inviia bunoh rtd an buwestnorth and we elcabulencd uth of town in effect until 9:00 but i think we can give you the all clear as far as severe weather goes for everybody. >> now back to the news desk. that severe weather you talked about knocked down a large tree on 66 in virginia. it fell across the westbound lanes of the roadway in rosslyn. we're told two people with minor injuries were taken to virginia hospital in arlington. traffic was blocked more than an hour while crews worked to remove the tree. the scene is now clear. a bus operator was busted for driving on a suspended license. why didn't metro know about it until an accident yesterday that's one of the questions asked by our digital correspondent scott broom who's following this still developing story. >> reporter: at a busy intersection, 25th and southeast on thursday --

>> a second fender bender. >> reporter: witnesses say a metro bus hit a car pulling in to traffic from the curb, a minor incident that turned in to a big deal. >> shouldn't have been driving in the first place. >> reporter: because the bus drive driver's license was suspended and she was arrested. >> i'm surprised. >> it is up to the bus operators to share that information with their supervisors. >> reporter: metro spokesman explained today there was no way for the agency to know its driver was on the road without a license because the transit agency relies on drivers to report themselves when they are in trouble with the law. and in this case it didn't happen. >> she was unaware that her license had expired at the end of may. >> seems to be a big one and would have checked that out. >> reporter: metro says there has to be a better way if drivers have lost licenses. >> should be a way to communicate with one another. >> the agency conducts an annual license review and it has recently directed metro

police to check operator licenses, as well. this as metro continues a comprehensive review of operator misconduct poolcies -- policies. in the end the bus driver who's been on the job since 2001 is on administrative leave but the driver of the car that took the traffic charge in this case, failure to yield. scott broom, 9 news now and wusa9.com. >> the driver is identified as carletsta douglas of oxon hill. the district will get $182 million in stimulus funds. the money from the american recovery and reinvestment act will help to fund transit improvements in washington. metro will use its portion to buy 47 buss, 74 vans, upgrade rail stations repair tracks and replace the southeast garage. you heard it first on 9 news now. today with no opposition the city council voted to increase

the sales tax. , gas tax and cigarette tax. as digital correspondent reports the council decided to raise the taxes after making cuts to every agency. >> reporter: every purchase you make in dc will soon cost more. the dc city council voted to raise the sales tax a quarter to 6% and the gas tax up 3 1/2 cents a gal and the cigarette tax up 50 cents a pack. >> anytime they raise taxes on anything people use, all they do is quit using it. it does not work. >> reporter: while raising taxes gets people upset, others accept it. >> our government needs money so they will find a way to get it. it is one way, to tax us. >> reporter: do you think it is okay to raise cigarette tax? >> no, i don't but i'm not the one in the seat. >> reporter: jim graham is in the seat and voted yes to the tax hike but would have preferred to raise income taxes. >> i'm generally opposed to the sales tax as an instrument because of its regressive nature. i would have preferred a tax on

the highest level of incomes, the millionaires tax. >> reporter: the council stayed away from raising income taxes and instead focused on taxes that most people may not care or know about. >> i think dc could use all the money they could get and if i didn't know what it was before, it only went up a quarter of a percent i'm not going to try about it myself. >> reporter: it now matches maryland, higher than virginia's 5% sales tax but lower than other states. >> we pay 9 and 1/4 in tennessee. >> they raised it to 6. >> oh, 6. i might have to come back more often. >> reporter: now to be approved, the revised budget plan has to go through a congressional review and get the mayor's signature. the mayor said he will sign it. the taxes go in to affect in october. back to you. >> all right. peggy, i'll take it back for her. anita? >> a judge is refusing to postpone the trial for the

suspect in the chandra levy errdmu. lawyers for the man asked for more time but the judge said no. he is scheduled to go on trial in january. police are looking for a man who exposed himself twice inrda reston area. sha ppenedyesterday on e enth ington dod d onolwanimi trail arnee il m marker 13. three womeldn to . three women told police a man on a bike exposed himselwoto them. the suspect is described as a white male in his early 40s. yesterday's exposure follows an attack on the trail between air hill avenue and the vienna town line. police say a man on a bike stopped them and exposed himself to a woman. when she started to run, the man grabbed her and she got away. police released this sketch of that suspect. it is not clear if that attack is related to yesterday's exposure. in light of the recent

incidents vienna police are reminding women to walk or jog in pairs, carry a cell phone in case of emergency, always report suspicious activity, know your location at all times and be aware of your surroundings and avoid isolated areas. investigators are looking in to the cause of the massive fire that destroyed former dc school board chairman home. today lindsey mastis got a closer look at what's left. >> reporter: investigators looked at the damage from a bucket truck. the roof gone. the cause unknown. >> we have to bring in heavy equipment and large cranes which will help them stabilize the structure that is existing, move the heavy debris from above and actually dig down in to the areas where they think the fire may have started. >> reporter: nearly everything in the house has been destroyed, but the -- what the fire didn't touch, the water did. we are told a portion of the

basement maybe salvageable. >> i think the basement is a good place to start. i think they will find some jewels in the burned out debris. some things that we are hoping to recover. >> reporter: the fire exposed an even greater problem, a lack of water pressure. investigators had the water in this neighborhood turned off briefly today. when it was turned back on. >> that's the best water we have ever had. we have been in the house four oar five year and that's pretty good for us. >> the neighbor is concerned. >> if that was my house and i was watching it burn down i would be upset. >> her family and insurance adjustors were inspecting what is left of the home. in northwest washington, lindsey mastis, 9 news now and wusa9.com. friends say she isn't ready to talk about her loss just yet. jim graham announced he will hold a hearing to review

oversight of the water and sewer authorities maintenance and repairs of fire hydrants in the district. the hearing is scheduled for september 16th. now to a fiery four-vehicle crash on i-66. the fuel dank of a van ruptured and caught fire. remarkably no one was injured. all of the westbound lanes were blocked during the cleanup. a photograph revealed the extent of the damage to the van. there is a picture of the van. >> all right. well, out at redskins park, at least one person can say, got the deal done, my pocket is bigger and it's a good thing. those are the words of brian orakpo who signed with the redskins today. brett haber has the latest. >> reporter: well, brian orakpo is in a sushi restaurant in austin, texas celebrating his 23rd birthday with his girlfriend not knowing if would be days, weeks or months before he joined the redskins and then

atlantics ended the week mixed the nasdaq lost 57 # 5 and the s&p gained a fraction. tonight car dealers aren't sure what to tell potential customers about the cash for clunkers program. the government plan that spawned the $4,500 credit to a more fuel efficient car is running out of money. as joel brown reports, lawmakers are rushing to fill the tank before it hits "e." >> reporter: when customers arrived on this lot on friday, the toyota sales manager patrick hency wasn't sure what to tell them about the government's cash for clunkers program. >> within a two hour period it was gone and suspended forever

and on and off. >> the program was running on empty. car buyers flocked to dealerships to take advantage of $4,500 to a new car for trading in an older gas guzzler. >> out of the billions of dollars we have spent on stimulus this one is working well. >> reporter: the cash for clunkers program was supposed to lost either through october or until the billion billion dollars set aside to get these clunkers off the road ran out. lawmakers didn't expect it to hit empty so quickly. on friday, the house approved another $2 billion for the program. now it is up to the senate. leaders there hope to vote early next week. president obama praised the quick action on captiol hill. >> we're doing everything possible to continue this program and to continue to help consumer and the auto industry contribute to our recovery. >> reporter: some conservatives call ate bailout and made fun of the program. >> maybe we should have a cash for cluckers program and pay people to eat chicken. >> reporter: those who work in

the car industry say the plan is no joke. they need it to drive sales back this the fast lane. joel brown, cbs news, washington. some local dealerships are yet to be certified to take part in the program and others can't keep up with the demand. we will have more on at 6:00 and for more on whether your car qualifies log on to wusa9.com and click on living smart. southwest airlines is jumping in to the bidding for frontier airlines. southwest is offering more than $113.5 million in the bankruptcy court auction, trumping a rival bid for the smaller carrier. if it is successful, the move would make the dallas-based southwest the second largest carrier by the number of passengers in the highly competitive denver market. a tournament featuring homeless soccer players is now underway here in dc. 16 teams featuring homeless men and women around the nation are competing in the street soccer

it still have a few thunderstorms in southern maryland coming across the northern neck across the water in to saint mary's county. that storm is not technically severe but if you are watching down here i wouldn't be surprised if you saw hail and brief heavy rain and cloud to ground lightning. wind gusts 40 miles an hour but no lightning in affect with that storm. strongest stuff is pushing off shore. had a few tornado gswarninat the present time. you can give it the all clear from the city north and west. switch over to the weather computer and look at the three day trend in to the week. quiet on saturday, going for dry weather. high near 90. typically warm for this time of the year but a chance of a thunderstorm on sunday, especially late in the day. specifically for tonight, partly cloudy skies. a chance of a shower or thunderstorm still. no severe weather but i will show you why we have to keep a chance in overnight. lows near 70. during the day, partly to

mostly sunny and it will be warm but dry. high temperatures upper 80s to around 90. sunrise tomorrow morning at 6:09. this is why we have to keep a chance in. at least until we get past midnight. a frontal boundary is moving through the mountains. this is the catalyst or trigger mechanism for the storms pushing to our south. until that goes by we will have that chance in. you could see activity up in ohio in to west virginia. so until this whole thing goes by after midnight we will have a chance of a shower or thunderstorm in the forecast. but the threat for severe weather will be confined to central virginia and the eastern shore counties. temperature-wise 73 at the top of the hour. winds shifted to the northwest. the dew point is 66. still thick out there. relative humidity is 79%. other temperatures, where it has been raining it cooled to the 70s. 73 culpeper. 77 hagerstown. 74 bbi but 81 at patuxent navy

>> after 16 days in space it made a beautiful landing at the kennedy space center and that's where drew levinson is tonight. >> reporter: the seven astronauts on board "endeavour" glided through the florida sky and back too earth. >> "endeavour" welcome home. >> reporter: the friday morning landing completes a 16-day construction mission to the international space station. >> with what a fantastic mission. we are thrilled to be a part of a team that is able to accomplish missions like this. >> ree for the astronauts during their five space walks is adding the so-called front porch to the giant japanese space lab. it will be used to perform environments in the vacuum of space. "endeavour" also brought home a japanese astronaut after a 4 1/2 month stay at the station. it took a while to get this mission going. the launch was delayed five times because of technical difficulty and bad weather. and once they got up to the international space station, the astronauts had to deal with

top priorities. a series of car bombs in baghdad killed dozens of people today. as charlie d'agata reports those explosions hit during friday prayers and most of the dead are worshipers. >> reporter: blood-stained prayer mats and scattered shoes lie outside of a baghdad mosque after a car bomb blew up killing at least two dozen worshipers. it was the deadliest single attack in at least five simultaneous explosions targeting shiite mosques in the capital. this member of iraq's par limb, demanded the government take action by punishing those responsible. worshipers gathered for prayers when the bombing spree happened injuring over 100 people. the wave of bombings shattered what had been one of the least deadly months since the war began. it is the worst day of violence since u.s. troops pulled out of major cities a month ago. residents blame iraqi police
