it up with 95 northbound from fredericksburg to the mixing bowl. no incidents along the way. we are looking at a 40-minute commute. over to andrea. a number of school systems are back open across our region including here in the district but some renovation delays at one school have parents concerned about their children's learning environment. armando trull is live outside of john boroughs elementary in northeast with more. armando? >> reporter: john boroughs is supposed to be a showcase for the turn around that mayor fenty has instituted in dc public schools. the school has been totally renovated. the classrooms pristine but the pta president says it is the not the appearance what concerns them but the things you can not see. pta president says the air at john boroughs educational campus is not safe because of extensive construction. >> i have a 6-year-old son who

parents who will take their children to school. the school told them they will release a copy of the report basically clearing the air here at john boroughs elementary. back to you. teachers give home work but teachers in the district have their own home work assignment. michelle rhee released a guide that outlines her expectations for teacher performance. among the guidelines teachers are advised not to waste more than three minutes of school time because of poor planning and advised not to let more than five minutes of bad behavior per hour. fenty and rhee used the first day to highlight things in the system including the system going green.

his suv in to a pole in bladensburg and later found him hanging by his shirt from the cell door and was pronounced dead at prince georges county hospital. president obama and his family are taking time off for vacation. they arrived in martha's vineyard yesterday. they are renting a 28-acre estate from a family of republican donors. no real break from the job, though. he will get a briefing from a national security official and is expected to keep in touch with lawmakers about his health care plan. we are 11 hours away from the cash for clunkers program. it goes away at 00 tonight. the program provided americans with $4,500 rebate for trading in their old cars for newer, more fuel efficient models. as of friday, dealers sold a half million vehicles bringing in $2 million in rebates. cash for clunkers helped at

>> a lot of republicans are talking about senator condition did missing on the hill for this debate. do you think he will push to stick with the public option? >> of course he will. honestly don't think the absence has led us to the situation we are in. his committed reported his bill under chris d.o.d.'s leadership and he doesn't need to convince president obama to keep the public option in. he needs to get the people on the senate finance committee to do something contrary to what their constituents want. and i don't think that is possible as persuasive as ted can be. them reality is the senate finance committee won't include a public option, period, regardless of who talks to the president, ted, whoever. but that's not the end of the game. they then have to compromise in conference with the house. the house has the public

option. speaker pelosi insisted it stays in. i think it should stay in. i don't think this is a matter of ted's absence as much as we miss him greatly. >> reporter: the public doesn't seem to understand what these bills are all about. and in fact we seem to be getting mixed messages from the president. on face the nation, robert gibbs said the public option is on the table. health and human services secretary says it is not essential. isn't this lack of direction contributing to the problems we are having right now? >> there's a lack of understanding. there's no question about it. the public option provides competition for the private sec for and it will reduce costs as a result. but it dunn mean that we still can't cover everyone. we can provide a system where that is affordable for everyone. we can expand medicaid and medicare. we can prevent insurance

companies from prequoting people because of preexisting conditions or dropping them when they get answer cancer on an expensive illness. we can make major progress without the public option but we need to be fiscally responsible for this an a public option will save a lot of money. today $720 billion a year is spent for health care but doesn't go to the delivery of medical care. medicare only spends 3% administrative costs. private insurance companies spend 30%. that's the difference. that's what we are trying to squeeze down so that this one- sixth of our economy goes in to making people healthier instead of corporate profit and administrative costs trying to decide who to cover and who not. it is perverse the way they decide that. >> you are hosting a town hall meeting and i understand you have invited howard dean.

>> howard dean will be there. the only town hall meeting i'm aware he is actually doing we asked him quite sometime ago before he became so prom nen this debate but i in the he cares a lot about this and cares a great deal. it will be at 7:00 at south lakes high school in reston. and if they want to call my office, we can give directions. south lake high school is easy to find. we expect almost 3,000 people. that's why we had to have such a large -- is this going to be a shouting match? >> well, i prefer not to shout. i'm going to try not to shout but i think it will be raw cuss and we certainly intend to hear from people who don't agree with my position and i hope that they will be articulate, thoughtful and not so disruptive as they have been orplaces. >> reporter: one last question, the president's poll numbers have been dropping on his

position on the health care and the economy. dick morris was on a talk show and he was saying the president's inability to get ahold of this is dragging down the entire democratic party. st, especially when it comes to the seniors on the issue of health care and you could lose seniors as a solid democratic block for generations to come. your reaction to that? >> number one, dick morris is not credible. number two. this is tough. if he wants to lead he's not going to be able to please everyone. you know, if you want to follow and do what you think the majority of people want, you can be you can keep high poll numbers and not get anything done. this is a big thing to get done. he is coming up against entrenched interest. people who could afford to pay millions of dollars to lobbyists who can organize thousands to disrupt town hall

to release partial results from the hotly contested election. our next guest is back from afghanistan where he assisted in monitoring the elections. eric is the founder of democracy bash. welcome back. >> thank you. >> we hear the reports of vote rigging. we heard the reports of all of the violence during the election. tell us your experience about the security, your safety, and about vote rigging. >> it is too soon to tell able the vote rigging. there is an elections complaints commission headed by an international person, canadian expert and we have to wait and see their investigation about the vote rigging. we did feel that administrative problems on election day where the vote were held do not seem serious enough to affect the credibility of the process but there were places where people were not able to vote easily because of violence and a threat of violence that intimidated people, and that created some opportunities for

fraud and there was an absence of comprehensive voter list which creates opportunities for fraud. we have to waite and see. there has not be partial results listed and the process is ongoing. >> you said this is the first time your country has -- your company has monitored an election during a war. >> this is the fierce time that anyone has had to organize in the face of these issue an the face of conflict in parts of the country and that was daunting for us and very difficult. we did have a large number of international observers. the largest group of americans, more than 60 people and we did send many people to the south, which is the active conflict part of the country. and we were able to learn a lot but certainly restricted in movement and it was -- that was a serious issue for how we collected information. >> reporter: preliminary results will be announced

tomorrow, but glen could you want of our organization beliefs it is a mistake and believes it will heighten conjecture and urgency with the process. what does he mean and what do you agree. >> he i think what he meant is they should have been releasing preliminary results all along. we were concerned there haven't been enough transparency in the process. no information about in the result of the election. in most countries you would have preliminary results, media or sources doing their own count. in afghanistan no information about what the results have been. and the election commission has chosen to wait until tomorrow, five days after the election day to release any results at all. we think it would have been better if they had released partial results all along. >> reporter: as we discussed last time in your book "free and fair," you say it is not just the august 20th vote but whether the election process

continues to the listening-term development of organizations, institutions and the democratic process in afghanistan. are we seeing that? >> it is too soon to tell. what happens often election day is not the only test of whether there is democracy in actual and we hope it is a step in the direction of development of a democratic institution and democratic habits in afghanistan and the fact the election took place makes that a possible but we will not know for sometime whether this has been a positive step and those institutions will take root in that country. we certainly hope so. >> because of the violence in the south how likely will there be apronoff election. >> that depends if either candidate has more than 50% of the vote. as of tomorrow we will have an indication of. that people don't know how close the vote has been and whether there will be a runoff in early october or not. >> thank you very much. if you have to go back a safe journey to you.

in living well headlines a warning for men. drinking daily may boost your risk of cancer. a study found those that average at least one drink a day had higher chances of developing several cancers than those that drank occasionally or not at all. researchers say only beer and spirits were linked to the increased risks, not wine. new findings suggest a little exercise is, in fact, better than none at all. a survey of u.s. adults found those getting a minimum amount of exercise were twice as likely to die in the next nine years than those that stay

transfer that. any anxiety or don't cry cry in front of your child. you need to make it a positive experience for them and by making it a positive experience for them you will internalize that and it will be more positive for you. but the best way to avoid that anxiety is to be prepared and do things you have control over. so that you are prepared for that first day and then the child will be prepared also any like what you said you did for 32 years made cookies for your kids when they came home from school. >> warm cookies the minute we walk in from school on the first day. >> we know we are nervous as moms but the kids are nervous, too. in your magazine you have the responses of preschoolers and what they were concerned about an maybe some things parents may not realize they are concerned about. things like how will i get to school. all the basics. how do i find my classroom. what if i have to go to the restroom. what will lunchtime be like. how do i get home from school. should you address each one of

them? >> we get involved in the academics and worry about how they will be academically and we forget this is a new experience and a new building with new people. so common questions are what you need to think of so they are confident and calm when they go in there and then the academics will come. think about visiting the school in advance if you can. if you can walk to your child's classroom. show them with where where the bathroom is, make sure your son or daughter knows the difference between boys and girls so they can avoid embarrassment of going in the wrong way and walk through the classroom and talk about the area of the classroom. what they will experience there. i thought one tip was really nice about opening a milk carton. find out what your school serves so your child is not sitting there and doesn't know how to do it so if they need to learn to open a milk carton you can do that. or carry a tray of food.

go to a cafeteria and let them load up the tray. >> let them experience as much as possible. >> my daughter will be going to a new school. so i will have to be doing some of these, getting her familiar but there are differences in the schools in of coursely where the cafeterias are and the more you can take the child in there and alleviate those anything she may not be expected or may not know will help, won't it. >> it will help you, as well. you will know the answers have been giving to them and they are not going to be scared. a lot of times we are scared because they are scared. >> how do you keep them safe without scaring them? what should you do as far as following the rules. >> one of the biggest concerns i would have in terms of safety is going home on the bus. we had what incident last year. the child could carry a card which has their name and

address. if your child is in any way impaneledded, put a picture of yourself on it. there is no way for a child to remember every bus stop so talk to your child about look for the neighborhood and look for me. look for mommy. don't get off the bus until you see mommy. >> in fairfax county they have shortened a lot of -- or lengthened the bus routes and cut out the stops. my children have to go to another bus stop. so a lot of new things is happening because of budget cuts. what about car pools if you have another parent or baby- sitter picking up your child? >> of course you are going to know that person and know them well enough to understand how well they drive and how safety of seat belts and those things. the biggest danger is at the school getting out of the car and going in to the school or coming out of the school and getting back in the car. you want to make sure they know

not to dart in to traffic. if they see your car down the parking lot. they don't come to you. you come to them and you can drive through that car pool lane and practice. practice letting them out. drive in a circle. come back and pick them up. that way they understand the safety and tell them the why of that safety so they understand how dangerous it can be getting out and coming back. >> we go over that a lot in my house and the people in cars condition see you. you are little. i just don't think you can say it enough. >> right. little children sometimes don't think -- they are little children. so you need to constantly reinforce that with them. in fact, we had -- we had a routine in our car pool and see you later alligator they knew that was mommy loves you and

>> she's teaching me things about making wedding cake. this stuff, i seen it on tv i don't want to say hideous but you have to focus because you have one chance. >> something like this can take hours of work and it does hurt your hand after a while. >> i have been making a little cherry blossom. it is a cherry blossom cake and it is covered in fondant which is a sugar frosting that we lay on the cake and you are piping with royal icing which is what you find on sugar cookies. >> i did the yellow and she did the flower and i'm doing the yellow dots. >> how long did it take you to become an expert on this. how many did you have to go through before you felt confident. >> you learn and practice and

keep going and we have been doing this, we have been open for six years now. and i have been doing this almost ten years and i got my start working at cake love with warren brown in dc. and then went to an went to lacademie cuisine and read a bunch of books and got to this point. >> so to buy a fine cake or a wedding cake what should they look for? what would you tell them. look for this or what that. >> when a bride comes in she has to know what her venue and colors are. a lot of times a bride has in mind what she wants. every cake is custom made and we work with the bride to come up with a cake to fit to the wedding. >> how do you know you are in a good shop. >> when they meet with us they do a tasting so they taste the cake. from there they know and they see our portfolio and know the

caliber of work that we do. and so a lot of times -- look at this cake i have been working on. >> you are doing a great job. looks great. >> a lot of times we will look at an invitation, inspired by an invitation they use at the wedding, a swirl or piping or something or look at the bride's gown, sometimes pick up a lace piece of the bride's gown some we try to make it blend in with the wedding so it is not an odd piece in the corner. >> on the tv shows we see elaborate cakes. do you do that as well. >> we did fighting irishmen a 3- d piece. we do culture. for grooms cakes a lot of grooms takes. we have done steaks and dogs. >> what do you do for your favorite. >> the steak cake. and in the corner i put a
