in the area so take extra caution as you travel through. over to the graphics and show you southbound 95 leaving laurel to the beltway. you are having a little bit of a delay and it joins the outer loop of the beltway where it is generally jammed from college park to silver spring. 270 southbound as you saw in the this graphic. we will take it to you live. slow leaving germantown continuing to the beltway. and in virginia, 395 northbound slow duke to seminary road d an end in dc. inbound new york avenue is slow from the times building to bladensburg road. here's andrea. the hot lanes project could leave drivers hot under the collar this week. vdot crews are working overnight and during the daytime at some locations on the beltway. armando trull is live in annandale with the story. armando? >> that's right. right behind me two humongous cranes that are right now taking a break and in a half hour they will go hot and heavy at this part of annandale.

this scene will be repeated throughout the northbound and southbound inner and outer loops. hot lane construction is hot and heavy this week as crews begin to replace bridges, overpasses and interchanges along 14 miles of interstate 495 between the springfield interchange and the dulles toll road. all of this week there will be construction and construction- related activities between 9:30 in the morning and 3:30 in the afternoon at a half dozen points. >> we will be here a few weeks putting steel up on this side and then go and do the other side and at the same time throughout the summer we are at 5 -- 50, 123 and 66 so a lot of work to do before the november time frame. >> that means you will need to be prepared for lane and shoulder closures. >> reporter: closures taking place at the oak street overpass. the lee highway overpass and little river turnpike eastbound

new turn lane for people making a right turn on to 123 on the virginia side. the bridge has been down to one lane for nearly two months and caused huge backups in the morning and evening rush. the virginia department of transportation is issuing pink slips to hundreds of workers this week. 600 people are looing their job -- losing their jobs this time around. it is part of the cuts in an effort to close a $2.6 billion short fall. dc's summer jobs program is doing so bad the dc council is considering shutting it down early. the washington examiner says ending the summer youth employment program ahead of schedule is one of many ideas which surfaced during a session aimed articling looming deficits in 2009 and $150 million in 2010. mayor fenty has asked for $23.4 million to finance the last week of the program.

heads up to montgomery county workers, furloughs and layoffs could be coming your way. in a letter to the county council, county executive ike leggett put the option on the table but no specifics have been given. the county already cut 400 jobs rate is rising fast in meungomoco tycoit jumped from 2.7% in 2007 and now is 5.7% this year. the education assistance program in montgomery county is facing scrutiny. the inspector general will investigate whether ethics rules were violated. the office will look at taxpayer funded payments made over the past three years to applied sciences. during that period, 330 county public safety officers enrolled in classes taught by the company. once they completed the courses the officers were offered handguns and sniper rifles sometimes at a 90% discounted rate. montgomery county executive

ike leggett has introduced a pedestrian safety campaign. it targets teen and inexperienced drivers who are at a higher risk of being involved in collisions. >> listen to the testimony of the people who are involved in this video and it is my belief that emotional contact and emotional feeling that you have expressed will be conveyed to future drivers and current drivers as well as pedestrians who are trying to be protected as well. >> the new psa videos will be featured in montgomery county schools. alexandria's police chief is scheduled to appear in court as the defendant tomorrow after his dui arrest over the weekend. officers in arlington say chief baker smelled of alcohol and failed all the field sobriety tests he was given. they determined the chief caused a crash along i-66 ramp near fairfax drive. tests show he had a blood alcohol will have of .19, twice

in prince georges county. it caused $1 million in damage to a knights of columbus hall. this is in oxon hill, maryland. no one was hurt but you can see the damage is extensive. it took firefighters nearly an hour to knock it down. today the senate judiciary committee is expected to vote on judge sonia sotomayor's nomination to the u.s. supreme court. only one of the committee's republican members says he'll support sonia sotomayor. that is south carolina's lindsey graham. his republican colleagues do not believe she will be able to set aside personal biases and prejudices to decide cases impartially. sonia sotomayor is expected to easily win confirmation by the full senate. also in the senate, secret talks on health care reform are now public. a bipartisan group admits it's been working behind closed doors trying to come up with a compromise bill. the associated press says the deal would not require large employers to offer insurance

and would not be a government insurance option. however, there would be a tax on health benefits. it would stop insurance campaigns from denies new coverage. what will it take to present a consensus bill before the congressional recess? with me now is role call newspaper's erin billings. thank you for being with us. we heard a little bit of the details but this with max bauc auction us coming out and telling us about a bipartisan secret meeting. who is involved? >> there are six negotiators. they are all on the finance committee which max chairs. they have a meeting for some time. there are three republicans and three democrats including the chairman and a ranking member of the republicans they have trying to forge a compromise that may get through the senate. even though the democrats have 60 votes in the senate nothing is easy over there. there is a diverse democratic caucus and some conservative members that don't like a lot

of the things the liberals like so this is a complicated matter. they are trying to come up with something at least a few republicans can support. they think they may have gotten somewhere. however, liberal democrats are probably not going to go for this. >> you get one group to go along. >> this is such a balancing act. they are talking about not doing the public option, which is allowing government to offer, having some government- run insurance component and that is is -- liberal and majority democrats favor that and think that is the way to achieve real reform. i'm not sure if the deal will go far but you never know. >> chairman baucus was holding that secret session and you had in the house john boehner and his counterpart governor

powlenty of minnesota. >> they were working on something as well because john boehner is concerned how much this will cost state government. >> republicans one of the argue. s against the democratic plan is the cost. everything we have seen so far is we are looking at over a trillion dollars. that's obviously a lot of money and there's concerns how to pay for it. democrats have concerns as well but that is one argument that republicans are having and typically as states are grappling with tough economic times i think they can use it to their political advantage and make the case this is not the way to go. certainly the governor is a potential candidate for president in 2012. i don't think that any of this is by accident but certainly republicans are looking for opportunities to critique the democrats proposal. >> you are not saying politics will play a role in coming up with health care reform. never. >> speaking of politics, role call is reporting that chris dodd is in trouble in his re-

election bid. what's happening? >> he is one of the most targeted, if not the most targeted democratic senators in 2010. republicans think they have a chance to take him on. polling in that state shows he is not in good standing. you know, he's suffering a lot of criticism because he ran for president. obviously unsuccessfully. he did not really measure the mark. he got less than 1%. he moved his family to iowa. you know so connecticut voters are having trouble with that and feel he wasn't paying enough attention his senate duties and paying attention to other things. >> some ethics questions. >> there are ethics questions. this is back in the news again. the countrywide mortgages, whether he got special preferrial treatment on his home mortgages. that is obviously leading the headlines again. that does not help him and also his relationship with lobbyists keep coming up. is he too cozy with him.

he seems to be still going to fund-raisers with them, et cetera. so chris dodd has to do some making up with the people of the connecticut if he wants to secure his seat. he has a tough re-election. >> reporter: we said earlier that so far on the judiciary committee only one republican, lindsey graham, said he will support -- because he said there is obviously nothing wrong the president should be able to get his nominee. when we get to the full senate, will it be strictly along party lines again. >> no. there are five republican senators who said they support her. lindsey graham is obviously the one in the judiciary committee which votes in less than an hour. they get together at 10:00 this morning. that will be a party line vote. lindsey graham will be probably the only republican to support sonia sotomayor in committee. however, the full senate is going to vote probably next week. there are at least five, i'm guessing there will be more. the number guessers are saying it is probably going to be 70 votes for her.

think twice before you text behind the wheel. a study says it is more dangerous than previously thought. researchers at the virginia tech transportation institute found truck drivers who text were 23 times more likely to get in to a crash or a near crash. right before an accident, drivers took their eyes off the road for nearly five seconds. at 55 miles an hour, that's plenty of time to cover more than the length of a football field. >> people like -- not paying attention to the highway and they could hit something or you or i could be hit. >> reporter: researchers say the finding should be applied to all drivers. the district and 14 states currently ban texting while driving. the attorney for accused texas swindler allen stanford says his client should be moved

this is winnebago industries which is at the forefront of technology. it has an concept rv. it is not on the mark yet but they are testing the viability of it. it has a diesel engine an electric motor. >> the kids are here and they have the morning yogurt and breakfast going. >> it is comfortable in here and it is hybrid. they work in conjunction according to the driving conditions. >> not much different than hybrid cars. >> but you don't have to plug anything in. a lift in battery powers the vehicle and we collect refrigerator magnets have a schedule of our trip to let the kids know where we are going. >> a side by side fridge. no ice and water in the door but pretty comfortable. >> yeah. the kids sleep in bunk beds actually which is new for us this year. and that's a lot of fun. >> do they like it? >> they love it. every day is a new adventure. it is the adventure of the open

road but we have comfort. we do children's museums and beaches and every attraction you can imagine over the summer and my kids get education disguised as entertainment. >> we are back in the master suite where you have a little flat panel on the wall and a dress and queen size bed. >> two flat screen tvs in here, shower, toilet, everything convection microwave oven and it's really, it is the best way to travel. i can't imagine traveling hotel to hotel and airline to airline with my family. we have the home with us. we have room for our comfort items. >> what is the disadvantage. where to park. in a city setting sometimes it is not that easy. >> you would be surprised. first of all you get a great view of the road. so that is more comfortable and more safe and everything is increasingly rv friendly whether, cities have signs that say rv friendly.

and you can drive most places and we feel comfortable. we are not towing a car and we feel driving wherever we have to go. >> supermarket, laundromat, wherever. >> and there are 65,000 rv camps and there is a book three inches thick and they rate how clean and how environmentally friendly and what kind of space you have and so you can pick and choose and there are many choices. that's the great thing about rving you travel at your own pace and terms. >> to do you have to plan where you are going to go. >> you can do it any way you want. you can be spontaneous but i tend to be me tick tick louse. that we we can maximize the experience and leave room for spahn nayty. we have done so many things we went parasailing in key west, kennedy space center. the civil rights museum in memphis. all sorts of things. every year is an adventure. >> a comfortable couch.

i have to tell you. how long is this thing, driving something like this versus a car had to take some time to figure out. >> it took a few days. it is 36 long this one. it is different but not difficult. you get a better view of the road. you get used to it quickly. you take wide turns. don't rush things but beyond that is it is not difficult. you don't need a special license or anything like that. >> i like what you were telling me that even though there is a couch here when they are moving the kids are buckled in, safety is important. rv hybrid. this is fascinating. >> we feel great we can have this adventure and be eco friendly at the i am time. >> a true way to go green while you are rolling green. >> coming up free parking at a local airport is a thing of the past and a popular auction site is reduced in fees. we will tell you all about it when 9 news now returns.
