to $4,500 to trade in a gas guzzler for a more fuel efficient car meaning it could cover 222,000 deals and people are moving fast. the news is a shock to one car dealer in indiana. >> we got to figure it out. we have to figure it out in a hurry. >> reporter: the white house says the government will make good on any deals already made. and it is taking a look at the program to see if more money can be available. this morning the dc city council meets to talk tax hike and budget cuts. if it is passed people who live, work and drive in the district will pay more to help to close the budget gap. 9 news now digital correspondent armando trull is live outside of the wilson building with the story. >> reporter: jessica, it's a $660 million budget short fall over the next three years and to cut that gap the council is expected to approve a sales tax hike from 5.75% to 6%, an extra

50 cents on every pack of cigarettes that people buy and 3.5 cents more for every gallon of gas you put in your car and with the is the council member at large. thanks for joining us. >> good morning. >> why is the council going forward on the sales tax hike. >> first of all, let me say the chairman has done a phenomenal job orchestrating the budget process. you mentioned taxes and i don't think there is anything certain yet. there will be much debate about any of those items, the gas tax for one and others. we are in difficult times and we have to make difficult choices. we can't cut services on one side. people want their trash picked up and safe in their neighborhood and make sure that the leaves and trees are trimmed. so cutting services are problematic and we have too find revenue enhancements and we have some that will be presented today and nothing is certain as of right now.

>> in addition to that are there other revenue enhancements people are looking at. >> i'm sure there are some suggestions. this is a democracy. we will have a lively debate but we are not going to tax and cut our way out of this. it needs to be a balanced approach and that's what people are saying, we understand we are not going to balance the budget on the back of low- income and middle-class families and we have to find a balance to do so. >> we had an opportunity to speak to jack evans. let's hear what he has to say. >> the city is trying to close a $340 million short fall. every agency has to contribute to that. schools have $33 million in human services everywhere across the board, public safety. they have to contribute to that short fall as well as revenue enhancements. so not going to be easy but i think my colleagues are up to

the task. >> spending way beyond the population. >> it is spending way beyond its means. the city has 570,000 people. local budget alone is almost $6 billion and $10 billion budget overall. granted, we do things that other cities don't do. we operate as a state for many purposes but we have an enormous amount of spending going on here and we have to cut it back. >> reporter: two options off the table. no raise in income tax or property tax. reporting live from the wilson building, armando trull for 9 news now and wusa9.com. >> thank you. mayor fenty is promising a quick investigation in to water pressure issues after wednesday night's fire that destroyed a home in northwest. neighbors showed us how a private pump kicked up the water pressure in the faucet. the mayor says the detailed report of what they knew and did about the pressure problem will be made public. as mayor fenty talked to the neighbors say they say they

want to believe something will get done but are not confident. >> we will issue a report and tell you what we will do about it. >> i hope that you as mayor will get it done as quickly as possible. >> we will get it done early next week. >> they don't want to wait long for the report in case there are more others compromising public safety. the mayor of capital heights is on a recruiting drive. he is hoping to get people to sign up to become volunteer firefighters. as of next week the nearest station won't have as many people. residents fear it could lead to slower response time. the judges assigned to hear a civil lawsuit in the virginia tech murder case have recaused themselves. in court papers, montgomery county, virginia, judges cited a conflict. the lawsuits were filed by the families of two of the students killed in the massacre. a new witness in the chandra levy murder case and the man charged with filling the federal intern heads to

court today. prosecutors say the new witness identified the suspect as the man who attacked her on a jogging trail. it is unclear exactly where that attack took place. chandra levy disappeared in may of 2001. her body was found in rock creek park a year later. arraignments for the man accused of killing a security guard is set for september 2nd. james von brunn is an 89-year- old white supremacist. he was due in court yesterday but the hearing was cancelled. he faces a seven count indictment and could get the death penalty if convicted. he remains in the hospital recovering from gunshot wounds. more problems for metro this morning. a bus driver was arrested on thursday after crashing a bus along good hope road in southeast washington. our partners at the examiner newspaper report that arrest led police to discover she was driving on a suspend license. her license was suspended in may but it is unclear as to why. also yesterday, newly- surfaced photo of a bus driver

seemingly using a cell phone while behind the wheel. it was first posted on a local blog. the metro gm says that's not the image he wants out there. >> the policy is very clear. you can not operate a metro vehicle or bus while using a cell phone to be talking or texting. and the policy is clear what will happen if it is determined that is what you have done. >> reporter: several recent incidents prompted metro to issue a zero-tolerance policy for any driver who uses a wireless device behind the wheel. the suddens have been cleaned up from the beer summit. vice president and president obama sat down with gates and sergeant crowley. crowley arrested gates earlier this month after a neighbor re ed rtpo rtecsutespd ecspd burglary the incident sparked a national debate about racial profiling. >> this is a positive step in going forward opposed to

have a tremendous impact on the timeliness of the service that we, as lenders, can provide. for example, the disclosures which have to be provided to every borrower and it is a great idea that they are so the borrower can make an informed decision will have to have a four-day waiting period after the borrowers get them before an appraisal can be ordered. if there are any changes to the good faith estimate which is a summary of what we expect to be made, more than 1/8% of the loan amount a new good faith estimate and disclosures have to be done which could delay settlement. >> this is potentially slowing down a process that can already be loaded with pitfalls. any tips that you can figure out yet? >> work with your lender. this is unchartered water for all of us. the laws are just taking effect. i haven't taken an application. no one has taken an application under these new regulations. so we are working on providing the best type of service

available in unchartered water. >> let's talk about the state of the housing market right now. we got some data out earlier this week. the report shows in dc prices have been up the last two months. we -- have we bottomed out in the real estate market. >> i'm not the one to answer that question but whether people should be buying now it is up to the individual. up to their situation. and i encourage people to look at three main things to focus on. one is their income. is there a stable income coming in to the household? secondly their debt, are their debts low and do they have cash or some other source available for a down payment. that's major stumbling block for folks. if they have those resources available to them, anytime can be a good time to buy. >> if people are looking to finance a home purchase, any types for them on that? >> financing, of course, we encourage people to look at every document carefully. take your time.

i have to say when with the regulations, i'm all for them. slow the process down. give people a chance to look at the documents and understand what is in front of them and make sure they are taking on an obligation that they can truly handle. >> in terms of the mortgage applications you see coming in, have you seen a pick up in home sales. >> i have seen a pickup. whether we have bottomed out or slowed descent i'm not sure. usually know that type of information on a historic basis but i have seen a big pickup in application. it is not the glory banner years of 25 contracts coming in on a given house but we are seeing life. interest rates are low, prices are low and that's a good combination. >> you two gentlemen will continue taking calls here for folks and we appreciate your advice. and we appreciate the advice you are giving to folks on the phone for free i'll point out.

interesting topic. let's get in it to first. joe, what is a living will so people understand what we are talking about? >> everyone thinks of a normal will which bequeaths your assets among beneficiaries. a living will is when you are alive and gives specific instructions on what path the doctors should follow. it is a great starting.for people who are single or who may not have anyone they feel they can trust but there are other methodologies that are more includive and better solutions. >> lena, talk about the urgency, why is the president doing this. >> he was concerned about end of life situations which is the bulk of the health care costs today. what a living will does, unless you say what you want to have happen in the event of incapacity or in the case of a living will when you are terminally ill and death is imminent there is no guarantee you will have what you want to have happen and doctors are sworn to preserve life. so unless you have a living

will they will not terminate treatment rapidly at all for you. there's a whole procedure that goes in to that. >> in terms of sething up a living will, what are tips for folks? >> a living will is a straightforward document. if i am terminally ill and death is imminent, pull the plug if you. the other is a health care power of attorney and that enables a client to determine who will make medical decisions for them if they are no longer able to make it for themselves. without that document there is no guarantee that your spouse or parent or loved one will be able to make those decisions for you. that document also covers a host of other issues, such as are you concerned about in-home health care, organ donations. do religious beliefs affect your health care. so the living will and health care power of attorney and there's a new law designed to

protect parent/doctor privilege called hippa. and if someone releases information, you are protected medical information to someone who is not specifically hippa authorized, the individual or the institution releasing that information can be held criminally and civilly liable. so it is also important to make sure your health care power of attorney specifically says your agents are in fact hippa authorized. >> went we talk about this issue we think of estate planning in general. any tips for estate planning. >> there are obvious things to do that seem obvious in retrospect but surprising how little people do. the most common thing i come across is people have safety deposit boxes and they have their will and living will in their safety deposit boxes. what will happen in the case of a living will, is they become incapacitated -- incapacitated and the spouse or the child will come in try to get those

documents from the safe deposit and not be able to do that. so there has to be a report order and this delays the process and it happens more often than you care to think. there are 14 or 15 common things and i have a sheet that i can send to people if they want to call my office. but other things are just making sure you have your assets listed. making sure your spouse or whoever will be handing your estate will know where everything is. any expenses. if you are getting later in life, multiple jurisdictions on estate settlements. >> people can call with questions. they can call you for free. lena, joe, thank you so much for answering our questions. >> thank you. coming up, they went on a trip of a lifetime but instead some local students got a lesson on being quarantined. that story is coming up. if you struggle to avoid

could a reverse mortgage help you avoid foreclosure? here to talk about the pros and don'ts of a reverse mortgage is ken mckay. he is the senior adviser at academy mortgage and dan kaplan is back from clark financial. do you have to be a certain age to get one? >> you have to be 62 years old or older to participate in the federal government program. >> how will this help somebody avoid foreclosure. >> if they are in foreclosure, depending on what the property and loan balance is we can use it to pay off your existing mortgage, take them out of

foreclosure, eliminate monthly payments to create additional income they can use for other things and save their home. so it works well. >> the money they are getting for the reverse mortgage at the time of their death, then what happens. >> it passes to hair heirs just as though there were no reverse mortgage on it. the heirs have up to a year to pay off the reverse mortgage. they do it by selling the home and paying off the reverse mortgage or come up with the funds or refinance the home and keep the home. >> dan, you are do a lot of refinancing, how much call do you get of reverse mortgage? >> there's a lot of interest there. there is little down side to the reverse mortgage as long as you are old enough 62. to come up with a down side is a fairly heavy amount of paperwork. it is a timely process. it involves counseling of the homeowner so they understand every aspeck of the loan but

shy of that there is really no down side. >> can you outlive the reverse mortgage. >> yes, you can and if you do you are living on government funds because the government has a mortgage insurance premium that says the most you can owe is the value of the home. >> what is the typical term of a loan. >> the younger you are going in the longer the reverse mortgage will last. >> this is a relatively new -- how long have reverse mortgages been around. >> this is second generation. >> i will be honest the first batch were not as favorable to the homeowner as they are today. there are a bunch of protections, including the fact that the homeowner is not personally liable nor are their heirs on the note itself. it is secured by the property. >> i think we are learning more because i was under the impression if you lived two or 20 years, whatever happened when the mortgage was up, the mortgage company took your house and that was that. it was a crap shoot. >> not at all. in fact what does happen is there are actuary calculations

to determine one of several things. for example, if you own your home free and clear you might be able to get a lump sum of $200,000 out at the time of closing and that's the end of the transaction. in other situations for people who are strapped for monthly income rather than taking cash out option you can get a monthly annuity of cash sent to you each month. it will go until a point where the house itself is tapped out but that could be many, many years. >> and it is guaranteed to continue as long as you live in the house, even if you are beyond the value of the house at that point. or you can use a line of credit which is what a lot of clients do. they access a line of credit so they are drawing on the money as they need it. they can vary how much they are taking and keeping their costs down. >> like the reverse mortgage helock. >> like a helock version. >> without payments require on the part of the homeowner. >> this is something that if

in the living well headlines. the house approved the first overhaul in 70 years to food safety laws. the bill gives broad new powers to the food and drug administration to regulate how food is grown and processed. it is largely in response to recent food contaminations involving everything from spinach to cookie dough. high school students from maryland and dc are back home after quarantined in china over fears of the h1n1 flu.

they arrived at dulles airport last night. the kids planned to attend a two-week summer program but they were quarantined when one got sick. a few tested positive for h1n1 but have recovered. more americans are returning to complimentary and alternative medicines to treat various ailments. a report says 38 million adults visited a chiropractor and acupuncturist in 2007 and spent $34 billion. experts urge patients to research alternative medicine therapies and products. many consumers are asking how could it be at a time when the obama administration is cracking down on credit card companies rates are on the rise. what's a consumer to do? with me is the ceo and founder of card hub.com and let's talk about the credit cards. why are credit cards rising.

what can people do about it right now? >> the rules in affect by the president obama will affect how the card companies run. so they are trying to sort out their book and we are seeing tremendous increases on rates. that's why on card hub we launched a center, helping consumers. one out of 13 credit cards is in default. hasn't been this high since ' 72 when they started to keep statistics on these things. so we launched this to help consumers find out solutions in regard to rising interest rates that are causing so many consumers not to be able to pay their credit card debts. >> on that website, consumers can find good tips. can you share a couple with us?

>> absolutely. it is important for consumers to understand that the first option when they are in trouble is to call the credit card company and figure out what options are available from there. they should be at card hub we have three main solutions they all affect your credit but a lot of consumers have bad credit because of the difficult economy. so the three options are debt management management plan, and the lower interest rates. debt payment where you withhold payments from credit card companies in hopes they will be willing to settle for less and they hurt your credit much more than debt management and lastly bankruptcy which is an option consumers should keep on the table as an option to get out of not only credit card debt but credit card debt, as well.

>> let's talk about multiple lines of debt. a lot of people are dealing with credit card issue and home financing issues, what do you advice to people who are up to their eyeballs in debt and trying to get out out from under it. >> take a deep breath and we urge them to put the credit cards on the table and keep them and leave there there. don't use them for a while and get an idea where a person stands. we urge people to come to a credit counseling agency and talk to us about their long- term goals and what they want to do. and if part of their goal is doing something financially we need to understand that debt is going to get in the way of that. until we understand emotionally and viscerally they have to be in charge of that debt. once they understand that then we can put them on a path and get to the long-term goal. hopefully they are establishing a savings or looking to buy that first home or some type of
