars. >> reporter: at melwood, it gives the donor a deduction of $500. that is typically much less than the 3500 to $4,500 owners will get from a dealer urn this new federal program. melwood isn't alone with its concerns. >> we partner with other agencies and they caw use our call center to have vehicle donations to their program. they will all be impacted by

this. >> reporter: they restricted the program to vehicles that get 18 miles or less a gallon to limit the impact the limit on charity donations but melwood is already struggling with a drop in donations even refore the new program due to a n d x iotaand tax law change that lowered the value w of car surrenders. in 2005 it because in $12 million and this year $4 million. because of that bug crunch, melwood laid off 103 worker and have been forced to cut back on services for those with developmental disability and it is worried the cuts will have to go deeper now that the cash for clunkers program is kicking off. to follow up on that, a report that car dealerships may not be ready for the cash for clunkers program. many are way for the okay from uncle sam. the story is on our living smart page.

that are already dead and those alive. we go for the live victims first. we want to help the viable victims and find them as fast as we can, extricate them and bring them to the hospital and we will come back and look for the deceased victims. >> reporter: the day of the crash kazo was the only search and rescue dog on the scene and helped to find the victims. >> get a cookie. >> investigators scott wilson and his partner have been a team for two years. >> working with rue, is or was a life-changing experience. kind of like having kids. basically everywhere i go he goes. >> reporter: he is trained to help in arson investigations. he can smell if an accelerant has been used in a fire. it is a job that would take firefighters days or weeks. >> saves on resources and time. >> no price for these animals. it is invaluable. >> i feel fortunate to have this job. it has to be the best job in

valley. i talked about that with lauren ashburn. so, lauren, what's new about monday numb valley? >> they are doing a lot of work including building a new hotel that will add 95 rooms right in the monument valley area d anwe have amazing pictures of this area. you said you have never been there. i have been either but you really want to go. this $14 million hotel will be called the bue hotel. it is the first one to be built inside the monday numb valley and built urn a lease agreement with the navajo tribe and owned by a 25-year-old. and she's the grand daughter of a man who owns turquoise jewelry jewelry emporiums there. the guest rooms are spacious, balconies overlooking the valley. >> the view. >> you walk in and it is floor

dc but in northeast dc a report of an accident at 13th street and g street. we are also getting delays on the red line because of a situation at gallery place. that's a look at train and traffic. now over to you. now to our breaking news 4 people are dead in a helicopter crash in maryland. this is a story we first brought you at len and then on wusa9.com. the chopper went down on sper state 70. the crash is on south mountain in smithsburg, maryland. digital correspondent, james hash, has this report from the scene. >> reporter: ntsb investigators spent the night combing there the charred wreckage, trying to determine why the robinson r-44 helicopter went down. there were four people on board. all were killed in the fiery crash. >> we found at that.the helicopter being fully involved in fire there was confirmation that four individuals did suck

some to the injuries in part of the collision. >> reporter: the helicopter struck the ground shortly before 10:30 on wednesday night, six miles east of hagerstown, maryland on i-70 narrowly missing the left lane of the busy highway. >> it is a popular helicopter in the general aviation community and its safety record is described as impeccable. crews are conducting an investigation now but there's no word on the cause of the crash. the hagerstown area did receive heavy thunderstorms on thursday evening but it is unknown if they contribute to the crash. >> there was limited visibility due to the moisture and the fog per say in the area. especially around the upper levels of south mountain. investigators are looking in to the possibility that the chopper may have collided with power lines. >> we're not sure either during

second malfunctioning circuit related to last month's metro crash. it has been on the fritz for 18 month and a problem since it was installed in 2007. the metro general manager says what he thinks the finding shows. >> it had fluctuations in it and what does that mean in layperson's terms, like the lights at your house they may be a little brighter and then dim. >> the says there is no evidence that the trains within detected because of the new problem. he calls it another piece of the was but not a smoking gun. major general wherley junior is honored on captiol hill. eleanor holmes plans to name her guard after the general. norton says general worked for years to get funding for the program. right now prince georges county police are asking for

it is 6:54 on this friday morning here's what is in the news now. interstate 70 is back open following a helicopter crash. foyer people died last night when the chopper went down on the highway in washington county. the helicopter was owned by a delaware-based company. the united nations says the world is still in the early stage of an rvv flu pandemic. that word came down in the last hour.
