lose the career staffing. because we don't have all of them. >> when you already have the staffing problems at the heats, why would you remove the staffing at capitol heights? >> because there are other nearby stations to add wetly koáf that area -- adequately cover that area. >> the county fire department, they are in strong disagreement over what impact the staffing issue had when the boulevard heights station, they caught fire this morning. >> i'm not happy at all. that means there's something that we're not doing and we're not able to serve the citizens in the community that we volunteer to protect. >> well, the district, they are about to get another 50 police officers, walking the beach. it's a part of the federal grant for the communities, the oriented policing. and the marriage and out there, police chief, they made that announcement this morning when they kicked off the city's all hands on deck event. >> we do know that for them at the end of the summer, that crime, they typically pick up through the last few weeks of summer. so now they happen throughout the week. if i could prevent a violent crime on a tuesday or wednesday, well, i want to prevent it on the tuesday or wednesday.

>> this week, the hands on initiatives, they are coordinating with the hundreds of events, scheduled for tomorrow's national night out. and virginia, they are getting more than $36 million from the federal government and that money will go towards a variety of housing programs. that is including $19.6 million for the community development grants and $14.2 million for the investments and the partnerships and $7.2 million for the emergency shelters and almost $668,000 for the housing opportunities for people with hiv and aids. well, virginia's council for the higher education says money from the stimulus plan, they will help stay down the at public areas and the universities. a new report out today, showing that next year, the average tuition and the fees, they will go up about 5%. that translates to about $7,948 a year. that is for the 15 four-year schools. the tuition at the community colleges, they will also be $1,781 a year. that's 7.6% increase. >> nearly $8 million took the

there's not enough money. >> it's the first day of school the at dogwood elementary. one mom and part-time teach e -r says her kids are ready to go back. >> two weeks ago they were like i'm kind of over the pool. the fact they can have the year round learning, i believe they are learning more and retaining a lot more of what they are learning. >> reporter: at least for the past five years, the school in western virginia has run every nine weeks from august to june. in between, there are breaks lasting one to two weeks called intersessions. they may opt to attend the richmond and intermedial classes. >> we have a class offering the math, maybe a certain unit like geometry or number sense. >> reporter: despite the benefits, the principal says that a tighter school budget may signal this year to be the last for them to run on the modified calendar. the school system pays $2.6 million to run intersessions at the seven schools. >> when you are having a modified calendar for only seven

the house voted last week to give that initiative another $2 billion after the initial $1 billion fund that came close to just plain old running out. >> now, we were told that this program, theyed would last for several months as they turned out, running a lot of money in a week. now, we take another, well, $2 billion, they could take that program through september. and that it is a good thing. >> a good month that you'll do, well, $250 cars or so. that is 3 cars in a week. they are looking at what could be, this is 100 cars, easy this month. >> well, nearly a quarter million cars, sold in the first week of the cash for clunkers program. >> and regardless of the future, the program, they are seeing it. that is at least so far. and they have a program to help boost sales, 1.6% last month. compared to july, the year before. chrysler, they say that the program, they did not quite get into the box. but they did help keep sales steady at $1.9% -- 1.9%.

for the record, they took the checkered flag in today's pennsylvania, that race was postponed yesterday because of the rain. well, some thieves, they must have thought that they were pretty slick when they patched the theme in las vegas. they installed that fake atm machine right outside the huge conference all weekend. the idea, taking huge amounts of cash from tourists by skimming their atm card numbers. unfortunately for the robbers, they also put that machine outside the largest conference of the hackers in the world. it didn't take long for them to notice that the atm had the wrong coloredded lights and the glass was too dark. now that machine is in the hands of the cops and the search is on for the crooks. you don't do the electronic fever yet in front of the group of computer geeks. >> right. they spotted that one. >> that's funny. >> the weatherwise, not much to talk about. what do you think? they were really active.

two nights when they produced the thunderstorms around the region. now a little break today. a nice quiet start to the workday. let's start with that trend first. the next couple of days, they will go up, along with the temperatures, making it to 91. tomorrow, the best chance for rain if you're planning, i believe, they will come in on wednesday. clear to partly cloudy skies for the rest of tonight. and pleasant. low temperatures, they will drop into the low 60s in some of the suburbs. that's really nice for the finning of august. up around 70 in the city, winds lite and variable, coming up at 8:17. during the day tomorrow, partly sunny skies. a slight chance for an afternoon thunderstorm. most of the day will be dry. with the high temperatures, they are between 88 and 93 degrees. right now, we do have a little bit of the cloud cover out there this evening. tired of seeing them out there. just the fair weather clouds. no precipitation. and to talk about that tonight. that's kind of nice. couple little showers, popping up over the beaches. but we're going to stay dry in the metro area. it will p fairly comfortable. they are in the lower end of the

60s. not bad. the dew point, 61. topping out there at nationals. 83, the temperature, producing the relative humidity in the comfortable range of 51%. and other temperatures, generally in the low to mid-80s in the warmer spot. but it's 86 out there. and 82 there at the naval air station. watch the little system coming in across the great lakes. this is really just a piece of upper level energy to swing through here in the afternoon tomorrow. that'll give us our slight chance for a thunderstorm. but there's a stronger front behind that which will come through on wednesday. then as we head towards the end of the week, a difficult call with the temperatures. that is the jet stream, they will move a little further to the north. and some hot air, they will move in out of the southeast. but we'll be right on the edge between the two air masses. that could mean a couple of thunderstorms. but it also means that the temperatures, the forecast, they could be, you know, either way, off by a little bit. we'll go 90 here. but i wouldn't be surprised over the weekend if you wound up in the mid-90s. they move to the south. we could easily wind up in the

well organizers, they are postponing a homecoming celebration for michael vick, the southern leadership conference center has planned on celebrating the homecoming on saturday. but vick told him that he has a commitment to the humane society that same day. we don't know the nature of that event yet. just one more, one more question about the return of michael vick who after serving two years in prison now had some commissions to get hissed old job if he can in the nfl. they say that there is something wrong with this picture. just watch 60 minutes and i'm confused as to why drunk drivers who kill humans get less time in prison than michael vicks serving for dog fighting charges. i love my dog, but i'm just asking why. well, the heart of your question goes to intent. drunk and drivers are guilty, certainly of wrecklessly bad decision making, but most of them were just trying to get
