show you burtonsville we have a water main break and crews are on the scene at westbound 198 approaching u.s. 29. drivers are forced to lose the right lane. staying to the left to get by and round it out with new york avenue. we are below speed. now over to andrea. we are following a developing story this morning out of thsoutheast washington. a 13-year-old girl is shot inside of her home hit by a stray bullet. this happened around midnight on frederick douglas place near alabama avenue. police tell nine news several shots were fired at the home. the girl was hit in the back and taken to a nearby hospital, treated and released. right now police aren't sure who fired the bullets or why. slamming the brakes on a plan to ease your morning commute. those hot lanes along t 5 and 395 in virginia are on hold. digital correspondent armando trull is live in springfield with the story. armando? >> reporter: andrea, good morning. this is the portion of 95 an

395 where those hot lanes were going to be built, but now the state of virginia, which was planning to sell bonds in order to pay for the construction, says swinging the deal is too expensive so the hot lanes are on deep freeze. construction on the high occupancy toll lanes was scheduled to begin in 2010. new lanes would run from spotsylvania county to the pentagon and would have been built on 9 a 5 and 395. car pool commuters, buses and motorcycles would get to use the lanes at no cost. but cars with fewer than three occupants would have to pay tolls. the exact toll would vary depending on the time of day and the amount of vehicles on the road. the more cars, higher tolls. those that don't want to pay would use the nonhot lanes for free. virginia had entered in to a partnership with an international construction company to build the hot lane an australia company had been picked to collect the tolls. hot lane construction on the

capital beltway will not be affected by this decision. now, the hot lanes could run in to local cop -- opposition from local leaders who were afraid of the impact it would have on the neighborhoods near the highway. but of course, one of the things that now one has to wonder is, if this is the type of reaction this deal got, were there any ordeals that depend on selling bonds to finance and will be affected down the road. armando trull for 9 news now and wusa9.com. now to the hot lanes along the beltway in virginia. we told you yesterday the exit from the outer loop to northbound route 123 is closed. it still caught thousands of drivers off guard and they are mad. they want more signs up as a warning about the detour. v dots hears your complaints and promises to fix the problem. new this morning, the washington nationals get their man. they signed a deal with stephen

strasburg, $15.1 million over four years. that breaks a record for a draft signing but it is less than strasburg's agent originally demanded. the team will hold a public introduction tomorrow or thursday and could be pitching at nationals park by next month. president obama meets at the white house today with hosni mubarak. it is a day off from his push for health care reform. that push is causing a riff between the white house, the aarp and some members. cbs news listened the aarp lost 60,000 members since july 1st all over the group's position on health care. that's a fraction of the membership but a sizable chunk. many of those leaving say they are upset that aarp is backing the president's plan. cbs news found out that is not entirely true. >> there's been some confusion as to whether aarp is

cash for clunkers. the paperwork is backing up, and that means rebate vouchers aren't going out as fast. the program has been going on for than six weeks but some car dealerips in our region are just getting the first payment. they have already given customers their money. tammy darvish is waiting for uncle sam to get moving. >> we just got paid on the first one last week and total of 30 so far right now. but we have $4.5 million outstanding from the government this time. >> reporter: every dealership in our area we spoke with says they are still taking part in cash for clunkers, despite the government delays. time for a "living $mart" report. jessica doyle is here and you say fewer people are making labor day travel plans. >> if you plan to stay home you have a lot of company. people are hunkering down because of the recession. the airline industry expects 1

rifle and last week a man in new hampshire had a pistol on his leg. police say while it is unsettling it is not illegal and since they were in a designated viewing area the secret service does not have control over them. the feds say they have broken up one of the biggest identity theft rings. it could affect 130 million credit card accounts. investigator say one american and two russians hacked in to the computers of heart land. it does credit card processing for stores like 7-eleven and other retailers and some were sold on-line but they left digital footprints which is how authorities caught up with them. no word on what will be done for anyone whose information was stolen. the plan to get you out of delays on interstate 95 and 395 in virginia has hit a delay. we will talking about the hot lanes. it is a story new this morning here on 9 news. armando trull is live in spring feel with what you need to know. armando?
