in palmer park drive in landovers, vandals slashed tires on a number of cars in the two-block area and took a knife to water lines being used by construction projects. of course police are investigating. there's an anticrime surveillance camera in the area and police plan to look the tapes to see if they can identify suspects. we will have details coming up on 9 news now at 5:00. and we are following a developing story from northeast washington. a man shot by police officers early this morning has died. this happened around 3:40 this morning at a shell gas station on benning road northeast. officers responded to a report of a man with a gun at the gas station. when they arrived the suspect allegedly pointed the weapon at officers and the officers fired at the suspect.

police will not say if this was a robbery attempt. at this time i have been told that the subject had a weapon and he was tapping on the window of the shell station, cashiers location. >> reporter: no officer was injured in the shooting. stay with wusa 9 and wusa9.com. we will have the latest information on this story. we now know the name of one of two people stabbed in northwest washington yesterday. 21-year-old joshua max of clinton, maryland was stabbed around 2:30 yesterday afternoon in the 200 block of q street northwest. he was take on the the hospital where he later died. the second victim is expected to survive but his name has not been released. there's good news concerning car jackings in the district. the fbi says they are down from last year. there was 600 car jackings in the district in 2008.

so far this year there have been 200 car jackings. a joint dc police fbi task force is being credited for this dr. drop in numbers. michael vick is due back in court today in newport news seeking a judge's approval of a plan to emerge from bankruptcy. a court filing shows predators representing $20 million have endorsed vick's plan to pay them back and emerge from bankruptcy. in the meantime, vick is still preparing for his return from action in the nfl tonight. he's expected to play in a pre- season game with his new team the philadelphia eagles. pink slips are on the way after maryland's board of public works approved a slew ut. the cuts are intended s the cuts are intended to save taxpayers $454 million. but 202 state employees will lose their jobs. the layoffs include 160 jobs at this state's health department

and counties will lose $211 million in state funding. money that is used for everything from police salaries to road repaving. the board also approved a five-day shutdown of state government as well as widespread furloughs, but not all state employees will have to take furloughs like lawmaker and judges. the speaker of the house of delegates, mike bush, says he will voluntarily take a ten day pay cut and he expects other legislators to do the same thing. peter franchot was on 9 news now this morning and he says taking a furlough is the right thing to do. >> all legislators in the judiciary and constitutional officers, like mist, i'm sure we will all, i'm certainly going to, voluntarily give back ten days of pay. >> reporter: he says the cuts are painful but they are necessary for maryland to weather its financial crisis

until the economy improves. there will be several official tributes for ted kennedy in the coming days. the legendary massachusetts senator died at the age of 77. the first memorial ceremony is getting underway right now. karen brown has the latest now from the jfk library in boston, massachusetts. >> reporter: the family is holding a private mass for senator ted kennedy at the seaside compound in hyannis port. >> difficult couple of days as we see the outpouring of sympathy to the family. >> after the service the senator's body will travel in a motorcade past places that were important to him, including a park he helped to create and a hall where boston's mayor will ring a bell to his honor and the john f. kennedy presidential library in boston. >> what we will do in the next few days is celebrate his life. it is a remarkable life. >> reporter: as the media gets set this place, kennedy will
