tonight, alexandria's police chief stepped down after a drunk driving arrest. i'm leslie foster. he says he's leaving the department because it's best for the city. david baker is chargeed in a drunk driving crash involving a city-owned vehicle. let's get to peggy fox with the latest. >> reporter: well, lesli, the official announcement came here at city hall about an hour ago and a long-time distinguishing police career has come to a crashing halt because of bad judgment and a big mistake. police chief david baker decided on his own, they say, to design. >> today, alexandria chief of police david baker has submitted his resignation and informed me he will retire as chief. >> reporter: baker was charged with dui after causing an with

injuries on an i-66 ramp in arlington. police say his blood alcohol content was .19, more than twice the legal limit and he failed a field sobriety test. if convicted, he faces five years behind bars. the city manager reflected on baker's exemplary career which now appears over. >> we're very disappointed on what happened and the decisions made by chief baker the other night. but we also can't lose sight of the stellar career as well. that's what we're trying to balance against the mistake made. >> reporter: the city says the internal investigation never got started and is now over. >> before we could sit down and talk with the chief, he came to the conclusion he would resign. >> reporter: the deputy police chief will continue as acting chief for the time being and david baker's trial is set for

next month. i'm peggy fox, reporting live. back to you. >> thank you, peggy. sonia sotomayor is inching closer to the supreme court. today, the senate judiciary committee cleared the way for a confirmation next week. some republicans are concerned about her move to the nation's highest court. >> i can't vote for her, not because she's a latina woman. and i can't vote not her because she's said all of those things. i can't vote for her because she can't defend those things and say i really believe this and i can still be a judge anyway. >> some moderates plan to back her when the full senate votes next week. the senate is busy working on health care reform. democrats and republicans are trying to hammer out a compromise bill. tonight there's word under a senate bill that a non-profit co-op would sell insurance to compete with private insurance. senate leaders say there's

still a lot of work to do on the bill. >> we need to take our time and get it right. i don't think we're there yet. >> meanwhile, president obama led a town hall meeting here in d.c. retired people had a chance to sound off on this. 9news has confirmed a local connection it the terrorist plot uncovered in north carolina. daniel boyd went to school in alexandria and his mother lives here. audrey barnes has the details. >> reporter: daniel boyd is charged with military-style training and plotting terrorism overseas. it may have started soon after he left alexandria when his high school sweetheart who told him hours before the wedding she was converting to islam. alexandria public school

officials have confirmed that daniel boyd attended the high school here from 1984 to june of 19 85. his wife sabrina was also a student there. the couple was living in this quiet north carolina committee when federal officials swooped in, arresting him and charging him and others for training for terrorist attacks. >> everybody is shocked. >> reporter: sources say he played on the state football team had they won the championship. an and sabrina married and inant ghtaanafn isst and afghanistan from 1989 tost 1992 in 1991 he and his older brother were arrested for robbing a bank in pakistan. we went to the condo complex in silver spring where boyd's mother still lives. a man answered the phone when we called but refused to comment. neighbors in north carolina are talking, though, about the religious meetings at the home. hearing islamic music and about

on mayor fenty's request. bruce johnson has more. >> the program gives the mayor's program high marks. this would help spruce up playgrounds. >> mayor fenty is asking the d.c. council for more $24 million to complete the nine- week, three-day summer jobs program for the nearly 19,000 young people. the director of the summer jobs says there's been no repeat of the debachable last year. >> we built a new things. >> the d.c. council has get to formally agree to give the mayor the $24 million to finish the. rah. legislators have been meeting in closed door sessions all

week long trying to figure out how to close the $660 million shortfall. they say legislators will ask the chief financial officer to verify the $24 million needed to complete the program. that amount will likely be approved, say sources, who add that next year's summer jobs program will be reduced to six weeks because of the budget constraints. >> any time you cut back on the budget you are cutting back the number of -- the number of youth that can participate. >> they've hired 100 young -- 1100 people now compared to 300 last year. >> if the d.c. council approves the funds, the summer jobs program would run through august 21st. it's a tough job, somebody has to do it. they conducted safety devices on big rigs.

neighbors have been complaining about big trucks in their community. out of the 23 trucks stopped. 22 were ordered out of service because of safety violations. investigators are still on the scene of a morning fire at the knights of columbus. no one was hurt in the overnight blaze. damage is estimated at half a million dollars. at this point theirs no word on what touched off the flames. there's been a sudden reprieve for one community l heduled to lose their firersfite ye. local firefighters. yesterday, the fire chief announced the calverton would stop operating on emergency services. now they were told they can provide enough volunteers to keep the calverton station. beltsville station will be volunteer only except on mondays through fridays during the day. eugene jones has commended those volunteers for helping out during these tight budget times. still to come -- a new study confirms that texting is

researchers at the virginia tech transportation bureau found texting drivers were 25 times more likely to get into an accident. right before crash, drivers took their eyes off the road and at 55 miles an hour that's more than the length of a football field. >> people are doing this and not paying attention to the highway and you can get hit or i can get hit. >> researchers say the fining should be applied to all drivers. the district bans texting while driving. a child with allergies is so rare, there's no name for it and no cure. the 5-year-old has a feeding tube because he has an allergic reaction to everything he eats. one food he can eat is

89 at national airport with a dew point of 67. you remember a couple of weeks ago, the dew points were running in the low 50s. now upper 60 to around 70. barometric pressure following. the relative humidity at 54. some numbers, cooler near the water. 77 degrees at bwi after the thun rsrmtormwent thre ghnaval it's 91 in fredricksburg and 89 at the top of the hour in hagerstown. the jet stream will be displaced to the west, the cooler temperatures in the upper great lakes. and pieces of energy will be riding through and one of them will come through tomorrow. after that, we'll just see the scattered hit and miss stuff again on thursday and friday. wednesday, probably the west chance for rain.

well, the minute michael vick got released from prison, people assumed the redskins would make a play to sign him if for no reason the redskins make a play to sign everybody. but apparently in this place they are resisting the urge. vinny was asked if the team would make a play for vick and une quickically he said no. championships in rome. he came in second in the 200- meter freestyle to germany. germany's contender wore one of those laserred suits that will be outlawed but. phelps did not. he did not congratulate the winner and he did not pose for a medal and pulled the silver medal off his neck before he left the podium. we didn't know there was this much tension at the tour defrance. the contender said "my relationship with lance is zero. he's a great rider. on a personal never i have never admired him and never will." tiger woods, still the best golfer in the world, but phil mickelson probably the most reloved -- beloved.
