fo rce s rangra out around 3:00 on eagles nest 00 gleaes nest court in germantown, maryland. our 9 news now digital correspondent armando trull has been following this story and he is joining us with more information. armando? >> well, j.c., a lot of questions remain. among them, why would police officers open fire on a resident of this complex, killing them. what did he do to deserve that? detectives don't know if it was one officer or two who opened fire on the man. one thing we know is a long- time residence described as peaceful and quiet, last night it was anything but. >> i'd say it was 3:00 a.m. or so. just awakened to rapid pop pop noise. >> reporter: a male resident of this apartment complex in the 12,000 block of eagle nest court was shot and kill by montgomery county police early this morning. neighbors say it was a chaotic scene. >> i could hear some sobbing

and crying and, you know, just nervous chatter going on. and. >> reporter: how would you characterize the chatter. >> it was a female's voice and she was hysterical. >> reporter: two officers responded to a 911 call at 3:00 a.m. after whom ever dialed hung up immediately. the confrontation happened in front of this small patio. >> when fire rescue arrived on the scene, officers were performing life-saving efforts. >> you could hear the hysterical female voice an the male voice say get the sharpest object you can find. i'm putting on a mask, something like that. >> the subject was pronounced dead at the scene. a gun and knife was found next to his body. >> reporter: now montgomery county detectives have ruled out several scenarios including burglary, soaplessic violence and suicide. reporting live in germantown, armando trull for 9 news now and wusa9.com.

a truck overturned on the beltway this morning and it is still affecting drivers. the accident happened just before 7 a.m. in alexandria. between the eisenhower avenue and van dorn street exits. a fire began when a tanker truck overturned after an accident between the truck and several other vehicles. and we're told one person was injured. very soon dozens of montgomery county police cars will have video cameras. the so-called dash cams. the county council accepted a federal grant to put cameras in 100 patrol cars. they will be installed in september and the police department is seeking more grant money hoping to have cameras in all 800 patrol cars within three years. the federal government is funneling more than $1 billion in stimulus funds to police departments around the country. but several big cities, including new york, will not be getting any of that money. the billion dollar program is

aimed at helping police departments avoid layoffs and hire more officers. but it focused on cities with big budget problems and soaring crime rates. >> it is a compliment we got left out. it is not a compliment that i like the results of, but i like the recognition that we are doing well. >> reporter: houston, seattle and pittsburgh were on the list of cities that will not receive federal dollars. a 19-year-old career officer with the alexandria police department will soon have his career come to an end. the city's police chief, david baker, says he will retire on friday. he was arrested in arlington county on saturday night. he faces drunk driving charges. baker has been alexandria's police chief for the last three years. the city manager says he thinks

baker is making the appropriate call. >> we are disappointed in the decisions made by chief baker the other night. but we also can't lose sight of a stellar career as well and that's what we are trying to balance against the mistake made. >> baker failed a field sobriety test. his blood alcohol tested at .19 on saturday night, twice the legal limit. he was supposed to be in court today but that hearing has been pushed back to august 14th. right now federal agents are said to be in pakistan searching for an 8th man connected to baa-ussed terror a- cell. the alleged leader, daniel patrick boyd was arrested on monday in north carolina. he's been charged with conspiracy to murder, kidnap, maim and injure persons abroad. boyd went to t.c. williams high school in the mid ' 80s. his carolina neighborhoods

reacted to his arrest. >> everybody in the neighborhood is just shocked. they are just going through the house and probably bringing things out. >> just don't know in this day and age. you just knt n' t who your neighbors are. >> reporter: boyd's mother still lives in the washington area with her listed address at a condo in silver spring. when 9 news now called her residence a man answered the phone but refused to comment. boyd and six other defendants in the case are due in court tomorrow. today, the house is scheduled to debate the $636 billion pentagon spending bill. the white house is threatening a veto if it includes funding for f-22 fighters and the replace presidential helicopter. the obama administration and military leaders are trying to end both programs. five republican senators have said they will vote to confirm sonia sotomayor to the u.s. supreme court.

the senate judiciary committee voted yesterday to approve sonia sotomayor with one republican member joining democrats in supporting her. the full vote could come next week and judge sonia sotomayor is expected to easily win conformation and become the first hispanic on the high court. a big day for the burgundy and gold fans because redskins players are reporting to training camp today and practice will start tomorrow. sara walsh is joining us from redskins park in ashburn with a preview. >> reporter: hi, j.c. training camp is upon us. as we drove in they were putting the final touches on the complex and putting up souvenir tents that fans will walk through tomorrow morning. jim zorn will address the media at 12:30 today and players are trickling in. they don't have to be together until 3:30. they will hold a team meat meeting and after that should be in meetings throughout the evening.

police in boston have a grisly murder and kidnapping to so much they are looking for someone who tore a fetus from a mother's womb and then stuffed the woman's body in a closet. a neighbor called police after smelling a strange odor coming from darlene hayes' apartment. >> according to medical personnel, given the late stage of pregnancy this infant was viable and it could perhaps survive. it may be alive as we speak now but the baby would be in dire need of medical attention. >> reporter: right now, police are looking for the father of hayes ' daughter. she filed a restraining order against him after he allegedly assaulted her. officials appear to be closing in on michael jackson's doctor. because for the second time in a week, authorities raided dr. conrad murray's medical
