bottom line for parents, keep talking. parents and kids are getting caught up in the excitement. buzz words in here. markers, notebooks. but parents might also want to keep a communication checklist. >> there is not one typical dialogue or one conversation. it is an ongoing conversation. make sure your kids are talking consistently. >> reporter: a facility where young pictures of workers decorate the walls here so children understand these adults were kids once. while sex abuse may not be a hot topic in your home it is here. >> sex abuse happens often. a perpetrator doesn't look a specific way or behave a specific way. a perpetrator is anyone. >> reporter: including a trusted mentor. it is important that kids need to understand they don't have to do what they are told. >> train your kids to have that gut instinct. if something is wrong, there is something wrong.

eight men. >> in the past what they would do is come here and meet and leave the park. and while we don't consider that a problem, whether it is same sex or opposite section but this year we found out they were coming to the park, meeting, staying in the park and going to locations like the restroom or the trails or the shelters and performing sex acts that's when we figured it was time to step in. >> investigators say the gamble park game popular through the internet. they say word about the enforcement effort is spreading the same way. once metro shuts down crews will make repairs to a crack in a rail. the crack led to delays on the redline. crews were making a quick temporary fix and trains had to share one lane. it should be back in service in time for the morning rush. a lot more police will be

70s. winds north-northwest at 10. look at this satellite picture of bill. a massive huana category 3 destined to become a category 4. it will affect us over the weekend. we will talk about our prospect of thunderstorms for tomorrow and the rest of the week coming up. >> thank you. prince george's county public safety employees could be celebrating. a federal judge is ruling against the mandatory furloughs they had to suffer tonight. the county says if it doesn't have any luck with an appeal it may have no choice but to institute massive layoffs instead. digital correspondent andrew stack spoke with the union reps for their reaction. >> reporter: as vice president of local 1619 andrew thought his union had its collective bargaining agreement wrapped up last summer. but then -- >> the county approached us with a dire fiscal emergency.

>> reporter: and an order for ten days worth of furloughs for all employees aimed at saving cash strapped prince george's county $17 million. >> the county's position from the get-go last year was that if we didn't furlough employees or we didn't reduce our salaries that they would, in fact, lay off employees. >> reporter: so unionized employees fought back with a suit alleging mandatory furloughs unconstitutional. today nearly a year later the district judge agreed saying "the county's actions violate the contract clause of the u.s. constitution." williams went on to say police and firefighters must be paid back wages. ty "to comply with ly"tmpcoth mp t opweiothn will have massive wiffll be llbe filing an appeal toremedy this irresponsible decision." >> the county'stiit is shameful

do to again sit back and make these kind of threats and not look at other alternatives. >> are any firefighters worried they will lose their jobs? >> many are. that is still a reality. >> reporter: in prince george's county andrew stack, 9news now and wusa9.com. oh, the bottom line on today's ruling, prince george's county could have negotiated those furloughs through the employee union but judge alex williams ruled that the county did not have the right to order the furloughs unilaterally. more financial woes down in virginia. governor tim kaine will reportedly announce 1.3 billion in cuts to the current budget and this will be the fourth time in less than a year that the governor has had to scale back the appropriations. no details yet on exactly where those cuts will be made. let's hope john cardon's marriage goes better than his marriage proposal. cardon is a democratic state delegate from baltimore and the

nephew of senator ben cardon. he is in hot water for using taxpayer dollars while proposing to his girlfriend. he used a police chopper and on duty officers to stage a fake police raid while on a private boat. it was all meant to throw his girlfriend off since he popped the question. he apologized and has offered to reimburse the city. state lawmakers have not ruled out an ethics review. >> if he does not reimburse the city we may decide to take other steps. if we find there is something illegal that happened. >> you may want to know that cardon's girlfriend did say yes. this evening the white house is saying the president intends to stand his ground on his health care reform ideas. it says his goal is to foster choice and competition in the private health insurance markets by having that public government run option. the secretary of health caused a bit of a stir over the weekend when she said the

government's role running a universal coverage system was not "the essential element" of the overhaul. today the white house set the record straight. >> we have a goal of fostering choice and competition in a private health insurance market. the president prefers the public option as a way of doing that. if others have ideas we are open to those ideas and willing to listen to those details. that's what the president has said for months. >> republicans and southern democrats are almost universally opposed to that public option. what's in your wallet? chances are a credit card with an interest rate that is about to go up. some credit card companies are raising rates in advance of a slough of new consumer protections. bruce leshan shows what's in it for you. >> reporter: it used to be a wave of credit card officers now offers, now it is new
