break apart approaching 495. speaking of 495, this is the sour spot of the morning. a lot of congestion from 95 to 66 and we say thank you to an accident at braddock road in the clearing stages and track that 15 minute crawl on 395 heading from 495 to king street and using the brakes again once you reach the pentagon to the 14th street bridge. that's a gloomy look at traffic. back to you. dc councilman marion barry came under scrutiny last month when it was revealed his office awarded a contract to his then girlfriend. "washington post" has uncovered more about his spending habits. armando trull is outside with more on the story. >> good morning. it is a report that will ruffle some feathers here at the wilson building where marion barry works as well as other council members. look at the article, it says barry tops peers in contract spending and according to the

article includes handing out thousands of dollars to contractors so they can perform services as well as political campaigning and it is work that does not have a clear boundary according to the article. the "washington post" says council member marion barry has been six times more generous than any of hi peers when it comes to awarding outside contracts using the taxpayers ' dime. the article claimed there is little evidence of what taxpayers got in return. between 2007 and 2009, the ward 8 council member dolled out $252,000 to outside contractors for consulting work, media relations and temporary workers. some of the money may have been for political campaigning and not constituent services according to the post. the second biggest spender was qualmy brown whose office spent $45,000 during the same time period. the district's counseling policies are being investigated because of a scandal involving barry and a former girlfriend

respond to all reports of building fires in upper northwest and southeast and northeast. a 2007 report recommended all six of the city's special water supply units have around the clock staffing but chief rubin said last week that funding wasn't available. you can read more about the changes at dave statter's blog at statter 911@wusa9.com. this afternoon judge sonia sotomayor is expected to easily win confirmation to the u.s. supreme court. the senate will probably vote on her nomination around 2:00 p.m. it is believed ten republicans will join all 60 democrats in confirming sonia sotomayor. she would become the first hispanic and third woman on the nation's highest court. tonight, president obama will be doing some politicking in northern virginia with three months left before virginiaens pick the next governor, the president is scheduled to campaign with deeds at the tysons hilton.

deeds republican opponent bob mcdonnell was supposed to appear in virginia last night. after staffers said they had been told they he was theyed at other events. he told us on the phone he had a family commitment come up. >> this is not the america i knew. i don't want it going his way. this administration is nuts. enough is enough. >> democrats want to win virginia to show that obama and the agenda is still popular. republicans want to win virginia in order to show they are on the rebound and on the comeback trail. >> the republican leading deeds. we will see whether the president's appearance tonight changes the poll numbers. what we know is president obama's approval rating in virginia is on the decline according to one poll by public

policy polling. it comes as mr. obama is set to campaign today with deeds. with me now is democratic commentator vick hamber and we have reynard jackson with us also. the numbers are mr. obama's popularity is only at 42% in the commonwealth. this is a state he carried in 2008. so what is happening, vick. >> people are coming home to their normal party. it is six months later. we have economic problems. all the problems haven't been solved in the six months he's been president so i think it is a natural. if you look at the polling numbers where mr. bush was, where mr. clinton was they are about the same after sex months. i'm not particularly concerned about it. i think -- i'm surprised at 42. everything i have seen is saying mid-50s. >> this is just this one poll. >> okay.

and i think it is natural to expect that a president comes back to a normal level from the stratosphere. >> conservatives combing home. >> i would hire you any day. that is a heck of a job to defend barack obama. >> what you have here is president obama has been beat up with how he is handling legislation as president and i think strategically the biggest mistake he's made is he allowed the congress write his legislation opposed to submitting his own legislation and having congress tinker with it. people have a visceral negative reaction to the democratic congress and now you are seeing those reflect in the poll numbers. >> again, if we take a step and try not to be partisan republican democrats, hard not to be. the president hasn't lost a single thing in congress since he's been president. whether he wrote it, congress wrote it, everything he has pushed for so far has passed. whether everyone is happy with

it. whether it has worked on it is still to be decided. the stimulus package is just beginning. we know the economy seems to be turning around. cash for clunkers, terrific program yet people are fighting it. there will be disagreement. we have two parties and the two parties disagree. right now republicans are on the down side of it. the democrats are still there. >> time is running out it does appear in all the polls mcdonnell is leading deeds. this is a guy he ran against for attorney general and every poll has deeds down. republicans, sensing victory here and maybe even in new jersey? what kind of a boost would this be for a party on the comeback trail. >> it would be a heck of a boost and i think bob has run a marvelous campaign and deeds, i don't know where he is. this guy is making al gore's campaign for president look like a great campaign and what he will find is mcdonnell will

try deeds campaign to the national level. obama come in tonight and listen to what he says tonight because i see many 30-second spots off of his remarks in the mcdonnell campaign. >> if republicans can win anything they will try a rejury -- resurgence. they thought they won upstate new york and look at how down obama is. they lost upstate new york a republican district. deeds is down in the poll and the money. he hasn't gotten his message out. it lab closer race than it looks like. democrats win it will be perceived as a victory for a perceived as a ans win it comeback for republicans. what will mean by november of 2010, probably nothing. >> we have to let it end there. good to see you. enjoy the rest of the summer. senators have agreed to vote on adding $2 billion for the cash for clunkers program which gives new car buyers

$4,500 for trading in their gas guzzlers. the white house said the program would run out of money tomorrow if congress didn't put more funds in the pot. the house approved the additional funding. the latest crash test results for mid-sized sedans is out and the test of bumper crash is none of the six major models sold in the u.s. received a top safety rating. the insurance institute for highway safety rated the mazda six as acceptable. the accord and sonata received acceptable bad publicity as the american automakers try to rebuild their businesses. when will the rain we are having move out of here? howard has the answer coming up. plus, what direction should the u.s. military take in afghanistan? former architect of that strategy joins us in the studio. plus, the governors of virginia and maryland are looking for more ways to trim their budget.

breaks to the east going down 50, northern fairfax county, northern montgomery county, but southern frederick in places. it will be spotty. however, i want to zoom in. i noticed around sheafly, west of fedex a hefty shower popped up. east of lanham and north of 50 moving to the east northeast we are seeing showers, as well. southern maryland you had the thunderstorms last night. heavier downpours and as we go down there you will see a scattering of showers. really some breaks across central saint mary and northern neck some showers. woodbridge, quantico to stafford we have some light showers heading up to mason neck. and one more stop for you out to the south and west because there is still scattered showers from culpeper to luray, new market. warrenton is dry at the moment but a couple more in the next couple of hours then things llwiget better. this was lle-mailed to me.

tuesday is warm but late tuesday a front comes through. in me mid-80s. maybe not as cool as 84, 896 but certainly by wednesday a lot cooler than sunday, monday and tuesday. back to you. >> thank you, howard. >> the obama administration is in the process of trying to redefine the country's war on terror. a "washington post" article quotes the president's senior counterterrorism adviser as saying the government must replace the "war on terror campaign "with a new one which combines the military approach of the bush administration along with economic diplomatic and cultural programs which will increase support for america abroad. the chairman of the joint chiefs of staff admiral mike mullin says the u.s. is still digging its way out of a hole when it comes to the war in afghanistan. so, what will it take to turn the tide? with me is tony zinni, former chief of sent come and retired general. he is the author of leeing the

charge. before we can answer the question about digging out of a hole seems like we have to figure out what the real mission in afghanistan is. and during the campaign, it was talked about let's go back to where the war on terror started, in afghanistan, where the taliban was, looking for osama bin laden, or now as critics of the obama administration say this war has turned in to nation building. what should the war in afghanistan be about? >> i think the strategy is the right one for this administration -- that this administration has proposed. it is ambitious. the president wants to internationalize this. in other words get more cooperation, more donors, more commitment, more burden sharing even in the fighting and of course we have had problems with alternate and other nations. he also wants to regionalize it. it is difficult to get afghans, pakistans and indians to cooperate but that will be

necessary. that's why we are a super envoy out there trying to make this happen and that will be difficult. the other part is developing the forces in pakistan and in afghanistan to take over for the coalition forces quality security forces, and then the fourth part is one you eluded to to make sure we have a stable governing system in afghanistan and pakistan that can continue the stability and development going forward. but the final point is he did say the focus is on al-qaeda. we lost our focus before, and that's where the laser focus should be. >> reporter: so we are still looking for going after al- qaeda looking for osama bin laden. >> that's the priority and what it should have been from the beginning. we have a great team in the pentagon and secretary gates admiral mullin, general petraeus and general mcchrystal. so we couldn't have better people in place. >> we seem to have a partner in that belief in in the new chief

at alternate who has said that we need more u.n. and european union forces to stop afghanistan from becoming the grant central station of international terrorism. he believes this. the obama administration is pushing for that. what about the eu, bt what about great britain and france? are they buying in to that as well. >> in certain capitals and countries there is a commitment. the u.k. has stood by our side, iraq and actual, suffered casualties, the canadians, the dutch and now even the french. but of course 28 nations in alternate and where are the rest of them? that's a big question. political decisions are hard decisions but they have to be made because this is not a u.s. problem. it is an international problem. >> looking to the book, again, leading the charge, leadership lessons from the battlefield to the board room. you say american leadership currently lacks the ability to bridge the evolutionary gap and detail the qualitities necessary for the leaders of

tomorrow. now, you were writing this it seems at the end of the bush administration looking at the debate going on for the stimulus program. you must have been typing at the same time. it was incredible. you say the old ways won't work anymore. that a leader has to be relevant and adaptable. >> yes. and he has to be visible. has to communicate effectively. has to be exceptionally confident. has to show a lot of care for his people, and probably most important at this time has to be ethical and moral in his behavior in the way he or she leads the organization. i think those are the keys and the expectations of americans and people around the world today. >> reporter: assessing the obama administration as vic said, less than seven months in to real business, you heard him say the president, you may not like everything he has done but everything he has wanted to push for he has gotten. you have a quote about general george marshall talking about -- let's see, i lost my page here. yeah, here it is. it is necessary to convince the

sensibilities touched. why don't we learn? and why don't we dislearn the myths like about animals in africa. >> all right. so that leads us to this exhibit on until february of 2010. artful animals. the "washington post" called it the hyper family friendly exhibit that does dispel some myths. what does it tell us? >> i think it tells us largely that africa is a place of great diversity but it is not that tarzan dominated, wild place that folks want to make it. this is an exhibition that is centered on animals, but it really helps us to learn. if we are interested about the environment, the relationship. it is the way of learning about an enormous continent, 54 countries, a thousand languages. >> wow. >> it is an exciting place.

>> of all of that we have 130 pieces in this exhibit. looking at the slides and what you have brought us here, these are not, as you say, the tarzan like animal images that westerners have come to associate with africa. very limiting our perspective. >> that's true but i need to point out these two pieces are from our teaching collection. when children come to this family focus exhibition, they can actually touch these pieces. they can examine them. they can even hug them if they wish. but we also have i think an exceptional element to this exhibition. we have reached out to people who are blind or who are hard of hearing, and we have prepared pieces in the exhibition that they can literally touch. we prepared and cataloged in braille. it is all a part of our museum
