in fact in the upper 70s still. so a warm morning out there. code yellow air quality. 86 by noon. topping off in the low 90s. a sticky afternoon. 5:00 a.m. straight up. good morning, angie. what's going on. >> we have the right lane blocked. this is the situation with the water main break. crews working hard on westbound 198 before u.s. 29. use caution. volume is light because it is early but you may want to factor in an extra minute or two if you head that way. look at 270 and show you outside that traffic is flowing freely past 121. drivers are making their way to the split. and mice and quiet commute as we track the beltway in virginia. doing fine from 95 to 66. on 395. taking it outside. that northbound trip is delay free past duke street to the district. and finally on 95 in virginia from fredericksburg to the mixing bowl looking at a clear

commute. that overall drive time of 40 minutes. andrea, over to you. the hot lanes expansion is being put on the back burner in virginia. governor tim kaine says a weak economy and shaky bond market are to blame. 9 news now digital correspondent, armando trull , is live from springfield with the story. good morning. >> reporter: good morning. the hot lane construction project would have run on this part of 395 and 95 and the state was going to pay for that by selling bonds. virginia's transportation secretary says the cost of financing the deal is too great so hot lanes are on a freeze construction on the high occupancy lanes would have been built on 95 and 395. car pool commuters, buses and motorcycles would get to use the lanes at no cost but cars with fewer than three occupants would have to pay tolls.

the exact toll would vary depending on the time of day and the amount of vehicles on the road. the more cars, higher tolls. those that don't want to pay would use the not hot lanes for free. virginia entered in to a partnership with a construction company to build the hot lanes. and an australian company had been picked to collect the tolls. hot lanes construction on the capital beltway will not be affected by this decision. >> reporter: the project ran in to opposition from local leaders who were afraid of the impact it would have on the neighborhoods adjoining the construction. live in springfield, armando trull for 9 news now and wusa9.com. the maryland state highway administration plans to close some lanes on 95. that's part of the intercounty connector project. the number of lanes closed will vary upon orwhat wk needs toatb done but we know there will be closures between 198 an 212.

those are exits 33 and 29. the work will run through august 2edth. one local community fed up with speeders has thrown its support and money behind speed control devices. community meetings all over frederick are filled with people who complain about speeders. in one sex section of the city they used the money to purchase and mount a speed sensor radar to track patterns. >> we can narrow down the problem to specific dates and time and get an idea the nature of the offenses, how egregious the complaint is and develop a plan in conjunction with citizens to best come up with a strategy to effectively enforce that area. >> reporter: frederick city leaders are working to bring speed cameras to the region to combat the speeding problem. police are looking for suects in the shooting of a

up. stay with us. in the news now, crews are expected to resume cleaning up an oil spill in the san francisco bay. a sunken demission commissioned u.s. coast guard tug boat leaked oil in to the bay. there's no word on how long it will take to remove the oil from the bay. at daybreak more than 100 firefighters will resume their effort to regain a wildfire burning near flagstaff, arizona. it has burned 700-acres. the cause is unknown. a new york city man has cut off electricity to his oven after discovering his cell phone's ring tone can somehow turn it on. whenever the cell phone rings the oven turns on. a whirlpool technician examined the appliance but was unable to solve the mystery. and the tropical storm

tropical storm ana has been downgrade but it is dumping rain in the northeastern caribbean. by the time it moves from puerto rico some spots could get up to four inches of rain. what's left of ana is expected to spawn thunderstorms in the dominican republic and haiti. the good news on ana is it is not going to regenerate so we do not expect it to be more than a tropical wave which will brick thunderstorms and even florida could get rain and thunderstorms from this but we're not talking about a tropical system. >> or a hurricane. >> at least from ana, but bill, bill is getting to be a big boy in the atlantic and we will look at bill in just a moment. but first i want to show you what is happening with our forecast here. the next few days for you on the weather computer. talking about temperatures which will be in the low 90s. i will have to take the graphic. we will change it. this is bill. kind of in the wrong spot here

in sports the nationals finish the deal with their number one draft pick with just 77 seconds to spare before the midnight deadline. as we first reported on wusa9.com, stephen strasburg agreed to $50 million over four years. the has a fast ball that can reach 100 miles an hour. last year the nats failed to reach a deal with their selection. strasburg is expected to be introduced tomorrow or thursday. they host colorado for a three game series starting on the. coach zorn promises fans more starters will play in the preseason game against pittsburgh. the $100 million defensive end hains worth will make his debut. he sat out last thursday's ravens game with a tender knee as a precaution. even though he did test the preseason, portis is expected

could be locally heavy rain because they won't be fast movers. highs in the low 90s. right now 75. time to get a traffic update from angie. good morning, everybody. happy tuesday to you. we will begin with a traffic alert. it happens to come to us from 50 eastbound. this is at the 7 river bridge. a disabled tractor-trailer and drivers are losing the lane. stay right to get by. the southbound trip, nice and light to the split. hey, virginia on 66 here's the deal. eastbound commute past route 29 to the beltway doing okay. and finally the inner loop in virginia where from the wilson bridge past 95 braddock to 66. drivers are clocking in at a great pace. that's the latest look at traffic. now, over to andrea. governor kaine has put the 95, 395 hot lanes project in the deep freeze. his decision was prompted by a weak bond market and local

opposition to the initiative. 9 news now digital correspondent, armando trull , is live in springfield with the details. >> reporter: good morning. this is the portion of 95 where the hot lanes project was going to be built, but local leaders were afraid of the impact and ann the construction would have on the neighborhood adjoining the project. to make matters worse, virginia was going to pay for its share by selling bonds but that deal has fallen through an so the hot lanes are chillin' out. virginia had entered in to a partnership with an international construction company to build the hot lanes and an australian company to manage toll collection. they believe it cannot pay for its share of the project because of the sluggish economy. construction on the high occupancy toll lanes was scheduled to start next year. they would have been built on 95 and 395 from spotsylvania county the pentagon.

car pools, buses and motorcycles will get to use the lanes free of charge. cars with two occupants or less would have to pay tolls. it would vary depending on the amount of vehicles on the road. this will not affect the hot lanes construction on the capital beltway. and andrea, you know, municipalities use bonds to pay for a lot of large-scale projects an we have to wonder if this will be a harbinger of things to come for other counties that were planning to sell bonds to pay for similar projects. triewl trial for 9 news now and wusa9.com. an associated press photographer wounded in a bomb blast in southern afghanistan has been brought to a baltimore hospital to be treated for severe leg injuries. his foot was amputated because of the injury. he was traveling with the u.s. military unit last week when their vehicle ran over a bomb. another ap employee and two soldiers were also injured.

we received word in the last 15 minutes that a suicide attack in kabul killed three civilians in one of afghanistan's most powerful war lord says there will no end to the war as long as foreign forces remain in the country. the leader showed sky news militants who appeared to be armed with rocket-propelled grenades and antitank mine as well as improvised explosive devices. president obama admits more has to be done when fighting men and women return from battle. they promise better pay, education and rehabilitation to help vets adjust to civilian life. he talked about wars in iraq and afghanistan. mr. obama added that winding down troops in iraq and leaving iraqis to manage their governments will allow the u.s. to focus on fighting al-qaeda. u.s. senator al franken is
