foreclosure call marquees. student loans, a new program many may not know about and bruce is here and he can help you get out of credit card debt. the number is 202-432-9045. jim is already on the phone. the rest are ready to hear from you. in our news this morning, interstate 70 reopened 5:30 this morning after shut down for several hours following a fatal helicopter crash last night. it happened near the frederick county and washington county line. four people were killed which enthe chopper crashed often to the median of the highway bringing down several power lines in the process. james hash ms. more. -- has more. >> investigators combed through the wreckage to determine why the helicopter went down. there were four people on board, all were killed in the fiery crash. >> we found at that point the

helicopter basically being fully involved in fire. there was confirmation that four individuals did succumb to the injuries in the collision. >> reporter: the helicopter struck the ground shortly before 10:30 wednesday night. on the shoulder of i-70 near hagerstown, maryland, narrowly missing the left lane of the busy highway. >> the safety record of this helicopter has been described as impeccable. the crews are conducting an investigation now but there's no word yet on a cause of the crash. the hagerstown area did receive heavy thunderstorms on thursday evening but it is unknown if they contributed to the crash. >> there was some limited visibility due to the moisture and fog in the area. especially around the upper levels of south mountain. >> reporter: investigators are looking in to the possibility that the chopper may have collided with power lines.

an overhead high tension wire did fall at the time of the crash forcing police to shut down the westbound lanes of i- 70, as well. >> we're not sure either during the collision or as a result of the fire. we know there was some damage that occurred to the high- tension power lines. >> reporter: in hagerstown, james hash, 9 news now and wusa9.com. we don't know the names of the victims but we know that three people killed in the crash work for advanc helicopter concepts vain frederick, maryland. and then here's more on the helicopter which went down last night. it is a a model robinson r-44 similar to the one seen here on the screen. it is a small four-seater chopper made by the robinson helicopter company. this chopper was owned by morrisson aviation based out of wilmington, delaware. we have been following this story on wusa9.com. if you can't be near a television today you can get the latest information at that

money. it will go to recruiting teachers, improving standards and turning around failing schools. a slow down in the president's desire to create a government funded health care system. mr. obama will meet with senate majority leader harry reid and max baucus today. they are among the democrats asking the president to ease off the summer deadline for sweeping health care overhaul. president obama called for quick reform again on thursday in ohio. this morning president obama is criticized for his comment on the arrest of harvard professor gates. he was arrested outside of his cambridge, massachusetts home last week. he was charged with disorderly conduct after a neighbor reported a break in at his home. it turns out it was just gates who was having trouble getting in through a jam door. the charges were later dropped. on wednesday the president was asked and he said the officers involved acted stupidly. a comment that drew strong reaction from the cambridge

police department and the law firm alliance of america. >> politician who should know better n this case the president of the ice comes ansas something that is flat out wrong and by his own admission based on no information, no knowledge and no investigation and basically it would appear there is a white police officer and a black subject and now we have a racial component and that comes from the bully pulpit of the white house and that's wrong. >> i support the president of the united states 110% but i think he is off base weighing in to a local issue without knowing the fact as he himself stated. >> the president said he thinks sergeant crawley is an outstanding officer but cooler heads could have prevailed in the incident. nine people were killed in the crash on the red line and now the ntsb says the track circuit around fort totten has

been malfunctioning since december of 2007. it is unclear whether knowing about the problems earlier could have prevented the crash. plans to roll out accordian style buses in the district are on hold. metro planned to use the ultra long buses similar to the picture you see here between lafayette square and minnesota avenue metro station. the metro now says the problem is there is too much construction in the area and they are worried the new buses could be damaged. one of the nine crash victims in the metro accident, major general wherley is being honored. the measure authorizes funding for college tuition to members of the guard. they say he worked for years to get funding for that program. there's a new program that could help to ease the pain when it comes to paying back

student loans. jane clark is senior associate editor at kiplingers finance and she is with us now and bruce mccleary. he has advice to save you money in the new school year and bruce can help you get out of credit card debt. good to have you with us. both of you. >> a lot of families have come to count on tax-free holidays to get their clothing and supplies for the new school year. the district just announced it can't afford do that anymore and it is one of several metro area jurisdictions that will do it. it. >> will hurt parents, isn't it? >> it might but not all is lost. some happy neighbors in maryland and virginia that are willing to share their tax holidays, as well. so maryland and virginia can be relied upon but i think the way with families hurting so much from the economy they have to go further than just relying on a tax holiday. so there are other things people can do to pinch a penny

in tough times. >> like what? >> one of the things people can do an everybody always say take inventory of things you need to buy for school before you go shopping. when you are taken inventory you may find things you can use but the things you can't use, sell them. sell them to generate cash so you can go out and buy the new things you need to buy and when you are buying things for school, look for used things to save money. that's one of the best tips in tight times and coordinating school shopping with tax free days and sales. >> for those in higher education there is a way for them to get around the high fees and student loans. a program that is overlooked and not known about. tell us about that it. >> is a brand new program that came in to affect on july 1, it is income-based repayment and designed for people with high debt relative to their income. and the point of the program is

to low their payments. >> which school loan programs is this available for? it is all of them, stafford plus, you name it. >> it is for student federal loan, so that would be stafford, grad plus and consolidated loans which can include perkins. >> so the loans that parents underwrote you can't take advantage of that. >> unfortunately no. >> you say it is income based but the whole idea is that a good education will get you a better job. does the payment plan change at all if the person who's taking advantage of this loan gets a higher income. >> it started because people were graduating from college or from professional schools with a lot of debt and were not able to afford to be in public service or lower paying professions. but this program addresses that situation and if your income goes up, it adjusts accordingly or you can go in to a different payment program. >> is it difficult to apply, get more information on this,

where do people turn. >> go to kiplinger.com and get a break on tune loan payments and you can also find out if you qualify by using the calculators linked to that story. >> and bruce, one thing about credit cards we also get questions about that. people applying for credit are being denied credit. they have no credit score or such bad debt they can't get it. are those people out of luck getting a credit card and how do they repair their credit? i have never heard of anyone not having a credit score. i guess that's the other question. >> if you are applying for credit cards and getting turned down right now, pay down the bet before you go to apply for more credit. if you are having trouble starting with credit you may need a cosigner to sign with you. it is tough to establish credit sometimes or start with a department store card and use it to get your feet wet and go for other major bank cards but it is a tough process. one of the things about the

was seen taking out the trash in his home. he was spotted by family members but ran from them. police just informed us that lamar has been found and is reunited with his family. our next guest is helping viewers who are worried about losing their home. the executive director of the hispanic committee of virginia is joining us on the program and we want to welcome back brad cohen mason dixon funding and you are taking questions about refinancing today. >> correct. >> start with you. talk about people at risk of losing their homes. what advice are you giving folks right now? >> the first advice is go to a reliable and trusted organization or counselor. there are a number of hud certified housing counseling agencies throughout the legion and that would be the first stop for anyone who is either in a situation or moving toward a situation. >> in terms of information what

information will they want to get. steps for how the process will work out. >> i think learning what the various options available are. what might be the time frames involved, what's realliesic. every case is unique. and that would be another word of advice is no two cases are exactly the same. so, you know, your own particular situation is going to determine what the potential outcome is. very, very specific to each situation. options available whether it is a loan modification, finance, maybe selling your home, there are many options available. each with a different set of consequences and implications. >> let's talk about the good news that is out there. we have seen the housing mark coming back a little bit. sales up for resales. up five months in a row for dc is so it is looking better for folks what want to sell before the foreclosure takes that

house from them. >> the rates are extremely low right now. 30 year fixed between 5 and 5.25. that is helping people to get in housing with affordable payment an prices are extremely affordable right now. a lot of stuff is moving under $400,000. the higher stuff is not moving because people have a hard time getting up to the next level because financing is tougher every week. we get more restrictions from the federal government on what you can and can't do. while you want to help promote ownership there is a lot of regulations that is making it harder than it should be. it was obviously too easy at one.and now it is extremely difficult and it should be easier than it is right now. >> let's talk about the government. there are loan modification programs out there. there have been complaints from people not being as easy as it could be. what is your feelings on the program and how they are working. >> definitely need to develop

patience. it is a lengthy, complicated complex process. a big decision for individuals. i think the services have not had the capacity to deal with the volume of business that has emerged. i think some of them are doing a better effort at increasing this volume. so they have increasing capacity rather so they can serve people in a more timely basis. a lot of folks are, it is an imminent situation and they need answers and resolutions sooner rather than later. for patients it is really important but i think coming inier than later. the sooner you are going to a negotiation, the better your options will be at the end. >> what have been your experiences in working with folks on modifying these loans. >> i haven't heard too many success stories yet. i get process probably 60 to 80 calls a week and 40 to 60% are people i can't help and they are in the process of getting

their loans modified and countrywide when they merged with bank of america have lost their paperwork and they have to start all over again. i think the government should work on foreclosures rather than health care because i would rather have a house than health insurance but that is just me and it is a problem we can afford just by modifying people's loans and giving everyone a 4% fixed rate. i'd rather a bank have 4% fixed rate than dicking someone out of a house. the focus needs to be on keeping homeowners in their houses. >> we appreciate your comments on this and we will take phone calls and questions and now over to kim martucci who has the weather forecast. hey there, kim. >> hey, jessica. happy friday. great to see you. check out the time lapse tower cam from the netherlands

planning and transparency has hampered reforms. what would you do if your renn started to skyrocket? we will talk about why that issue is on the minds of many dc renters right now. we welcome back our experts. thank you very much. jim, you say you have gotten interesting calls from our viewers. tell us about a few of them. >> thank you very much, this is a tough time for tenants. they are getting hit from every angle. the mayor's budget is hitting them with cutbacks in mental assistance programs, landlords are putting meters in the parking to log for electricity and utility costs they never had before. rent control is coming up for renewal. >> want to expand from five to ten years, right. >> we want the rent control law to be permanent. other laws in the district dealing with traffic, alcohol, banking are permanent laws and

rent control isn't. so we feel if you can get ticketed, towed, tanked from here to eternity you should be able to protect the roof over your house. >> one thing from hampering the protect of the roof over their house, foreclosures half of theres dens in the district are renters. if the homeowner foreclosures these residents are out of their apartments and homes. >> it is a vicious cycle. one problem feeds on the other. the foreclosure situation is terrible. we hear the hardships caused by that all the time. but tenants are being evicted at record rates in the city, too. and eviction is the royal road to homelessness. that's a permanent pandemic problem in every major city and in the district, too. and if you lose your house, housing is not a commodity. we are not talking about oil futures or pork bellies.

we are talking about the roof over your head. >> with the foreclosure prevention, the loan modification program you were telling jessica earlier it was overwhelmed with calls. are things settling down. are they able to handle more? and as you said people were in danger they sort of know they need to move sooner. >> the counseling agencies are seeing improvement on the part of the services. there's no question about that. i think the added capacity has helped. i think it will take time for the full affect. at the same time we project increase in foreclosures so perhaps it will be status quo. what i would say there are efforts at the national level to reach homeowners who are at risk or in foreclosure in greater numbers and for example the alliance for stabilizing our communities which is an effort of a national organization, the national coalition coalition, the national urban league and the

national association of pacific and asian community development funded by bank of america are holding 40 home rescue fairs throughout the country through 201 a. so this is the one-day effort by bank of america and other servicers to reach homeowners quickly. >> but these fairs aren't open to renters who are caught in the middle? >> i would say in that particular case i would say talk to the landlord. i think some of them might be willing to make modifications or, you know, work out a different plan. they don't want to have -- some of them don't want to have empty apartments. better to have a tenant than not at tenant at all. i think it is more of a conversation approaching the landlord. >> that's what you are seeing, too, right, jim. >> we have to go. we will continue the conversation with jim because

market at dupont and penn corner have them and they are the flowers that grow on the end of the squash and in mexico it is a delicacy. >> that is marvelous. >> that's what we prepare. we take goat cheese that we get from local farms and mix it with chilis and stuff it inside the squash blossoms and sere them long enough. >> squeeze it right down inside. >> open it up like that and you have a big pocket you can squeeze here goat cheese in to. >> and little oil. >> a little bit of oil and baby squash in there too as a garnish. >> what's the relish underneath. >> it is a veracruz sauce, jalapeno, olive and put a little of that on the bottom of the plate. >> seems really simple. >> it is a very easy dish and something anyone can do at

home. if you don't like goat cheese substitute peta or whatever makes you happy. >> for nine years he worked at the government accounting office. how did you go from bureaucrat to chef. >> i came to college at american university. wanted to work in the government and like you said did it for nine years but cooking was always my passion and so my wife and i talked about it one day and made the decision to go to cooking school. so did that at 30 years old. >> and you said change can be fun. >> change can be fun. we like risk. >> go ahead and continue with that. we will talk more with you. but what is a cocktail that goes well. >> gin and tonics are perfect. we are doing a mexican gin and tonic. we have cilantro and an orange peel, a fresh orange peel. we will add any kind of your favorite premium gin. doesn't matter.

whatever you like at home. an ounce and a half. and then add an elder flower liquor. >> which is very floral. and that will help add some of the nice floral things come out for the summertime so a seasonal liquor. and then pour it right over. >> don't even have to shake. >> don't even need to shake it. we use premium tonic water. which is made with agave nectar which is a sweetener. >> but if you couldn't find something like that. >> you can use whatever. >> whatever you buy in your grocery store. >> but the agave gives it a sweet taste. do you pair the kind of thing what where what should be served with it. >> steve and i are working together with my chefs and his managers to come up with drink
