celebration of the new g.i. bill the law takes effect this month and in a few hours, president obama will join bill sponsor jim webb to mark the occasion. 9 news now digital correspondent armando trull is live from george mason university with more. >> reporter: audrey, good morning. all of the men and women who went in to harms way after 2001 will have an opportunity to have their bachelors degree paid for courtesy of uncle sam. the greatest expansion of benefits since ' 44 and as you mentioned later this morning president obama and senator jim webb, the lawmaker who sponsored the legislation will be here to mark the occasion. the post 9/11 g.i. bill is the largest expansion of veteran beth benefits since world war ii. it gives military vets a chance to get a free education as well

and wusa9.com. time for the first "living $mart" report of the morning. jessica doyle is off this week but there are plenty of business and consumer headlines this morning. the markets in asia started off the month with mixed results. stocks in tokyo and sing spore fell and the hang seng made a gain. in the european markets are expected to drop or stay flat. the dow gained 17 on friday to close at 9171 an the nasdaq dropped five and the s&p climbed a fraction. white house officials are not ruling out the possibility of raising taxes to reduce the trillion dollar deficit and fund health care reform plan. timothy geithner says the deficit must be reduced for the economy to prosper long term and economic council director larry summers says funding maybe found to pay for overhauling the health care system. the president's economic team

says the administration will work with congress to extend unemployment benefits. the white house says it will suspend the cash for clunkers program if the senate doesn't approve another $2 billion for the plan this week. the house approved additional funding on friday. the percent pool could already be gone. just two weeks in to the program. we will have more "living $mart" news in our next half hour. today we may learn whether it was about tornado that tore through part of maryland yesterday. some people in cecil county are convinced a twister hit their neighborhood. the storm downed a bunch of trees at a mobile home community in elkton. >> i was in my living room and looked out the front door and saw tree limbs spinning in a circle. looked like a tornado to me and it sounded like the house got tore up. >> reporter: if the damage was from a tornado it would be the third confirmed this weekend. the national weather service hadetermined that tornadoes

hit late friday in frederick and carroll county. prince georges county police are looking for suspects in the shoongof four people. the shooting happened yesterday morning in district heights near the 6700 block of atwood street. police say none of inthe victim appear to have life-threatening injuries. they are trying to determine a motive. a delta plane never made it off the runway at reagan national airport. the jet's engine failed as pilots were trying to take off on sunday. rescuers rushed firefighting equip out as a precaution but the crew and passengers got off the plane safely and were put on another jet bound for jfk airport. a scramble is underway to find three americans believed to be detained in iran. the story is coming up. plus, a man survives a shark attack. thanks to the coast guard and the equipment on board his fishing boat. plus, your kids phys-ed class appears to be painful and

in the news now, alternate lost nine troops this weekend in afghanistan including three americans. the u.s. soldiers died yesterday in a road side bomb attack, and this morning a remit-controlled bomb targeting a police convoy killed 12 people in western afghanistan. the embassy in teheran is trying to learn more about three detained hikers in iran. they reportedly contacted a friend in turkey to say they wandered over the border and had been surrounded by troops. switzerland represented them since 30 years ago. 56-year-old man was fishing off the louisiana coast when a shark bit him on the foot. he faces expensive surgery but

they should issue a report later this week. today, dc mayor fenty and police chief kathy lanier will kick off national night out. it is part of an effort to combat crime. the mayor will give some details about a $12 million grant to expand community policing. the dc council has voted to increase the district's sales, gasoline and cigarette taxes. they come after cuts were made to every agency. one of the biggest opponents of tax increases on the council voted for it. >> i'm generally opposed to the sales tax as an instrument because of its regressive nature. i would have preferred a tax on the highest level of incomes, the millionaires tax. >> reporter: dc sales tax now stands at 6%. that's the same as maryland. virginia's sales tax is still 5%. well, just in time for back to school, virginia shoppers

can save with tax-free shopping days. starting on friday, shoppers at virginia stores will be exempt from the 5% sales tax on supplies up to $20 and clothing and shoes priced up to $100. the annual tax holiday ends august 9th. dc and maryland cancelled their tax free days because of budget short falls. at 5:35, it is time for another living smart report. the popular program offering new car buyers big rebates for old gas guzzlers maybe screeching to a halt. the program is out of money and needs more from congress. the obama administration believes the program is one more way to help the economy on the road to recovery. susan roberts reports. >> reporter: the cash for clunkers program could be heading to the exit ramp. the obama administration says the program is out of money and will be suspended unless congress approves $2 billion

this week. the program has already gone through a billion dollars leading to the sale of $250,000 vehicles. owners of gas -- guzzlers can receive rebates to the purchase of a new fuel efficient car. they say it the program helped to boost sales the first time in two years. the house has approved the new money and now it is up to the senate but some republicans may try to block it. >> we estimated it would cost 1 billion and now they are saying $2 billion more. >> the role of the federal government is not to run the auto business. >> the administration's top money men think the economy maybe headed to a turn around. >> if you look at economic impact over the next six months it is likely to start to increase. >> reporter: former federal reserve chairman alan greenspan thinks the worst is behind us. >> i'm pretty sure we have already seen the bottom. >> reporter: he says job losses

the pentagon confirms it has found the remains of navy pilot scott speicher. he was listed as missing for 18 years after his plane was shut down on the first night of 1991's gulf war. the pentagon says it appears he died in the plane crash. u.s. marshals have raided a plan in utah which makes anti- nairobiial products. all the products have been seized. they found harmful bacteria. a partial recall in june didn't go far enough. the bug crisis in california has led to an unusual idea to raise revenue. the marijuana policy project is running an ad that claims that legalizing the drug and taxing the sales could raise $1.4 billion a year. medical marijuana is legal in california. well, many people are sick of twitter.

some fire houses are sitting empty. the county used to have paid career firefighters. dave statter has the story. the bells were ringing in the capitol heights fire station. >> right now there are no firefighters in the fire house. >> thank you that's ridiculous. >> two firefighters and an ambulance truck sit in the station but the equipment didn't leave the fire house for a half dozen emergencies. this is the first day the paid firefighters were removed as a part of a staffing plan in prince georges county. >> inofficial. >> reporter: county fire chief said for weeks can considering budget constraints he thinks it is more efficient. he believes there are too many fire stations too close

together. >> in chillum this one has no ambulance but a staffed station a mile to the east in sea pleasant. >> no, we need this one open. >> reporter: go another direction from capitol heights and a larger gap. a mile to the use there used to be a fire house but the volunteer department went bankrupt and was shut down a decade ago. here to the south and west of the capitol height station is a volunteer fire department. paid career staffing was removed on nights and weekends and today it failed to respond on fire and ambulance calls. >> there's no reason why in this community we should have 100 people lined up to volunteer. >> reporter: last thursday the mayor called for citizens to join the ranks of the 16 current volunteers. on sunday, they were unable to respond to emergency calls, they sent dispatchers and firefighters and ambulances
