insenty vise you to trade in your clunker and get a more fuel efficient car and it will also help struggling car dealers like this one selling domestic and imported vehicles. for everyone wanting to scrap their old battle wagon, today you may be able to do so. buy a new car and get $4,500 off the stick erprice. >> if i could get a better car that is better on the environment and get money to put down on it. who wouldn't go for that? >> reporter: the government's cash for clunkers program begins today and dealers are hoping a lot of buyers will go for it. >> i would say 80% of the people on the phone are asking for the program. >> reporter: in order to qualify your clunker must get 18 miles a gallon or less. be less than 25 years old, insured and registered to you for the past year and the new

car must get 22 miles a gallon. the government expects to spend a billion dollars on the program. nothing good lasts forever and the program expires november 1st or when the money runs out. get behind the wheel of a cream puff come to your nearest dealership. >> very disappointing is what alexandria city manager is saying about the arrest of the police chief. he is dawe in court to face drunk driving charges. authorities say he was driving drunk. baker is now on paid administrative leave but could lose his job since driving a city vehicle while intoxicated is a fireable offense. >> behavior that i have never seen. it is something that has certainly not been a part of

his career even his ethics and i have worked with him now 19 years and the surprising thing is this even came up at all. >> reporter: the driver of the other vehicle suffered minor injuries. will he finally make a court appearance. a hearing is scheduled for a white supremacist scheduled for killing a security guard at the holocaust memorial museum. an attorney for james von brunn told the federal judge his client is not well enough to come to court. prosecutors said doctors told them the 89-year-old suspect may be able to come to court later in the month. james von brunn faces a first- degree murder charge in the death of stephen johns. james von brunn was shot and wounded by other guards. bank robbery suspect cynthia crawford is expected to be arraigned today. police say she entered a sun trust bank on friday, tom the teller she had a gun and she made a get away and police stopped her a short time later.

she has been held without bond since her arrest. the fbi is investigating marion barry's action as city councilman. the washington examiner reports the feds are looking in to his decision to hire his then girlfriend. news of the $5,000 a month contract leaked following his arrest earlier this monday on stalking charges. the charges were later dropped and barry denied wrongdoing. if you are not working or taking advantage of district programs to help you find a job it could cut your benefits. the mayor is considering cutting benefits in half for any recipient deemed employable that does not meet the requirements for six months and could be cut all together if they go another six months. they are looking to help the $66 million revenue short fall.

the h1n1 could affect 40% of american over the next two years. that means twice the number of people that normally get sick in a flu season would get sick by the virus. it will drop if a new vaccine is ready an widely available as expected. emergency preparedness for the flu is one of the items on the agenda of a summit on the h1n1 flu virus. the global recession and foreign policy will dominate talks today as meetings begin. they hope to resolve tensions over the trade gap with china and the chinese government's soar budget deficit. climate control will be on the ayen da also. sarah palin is a private

citizen she initially resigned yesterday as a the governor of alaska and gave a slight hint of her future. >> i will be able to fight even harder for you for what's right and for truth. >> reporter: she said she wanted to spend time with her family. she is fighting several ethics investigation and did not say whether she plans to run for president. >> reporter: we are joined by pamela gentry, bet senior political analyst and public policy professor dr. michael fontroy. sarah palin says she will be fighting harder for what's right and true. she has $1 million in her sara pack. but what does the future hold for her. >> i don't think her in a larger role. i think her making public speaking circumstance and may try to put her foot out there to campaign for other

conservative candidates and other specific parts of the country but i don't think she will be able to escalate herself to the national level and the reason is, i don't think that her republican colleagues will let her. >> i think we are missing the beginning of the end as sarah palin in a politics. it will be a slow descent. >> she has a 70% of support in the conservative base. >> it is a small sector and only the kind of thing that can make her a celebrity and not necessarily an impact player. >> you said she will be on the public speaking circumstance and she has one at the ronald reagan presidential library. do you think we could see her in virginia where she drew huge crowds campaigning for gubernatorial bob mcdonnell. >> i don't think there are any questions that pockets of virginia are receptive to her

message and if bob mcdonnell says he needs her and is meeting whatever she needs to come i think she will do it and i think she is best on the stump. to the extent she is best on the stump giving the listeners the red meat they need for their own political sustenance. i think that's where you will be. >> reporter: on the other hand, president obama said he will campaign for deeds. does that hurt deeds and his conservative base? does it help him in the northern virginia area where they were blue for the president? >> thus far, we have not seen the president bring a negative impact in campaigning for any of the candidates. even the democrats that are conservative understand that he is their party leader so they have akey yes, sirred that position to him. he will be probably much stronger when he goes to liberal states like with governor corzine in new jersey but i think just as effective

in virginia. and northern virginia was a huge draw for him. >> but his approval ratings are down. >> that's part of the problem. if the president's approval rating declined precipitously, that could be a problem but the reality is right now there is no bigger fund-raiser or bigger public draw to get people out, but barack obama. let's talk about health care reform. one republican was quoted on tv saying we ought to take as much time going through health care reform as it took the white house to find a dog for the family. why the rush? >> the rush is you have to do it now and the sooner the berth. >> do it now or do something now. >> he will have to go for as much as we can. i think what we will see the president do is draw lines in the sand. congress has said we have gone at it as much as we can an we want leadership from the president. i think the president will say these are the three things i

will not veto. i got to have -- i think that is why he is traveling to north carolina to take it to the public again. he will avoid more press conferences if he does anything else in that sense he will do it in an address to the people but he has made it clear to congress that he has staff working closely with them that this is what he has to have. i think it will be by the end of the year, not necessarily by all but some of the differences we are hearing about are not as large. >> let me say quickly. president obama will only have one bite at this apple. so he has to get as much as he can and lean on people as much as he can. so the closer to 2010 elections it is not going to happen. one final thing, professor gates versus sergeant crawley. the president invited them to the white house for beer. he's admitted his use of the word stupid referring to the cambridge police may not have been the last word.

mayflower hotel. joining us is the executive director of tbi. we are pleased to have the keynote speaker who is the special assistance to the president for disability policy. thanks for joining us today. >> let's start with you, kareem. accessible for the disabled at work, school, everyday lives has gotten better but there are major challenges in terms of what you would like to see tackled in the short term what would you like to see happen. >> i think we are working with the president on full inclusion and integration with people with disabilities in our lives. to that tend, last year, the ada amendments act was signed which restores the intent of the ada to protect all americans with disabilities. this past friday the president announced the united states will sign a u.n. convention on the rights with persons with disabilities to enhance and bring about the protection of 650 million people with

disabilities worldwide and join 140 other countries. we are working on full integration, including health care, education and employment, just like the president's agenda for all americans. >> claude, your conference, the tdi conference is starting on wednesday. what sort of themes will you be addressing the next couple of days? we will. we will have a conference and our scheme is to be washington where access begins. so to that end, we will kick off with celebrating the access that we have already enjoyed in our everyday lives. we're, of course, going to review the gap and what is lacking in different areas of access. when we speak of access, by that we mean telecommunications, media, technology. in addition to that, we want to talk about how we are going to make things better. how we are going to close those gaps. during the conference we are going to address issues

regarding this digital transition, captioning on television, emergency preparedness, relay, telecommunication services and the like. >> cell phones have advanced dramatically and cell phones are now allowing more accessibility for those with disabilities. how has technology changed? >> i would say, yes, it is important to keep in mind that cell phones do benefit some of our community. there are, however, individuals who are deaf, some of which have a bit of hearing, some of which are hard of hearing, maybe have speech impairments who can't avail themselves to cell phone technology and in the industry, have been, at&ts, sprint, there are those for whom a -- a percentage of whom these kinds of things are compatible with their hearing aids and i think some of us benefit greatly from technology. people like me, however, who i

don't depend on my hearing whatsoever. instead i use text devices, pagers, pd a's. like an iphone or blackberry or a t-mobile sidekick. and we very much applaud the industry for making strides and making it possible to enhance our opportunities and our everybody lives and within the general community. there are fewer and fewer of us as isolated as we have been historically. >> let's talk a little about your keynote address. you will be delivering that on wednesday, i believe. what are you going to talk about? i think what i'm going to talk is the president's commitment to these issues. when you start to talk about improving accessiblability and improving technology or anything for any community, in particular this community you start with putting the right people in place. for example the president has nominated the new fcc chairperson to be julius

jankowski who is a phenomenal member and he is committed to enhancing technology issues. i will be talking about that and the president's commitment to these issue and improving technology and accessibility as we go through a technology revolution. >> reporter: obviously we are in the middle of a recession and work place issues are an issue. how difficult is it to push employers to open up their accessibility for people like this? >> it can be difficult but what we try to demonstrate is number one that the federal government will be a model employer. the president has five people working in the white house who are people with disabilities. two of whom work on disability issues and in the first six months we have employed nearly as many people with

disabilities as any other administration. so we are leading by example. and what we are saying to private employers is that if you employ people with disabilities, it improves your diversity, and work life and makes your company more productive and better able to meet the challenges of the 21st century. >> we appreciate you coming in to talk about these issues today and we wish you luck with the conference. >> thank you. >> thank you. >> now we throw it over to howard for an update on the weather forecast. pretty quiet right now but this afternoon thunderstorms could be rumbling over the landscape. warm upper 80s. on wednesday scattered storms return and 88 degrees. in fact much of the week we will have a threat of at least isolated afternoon thunderstorms. sunday is scattered like today, upper 80s. southwest wind winds five to ten and a couple could be on the strong to severe side. a chance of an evening

welcome back. a massive four-year long tunnel project is about to get underway in maryland. workers will build a five mile long water tunnel between i-70 and the monday monday temple in kensington. when completed it will deliver 100 million-gallons of water a day from potomac river to prince georges county. during the construction, people will hear explosions and may feel vibrations from the blasting. an unexpected rise in student enrollment means more portable classrooms will be used this year an officials are

under their abdomens and when they take in oxygen it combines with a certain substance and makes them glow and it is great because this is the best way they attract mates and they can communicate with each other this way. so at night when you see them light up that's what is going on. >> really fun and lea it is one of your favorite things to do. i know. she runs outside and catches them. you had a jar full, didn't you? >> yep. >> these are fancy jars. where do you get the jars and the stuff to go with them. >> i got this jar at ac. moore and you can find them at any craft store and what we have here is paint pens and foam stickers and regular stickers. >> these are neat. these aren't just regular magic markers. they are able to paint on the jar. you can see the design that she has made. >> a lot less mess. >> very cool. it seems there aren't as many

fire flies as there were when i was a kid. are they dropping? >> they are saying the numbers are kinding for fire flies and this could be numerous reasons, pollution is one of them. so when you catch fire flies be careful with them. they are fragile and we have a neat netting so they can breathe and a damp paper towel in there so they can have humidity because that's what they need to survive. >> the netter is safer than punching holes in them. and what do you recommend to put inside the jar? >> well, inside the jar we have a damp paper towel which keeps it humid. we also have sticks here that you can put in and make it feel like home for them. leaves of any kind but make sure you don't have them more than a day or two because they will tend to either die or dry out if they are not in the wild. >> how long do they live in the

veterans have contended that agent orange made them ill a new study says they have what higher risk of heart disease and parkinsons but they caution it was based on a limit number of dayses. the department of veterans affairs will decide what to do with the latest findings. a simple saliva test could determine if a pregnant woman will go in to premature labor. british researchers have discovered women going in to early labor had low pro-jest roan levels in saliva. studies are underway to determine whether to give the women more of this hormone during pregnancy cuts the risk of pre-term birth. sleep may help new moms

have you depriving yourself of carbohydrates and things that you actually need to lose weight. and just not really understanding how to do it and how to manage it. i come from a family of very healthy people. and so it was always -- i always told people look at my pictures. i was always smiling. i never had a problem with self esteem or being unhappy about myself. that was less of a motivation. my husband he liked me at 221- pounds. so going on the show we learned. >> together going on the show. >> to have a partner in it you weren't doing it by yourself and you weren't asking for another heaping of potatoes. >> how much weight weight did you lose. >> 80-pounds. we help to motivate one another. >> that makes a difference. >> it does. >> when you are you are put in that environment when you are set aside from the rest of the world it is good to have a

friend especially in serious competition mode. we were glad to have one another to push each other, especially after that first couple of days when we really, really sore. >> like the rest of us, was it hardest to lose the last ten or 20-pounds. >> i tell people all the time i lost 46-pounds in the first four months during the show and the last four i lost 12. so talk about needed to stay motivated. >> not just what you were in and out eating but what you were doing and you have some things to show your exercise routine. tell us about it. where do you want to start? usually i take my clients through cardio when we first start out and he will show how he will jump rope. usually have him on the treadmill. i do boot camps outside. we work out of gainesville, virginia. we will run, do treadmill, do

elliptical. the next part of the routine is usually some kind of biometric exercise or resistance training. it keeps the lower bowden gauged and heart rate up a lot. >> so that's just the bands or -- we'll do the bands sometimes. usually i will save that until the en. we will use the agility and do some jumping, side of side, things lake that. >> little like hopscotch. >> it is but you would be amazed how it keeps your heart mill up. i couldn't run on the treadmill when i started but skipping. you have to be careful. but it is great. it is great. gets your heart rate up. >> if the music is good in my ear i can go faster and faster. >> what about the ball.

>> the stability ball you can use it on pretty much every part of your body. bicep curls. our trainer showed us crazy things of using it to do planks, to do things in a circle, good for the core and upper arms. >> you have the trainer on the biggest loser. you are training other people. we can't really do it on our own. >> you can but it takes someone who is very focused and has determination. it is so great to have someone there to push you and motivate you and push you further than you might push yourself. if you can't afford a trainer, find a workout buddy. >> like a husband or a friend. >> i want to ask you, do you ever eat, splurge and have junk food. >> oh, yeah. on the show we learned from our friends about high calorie day and so once a week you take your calories up to the level

but you can. if you are doing it on the grill the fat drips off. so you want the flavor to remain. after that the grill. optimum temperature to have the grill for grilling burgers is 500 degrees. >> okay. >> hotter and you will char the burger and little under and write won't get a nice sere to seal the burger up. the final step is the resting portion. you can take the burgers off and tent them under a little aluminum foil and mel the cheese and let the juices come back in the burger. >> with the smell coming off the grill let's look inside here. it is hard to let it rest. >> it is. >> i have, like i said the perfect burgers here. that's a big burger here. >> this is one third. all of our burgers are precooked eight weight. one pound is here in the middle of the table. like i said, simply a little
