martin o'malley called him a tax and spend liberal. this economy has imposed a very different reality. the o'malley administration has now slashed more than $4 billion from the state budget and reduced the size of state government by 3200 jobs since the recession started. in annapolis, scott broome, 9news now and wusa9.com. >> in the meantime, maryland is forgiving penalties and interests on past due taxes in the next couple of months in hopes that citizens will pay up years of back taxes. computer problems continue to complicate the start of the school year in prince georges county. hundreds of students still don't have schedules and school officials say it could be days before they get them. audrey barnes now joins us live from the high school with the story and i guess audrey, this is getting tiresome at this point. >> it certainly is, lesli. there are 24 high schools in prince georges county and nearly all of them have

scheduling. the problem is with a new computerized scheduling system. according to the company's website, it works great in lincoln county, georgia, which has 432 high school students. so far, it has been a disaster in prince georges county, which has more than 40,000. more than 200 students at bowie high school were sidelined by a computer glitch. isolated in three separate areas while school officials scrambled to print schedules for them. >> why some of them have schedules, they don't know. >> the tso president says it's the worst school opening in the county in 16 years. >> these schedules need to be mailed out during the summertimes. that way if there's a conflict with their schedule, they can move forward and get that change before the first day of school. >> the communications director says the problem is with the new school max computerized scheduling system that was phased in last year. >> our goal is to have the

problem totally resolved by the end of the week. >> not soon enough who says the school system is putting them behind the eight ball. >> what do you think about the whole situation? >> it's crazy. >> and it continued for a second day today, but school officials tell me they hope to have a schedule in everyone's hands by the end of the week. lesli, back to you. >> all right audrey, thanks for that. police have arrested four high school students and charged them with vandalism for defacing an elementary school parking lot. a swastika and the phrases, kkk and white power were arranged on the ground. given the graphic nature of the graffiti express the surprise that these suspects are black. >> it is taken very seriously in the school division and we will prosecute them to the fullest extent of the law. but i would like to reassure

the community of sinclair elementary school that the school is a safe and welcoming place. >> in addition to the criminal charges, the four students face potential disciplinary action within the school and that can include suspension or expulsion. there is good education news still coming out of virginia. a new report shows that virginia's graduating high school seniors scored above the national average on the reading and writing section of the sat college entrance exam. but they tested slightly lower when it comes to math. >> right now, police are trying to figure out why someone would stab a woman and a child in bailey's virginia. police found the victims in an apartment in the 3400 block of glenn karlyn drive. they have taken a man into custody, but at this point there is no word on the conditions of the victims. sky 9 in the air and on the story. capturing this scene at the montgomery county air park in gaithersburg. that's where a small plane was forced to land after it flew into washington's restricted

air space. military aircraft escorted the plane to that air park. the secret service says the pilot entered restricted air space by mistake. and here is what is left of a crash involving a u.s. park police officer along the bw parkway. the roads are now reopened, but around 8:00 this morning, the southbound lanes of the parkway were closed near route 197. a driver struck the officer who was conducting a traffic stop on the side of the road. that officer is expected to survive. today it was northern virginia's turn to hear about the president's healthcare reform plan from two congressman. democrat jerry connolly hosted this one at the green spring retirement community in springfield. and he outlined how the president's plan could impact seniors. if you missed today's town hall meeting. the congressman will lead another meeting tonight. that one begins at 7:00 at south lake high in resten. the president took time from his vacation to reappoint

federal reserve chairman, ben bernanke. as word spread, stocks climbed. investors praised bernanke for unlocking credit and stabilizing the financial market. some of bernanke's critics say he may have saved wall street, but not the millions who lost their homes to foreclosure. the second term could be just as rocky as the first. >> mr. bernanke moves to withdraw the liquidity and the support from financial markets, we are going to see mortgage rates rise. this will not sit well with the public or the white house. >> bernanke is expected to face a grueling hearing before the senate likely signs off on another four years. alexandria named earl cook as his new police chief. he became acting chief last month when the former chief was charged with drunken driving. baker later resigned. cooke is the first african american to hold the top police job in alexandria's history.

he has not been charged yet. medical experts say michael jackson's personal physician should have realized how dangerous the drugs were that he was reportedly giving to the late king of pop. lawyers for dr. conradt murray say police have twisted around the events leading up to jackson's death. documents suggest, but murray game jackson four different drugs. experts say he should have known better. >> there are so many of these

based out of the fbi. the move comes as the cia faces more questions over interrogation techniques detailed in a report made public yesterday. here is samantha hayes. >> president barack obama in a departure from the bush years is calling for a new interrogation group to be based out of the fbi. >> all the intelligence community to get the best intelligence possible, based on scientifically proven methods and consistent with the army field manual. >> the new arrangement brings to an end the cia's once key role in interrogating high level detainees. the change is receiving harsh criticism, a top lawmaker on the senate intelligence committee who calls the move a bizarre move of no confidence in the director of the cia. the white house defended the president's decision. >> the cia is obviously has a very important role to play as it relates to interrogations. >> the president's decision

came on monday amid release of a 2004 report from the cia inspector general, detailing questionable cia interrogation techniques. according to the report, interrogators scared detainees with a gun and electric drill and threatened to kill their family members. francis was a former homeland security advisor to president george w. bush. >> i don't think there's anybody that would defend interrogators who went beyond what was legally authorized. >> attorney general, eric holder has called for an investigation to determine whether those cia tactics were illegal, but stopped short of saying that any prosecution would be likely. in washington, i'm samantha hayes. a pilot will have quite a story to share at the dinner table tonight. he was forced to make an emergency landing in the parking lot of a mall in northern new jersey. medics treated the pilot for minor injuries. his plane should be okay once he washes off the foam. today's incident marks the

third emergency landing in new jersey just this month. all right, pickpocketing is one of the oldest crimes in the book. now in europe, something called put pocketing is catching on. former criminals and magicians are walking around putting money in people's pockets. sometimes they leave as much as $20 in their victim's pocket. the stunt is part of a marketing company. while some think it's great, others are just a bit weary. >> i would like to know why the company is doing that. >> yes. >> possibly be a bit suspicious. > the company has handed out more than $150,000 so far. nasa was supposed to launch the space shuttle discovery tonight, but that is not going to happen. we have just learned that a bad fuel valve scrubbed tomorrow's blastoff. this morning's launch was canceled because of lightning striking. springfield, virginia native will just have to wait. he is part of that crew.
