i have the weekend forecast and how things are looking at the beach this weekend when i see you next. kenny burns is in for angie. he has the traffic. we will start with the trip between dc and baltimore. as you can see no problems or incidents to report on the baltimore-washington parkway or i-95. the yellow cars on the outer loop mean you have delays. you can see a delay around new hampshire avenue. that contains georgia avenue no incidents. the inner loop is impring but a little delay between arlington and 666. northbound 395 through alexandria improving but you have a delay between edsall and seminary roads and a brief delay once you reach the 14th street bridge. and we'll end it 95 northbound. i'm giving you the all clear woodbridge to springfield. two bells past 9:00, here's andrea. our mind over money segment is back. we want to introduce the experts mary lou dell and dan jay are talking housing and

>> i would intend to pass a health care reform bill but i would intend to pay completely opposite of what is coming through right now. >> reporter: public meetings on health care form hosted by members of congress have revealed skepticism among many voter and raised political stakes. the president who defended reform on tuesday in new hampshire is heading out to do the same thing again. >> you feel satisfied with what happened in new hampshire. he was able to address concerns that people had. i think he was able to take on, as i said the misconceptions that have been out there in the legislation. so i think he feels that we have made progress. >> reporter: this time he is taking his message to montana. a state with only three electoral votes but one that has been rely my republican. the president will stop out west for a town hall meeting before heading back to grand junction, colorado on saturday. in washington, samantha hayes for 9 news now at wusa9.com.

police are looking for the hit and run driver who killed a man and kept on going. the crash happened early this morning in southeast washington near the intersection of stanton road and suitland parkway. the pedestrian was thrown some 60 feet from the point of impact. investigators are looking for a small, dark-colored call with a damaged windshield missing its passenger's side mirror. in northeast, the postal service is investigating the explosion of a mailbox. the explosion happened in one of those big blue drop boxes. luckily no one was hurt but there are plenty of questions as to what happened. in just a few hours, a disgrace former police chief will be in court. it comes weeks after the alleged drunk driving crash, which cost him his job. digital correspondent, armando trull is live in arlington with a preview. good morning. >> good morning, andrea. the accident happened in arlington and that's why he will be in the courthouse here in arlington at 11:00 a.m.

the accident happened just after baker was returning from vacation. he was driving a city of alexandria vehicle when he allegedly hit a second car and caused minor injuries to the driver of the second car. police administered several field sobriety tests too the then police chief. he was arrested then. a few days later he sub mythed his resignation, ending two decades of law enforcement career. today will be he in -- today he will be in court to face those charges. back to you. the search is back underway this morning for clues in the murder of shaquita bell. this is video just in to our information center. crews are trying to find her body. her boyfriend at the time killed her in ' 96. search teams found a shoe yesterday which bell's family believes was hers. no comment from investigators on that. we want to turn our focus to the fact that it is mind over money friday. let's send it over to digital

correspondent, jessica doyle. >> thank you so much. it is time for a turn around? that's what many housing experts are saying. here with more on the outlook for the market is mary lou dell, a real estate sales associate at w.c. miller long an foster rein dan jay a senior loan officer at prosperity mortgage. two friends of the program here. taking calls all morning until 10:00. let's start, mary lou, with a look at the housing market. second quarter, sales of previously-owned home up 3.8% that had reports coming out about home prices in the washington area rising, as well. what kind of sales have you been making lately? >> i have had several. the one that stands out in my mind is something that was priced well and had a contract within three days with five five five offers and that is what is happening. people pay attention to what other homes have sold, not what has sold even a year ago.

often times they really get what they really wanted because what happened here in the five contracts, bid the house up quite a bit. >> so maybe price it a little under what you really want and see your interest take off. >> that's true. >> that's a great tip. >> dan, in the last week we have seen mortgage rates drop a little bit on a 30 year. have you seen those lower rates bringing in new clientele looking for buying a home? >> if you look at rates historically they are very low. we were lower two months ago but in ten months ago in the mid sixes. the rates have piqued a lot of interest. even more than that is the ability to find bargains out there. some of the homes are lower priced, buy low, sell high. that is bringing in people and the one that is really getting a lot of attention is the $8,000 credit for first-time

buyers. that's just an incredible program. anyone who's thinking of getting in the market in the next year or so should really think of doing it this fall while the $8,000 is there. >> essentially free money and like getting a free down payment on your first home. >> it really is. no strings attached. there is income requirements. if you make too much money you will not get the full benefit. last year's benefit was $7,500. it had to be paid back over time. this is $8,000 that doesn't have to be paid back and even if the tax burden of the person isn't $8,000 they still get the full $8,000. >> let's talk about what you expect to happen with the housing market. august can be a little tough. how do you think things will look closer to the end of the year? >> i think it will continue to go up. like dan was talking about, the interest rates the $8,000 credit, we're seeing people that are able to buy homes that really couldn't before, but with this and the housing

market seems to be turning around, i think we're also going to begin to see the prices going up. as the money is available. >> good for sellers, maybe not so good for some buyers but at least they have the 8thousand dollars tax credit. >> right. >> i have been talking to folks expressing concerns about new rule changes that just went in to affect that could affect the timing of settlement. what do you think of the rules. >> the rules have been put in to place to help home buyer and people refinancing also fully understand what they are getting in to with the loan. it will set time requirements from the lender of sending disclosures to the borrower. they will have time to review them. sloan if we can move quickly on a loan. we used to be able to close in 24 hours if we had to, tholossest -- fastest is eight days now. even if we could move faster the government has placed restrictions on how quickly

things can happen and we are seeing any changes to the terms of thlone at the last minute could delay settlement as well one way to do that is to let buyer and sellers know that this could potentially happen. is that what you are telling clients. >> that is one of the things we are telling emand we are telling them in the old days maybe we could get a settlement three to five days and today it is 30 days. there is none of this quick turn around which actually i think and dan agrees with me is advantageous. that may have contributed to where we are today. >> some things we will look forward to talking about in the future to see when these start tim pact settlements and you will continue to answer the phones so we appreciate that. up next, we focus on the burgundy and gold a rough represeason opener for the skins in baltimore. when we come back, a look at what went wrong and we will

director brett haber has more on what went wrong in last night's first exhibition game. good morning from baltimore. unfortunately no good news for the redskins starters on either side of the ball. the offense played two series never crossed the 50-yard line. the starting defense played two series and gave up a 13-play drive and a 14-play drive. joe flacco and the quarterback for the ravens for the first quarter and he picked the redskins d apart to the tune of nine for 15. 300-yards the good many completion to bright led to a field goal. campbell was in for two drives for the redskins wasn't great but wasn't bad. a couple of first downs. this is his best effort. a 15-yard completion to randle- el, well this redded through the needle but campbell three for 38-yards an then pulled. the last play before halftime. troy smith, right side nicely

you are getting yourself in to when you start to purchase with credit cards. and that you have to pay this money back if there is an interest rate. -- and there is an interest rate. a lot of people were shocked that they could raise your interest rate based on your credit profile and late payment. that is in the disclosure agreement that we all throw away waiting for the credit card to come in the mail. right now starting good habits with children is a great idea. because children or teenagers that have poor money habits become adults that have poor money habits. >> how young can we start with children? >> at any age really. i have a very young daughter right now. she is 2 and the importance of taking them along with you on purchases, just to the grocery store is a great way to start. and explaining the most basic way what is going on. mommy gives the man a card that says take money out of my bank account and as simple as it is they start to understand there

is a transaction. it is not just that you go some place and get something. >> they are understanding that money is coming out. >> exactly. >> and that may be something that you start once they begin to understand what money means. >> exactly. >> and the first thing you should stress, as soon as a child has exposure to money is to separate it in to a save, spend and share pile. it is a very good foundation and it really teaches them what they need going forward as they get to grade school and start to understand math, teaching them the concept of interest is very important. both as a cost and potential earnings and then later on in life they can begin to use the credit cards or debit cards and understand the difference between wants and needs. >> they do need a credit track record. i know part of the credit reform plan forbids credit card issuers to target students. they used to set up tables at

the university. you can't do that before age 21, but you need a credit history to look for a job, maybe even to get in a graduate program. so it is important to have good credit but how do you do it if you can't get the credit card before 21? >> i would think a parent would sit down with their child. i had a credit card that was attached to one of my parents ' cards i was an authorized user. if i put gas in the car or had a couple of pizzas i would sit down with my parent and say this have what i spent and i had a responsibility of paying a portion of that back. if i worked over the summer a portion had to go to that credit card. it was teaching me financial responsibility. it wasn't something we are giving you but because you are being responsible and being a good student and a good citizen. >> and you are still learning responsibility and maybe you can forget to pay the bill and default, are you damaging your

parent's credit history. >> you are an authorized user this is where your parents say you can use the card so they are just as responsible for your purchases as you are. that's why it is important to start early make sure there are, like you said, spend, save and share make sure it starts early in life. >> you have a website to get across. >> actually it is for parents to learn more about how to teach children about credit. there is the i cpa has a website about financial literacy. 360-degree financial literacy.com. and it provides good guidance on how to train your children. the most important thing is to be a good example. children learn by example much more than by what you direct them to do. >> right. a disclosure i'm a customer at pnc and know going to a branch bank they have literature of how to talk to your children about banking and saving.

school. why not think of a treat that is cool, delicious and healthy. isabelle maples a registered dietitian and she is spokesman for the mid-atlantic dairy association and we are talking about smoothies today. >> you know, the taste of summer, so the grocery store and farmers market and enjoy the smoothie before the flavors end. >> you have three tips to make the perfect smoothie. we will go through it all for folks. where do we begin. >> one is to use ripe fruit. that's where local comes in. local fruit in season is usually a peak flavor and the best quality and it is also cheaper. >> that's a good thing. >> so, one of the things happens is you can save money and make it healthier when you make it al at home and one way you save money is when fruit is too ripe. >> what do you do. >> instead of tossing it make a smoothie. >> if you are not ready to make a smoothie, pop it in the

freezer and it is ready when you are. >> i love the idea of freezing fruit. now we want to make it thick, right? >> let me say if it is not ripe enough, bananas, peaches, stick them in a paper oar plastic bag and put them on a counter for a few days and they will get riper. >> one of the first things that comes to mind is ice. ice will make it nice and smooth especially if you have a good enough blender to smooth out the ice crystals but the problem is if you add too much ice it dilutes the flavor. >> becomes a water smoothie at this point. >> really not as good. >> reporter: one of things you can do is make your own ice cubes but make them with milk or fruit juice and pop them in the freezer and make them like that. >> other thing is yogurt. it adds a lot of thickness and it will add nutrition, recommendminess, flavor. one of the three servings we

need every day of dairy from the mere mid. so a great way to add thickness. >> in terms of binders, binders are a great way to add to the shake. >> you need to pull it together. now, if you use frozen fruit that makes it really thick so you need something to water it down, too and balance that thickness. one is milk. milk is a great source of calcium, but also magmas yum, potassium, vitamin a. three nutrients that kid and adults dc -- adults need. >> doesn't matter if you do skim or whole. >> skim -- smoothies are a great time to get in to using fat free or skim. it will be thick from the frozen fruit so you have nice texture to it. >> you have some other interesting things here. >> the other thing you can do is use yogurt or some type of culture product.

back with living smart headlines. video game buffs are enjoying the madden 2010. the newest edition of the gym don't think this is child's play. last year's edition sold more than 4 million copies. the debut should be a bright spot in tough times for video game sales. sales dropped 29% if july compared to last year the fifth from the figures of the research group mpd. microsoft says customers can soon order the new version of the zune. it doesn't go on sale until the 15th. it is the third version but so far it de-- attracted only a tiny slice of buyers. when we hear the administration is cracking down on abusive credit card practices, many consumers say they are being squeezed.

the rates low, but when it comes to credit cards, the consumer, the one holding the card we are stuck with high rates. why aren't the banks passing along their wealth. >> they are trying to make as much profit as they can until the new law goes in to affect in which is february of 2010. they sigh now is the golden opportunity to make more money than ever. >> so what do we do about it? >> go to a national nonprofit consumer counseling organization. i have been taking a lot of calls about that. my favorite place is cambridge credit counseling. 800-987-2200. their website cambridge credit.org they have existing arrangements to get you 6%. if you are considered a hardship of 0% an they can help you. >> does it hurt you on your credit card. >> it is neutral on your credit

score. you will enter the debt management plan and it is considered neutral. in the long run you will be better because you paid your debt off otherwise you would peak the rest of your life an your kids life if you pay 29%. >> we talked about the couples retiring and the golden years are getting pushed back further and further. some couples aren't on the same page. >> it is so important because what i always say is financial problems, financial crisis, that's the number one issue amongst couples. it is very important to be on the same page. no surprises, it's more a matter of, you know, how can we work together as a team? do we need to re-evaluate what we have gone over because more than likely they will have less income. >> one statistic says only 38% of couples have discussed savings strategies for retirement. retirement itself is not just financially disruptive but

emotionally disruptive. >> it is the number one stress out there. >> really? >> it causes all sorts of problems. it is not only amongst the couples but ripples out to your family. how are we going to work with lesser amounts. what is this affect, medical increases go up as you are getting older. so many different aspects. >> if you can, should you put off retiring, put off age 62 or 65 and go as long as 70. >> most people are not going to retirements to retire. they are going to move to something else, especially with what they have possibly lost. so it is almost like realigning your thinking. i had a woman that just called an said i can retire now but i would have 0 give up travel or i can wait two year and i said to her, look back and which one would you prefer to choose? >> how to survive in hard times, give susan and jordan a call. they are taking your calls at

with the farmers market outside of the restaurant. >> as you said we have a farmers market on the street in front of the store and on thursday we go out in the afternoon and shop the market and proceed from one end 0 the other and see the best available produce that is out there and yesterday, for example, we started with the first course was a bean salad and that was inspired by what i saw at the market. whole beans, these are baby lima beans, tomatoes, toy box tomaes. >> toy box totomato is a small heirloom tomato like a cherry tomato and some 'ole live bread and put it all together and decided to make a bean salad. >> okay. is that what you will show us how to make today?
