back on the senate floor for today's vote. it was the first time the maryland democrat returned to the senate chamber since undergoing ankle surgery. she broke her ankle in three places after slipping on some stairs last month. she is now undergoing intensive physical therapy. one day after landing in southern california with two pardoned u.s. journalists from north korea. former president, bill clinton, back in new york where he spoke out for the first time about his mission. >> my job was to do one thing, which i was profoundly honored to do, as an american and as a father. i wanted those young women to be able to come home. >> mr. clinton also said he had an obligation to report to his government, but he would not say anything on how the u.s. won the release of lauraling and euna lee. >> a deadly health club massacre. police say the shooter left at least two disturbing videos

day they met. prince william county police say an internal investigation concludes that its officers acted appropriately when they tasered a man at a family party. the officers were responding to a noise complaint and they say that edgar rodriguez was highly intoxicated when he refused their request to turn down the music at his home. rodriguez were tasered when family members tried to interfere with their arrest. dc police arrested a southeast washington man after what sounded like gun shots came from his home. turns out it was only fire crackers. we are told marshalls were there to serve an eviction warrant. no one was injured. animal control experts were called to the scene of a fire in alexandria today. that is because fire crews discovered dozens of potentially dangerous snakes inside a home in the 5700 block. only six of the reptiles survived the fire.

and then the government's clunker was too irresistible. >> she and daughter are unloading their gas guzzler to take advantage of a $4500 rebate on a more fuel efficient ford flex. >> would you have bought a car without this cash for clunkers program? >> no. >> now more drivers will be able to cash in, like this family. with the senate poised to pump another $2 billion into the program. >> this program is helping to put life back in our economy. >> in fact, the cash for clunkers program has been so successful, dealerships like this one are having trouble keeping the popular models, like the ford focus and the escape hybrid in stock. >> yesterday, we sold seven cars off the floor. >> cash for clunkers took off so fast, it's about to burn through the billion dollars congress initially set aside. the house quickly signed off on more funding, but the senate needs to green light a bill before members go home to keep

cash for clunkers from coming to a halt. some senators want to see income limits and other restrictions tacked on to the program. but those measures are expected to fail. the $2 billion injection should help families like the cranes. >> it's a perfect vehicle if you want to move up from a minivan. >> drive away with deals through labor day. drew, cbs news, new york. >> even a low speed crash could stick you with a high repair bill. the insurance institute for highway safety says the mazda6 is the only sedan to accept a rating. and that's one step below the top rating of good. the results are based on the average cost to repair the front, rear, and corner bumpers following a 6-mile an hour crash. >> bumpers have been made weaker. they have been made smaller and don't have enough energy absorbed in them. >> insurance institute estimates the average repairs

10. the dew point is only 63. keep dropping. calm winds. 56% relative humidity. other numbers, generally in the 70s. especially down south. it's 73 at the naval air station. warmer to the north. got the cold front that triggered all of this pushing off the coast. we are picking up showers and thunderstorms down along the lower eastern shore and at the beaches. speaking of ocean city, all of that activity is moving away now. the skies will clear from the northwest over the next couple of hours. a big area of high pressure will take control of the weather for friday. but then over the weekend, we already talked about this, the jet stream is going to move to the north and the heat will move in. the heat that spanned across the southern planes will make a brief appearance here in the mid atlantic region. as that heat comes in on saturday, we'll see a chance for a shower or thunderstorm, but that is not a big deal. the thing you want to notice

acting chief, earl cook and his department. >> the week has not been a joyous week for sure. >> he says he remains close friends with former chief, david baker, who faced an embarrassing end to his 40 year career in law enforcement. baker was arrested a week and a half ago on drunk driving charges in arlington county. his blood alcohol level was more than twice the legal limit. >> it's more of a strike. >> the punches keep coming. three days after the incident of parking enforcement officer was arrested for fraudulently selling handicapped plaques. another blow to the department, the chief says two officers are being investigated for misconduct. >> started those investigations prior to the event that happened with chief baker. so with all of those events appearing to come to a nexus now. there is so much disorder and so many things going wrong. there's a problem with the agency when actually it isn't.

>> one of the two officers is accused of having a sexual encounter with a woman according to reports, the woman filed a criminal complaint saying the officer sexually assaulted her. acting chief cook could not confirm these details. >> i cannot thank you. >> in light of the department's personnel troubles, the acting chief hopes to regain the leadership of 430 rank in file. >> and then to get the message out to the citizens that they will get the service they deserve here and we can protect this city. >> 9news now and wusa9.com. >> chief cook says the officers are being investigated for criminal and administrative misconduct. he says officers can be fired on administrative charges despite the court's findings of innocence. he says their policy is independent from the criminal court system. >> a woman breaks down after hearing her husband was killed. but when she gets to the police station, she finds out not only that he is alive, but she is under arrest for hiring someone

welcome back. here are some of the top stories in the news now. an attack on twitter could take a toll on your home computer even if you don't use the service. hackers successfully kept thousands of people from social networking today and cyber security experts say you should change your password, patch your systems, and update your antivirus software to make sure you are protected. sonia sotomayor will become the first hispanic justice to the u.s. supreme court. the senate confirmed her nomination this afternoon. the vote was 68-31. and the senate is also poised for another big vote. they are going to save the cash for clunkers program. today's vote will authorize

another $2 billion in vouchers. the program gives car buyers rebates of up to $4500 to trade in an old gas guzzler for a more fuel efficient model. 9news now learned the dc fire department is making major changes in how crews respond to areas that may have water problems. just days after flames destroyed a large mansion in upper northwest, the fire department is giving special attention to two large sectors of the city. in tonight's followup report, dave tells us the changes were recommended almost two years ago. >> the fire was reported earlier this afternoon, the dc fire department sent these extra fire engines carrying special hose. that procedure has been in place for some time because it was known the water mains on the hospital grounds are not reliable. normally, the six engines known as water supply companies aren't even staffed. that changed with two of the companies just three days after fire destroyed the mansion.

a former school board president. the dc fire department now has a driver assigned around the clock to the water supply company, and one on pennsylvania avenue southeast. >> we have solutions now in place that will provide the adequate water protection to every community in the district. >> where the fire department used to in mostchathe s,unseey dispatch these units, they are beinsent onhe initial report of firein two inlarge parts of the city. one is northwest washingt, and the other is anywhere east of the river. >> we think that these are located. this is our primary areas where we think they have the best use. >> this is the three inch hose that is standard on all dc fire engines. they have this four inch hose, which can carry a larger volume of water. >> a 2007 report after a fire with similar water problems recommended that all six water supply companies be staffed.

the fire department says that and many other ideas are being considered as they work towards the rest of the problems highlighted in 2007 and again last week. dave, 9news now and wusa9.com. >> the dc fire department says it has identified some specific neighborhoods where the water supply may be an issue in fighting fires, but they are not yet making those public. >> dc mayor, adrian fenty cut the water on a new aquatic center. the new 55,000 square foot facility features a whirlpool, and locker rooms. the wilson high school swim team will use the center to practice and host competitions, but the center will also be open to dc residents to use at no cost. >> a florida woman is in custody for allegedly hiring an officer to police ki her husband. kelly has the story from florida. when dalia rushed home from the gym wednesday, her townhouse was wrapped in crime

tape and a police sergeant was waiting to break the news. her husband of six months was dead. despite what you see, police say she was no grieving widow. >> she wanted to have her husband killed. >> the plot was killed saturday. according to police, she handed a man pictures of her husband and townhouse and $1200 for a handgun. >> she was very calm. she was very cool. she was very calculated. she offered a lot of options as far as how and when and where he might want to take care of her husband. >> one problem, the man was a confidential informent. at the next meeting at this drugstore, an under cover drugstore posed as the hit man. >> gave her several options, are you sure you want to do this? she maintained her positive attitude by saying, i'm 5,000% sure i want this done. >> that scene at her house wednesday was the grand finale.

sunny, beautiful close to the workweek. the high temperatures in the mid 8 0áz. let's enjoy this calm first of all. 79 at the top of the hour at national airport. the dew point is 63. it will likely fall into the 50s over the next couple of hours as the dry air works its way in from the northwest. 75 in culpeper. only 73 at the naval air station where the clouds are thicker. the front that triggered the showers is moving off the coast and the dry air moving in from the northwest. we have a couple of rain showers hanging on across the lower eastern shore and at the beaches. we should be clearing out here in the metro area, especially north and west. high pressure coming across the ohio valley. we'll settle in for friday. after that, we will see a big buckle in the jet stream. it's going to move to the north and that will allow the heat that has been in the southern plains to make a brief stop. just a couple of days. still we'll make it up to 95 on
