"this broadcast realtime captioned by becky lyon." this is 9news now. a 19-year career ends with the alexandria police chief's resignation. >> the 58-year-old chief was arrested in arlington county friday night. he was charged with driving drunk. he has been the police chief for three years. the city manager says he thinks baker is making the appropriate call to step down. >> we are all very disappointed in what happened and the decisions made by chief baker the other night. but we also can't lose sight of a stellar career as well and that is what we are trying to balance against the mistake made. >> baker failed a field sobriety test. his blood alcohol tested at .19 saturday night, twice the legal limit. he was supposed to be in court

tomorrow but that hearing has been pushed back to august 14th. the seemingly voluntary resignation of a disgraced public official has become increasingly rare these days. there is a long list of those who have been caught violating the public trust but who still fight to stay in office. we asked our own gary neurenberg to explore this question then. when should you stay and when should you go? >> it is hard to get a long list of those ashamed enough to be kit. governor spitzer after being caught with a call girl. most fight to hold on to their powerful jobs. >> reporter: mister chief baker's resignation probably stops any further investigation of his private behavior. >> i think it is very, very noble decision that he made because given his particular role in society he came to the conclusion that he can no longer fulfill that public contract so he decided to leave public office. >> reporter: sarah palin

quitting her governorship early. congressman william jefferson running for re-election after being indicted for corruption charges. when should you stay and when should you go we asked. >> the public interest versus the private interest should be the standard for all public officials. >> reporter: he cites rules that went into effect on january 1st, 2008. >> resigning on december 31, 2007, and immediately set up a lobby shop. >> but clearly did play by the rules. >> played by the rules but this is where his private self- interest really was the deciding factor. he betrayed his constituents. >> reporter: and former congressman jefferson running after indictment. >> we don't see much shame in many these types of officials. >> reporter: the lesson from chief baker's resignation? >> the lesson is that some public officials do have a

sense of ethics and a sense of guilt and shame when they violate that public interest to understand that isn't going to help the office any longer for them to stay. >> reporter: but clearly many public officials just can't give up the power and prestige and fight to hang on despite the public interest. shame is a word we don't hear very much. it makes chief baker's resignation a relatively unusual start. >> you could make the argument in jefferson's case, for example, he hadn't been convicted of anything when he ran for re-election. >> there was an indictment and thereof that $90,000 found in his freezer but you're right no conviction at that point. >> thank you, gary. appreciate that. meantime the man accused of killing dr. george tiller told a judge he is not guilty. he faces life in prison if convicted. today witnesses testify they saw him put a gun to the

abortion provider's head inside a kansas church last month. they described seeing him pull the trigger and speed away from the chunk. dr. tiller was one of the few doctors in the nation to offer late-term abortions. plaxico burress is scheduled to appear in court tomorrow testifying before a grand jury about what happened the night he shot himself in the leg at a new york nightclub last year. he faces up to 3.5 years in prison on weapons charges. he has pled not guilty in the case. a judge could rule as early as tomorrow in the case of banita jacks. she is the dc woman accused of killing her four daughters. attorneys made their closing arguments in the bench trial yesterday. tonight police are hoping you can help bring a missing 13- year-old girl home. take a moment to look at this picture of nancy. she was last seen last tuesday at her house in indian head maryland. her family says she has been known to hang out in parts of

dc specifically along long fellow and kennedy streets in north west. and now again we are hoping to have that picture. doesn't look like we have it right now but police are looking for this missing teen. judge sonia sotomayer has just one more hurdle to clear. today the senate judiciary committee voted 13-6 in her favor. a 16-word post on twitter is now the source of a $50,000 lawsuit launched against a former tenant who tweeted about moldy apartments. can you really be sued for what you put on a social networking site? britney moorehouse is in the webster with the answer to that question. britney. >> reporter: anita, in short, yes you can. it may feel like it shouldn't but the laws of the real world apply to the internet so you better think before you tweet. >> that's interesting because it is a lot of unchartered territory.

heard about the deal or its money. you can learn more about the story in tomorrow's "examiner." soon dozens of of montgomery vehicles will have cams. they will be installed starting in september. the police department is seeking even more grant money and hopes to have cameras in all 800 of its patrol cars within the next three years. the feds are fumbling more than a billion dollars in stimulus money to police departments all over the country but some of the biggest cities including new york aren't getting any of it. the billion dollars program is aimed at helping police departments avoid layoffs and hire more officers but it is also focused on cities with big budget problems and soring crime rates to go along so new york's mayor tries to put the federal face on the freeze out. >> it is a compliment we got left out. it is not a compliment that i like the results of but i do like the recognition that we are doing well.

>> houston, seattle and pittsburgh were also on the list of cities that got no federal cash. national airport is about to get another security upgrade thanks to the federal stimulus package. national will receive more than 7.5 million and that money will pay for some new closedded circuit t.v. cameras. now to an explosive beach tyzard in n occiea . a pipe bomb. someone put the device in e th street. a passerby spotted it this afternoon. investigators are working to track down the person who left it there. a memorial will be held next week for the four people killed in a helicopter crash near hagerstown. the four people died when a chopper crashed into interstate 70 last thursday night. national transportation safety board hope they have a preliminary report on the crash by the ends of this week. memorial service next wednesday

welcome back. good evening, everyone, i'm tony pann. thunderstorms into the forecast heading towards tomorrow morning. possibility that you could wake up to a couple of storms but i think most of the activity is going to take place in the afternoon on wednesday and then just a slight chance on thursday and friday. overnight tonight specifically we will put a 20 or 30% chance for a shower, thunderstorm in the forecast. it is going to be muggy. unlike the beginning of the month when we could go through the night opening the windows that's not the case tonight. probably not for the next couple of days either. temperatures only make it down to 73 or 74 in the city. during the day tomorrow mixture of sunshine and clouds. 50% chance for showers and thunderstorms. so that chance for rain higher than it was today. the high temperatures a range between 84 and 89. sunrise tomorrow morning coming up at 6:07. here is the weather picture. last night we were talking about afront that was approaching from the west and how it was going to stall right in our neighborhood then dissipate. well it did that but the remnants of that front or ghost of that cold front are still in

thunderstorm each day and the temperatures will stay about the same. upper 80s to around 90 degrees until perhaps the middle of next week. i think a stronger front is going to come through late monday or tuesday and that will drop the temperatures back into the mid-80s. in the short term more of the same and i think the best chance for rain this week is tomorrow. that's probably the best chance for rain. >> all right. tony pann, thank you. >> okay. tonight in living well. sounding the alarm about tanning beds and their direct link to skin cancer. for years scientists have described tanning beds and uv radiation as probably cancer causing much tonight a panel of cancer experts upgrades the warning to deficit putting tanning beds in the same risk category as tobacco and arsenic. >> there have been a number of studies showing an increased risk in melanoma and it is particularly in people who start using tanning beds before the age of 35. >> in these young people doctors say the melanoma risk

jumps 75%. the american cancer society suggests using bronzing creams or self-tanners instead. tomorrow we will find president obama in virginia at a kroger supermarket. he is selling health care reform. it will be a town hall style meeting just like the one he had today here in dc with the aarp. >> as costs balloon so does medicare's budget and unless we act within a decade, within a decade the medicare trust fund will be in the red. >> on capitol hill both the house an senate are still trying to hammer out that health care legislation. there is word under one senate proposal that a nonprofit co-op would sell health insurance to compete with private industry. that rather than give the federal government a central role in the marketplace. meantime president obama's cabinet members will spend part of their weekend working. there are 22 officials with cabinet rank and they all plan to meet with white house senior staffers at blair house this

friday and saturday. six months into the obama administration the purpose of this working weekend is to review the president's agenda and look forward. today a handful of cabinet members were up to their eyeballs in canned tuna and jars of apple sauce coming to the capital area food bank to make a delivery dropping off items collected by federal employees. it is an ongoing effort among government workers to donate 1 million pounds of food to those in need. 13 dc schools are getting ready to undergo a transformation. they will become what they call team based catalyst schools. >> one of the things we have to do is not just create a better school system but create a better system of excellent schools. >> we want to offer the kinds of programs and initiatives in our dc schools that first and foremost engage our students in learning but, second, that
