are new this morning, fairfax county police are investigating an accident which has left a pedestrian dead. it happened in centreville around 5:50 this morning. authorities say a woman was vuk by a honda accord. officials say the woman was not walking in a cross walk and was pronounced dead at the scene. investigators are looking for the cause of a two alarm fire that began 4 clinton 40 at a home in the 2000 block of featherwood. flames from the fire jumped to a house next door. three minor injuries among firefighters are reported. a former bush administration official is implying politics may have played a role this the terror alert level. tom ridge said he was pressured by other members of the bush administration to raise the terror alert level just before the 2004 presidential election.

ridge say he objected to the move and in the an end the alert level was not changed. bush's former homeland security adviser said politics never played a role in determining alert levels. the head of the senate intelligence committee said the cia broke the law by failing to notify congress about a secret program in which they hired private contractors to kill top level members of al-qaeda. the statement by california senator dianne feinstein is the strongest condemning the agency's program. the cia hired blackwater usa to plan, conduct and train in surveillance leading to the death of al-qaeda leadership. president obama is offering a health care guarantee. he says the health care overhaul will be approved. he made the vow during an interview from the white house on with a conservative radio host. he said he is not buckling under political criticism. >> a lot of economists are

making side bets whether ben bernanke stays or goes. he is up for reappointment in january. in general, economists think he has done a good job handling the economic crisis. the "wall street journal" journal survey of economists found near unanimous support for reappointment to a second term. later today we will find out whether business picked up in the housing market. the association of realtors releases figures on sales of previously owned homes for july. the numbers are gone up the last three months as lower prices pull in more buyers. >> thank you. a record number of maryland borrowers were behind in mortgages in the spring according to the mortgage bankers association. meanwhile there is good news about the state of the housing market. with me is dr. fuller an economist at george mason university. let's talk about the good news first. we are seeing really good signs, really signs of a pickup in the local housing market.

>> pretty much all the signs are positive and have been increasingly positive since winter. so a number of sales are up. the days on the market are down. prices have stabilize. that's quite important. that's the last positive indicator. it hasn't happened in every sub market yet. we have fewer houses available in inventory. inventory was down 21% from a year ago in july. it is almost normal now. i think the bargain hunter is about over and we will have a much more normal market as we go forward. >> reporter: what are your expectations for the next couple months for housing as we have first time home buyers who have a 8,000 dollars tax credit but the inventory is tighter. >> we will see sales pick up, i suspect the data to come out nationally today. we will expect a rise in that. through october we will see strong sales. we are running out of inventory. if there aren't houses to be

sold you can't sell them and the builders are just starting to build. building permits were up last month in the august area but it will take until next spring to the get the new homes market close to normal. prices should firm up and that should make us all happy that are homeowners. >> reporter: we are getting information out that a lot of homeowners are having trouble making mortgage payments a record number of people falling behind 30 days or more in them second quarter. does that indicate that maybe we might be in for another round of foreclosures just when it looks like we may have been getting out of the woods? >> i suspect we will. the economy has been in recession for 20 months. it's probably just about over everywhere now and many homeowners have been struggling to meet and pay their bills and make mortgage payment and we are getting to the point where they can't hang on any longer. unemployment is going up and it will go up more.

and probably through next year we will see high rates of foreclosure but a different problem than earlier this year when these were bad mortgages from the beginning. so the housing market isn't out of the roads yet but certainly better. let's look at the local job market. we saw a study earlier this week that says this is the grittest place in the country to get a job, but that information might not be that helpful to a lot of people who are unemployed. why is it we have high numbers of unemployment in say the district but we also have these jobs available. >> this is the best place to find a job if you have a college education. we are adding jobs. the federal government is adding jobs. there's business service sectors that are in federal contractors that are still growing. most of the unemployed workers don't have the qualifications for the jobs we are adding. so people are coming here from other labor markets that aren't as good as ours to take these

good job and it leaves unemployed workers out there, principally retail and construction workers but across other sectors that will be waiting their sector to grow and that probably won't be in next year. >> reporter: in terms of the jobless figures you see in our area, what do you think they will do over the next couple of months. do you think we will start to even out and see job growth? >> we are losing jobs still. the local data for july coming out this morning. i don't know yet what they are yet. we are not losing as many as other metro. unemployment will go up. i suspect it will go up until mid 10 and as it will nationally. it should go double-digit nationally. we're at 6.6 now and will go up to 7, i suspect, maybe higher. some jurisdictions it is already higher than that. it is a long haul and the last

part of the economy that corrects. in 2 a 12 me we will have high unemployment compared to what we are used to. it will be a long struggle before the economy feels good to everybody and may take until 2012 for that to happen. >> at least some signs of optimism. >> the signs are good. >> yes. >> dr. fuller, thank you so much. hurricane bill picks up strength as it heads up the east coast and investigators in montgomery county offer a reward they hope will lead to an arrest in a series of rural fires.

montgomery county police are offering a $1,000 reward for information that leads to an arrest in a series of arsons in damascus. the arsost set fire to mailboxes, landscaping and bale bales of straw in germantown. the result of afghanistan's second presidential election will not be known for several more days. it's believed 40 to 50% of afghans voted in thursday's election. taliban threats did keep some people from the polls in the south and that could hurt president happened karzai's re- election chances. tonight at sun down, more than 1 billion people around the world will begin to observe ramadan. during the next 30 days muslims will go without food or water during daylight hours and spend most of the day performing prayers and charity as an act

georges county executive. gentlemen, good to have you with us. it will be obvious why politics and sports are together in this segment but let's turn to the politics. mr. dean are you in the race for prince georges county executive. >> yes, i have declared to run for county executive for prince georges county. as you know we are term limited. i'm coming off the council in 2010. i have developed and gained a tremendous amount of experience in order to guide the county forward. therefore i decide i can make a contribution to prince georges county. one of the interesting things about my campaign in the last two runs i had my wife as my campaign manager and she will be my campaign manager again. therefore we have a winning team and we expect to prevail

in 2010. >> she's with us and we congratulate her on her role as your campaign manager but the two of you are take atlantic a difficult path at a difficult time the governor will be announcing millions of dollars in cuts that will affect the jurisdiction. you just had a federal judge's ruling go against the county in trying to balance the budget by furloughing union workers. your reaction to that, and are you crazy taking this responsibility at this time? >> i believe that you really make decisions to do things when things are difficult. i have never run from a fight. i believe i can put together an economic package that will help us to weather the storm. there's been some uptick in the housing market, which is one of the things that has driven the revenue and the economy in prince georges county. so i believe that when i put my team together that we will be

able to move the county forward to a new level. the judge acknowledged the hardships you were going through but overlooked alternatives to trim the budget. when you economic team comes together, do you have one thing that you can tell us now that would be something you would trim from the budget that the judge would consider more moderate that would be something other than the massive layoffs the current county executive predicts because of the ruling. >> what we will have to do is to look at our current agencies and departments and where we have economic economies of scale, where we can bring departments together. we will be looking at that. and also free up some money. we will also be looking at some of the other things such as overtime that we do pay to see how we can save in those areas. so we will be looking at a host

thrown everywhere. computers were broken, television screens broken. horrible words of pain and hate were written all over our walls an in our children area, even in this area where we work with little ones ages 3 to 7, just horrible word and horrible things were done. >> reporter: some things were lost but we are talking about intangibles. the messages written, the paintings destroyed and how that must have hurt the people you worked. >> it hurt tremendously. over 15 years we have been teaching our young men and boys in ward seven that you can change challenges in to possibilities and that peace is the way to go about things. and being in harmony and balance and to see this, that was really a challenge. the first thing is we are dealing with a lot of testosterone here and the first thing is who did this. we quickly went to our life

pieces to masterpieces road. >> you talk with the men and boys that you work with. >> yes. >> why did you start this organization focusing on these young men. >> we are in one of the most challenging areas in the district of columbia. we are talking about high levels of unemployment, the absence of positive male role models. high substance abuse. homeless children. so there's a huge need. and, you know, in the district of columbia and only 30% of young black men graduate high school and we wanted to turn those statistics an and that's why we are needed. for the past three years, over 100% of our boy and young men have been graduating high school. so, you know, it was very hard. we didn't quite understand why this was done. but we quickly went about trying to rebuild. >> what do you need in order to continue the rebuilding process. >> definitely individuals to
