northwest dc. crews are out there working hard. in virginia 395 one slow ride from duke to seminary and new crash activity near the shirlington area. to wrap it up 66 eastbound, happy to report between dulles and the beltway no incidents or accidents at this time. over to you. >> thank you. bug constraints in prince georges county have left some fire houses unstaffed. case and point, this morning a fire broke out at the boulevard heights department. the response could have been more timely. armando trull is live in capitol heights to explain. >> audrey it happened around 2:00 this morning. firefighters from the boulevard heights station had just returned from a call and they parked their fire engine inside the station. that's when they noticed there was smoke coming out of that fire engine and they started to check to see where it was coming from. they determined it was in the

engine compartment. before they could deal with it, it basically ignited in to heavy flames and smokes and basically engulfed the entire vehicle. that's when the only three firefighters inside the station at the time called for reinforcements. they asked for reinforcements from the capitol heights station and district heights station. the capitol heights station responded here two minutes later than they should have. they should have gotten here in six minutes and got here eight minute at the call amy the district heights station got here within the time frame. while no in one was injured and the damage to the vehicle was severe it didn't damage the fire house much. but what firefighters are saying is this could have been a lot worse had it been at a home and they are hoping the staffing effects instituted will not affect the safety of the population but for now they are not sure. back to you in the information center. this week we expect to get answers behind the fire that

destroyed the home of former dc school board member peggy cooper. firefighters could do nothing but watch as her house on chain bridge road burned down. the reason is low water pressure. fire department investigators are trying to figure out why the pressure was so low and they should issue report this week. dc officials say a new psychiatric hospital will not be big enough to how's the anticipated number of patients when the facility opens next year. dc council member says the $157 million, 293-bed facility on the campus of saint elizabeth hospital will be about 70 beds short. dc officials say when the female was designed several years ago, it was thought more people would receive treatment at community hospitals, but that does not appear to be the case. the cost of public school education is skyrocketing. the per student expenditure in our region this year is

$14,240. it is up from $9,800 in 2002. however, while we are spending more, it doesn't appear we are getting big improvements. education officials say there have been only minor improvements in standardized test scores and the graduation rate. the $19 cap on taxi cab rides that beganned and in the district has been lifted. the dc council has phone away with the cap calling it arbitrary and unfair. it was originally put in to place after the zone fare system was replaced with meter cab fare. the new rule goes in to affect in october 1st. in just under an hour, president obama will attend a celebration on the campus of george mason. the president will join virginia senator webb and others to mark the start of a new g.i. bill. the bill will be the largest expansion of benefits for veterans since world war ii. it officially began on

saturday. unlike the previous g.i. bill, active, reserve and military who served three years in iraq and afghanistan will join the same benefits as full- time members. the benefits include tuition and housing and a $1,000 annual text book allowance. the family of a missing navy pilot have some answers nearly two decades after his disappearance. scott speicher's f-18 was shot down in the first hours of the persian gulf war. remains found in the iraqi desert are those of scott speicher. his family and friends pressed the military to continue to search for him and they say now they have the closure they have been seeking. diplomates are working to find out the status of three american tourists reportedly detained in iran. the missing americans were at a hotel in northern iraq before going for a hike along the border between iraq and iran. state tv reports the three were

arrested after they allegedly crossed the border in to iran. federal authorities are considering a plan to move suspected terrorists held at guantanamo bay to prisons in michigan and kansas, but the ranking republicans in the u.s. house said that plan is ill conceived. ohio congressman boehner is calling on them to go back to the drawing board. they have struggled for months how to close the navy base in guantanamo. white house officials are not ruling out the possibility of raising taxes to fund the deficit and fund the health care reform plan. timothy geithner says the deficit must be reduced for the economy to prosper long term. economic council director says funding must be found to pay for overhauling the health care system. the president's economic team says the administration will work with congress to extend unemployment benefits.

the popular cash for clunkers program may be suspended unless the senate approves additional funding. the obama administration says the program, would give americans up to $4,500 to the purchase of a new car and it will be halted week. the house of representativeses approved an additional $2 billion to keep the program going but the senate is yet to act. >> reporter: congress is setting its sights on big banking bonuses. the house voted to restrict controversial compensation packages after nine banks who took billions in federal bailout money paid thousands of employees millions in bonuses. members of congress will take their case for and against health care reform to their constituents this month and the president is looking for a way to keep it from falling apart. joining me now is johnathon allen from the congressional quarterly politics.com. thanks for joining us. >> good morning. >> we will talk about health care. already it seems like the

president has been dealt a couple of blows with this health care reform idea. >> they set an objective of getting a bill passed through the house or senate by the all recess. that didn't happen. you have seen difficulties in the house getting the bill through committee. the senate hasn't gotten a bill through the finance committee so they are further behind than they would have liked to have been. when you don't set deadlines nobody works to beat them. >> so what will happen now? >> this is a critical period because all of these members are going to the district and will hear from their constituents and an opportunity for anti-forces to rally, seniors and others who may have concerns about the bill coto come out and give a hard time to the members of congress. you will see a lot of advertises on both sides and i think it is an important point for the president to push the message in a more specific way, otherwise he won have anything for them to defend when they go

out to talk to constituents. >> seems like he is doing a little bit of that. going out on the stump and talking about that what it means and what the plan is about. >> while the president has been talking about the general principles on health care, he dunn really make any specific choices out of the various plans. so that's been frustrating i know members of congress who want to know what the white house envisions in a final bill. right now they are talking about broad sets of principles and the provisions that go in to three or four or five versions of the bill, which makes it difficult to talk about specifics with your their constituents and easy for opponents to pick out the things mosses easy to ridicule. >> reporter: is it possible that there are so many pools out there this will be watered down and not effective at all? >> absolutely a possible the president will be forced to scale back from what you would look at as a major health care

reform bill to something that tackles insurance industry practices. puts a few more people -- i should say millions more but less than they want to. but i don't think the white house will order -- we start to talk about subsidies for larger pools of people that don't fit in to this category. >> you have had a chance to examine it. what do you think the key things are people aren't getting as we decide how we feel about it? >> the basic question hasn't been answered yet by the public or members of congress or by the president is whether the government should have a role, a larger role in the health care system and ultimately what is battled over here is public option that you hear a lot about. which i think rightly the debate is whether that is

something that you go on-line with, whether the government should have an insurance program for not just the elderly or poor. some believe in that. some believe in a nation health care system and others don't. but i don't think the debate is really being had over here as far as the public option but we are not talking about what it would mean to the government providing subsidies for a lot of citizens. how is that going to bring down health care costs long term and how does it have a better outcome for people with various diseases and immunizations. the millions of statistics you would see on various health care plans. >> do you think the president will ultimately get it through. >> i think he will get something but details are in

northernly to northwest we breeze. expect the humidity to drop off a bit. while it is a warm afternoon should be a fairly pleasant afternoon. across the country not only the storms but watching this area of showers and storms across michigan near chicago right now out of wisconsin and down through iowa. this whole line is moving east and southeast. i think there will be some delays in detroit and chicago throughout the day due to that. in between the two lines, there is a weak area of high pressure that will be building in for a day and a half. by the middle of the week things will change. the computer model is showing a chance of an isolated storm. not so much today but say tomorrow afternoon we will see something bubbling up. and then you will see a green blob or two here and there. for the most part not going to see more widespread activity until wednesday. so temperature-wise, warm

today. upper 80s, even near 90 degrees. tonight in the low 70s in town. 60s north and west. look at pittsburgh around 0 -- 60. a comfortable night in the mountains. and then tomorrow, 92 for us. but locally 94, 95 in a few spots. here's the seven day, upper 80s today. low 90s at least tomorrow. slim chance of a thunderstorm. by wednesday more thunderstorms and 91. cooling off on thursday and friday with mainly isolated afternoon thunderstorms and by the weekend looks good with temperatures in the mid-80s. audrey, back to you. >> thank you very much. the economic outlook might be getting brighter but some economists say it will be a jobless recovery. and the pain for people who are unemployed is likely to continue through next year. dc delegate eleanor holmes norton is joining us to talk about this. unemployment is such a big part of economic recovery. pretty bad out there, isn't it?

>> it is may major priority. it is the so-called lagging indicator does not mean we will have a jobless recover. it means the last thing to come back are jobs because people would rather put people on overtime because you have new expenses with new employees like health care. however, as cautious as the administration and the economists are, we can't help but see what is happening. everything in the housing mark is improving, except on very unpleased to say foreclosure. they continue to go up. they are being strengthened if you will by the fact that people are losing jobs, but housing starts are up. people are beginning to buy houses. you see the economy is going up with cash for clunkers. with people getting bad cars off the road and substituting cars that have more mile

efficiency and more energy conservation. but the difference, which already has something like 10.7% unemployment, 11% probably by december, the council just extended unemployment. what we really need is congress to give us 20 more weeks. we gave 33 weeks at the beginning of december and you see how that has run out and guess what, it is going to run out again because the last thing to come back is employment but some people in congress will see to it that people are not left would unemployment insurance while we wait this out. >> reporter: are there other things congress should be doing to get people back to work? >> well, we might well need another stimulus. the stimulus, remember, has only now -- it is a two year matter and we have only had six

months for this to the economy. so don't pay attention to the republicans who are saying the stimulus doesn't work for the first six months it has worked well because it has been a startup period. we will begin to see real effects from the stimulus within the next four to five months. >> how critical is it to extend the unemployment benefits. what would be the impact if they didn't. >> it is so critical even the republicans will go along with it, put it that way. we will not have much of a fight when people are left without nothing. when there are six people in line for one job. >> i had 5,000 people at my job fair last month. it is not that people aren't looking for jobs. it's that they can't find jobs because there are know jobs coming back in the economy. >> we have to get the benefits longer. >> and we have to get health care. that's what we will be featuring when we go home.

people don't see because it comes out of their checks but what many others do see is the cost is going up so some people are forgoing health insurance. heaven help you if you have some kind of preexisting condition. people are finding health insurance more uni fordable. not to mention the militaries that don't have health insurance. that's one thing we have to get done before the end of the year. of course extending unemployment insurance is what we have to do within days of getting back. because it is out there. we know that is one of your favorite projects but so are dc zoning rights. any news that you can share? anything? >> yes, i'm having to do it the

hard way. they tried to plaster a very leafy gun amy. i said wait a minute. before i say go with this, with this huge wipeout of all dc gun laws, big city, with no dc gun laws before we say that let me do more due diligence and i'm very pleased that the speaker of the house working with me and i'm pleased we are going to get either the guns off or some compromise that would be easier to live with than throwing up our hand when we couldn't get the votes saying let's go with it. we are seeing brakes. we have had the first defeat on the nra with a bill that the senate rose up and said no. >> so you are feeling hopeful. >> certainly feeling hopeful and that it has been worth waiting and working with the leaders to try to get something

so much more. so i addressed the notion of men wanting to get married and i wanted to chronicle that window of when you get engaged and then married the metamorphosis we go through. >> what do you find that people are eternally engaged and don't set the date. >> people have to do it the way they have to do it. the question is do men want to commit? the many men that i came across do want to commit to a long- term relationship. there are a lot of reasons to go in a traditional way. asking the father, does he or doesn't he ask the father and he knows he needs to and we talk about how valuable that can be. how valuable it can be to have an alie to have that dad on your side. it can be a cool thing. did you ask by the way. >> i knew them so long i felt -- five years we dated before that happened. you have 30 seconds.

or health care system because these drugs cost tens and in some cases hundreds of thousands of dollars. >> europe is way ahead of us, aren't they? >> they have had biosimilars on the mark for six years. they created a process to do it and they have a half dozen products that are already on the market. >> is there an effort in the united states to bring some of these biologic and biosimilars to our market as well. >> the house committee passed a bill last week that will authorize biosimilars to be marketed in the united states. it is part of the bigger health care reform package and a senate committee passed a similar bill recently. >> reporter: what's the holdup? it is because of the competition aspect, lobbying against it or are people still on the fence of whether or not we should be flooding a market with biosimilar medications. >> the holdup is there is a tremendous amount of controversy of how to go about doing it. one of the biggest issues is what kind of protections to

provide to the innovator of biologic products. in the generic drug world, a manufacturer of a small drug has five years exclusivity. during that time there can't be generic competition. biosimilars need a longer period of time to protect them from competition because it costs to much more to create a biologic than a small drug because the pa tens may not be as strong and so on. the bills that were passed in congress give 12 years of exclusivity before there can be competition. the white house, the aarp and the generic drug companies have argued for a shorter period of time of exclusivity. that's the main point of contention. >> reporter: in these economic times people want cheaper drugs. let's hope they get it. >> i think it will happen during the health care reform
