next to a hetrosexual couple. their public affection was a little more extreme. >> the message is it stops now. >> tonight they came back with friends and supporters who crowded into the diner to place their orders and mount what they call a kiss in. >> peaceful protest solely to show everybody deserves the same respect, the same treatment regardless of sex, color and especially sexual orientation. >> i'm shocked. i can't believe it. >> but the owner said there was no discrimination. they are not telling the whole story she claims. >> they were embracing a lot and it was a little more x- rated than i think that these young ladies are leading everyone to believe. >> she said the manager first asked the ladies to tone it down and when they refused he

get more expensive. the city is charging $50 to apply and $50 to renew and there is a rental fee. those signs that designate spaces, those will cost $400. >> we are trying to cut back as much to make sure that all our staff is taken care of as well as the guests without losing more money and it seems that dc is going to charge us more to actually run the business. >> reporter: the added costs not to mention the hassle doesn't surprise anyone who is familiar with making money here. >> dc does not seem like it is business friendly. they try to make things very difficult for you to actually get your job done. >> reporter: long time business owners offer this tip to city officials. turn back the clock. >> we remember when there was a down time when there were no restaurants and nobody out here. now all of a sudden we have people out here. why do we want to do anything to hurt their business? >> reporter: officials will start enforcing the permit rules this fall. some restaurant owners we spoke

with on the phone are offering discounts at garages instead. derek? >> thank you for that. the u.s. transportation secretary has a message for car dealers and for drivers. he says you will get your money. today reporters were asking him about the cash for clunkers program and why some dealerships still haven't gotten paid. he says the checks are in the mail. >> we are working with the car dealers. i have taken calls from car dealers in my hometown and other places. they are going to get their money. >> several car dealers have actually pulled out of the program because they are still waiting to get paid. and a side effect of cash for clunkers the price for used it more than it used to be. at the beginning of the summer used cars were cheaper than they are now. the increase is a direct result of cash for clunkers. andrew stack spent this evening figuring out how this is possible when prices are going down all of a sudden. >> well, it is possible because

of supply and demand. at a base level cash for clunkers disposes of used cars and because there are fewer available for resale dealers are telling us demand for them is on the rise. >> reporter: don and sharon planned on their new car being a used car. but -- >> for a few bucks more i ended up with a brand-new car with a $100,000 guarantee on it. >> reporter: the reason they opted for a new car may have something to do with the cash for clunkers deal being offered. they are buying a new toyota corolla but because their clunker is heading to the scrap yard it will be one less used car on the market. >> did it go as a cash for clunker? >> it did. supply and demand thing now. people are trading in cars, bringing them in for the clunker program and now all of a sudden these cars are not available in the marketplace. >> supply and demand is right.

scott adson says every won of the vehicles here that has writing on the windshield will be taken out of circulation and recycled for the cash for clunkers program. to put that in perspective he said two weeks ago there were only 200 cars on this lot. since then they have gotten another 500. they will all be taken out of circulation. >> it has taken me awhile to absorb it because i didn't think i would be coming home with a new car. >> reporter: we do 100 deals in a day normally. half those customers have a trade in. now it is about 20% of these customers have trade ins. >> reporter: dealers don't have exact numbers on how much more used cars cost than they did a few weeks ago. perhaps only a few hundred dollars each but they say because of the amount of business they have been seeing through cash for clunkers they expect to see those numbers continue to climb. >> thank you, andrew. appreciate it. tonight time for tonight's forecast first. we have storms out there. but all clear now, right? >> everything is calm now. we had a whale of a storm in

employee when she opened it. byron dean is under arrest. a physician's assistant is charged with sexually assaulting two patients. he is 49-year-old sanchez of hagerstown. chantilly specialist office in virginia where sanchez worked is where it occurred. now to baltimore where a self-proclaimed white man is boasting to police about beating a 76-year-old black man nearly to death. baltimore police say that beating happened yesterday while a man was fishing with his wife at a baltimore city park. three suspects including 28- year-old calvin lockner beat hiinthwi of th of his hi. li feck arm and actually s hiarm and a goes by the name hitler. a park security guard called police right after the assault. >> he said the boys came from behind and had a bat and was banging them, knocked them on

the ground. kicked them. took his keys and sped off with his truck. his left eye was shut and it was like a golf ball. >> reporter: the victim suffered serious head trauma and may lose his eye socket. chances are you don't wear a badge but you can help some people who do. take a good look at your t.v. screen. investigators are asking for the public's help in finding four haggerstown men. bottle bombs were thrown at a home. wanted 27-year-old jeremy wayne peel. 25-year-old samuel adam meyerly. pass along any information you have to the maryland state police. montgomery county now offering a $1000 reward for information about this week's arson in germantown.

investigators believe the same person set fire to mailboxes and bales of hay. if you've got any information to pass along, again, contact the montgomery county police. now to an update on the story we first told you about on 9news now last night. prince george's county employees could be getting a big refund check from the county. a federal judge says the 10-day furloughs that they had to take were unconstitutional and ordered the county to give back the $17 million they saved through the forced days off without pay. it is a victory for the unions but now they may be headed back to the courtroom. a second round of 10-day furloughs is already underway. >> we are expected to be in contract negotiations and we hope that we can come to some final resolution in this with last year's and this year's potential furloughs. >> county officials say they will appeal the ruling because if it stands they are threatening massive layoffs. staffing levels are at an all-

time low. a warning now for drivers. this video was shot earlier today from sky 9. tomorrow morning ought to expect delays on 95 between baltimore and washington because of that work that you see going on right there. there will be some lane closures along the stretch between route 98 and laurel and route 212 and beltsville. but the crews say all the lanes should be open by 7:30 or 8. folks in virginia prepare for some hard core budget cuts. today governor tim kaine told state lawmakers the state is facing a shortfall of $1.5 billion. so he is considering cuts to core services including education, health care, even public safety. >> which department are they going to hit? >> everything is being analyzed so in terms of biggest, it is hard to say. >> governor tim kaine is asking every state agency to look for ways to tim as much as 15% from the budget. he plans to review their

bermuda. parts of new england and canada, nova scotia could be still in its track. again, here is the spaghetti plot. the lines are close together. all of the models are in agreement. the lines aren't going away interest each other. the models are diverging a little bit. everything is pretty much in agreement here. we do have an outlier here that takes it to the west. if that were the ca noto s much is going to change our forecast but it would change parts of new england forecast and certainly some of eastern canada's forecast as we get into saturday night and sunday morning. so again, look for rip currents and perhaps some big seas as we get into friday and saturday and even into early sunday. good for surfing not too good for swimming. it is dangerous. satellite picture radar combined. lots of thunderstorms across the deep south. lots of thunderstorms in the midwest. it will take a couple days to
