went down -- the humidity went down. certainly not the active weather like we saw last night with the tornado warnings and such. let's take a look at what we expect over the next couple of days. tonight, relatively quiet. a little less humid. still a slight chance for a shower or thunderstorm. certainly no severe weather. now tomorrow, a different story again. we'll see another one of those systems come in. that will create the thunderstorms. some of them will be strong on friday. we'll talk more about that and check the seven-day forecast when i come back in just a few minutes. derek? >> thank you, tony. now to the other top stories, a system meltdown and a massive blaze. is there not enough water pressure to fight the fires in parts of the district? help wanted. and the volunteer firefighters, they desperately needed it in one local town. plus, the budget bust. local lawmakers, scrambling to fix the busted budget. >> a tobacco shop in northwest, where the owners say that raising the cigarette tax won't help d.c.'s budget.

>> the city council wants to raise the cigarette tax to $2.50 per tax, one of the highest taxes in the country. in virginia, it's only there are 1. >> it won't generate the money that i think that they will generate. people going across the river and buy their cigarettes that way. >> reporter: they want to raise the gasoline tax to $.25 a gallon. >> that's not how i would like to adopt the budget. that is if they certainly want to do that. if they come with the budget, then yes. >> they approved cuts to summer school and the freeze on the funding. a vote on the plan is expected tomorrow. >> i'm scott broom at the fire house at capitol heights where the mayor of this town, they are asking the residence to step up and be volunteers. as paid firefighters, they are being asked to step out to save

money. talking about being aggressive in the town and bring more volunteers. >> it is a tough cell for them to come to work and where they are really busy with the 6200 calls per year. >> and there will be no reduction in service. and they will be able to be covered by the surrounding companies. they will still cover the emergencies here, just from a mile and a half further away. up in northwest washington at the burned out home where the former school board. >> it is a shame to make a mistake. a home out there and a shame that they have lost. >> but who made the mistake to allow the mansion to burn out there because of the low water pressure? unlike in 2007, when there are similar problems in the apartment building out there. this time, d.c. fire, they are not pointing fingers.

pressure, thank you. >> obviously they were there for good reason. but it is obvious, we don't have any answers yet, do we? >> no, no answers yet. i just think that it is unacceptable. they don't make a difference ho you are or where you are. that is just a basic function of the city. and whether it is out there or the city, they need to resolve that. not only do you say that it is resolved, but you need to know for sure. >> watching this unfold for the next several weeks. that's how they all feel about that being raised in the middle of the recession in d.c. that is exactly what's coming before the council. how are you going to vote on this increase and what's your reactions to the prospects when they are struggling? let them commend all of them doing a great job bringing them to work through that to the

rehab, balancing this budget. and with when i talked to residence, what they don't want, they don't want to make sure about that and the trees are cut. they want to make sure that they are safe and they have quality schools. and they do not want to see the city cut core services. as you know, the budget reductions, they are not all in the tax revenue and the tax increases. they have to have a balance out there. to balance that on cut to our middle income and low-income residence. >> the fact is that the washington post, they posted the area saying if they go through, then that is going to also affect the policeman's retirement program as many as 300 cops will lead the force.

some of them i support the increase for them and on the cigars. those are the areas that are important for them and with people tweeding back. they tell me that we have a balance approach and they cannot cut all key services for them. there has to be some revenue enhancement. you know that they are tough decisions. >> fair enough. you're raising taxes on cigarettes, for example. that is just something that the folks can drive right across the maryland and virginia border at a much cheaper price. are you worried that is going to hurt sales in the city and to sort of the opposite effect of what you want? >> i believe in smoke free. you know, they are smoke free and a healthy environment and people thought that all the restaurants were going to collapse; which has not happened. these are tough times. we have to make the tough choices. you cannot do it with cutting all core services. none of them want that. we're not going back to this day, giving us a balanced approach to look at reasonable, well, revenue increases that will balance this budget. >> so you're going to vote yes

on the pwuplgt tomorrow and for these cuts as we have mentioned? >> they are going to come up one by one. some that give you heartburns. and you know, all of that. >> which one? >> any time that you touch education, we give you heartburn. let's be clear. the property tax, they will give you heartburn even though that two cents, they may bring in a revenue of over $40 million. still not an area that you're prepared to go to. but i think that you'll have to go there. that's the good question for some of the tax increases that i see, being proposed out here. i don't think that me of those won't be on the table. >> you're looking closer. thank you for coming in tonight. we appreciate your time. new tonight, the interrogation tapes from the case. for the first time, see it from a woman accused of killing her fo ?f @

for the first time, we're hearing from the woman convicted of killing her four daughters. taking a copy of the tape. and that is a chilling look into the girl's last day alive with the mother. and they spent much of the day listening to the tapes. joining us with more that could have been interesting to say the least. >> that is how many were out there and how they might have died. tonight for the first time, you'll hear them tell their version of the horrors on sixth street. where they found them living

with the rotting corpses of the children. deshovelled and obviously the mother of four was being interviewed by the season homicide detectives, wearing a white jump suit and eating the first food that she claimed she had for days. right away, she brings up trouble with the oldest girl, britney. and they started hanging out with the wrong crowd. >> she wanted to be in the school. and the home by itself. >> raoeufplgt >> to . at razy >>. or r. dep just crazy. >> repor d cthe trial, they presenteevidence of jack's anger over britney's anger and her interest in ic e. until she died. >> did you ever worry about her setting that out there? >> four girls in her word, who just went to sleep.

them. now, i have to point out that the detective who interviewed her for eight hours that she shed one tear during the entire eight hour interrogation. and at least not on court. she will be sentenced on october 16. >> chilling stuff, thank you. i appreciate it. >> well, the arraignment for james bond is now scheduled for september 2. the 84-year-old, they were indicted on seven charges. they were accused of killing the guard. they set the holocaust museum last month. four of them became out there to carry the death penalty. >> and the d.c. officials, they cut the ribbon on the city's newest schools. the schools without walls. they are the former 118-year- old grant out there. and the school counselors, >> that is what our goal is for the next five years for us to renovate and modernize every one of our d.c. buildings so that every child who comes to school

in the morning, they feel the same way. the and about wanting to be there. >> the new school, including the 68,000 square foot edition and the area for them and the smart board and the wireless area all throughout. good evening everyone. it looks like things are going to get active again towards the beginning of the workweek if you count friday as your weekend. and the chance for rain going up to 15% tomorrow morning and some of the storms, they mite be kind of strong. right now, it looks like saturday that will be the best day out of the three weekend days, particularly for tonight and partly cloudy skies, it's a little less humid than last night and still very comfortable. a slight chance for showers and thunderstorms. most of you will be dry. low temperatures upper 60s to around 70 degrees. during the day tomorrow, chance for showers and thunderstorms against the severe weather that is a possibility on friday. and high temperatures in the mid-80s, sunrise tomorrow morning. and that is at 6:08. here is the weather setup, a little pressure drop off to the

west, more of the wind shift line than anything else underway. under a slightly less humid air mass. the dew points in the mid-60s as opposed to the 70s ke li st y.erye dath ia little t bittbeer we can see some rain coming in the southwest coming up through west virginia back into ohio and kentucky and tennessee. and a chance for rain that will actually go up as we go through the night tonight. but i still wouldn't put it at a higher mark than 30%. odds are if you have outdoor plans on this thursday evening, it'll be just fine. 85 degrees atop the hour at the dew poeupt of 65. producing a relatively humid at 63%. some of the other numbers, low 80s for them and wind chester, but 83. and that is out there, same thing for the air station. they are back into the upper 60s and 70s. and the jet stream, they are off to the west and the mild air, the cool air locked up in the great lakes, one of these disturbances, they will pass by from northeast into the jet stream and that will be the thunderstorm out there during the day on friday and again,

some of those will be there and it looks like saturday will be mostly dry and an isolated storm and another chance for some more organized precipitation into the day on sunday. so saturday, they are looking like the best weekend chance. temperatures all the way through the middle of next week to stay in the same. upper 80s to around 90 degrees. so tomorrow, that will be a little bumpy again. we'll keep an eye on that. but relatively quiet they knowing. >> we're think for sunday in the morning, afternoon, i think more like late in the day. and then that would be the best chance of rain. >> they will say not a total washout. >> there you go, thank you, tony. back in just a few minutes. we want to hear what you think. send your e-mails to the address on the screen. nine news now will be right back. c#2g

president obama may have had sergeant crowley and all of them over tonight. but not everyone is ready to be out there. he says he's a retired d.c. police officer. he demonstrated he does not understand what constitutes that. it is something that many of you see peer yours don't know -- superiors don't know either. i believe that it is stupid. he screwed up. i feel like the president should not have invited him to the white house. the arrest was not legal.

>> okay. well, speaking of crime and punishment, melissa says she is truly glad to know that the redskins have no interest in signing michael vick at least for now. however, if there is ever a juncture to use their word that they would want him, they would lose me as a fan forever. i cannot see even a brief glimpse of vick on tv or hear his name without remembering his depraved cruelty. sure, he served his time and completed probation, but it would ruin football for me and my family if he ever comes back to the nfl. you know what, i had a thought and it mite be crazy, but i get it. you're furious with him, you're not willing to forgive him or offer a second chance, but you would let his presence ruin your football fun? afterall, if he is on someone's team, he's doing his thing. if you stop watching because of that, then don't the terrorists win? just asking. e-mail us. well, that is our report. i'll be right back here tonight at 11. don't forget, you can log on any time you would like to
