>> the first explosion was the first major attack in kabul since february. militants have been warning afghanistans not to afghans not to vote next week. president obama was on the road this weekend holding a town hall in grand junction, colorado, tonight. he talked about how health insurance companies will have to work under yearly caps to cut out of pocket expenses, co- pays and deductibles. he said the battle between special interest and health reform is not new. >> when jfk and then johnson tried to pass medicare they said this was a government takeover of health care they were going to get between you and the doctor much the same argument that is being made today. these struggles have always boiled down to a contest between hope and fear. it was true when social security was born, when medicare was created. it is true in today's debate.

stocking up on back-to-school supplies but despite aisles of notebooks and glue sticks analysts say shopping is down 8% from last year. this year's back-to-school shopping season is predicted to be the most dismal in more than a decade. shoppers are buying but very cautiously. >> i watch very carefully because in this tough economy everything is tight. >> i will go shopping for christmas. if you go to toys r us during christmas and it is crazy there it is that's what our back-tk school season is. it is our christmas. >> they are down about 5.5%. more cuts for maryland. the governor is recommending cutting close to $250 million in state help to local governments . the move is part

of a plan to cut $750,000 in spending this summer. he made the announcement today at the maryland association of counties summer conference in ocean city. he says the cuts will affect local health departments, police aides, comiewpt colleges , comiewntd community colleges. the first time the h3n 8 virus. experts say the flu is generally not life threatening. humans cannot get the virus but they can pass it on to dogs if they have been in contact with infected animal. the fairfax county animal shelter has quarantined 26 dogs with suspected symptoms and those symptoms include wheezing, coughing.

welcome back. firefighters are battling a massive fire in santa cruz mountains this weekend. the blaze has already blackened close to 8 square miles of wilderness. it is one of more than half a dozen fires burning in california. hundreds of residents have been ordered to leave their home. metropolitan washington airport authority wants your input on raising rates on the dulles toll road. they will hold three public

69%. 73 in winchester. culpepper down to 68 already. 72 at vwi. everybody will settle into the 60s tomorrow morning. high pressure sliding down the east coast giving under the circumstances a little bit of a flow off the ocean. that's why we had fog the last couple of nights but not as much tonight. still a stalled front off the coast. keeping the thunderstorm activity well off shore and away from us. we take a wider view and we can see thunderstorms in the midwest but this big area of high pressure, a little heat dome in the eastern part of the country will keep things quiet for us much the jet stream has moved up into canada. we often get our stretches of heat. that will be the case through the beginning of the week with temperature around 90. but the thunderstorm activity will all be pushed off to the west into the great lakes and back into the plains states. before we get to the seven-day forecast let's talk about the tropics. dc right there at the top of your screen so you can get your

bearings. two tropical storms. anna and bill behind it. bill looking a little more impressive but actually both of these storms exact same wind speeds. 40 miles per hour sustained winds. barely temperatures. anna over the next couple of days is headed to southern florida. if you have plans to miami in the middle portion of the week you will want to listen to what will happen. bill is forecast to come up towards the southeast coast of the united states into the bahamas or somewhere in that area by sometime this weekend. so we will be talking a lot about the tropics. one of those stretches again where we got to put a chance for a thunderstorm in the forecast every day once we get beyond tuesday. beginning of the weekend. doesn't mean it will rain all day each one of those days and temperatures will cool off a little bit by saturday next

there are two ways to look at that first preseason game. one, it doesn't count, or two, this team could be in some trouble when it actually does. the redskins hit the practice field this morning for the first time since that shutout in baltimore and as dave owens reports there is plenty of work to be done. >> reporter: less than 48 hours after being thoroughly outplayed in their first preseason game the skins were already back to the grind even without having viewed thursday's game film yet. >> the hard part is to go out there and practice without having seen video. but to their credit i really had a sense that our football team practiced with real purpose today and they were trying to get better. >> reporter: brenan was one of those players trying to get better. colt brennan was sacked three times and picked off once by the ravens. >> i was a little disappointed because i wanted to come out and kind of show how well i progressed. it is frustrating from that point. >> reporter: one positive sign
