already assumed it is not going to equal the turnout we saw a couple of years ago. they are already expecting a lower turnout because the taliban can go and continue its attacks and intimidate voter and depress it further it may suggest that whoever wins won't have the same level of legitimacy that everyone was hoping. at the same time it appears the election will happen. there's been a campaign and looks like a relatively open campaign. >> you say relatively. >> well, you know. >> the taliban violence that is keeping it from being more out there. >> it is hard to campaign fully in many parts of the country. there are certain provinces that are off limits to the main candidates, particularly in the south the taliban has pretty strong control. there will be police stations in some provinces that can't open because they don't have enough security there. that's been part of the problem. there's some questions about the voter roles and how proper

finance committee with these six negotiatorrers and come up with something negotiable or democrats will have to go back to this obscure procedural tool called reconciliation which will allow them to pass it with 51 votes instead of 60 which is needed in the senate to get anything done. the president doesn't want to do that because they would like it to be a bipartisan effort. because then they own it all and if it fails it is on them. plus, if the president really thought he was going to be able to bring both sides together on something. they are finding it more complicated than even they forecasted. >> it will be difficult going to the home districts and rallying voters. voters are saying why the rush, focus on the economy. and even health care as important as it is to us maybe that should be on the back burner. >> people don't know what they are supporting. we really don't have anything specific. the house has a bill but it
